Development of Content for Gender-Sensitive Work-Life Balance Organizational Culture Education : Focusing on Small and Medium-Sized Enterprises in Jeonnam Area (성인지적 일·생활균형 조직문화 교육 콘텐츠 개발 : 전남지역의 중소기업을 중심으로)

  • In order to create an organizational culture that prevents women's career breaks and promotes economic activities, this study aimed at developing educational content for workplace culture improvement for both male and female workers working at small and medium-sized enterprises in Jeollanam-do. The core content composition and content design specifically consider the characteristics of Jeollanam-do based on an advisory meeting of the field experts and researchers to ensure the on-site utilization of the content and the validity and consistency of the teaching content. The educational content is divided into three areas: understanding, effectiveness, and the implementation of a gender-sensitive work-life balance organizational culture. The aim of the content is for all employees to understand the meaning of work-life balance and to improve the organizational culture of their company from the perspective of individuals, families, companies, and society. In particular, the intention was to personally identify and implement measures to improve a gender-equal work-life balance, not only at work, but also with regard to domestic labor and leisure time. Furthermore, the content is presented from a gender-sensitive perspective that encompasses diversity, systems, and programs targeting women, men, single people, married people, young people, the elderly, and people with disabilities - all these groups are explained as examples. The content emphasizes that we should all actively participate in improving the organizational culture of our companies. In addition, the Women's New Work Center should seek ways to increase the motivation for the voluntary participation by companies and strengthen the expertise of instructors in work-life balance education.

Economic Effect Analysis of Pyongyang's 50,000 Housing Units Construction Project (평양 5만세대 주택건설계획의 경제적 효과 분석)

  • At the 8th Party Congress in 2021, North Korea announced a plan to build 50,000 housing units in Pyongyang, and this paper analyzes the economic effects and related informal costs of of the project. Currently, Pyongyang is experiencing a significant housing shortage. It is estimated that the number of households in Pyongyang increased by 184,000 between 1994 and 2020, while the estimated new housing supply during the period was only 30,000. Pyongyang's 50,000 housing units construction project is characterized by the goal of improving the living conditions of workers, the application of the new city construction method, and the largest state-led housing construction since the Arduous March. The project is expected to generate economic effects such as increasing workers' motivation to work, increasing tourism resources, and generating income from related industries. On the one hand, a significant portion of the construction cost of the 50,000-unit housing project in Pyongyang is passed on to companies and households in the form of informal cost such as quasi-taxes and manpower mobilization. In addition, there may be congestion in the power supply and sewerage facilities that occur when moving in. If these costs are not taken into account, the feasibility of a housing construction project may not be properly assessed, making it difficult to sustain it in the long term.

  • Innovation means the creation of new value by changing existing things. Dyson's Cyclone vacuum cleaner, a representative innovative product, eliminated the dust filter that had existed in vacuum cleaners for over 100 years. Instead of directly improving the dust filter that reduces suction power, this product was invented by asking the essential question, 'How do we separate dust in the air?' Creative innovation happens when the essence of the problem is properly understood. TRIZ(Theory of Inventive Problem Solving) analyzed numerous invention patents and discovered that innovative results in problem solving appear depending on the existence of contradictions in the problem and how to creatively overcome the contradictions. Based on this, it was systematized into a methodology along with other powerful principles of problem solving. Therefore, TRIZ is a powerful tool for creative and innovative problem solving. However, for creative innovation, it is not easy to properly identify the contradictions in the problem and apply them to solve the problem. In addition, depending on which contradiction is selected, not only the direction of problem solving but also the final solution varies, but researches on this are very lacking. To overcome these difficulties, this study first introduced the concepts of existence contradiction and state contradiction, presented a new problem-solving process, and verified its validity by applying it to toothbrush patent cases. Although there are limitations in applying it to various cases, we hope that the new concept of contradiction presented for the first time in this study and the problem-solving process through it will contribute to producing innovative results.

