기계설비가 건설산업의 핵심을 이루는 중심분야로서 국내$\cdot$외적으로 그 중요성이 고조되고 있음에도 불구하고 아직도 제 위상을 확립하지 못하고 있는 실정이다. 이에 따라 대한설비건설공제조합(이사장 이찬재)이 설비건설업의 육성방안 마련을 위해 지난 해 (사)대한설비공학회에 설비건설 종합발전방안 연구에 대한 용역을 준 결과 연구보고서가 나왔다. 이 연구보고서는 $\ulcorner$설비건설업의 현재의 위치와 제도적 문제점을 조사, 분석하고 외국의 제도를 비교검토하여 건설업 전체의 환경변화와 제도적 변화에 대비할 수 있는 방안을 수립하고 설비건설업의 위상정립과 제도개선 방안을 통하여 설비건설 분야의 사회적 역량 확충과 기술력 향상을 유도함으로써 국내 설비건설 산업의 발전을 도모해야 한다$\lrcorner$고 지적했다.

This study examines the mud-based cosmetic business by the City of Boryeong, as a case of commodifying a locality's endowment or assets for local development. Concretely, the study discusses current status, history, and challenges of the business, which is an integral component of the key industry Boryeong seeks to promote by using mud materials. The discussion also encompasses the factors behind the development of the business. From the discussion, my work presents the business‘s implications for the commodification of local endowment/assets and promotion of relevant key industries that not a few localities across Korea pursue for their development. I deal with such implications, primarily in terms of the local institutional capacity that induces the consistent participation and cooperation from a wide variety of stake-holder as well as the shared vision among such stake-holders in order to enable a locality to effectively use its endowments/assets for local development. And this work reiterates that the institutional capacity which is significant for local development has to be analyzed in depth and such an analysis should produce codified knowledge which can function as guidances or manuals for many localities.

지역경제의 성장과 혁신은 국가경쟁력 강화를 위한 중추적인 요인이다. 본 연구는 ICT산업인프라가 집적된 대구 및 경북지역의 ICT산업의 현황을 살펴보고, 혁신가치사슬 개념을 적용하여 지역혁신역량을 평가하기 위한 분석도구를 제시하였다. 지역혁신가치사슬은 지역경제 활성화와 국가경쟁력 향상에 영향을 미치는 지역혁신역량을 평가하는 도구로, 지역혁신체제의 인적, 물적, 제도적 인프라와 자원을 포함하는 개념이다. 지역단위의 혁신역량 분석은 지역 내의 혁신자원의 수준을 파악하고 혁신프로세스를 평가하는 데 필요하다. 그러나 대부분의 지역혁신역량에 관한 연구들이 혁신의 투입과 산출단계에 중점을 두고 있어, 본고에서는 전환단계를 포함한 혁신프로세스에 대한 통합적인 분석을 하였다. 이러한 지역 혁신가치사슬은 다른 지역 및 국가 단위 혁신체제에도 일반화하여 적용이 가능할 것으로 기대된다.

본 연구에서는 산학협력의 관계를 통해 발생하는 장애를 파악하고 이를 극복할 수 있는 요인을 대학행정의 노력과 신뢰에서 찾아본다. 기존 산학협력의 연구에서, 산학간의 관계는 경로의존성에 의해 지속적인 상호작용과 지식의 흡수역량을 키움으로써, 양자간 협력에 대한 누적된 경험과 다양한 채널의 폭을 가진다. 하지만 상호간 인식의 차이와 제도적 장벽과 같은 산학협력의 장애는 필연적으로 발생한다. 이러한 장애를 극복해야만 좀 더 효과적인 성과를 유도하고, 지속적인 산학협력의 관계가 유지될 수 있을 것이다. 연구결과, 대학행정의 노력수준과 산학간의 신뢰가 높을수록 산학협력 장애요인인 상호인식의 차이와 제도적 장벽은 낮아지는 것으로 나타났다. 따라서, 산학협력장애를 극복할 수 있는 이 두 가지 요인의 수준을 높이기 위한 산학연관 주체의 관심과 실행 및 제도적 뒷받침이 뒤따라야 할 것이다.

This study examines each factor's effects on the firm's innovation method selection by comparing with EU countries and suggests policy implications for improving firm's innovation capabilities, confirming the changes with the latest data. We used similar data and model for this, and as a result, Korea is located between intermediate group and catching-up group in 2005. In 2014, we found partially positive changes; increase in R&D cost ratio along innovation expenditure, conducting in-house innovation, and R&D in high-tech sector. Therefore, it is required to support innovation expenditure and complement the system for high-tech firms, those that apply patent or conduct industry-university/government research institute linkage in order to improve innovation capabilities.