Legal Issues on the Collection and Utilization of Infectious Disease Data in the Infectious Disease Crisis (감염병 위기 상황에서 감염병 데이터의 수집 및 활용에 관한 법적 쟁점 -미국 감염병 데이터 수집 및 활용 절차를 참조 사례로 하여-)

  • As social disasters occur under the Disaster Management Act, which can damage the people's "life, body, and property" due to the rapid spread and spread of unexpected COVID-19 infectious diseases in 2020, information collected through inspection and reporting of infectious disease pathogens (Article 11), epidemiological investigation (Article 18), epidemiological investigation for vaccination (Article 29), artificial technology, and prevention policy Decision), (3) It was used as an important basis for decision-making in the context of an infectious disease crisis, such as promoting vaccination and understanding the current status of damage. In addition, medical policy decisions using infectious disease data contribute to quarantine policy decisions, information provision, drug development, and research technology development, and interest in the legal scope and limitations of using infectious disease data has increased worldwide. The use of infectious disease data can be classified for the purpose of spreading and blocking infectious diseases, prevention, management, and treatment of infectious diseases, and the use of information will be more widely made in the context of an infectious disease crisis. In particular, as the serious stage of the Disaster Management Act continues, the processing of personal identification information and sensitive information becomes an important issue. Information on "medical records, vaccination drugs, vaccination, underlying diseases, health rankings, long-term care recognition grades, pregnancy, etc." needs to be interpreted. In the case of "prevention, management, and treatment of infectious diseases", it is difficult to clearly define the concept of medical practicesThe types of actions are judged based on "legislative purposes, academic principles, expertise, and social norms," but the balance of legal interests should be based on the need for data use in quarantine policies and urgent judgment in public health crises. Specifically, the speed and degree of transmission of infectious diseases in a crisis, whether the purpose can be achieved without processing sensitive information, whether it unfairly violates the interests of third parties or information subjects, and the effectiveness of introducing quarantine policies through processing sensitive information can be used as major evaluation factors. On the other hand, the collection, provision, and use of infectious disease data for research purposes will be used through pseudonym processing under the Personal Information Protection Act, consent under the Bioethics Act and deliberation by the Institutional Bioethics Committee, and data provision deliberation committee. Therefore, the use of research purposes is recognized as long as procedural validity is secured as it is reviewed by the pseudonym processing and data review committee, the consent of the information subject, and the institutional bioethics review committee. However, the burden on research managers should be reduced by clarifying the pseudonymization or anonymization procedures, the introduction or consent procedures of the comprehensive consent system and the opt-out system should be clearly prepared, and the procedure for re-identifying or securing security that may arise from technological development should be clearly defined.

Development and Evaluation of Criterion-Referenced Performance Assessment Items Based on the 7th National Science Curriculum -Subject Unit of Reproduction and Biological Accumulation- (제7차 교육과정에 근거한 준거지향적 수행평가 문항의 개발과 평가 -고등학교 과학 "생식"과 "생물 농축" 단원을 중심으로-)

  • In recent years, there has been an increased emphasis on performance assessment to evaluate students' abilities. Our nation has introduced a change in testing and assessment. Additional work on the efficacy, reliability, and comparability in order to develop the performance assessment item has been needed in the enforcement of the 7th National Science Curriculum. Also, criteria for professional and technical standards has been needed to be developed. The purpose of this study was to draw out various key concepts and to develop achievement standards, assessment standards and performance assessment items based on the 7th National Science Curriculum on the subject matter of reproduction(chapter 13) and biological accumulation(chapter 17). And also, this study examined the validity of completed performance assessment items based on classical test theory and polytomous item response theory. Twelve key concepts in chapter 13(reproduction) and four from chapter 17(biological accumulation) were abstracted. Twenty-six achievement standards in chapter 13(reproduction), and nine in chapter 17(biological accumulation) were developed. The achievement standards were determined in terms of knowledge(K), process skill(P) and attitude(A). Twenty-five assessment standards in chapter 13(reproduction) and nine in chapter 17(biological accumulation) were developed. Based on the developed achievement standards and assessment standards, twenty-two performance assessment items(seventeen open-ended questions, three essays, and two portfolios) with concrete grading criteria were developed. Eight open-ended items were applied to 240 10th graders to evaluate reliabilities of the test which consisted of four items per each chapter. The results would be suggested that the applied items were valid for performance assessment because item difficulties and item discriminations were proper. There was not much differences in item discrimination between interpretation from classical test theory and that from polytomous item response theory. However, there were some differences in item difficulties between the interpretations of two theories because the characteristics of examinees were reflected in classical test theory.

Effects of Foot Massage and Supportive Communication by Hospice Volunteers on Depression, Anxiety, and Mood of Cancer Patients Who Undergo Intravenous Chemotherapy at Out-patient Department (호스피스 자원봉사자의 발마사지와 지지적 의사소통이 외래 항암화학요법 환자의 우울, 불안 및 기분에 미치는 효과)

  • Purpose: This study was done to investigate effects of foot massage and supportive communication provided by hospice volunteers on depression, anxiety, and mood of cancer patients who are going under intravenous chemotherapy at out patient department (OPD). Methods: A non-equivalent control group non-synchronized design was used. Sixty-four participants were recruited from out-patients setting in a university hospital by a convenient sampling. Two trained- hospice volunteers first provided regular hospice volunteer service to 34 patients in the control group. Subsequently, foot massage and supportive communication were provided to 30 participants in the experimental group. After the intervention, all participants answered the structured questionnaire with visual analog scales on depression, anxiety, and mood including general characteristics. Data were analyzed using descriptive statistics, two sample t-test, and paired t-test by PASW 17. Results: After the intervention, changes in negative moods, i.e. strain and powerlessness in the experimental group were significantly different from those in control group; strain and powerlessness in the experimental group were significantly decreased by foot massage and supportive communication provided by hospice volunteers. Conclusion: The current findings provide an empirical evidence of a brief and efficacious intervention for cancer patients. Further studies are warranted with larger sample size to validate the effectiveness of foot massage and supportive communication as a solid intervention for cancer patients who are undergoing intravenous chemotherapy at OPD.