화관법의 전면 개정으로 화학사고 예방 대비 대응을 위한 제도적 정비는 일단락되었으나 제도의 집행과 실천이 중요하다. 이에 정부는 제도의 집행역량을 강화하기 위해 전문성을 확보하고 현장적용성을 꼼꼼하게 검토할 것이며, 중소기업에 대한 안전진단 컨설팅 등 정부가 할 수 있는 지원을 지속할 것이며, 현장의 애로사항도 계속 발굴하여 제도가 안착될 수 있도록 노력할 것이다. 사업장도 스스로 안전관리를 강화하고 안전의식을 높이기 위해 노력해주기를 바란다.

오늘날의 과학기술은 국가전체의 경쟁력 강화는 물론, 지역의 산업과 경제를 발전시키고 국가의 균형발전을 도모하는데 있어서 매우 중요한 역할을 수행한다. 지역경제 활성화의 주역인 중소 벤처기업을 육성하고, 지역산업을 체계적으로 발전시키며, 지역주민의 생활편의 향상을 위한 각종 지역개발 사업을 추진함에 있어서 과학기술이 핵심적인 요소이자 중요 수단으로서 기능하고 있기 때문이다. 이에 따라, 각 국가들은 1970년대 이후 지방의 과학기술을 육성하고 지원하기 위한 지방과학기술정책을 지속적으로 수립하여 추진해 나가고 있다. 우리나라의 지방과학기술정책이 실질적으로 수립되고 추진된 것은 1990년대 초반 이후 과학기술이 지역경제 활성화를 위한 유효한 수단으로 인식되기 시작하면서 경제 관련 부처를 중심으로 지역과 연계한 각종 사업들을 추진하면서 부터라고 할 수 있다. 특히 과학기술의 지방화 내지 과학기술 지방분권에 관한 논의와 정책적 노력은 1995년에 도입된 지방자치제도의 본격적인 시행과 함께 이루어졌다고 할 수 있다. 그러나 그 진전과 발전은 아직도 여전히 미흡한 상황이다. 이는 과학기술의 연구개발과 진흥이라는 정책의 특성에 기인하기도 하지만, 지방자치단체 스스로 관련 정책을 수립하고 추진할 수 있는 기반과 여건이 제도적인 측면에나 실제적인 측면에서 매우 취약하였던데 그 원인이 있는 것으로 분석된다. 이 글은 과학기술의 지방분권을 강화하여야 한다는 최근의 사회적 논의와 관련하여 지방과학기술정책의 발전을 위한 방안을 모색하는데 그 목적이 있다. 이를 위해, 그동안의 지방과학기술정책 추진현황 및 지역의 과학기술 혁신기반과 역량을 살펴보고, 앞으로 지방 스스로가 지역의 과학기술혁신정책을 수립하고 집행할 수 있는 역량과 기반을 강화하는데 필요한 제도적 과제들을 검토하여 제시하였다.

The purpose of this study is to explore in depth what is the identity of the community foundation, how it operates, and what difficulties it faces. For this purpose, this study conducted in-depth interviews with 5 practitioners working in community foundations. The results of the study are as follows. First, it is important for the participants to identify what their organizations are doing for the community rather than to distinguish them by their legal status. Second, community foundations recognize fundraising as an important achievement regardless of the type. Third, community foundations have experienced difficulties in raising funds, establishing community foundation identity, relationship with other nonprofit organizations in the area, citizen participation, organizational capacity and institutional instability. Therefore, as a policy alternative for community foundations, this study suggested that the establishment of identity and model of community foundation suited to Korean situation, the enhancement of capacity as intermediate support organizations, and the administrative and institutional support of government.

Human resources required in society of knowledge and information are those who not only learn about knowledge and information but also apply those acquired sources to creatively trouble-shoot issues through independent or cooperative relationship. This study is to clarify that there is a positive effect from use of on-line game by youth as youth may have an opportunity to learn the competence required by present and future society of knowledge and information. Moreover, this study is to propose that positive competence may be acquired through on-line game and that the systematic device is required to show the classification of competence from game under characteristics of users. For upright settlement of gaming culture, game companies and the government are required to cooperate actively. Therefore, it is expected that the data from this study will be used as basis of studies of development of youth on-line game competence Quotient to grant upright gaming culture and youth on-line game competence Quotient.