한국 표준시 제도의 타당성에 관한 연구

  • 현재 우리 나라가 사용하고 있는 표준시는 I-시간이다. 이 표준시 사용에 대해 일부 이견이 있어, 우리 나라의 표준시 제도를 확립하기 위해 세계 각국의 표준시의 운용 상황을 분석 검토함으로서 우리나라는 현재 사용 중인 I-시간을 계속적으로 사용하는 것이 타당한 것으로 다음과 같은 결론을 얻을 수 있었다. 1) 세계에서 복수 표준시를 운용하고 있는 나라(러시아 등 9개국)는, 표준시 적용 지역을 태양시에 정확하게 맞추어 결정할 수 있을 것임에도, 3개국만 표준시가 태양시에 거의 일치할 뿐 나머지 6개국은 모두 태양시보다 표준시를 앞세워 적용하고 있다. 2) 세계 15대 대 영토국 중 단일표준시를 운용하고 있는 나라(중국 등 6개국) 중에서 3개국이 대체로 표준시가 태양시에 일치할 뿐이고, 나머지 3개국은 표준시를 태양시보다 $1{\sim}2$시간 이상이나 앞세워 적용하고 있다. 3) 전 세계의 145개 주요 단일 표준시 사용국 중 약 5%(중동의 지중해 연안국들과 동유럽의 일부 국가들) 정도에서 표준시를 태양시보다 30분 정도 늦춰 적용할 뿐이고, 태양시와 비슷하게 운용하는 나라는 약 56%, 표준시를 30분 이상 앞세워 적용하고 있는 나라는 약 39% 정도로서 대체로 태양시보다 빠른 표준시를 긍정적으로 받아들이고 있다. 4) 캐나다와 미국의 경우는 각 주에서 정한 표준시와는 다르게 운영하고 있는 지방들이 있는데, 이들 모두가 지리적인 위치로 보아 태양시보다 표준시가 어느 정도 빠르게 운영되도록 조정한 경우들이다. 5) 세계에서 UTC와 비 정수 시간차의 표준시를 운용하는 지역과 국가는 7개소 정도이다. 이들 중 표준시를 태양시에 맞추어 설정한 경우가 6개소이고, 지리적인 위치로 보아 표준시와 태양시가 일치할 수 있는데도 표준시를 30분 정도를 빠르게 운용하기 위해 조정한 경우가 1개소이다. 6) 세계에서 서머타임을 적용하고 있는 최저위도 국가는 북반구에서는 북회귀선에 걸쳐 있는 Mexico와 Cuba, 남반구에서는 Brazil의 남회귀선에 걸쳐 있는 남반부인데 이들은 모두 태양시와 일치하는 표준시를 운용하는 나라들이다. 한편 서머타임을 적용하고 있지 않는 최고위도 국가는 북반구에서는 Iceland, 남반구에서는 Argentina인데, 이 두 나라는 모두 이미 표준시를 태양시보다 1시간 이상 빠르게 적용하고 있는 나라들이다. 7) 복수 표준시간을 운용하고 있는 Canada와 미국에서는 국가적으로는 서머타임을 운용하고 있는데도 서머타임을 운용하고 있지 않는 주가 Canada에는 1개주, 미국에는 3개 주가 있는데, 이들은 모두 표준시가 태양시보다 30분${\sim}$1시간 정도 빠르게 적용되고 있는 곳이다. 8) 세계의 많은 나라가 표준시를 태양시보다 30분${\sim}$1시간 또는 그 이상까지도 빠르게 적용하고 있다는 사실, 그리고 세계의 많은 나라에서 서머타임을 시행하고 있다는 사실을 보면 태양시보다 표준시를 어느 정도 빠르게 적용해 생활하는 것은 인간 생체리듬에 악영향을 미치지 않으면서 오히려 시간 이용을 효율화하는 장점이 있는 것으로 판단된다. 9) 현재 우리나라는 경도 $135^{\circ}E$를 기준으로 하는 I-시간을 사용하고 있으면서 I-시간대역의 서쪽경계에 위치하여 태양시보다 표준시가 30분 정도 빠르다. 이는 한국인의 생체리듬에 결코 나쁜 영향을 주지 않으며, 오히려 시간을 효율적으로 사용할 수 있는 장점으로 작용하고 있는 것으로 판단된다. 아울러 여름철에 일광절약시간(서머타임)제의 필요성을 완화시켜줌으로서 표준시를 안정적으로 운용하는데 크게 기여하고 있다. 이는 표준시를 UTC와 정수시간차를 유지하면서 안정적으로 운영하려는 세계 각국의 표준시 운영 경향과도 일치하고 있다. 10) 우리나라가 사용하는 I-시간이 우리에게 이상과 같은 장점을 가지고 있음에도 불구하고 이 I-시간이 일제의 잔재라거나 또한 한국인의 생체리듬에 해롭다는 이유를 들어 우리 나라의 표준시를 경도 $127.5^{\circ}W$ 기준의 H'시간으로 변경시킨다면UTC와의 8시간 30분차 시간을 운영하게 됨으로서 국제화 시대를 사는데 큰 불편을 초래할 뿐만 아니라, 추가적으로 서머타임제를 도입하게 되는 등 커다란 부작용을 겪게 될 것이다.

On the Suitability of the Korean Standard Time (한국 표준시 제도의 타당성에 대한 연구)

  • The Korean Standard-Time (KST) in practice is about 30 minutes earlier than Korea’s solar-time. Suitability of tile KST is analysed by whether it is suitable for the society in general and for the mental and physical health of the Korean people. About 56% of the countries in the world use single standard-time coincident, 18% are 30 minutes earlier, and 21% are an hour or more earlier than their solar-times, respectively, and only 5% have standard-times 30 minutes later than their solar-time. This means adoption of the standard-time earlier than the solar-time is rather acceptable in most countries without any harm to the mental and physical health of their people. Because Korea is located on the western margin of the I-time zone (which is used standard longitude of 135$^{\circ}$E and is used as KST), KST is about 30 minutes earlier than Korea’s solar-time. This situation does not seem to affect adversely the physical, physiological or psychological activities of the people of Korea. It also helps in effective use of the daily time schedule throughout the year, moreover it diminishes the necessity of the summer-time system in the Korea. If H$^{\ast}$-time of the longitude of 127.5$^{\circ}$E that passes through middle of the Korean peninsular is used as KST, non-integer time difference from UTC is inevitable which may be of great inconvenience, and also the introduction of a summer-time system like most countries in high latitude, using their standard-time coincidentally with or even earlier than their solar time, will become essential.

Empirical Survey for the Evaluation of Content Relevance in the 7th Technology & Home Economics Subject (제7차 기술$\cdot$가정 교육내용 적정성 평가 - 가정과교육 영역을 중심으로 -)

  • This study clarifies the concept of the education content relevance in order to evaluate the content relevance of Technology & Home Economics in a secondary school, and design its standards based on the preceding study. In other words, four standards such as the amount of studying content, the degree of difficulty, the validity of contents and the sequence of contents are established. Also, a survey on the current status of nationwide units targeting students, teachers, and professors was conducted to collect actual data about relevance evaluation. The results are as follows. First, as for the evaluation in terms of the amount of studying content, the majority of respondents answered that it decreased by about $30\%$ when compared to the 6th Technology & Home Economics Curriculum However, middle school teachers pointed out that the number of classes is not enough considering the fact that it's an activity-oriented subject. So, they acknowledged that the amount of study time during a Technology Sl Home Economics class is 'quite a lot.' Second, the evaluation in the degree of difficulty is divided into two responses. Teachers responded that it's reasonable overall, but according to students, it's difficult. Especially, the chapters that students don't understand well including 'The Elements of Draftsmanship,"' 'Understanding of Machinery,' 'Electronics & Electricity Technology,' and 'Energy & Transportation Technology.' In the Home Economics area, 'The Design of Home Life' is the only chapter that students don't understand well. Third, as for the validity of contents, the chapters that were not considered as important considering the objective of Technology Sl Home Economics Curriculum include 'The Elements of Draftsmanship,' 'Computer & Processing,' and 'The Management of Resources and Environment.' Fourth, as for the sequence of contents, the survey was conducted including the name of the course asone of the survey items. The majority of teachers wanted it as it is, but the Professors of education colleges who wanted the 3rd name to connect the course with the elementary school course was a little more $(50.5\%)$ than the ones who don't want any changes $(45.5\%)$. The follow-up study should correct and complement the standards that this study suggested through analytic and critical review according to the character & goal of the subject. Based on such standards, the evaluation of content relevance should be continued to realize the quality control of the curriculum systematically.

A Study Seeking the Practical Implementation of the Yellow Sea Large Marine Ecosystem Project (황해광역해양생태계 프로젝트의 실효성 확보에 관한 연구)

  • The Yellow sea, as described in article 123 of UNCLOS, is semi-enclosed sea surrounded by the Republic of Korea, the People's Republic of China and North Korea. In addition, the Yellow Sea is one of the 66 large marine ecosystems as it contains large amounts of marine resources. According to article 194 of UNCLOS, states should be aware of rights and duties with respect to the protection and preservation of the marine environment to be engaged with countries directly as regional entity or indirectly. Therefore, the legal blank is urgent in terms of trans-boundary environmental pollutant issues. The UNDP has conducted a project called Yellow Sea Large Marine Ecosystem (YSLME) which has reached the 2nd phase. The project has some notable achievements, namely performing joint activities on analysis of diagnostic trans-boundary issues in collaboration with China and South Korea, developing a strategic action plan based on TDA, and establishing regional strategic action plan. However, on the other hand, the project could not reflect the full participation of North Korea as a state party. As a result, the project has a limitation on effective implementation of RSAP. Therefore, this study focuses on the suggestion of a legally-binding trilateral treaty as a blue print for the next, 3rd phase of the project. By analyzing the best practice of the Wadden Sea Trilateral Treaty case, the study verifies the validity of legislative measures on establishing and managing a legally-binding trilateral YSLME Commission. By suggesting a three phase treaty, incorporating a joint declaration by establishing the commission, the signing of the treaty, and formulating an umbrella convention and implementation arrangement, the study expects to guarantee the consistency and sustainability of the trilateral treaty regardless of political issues pertaining to North Korea.
