미.중 원자력 협력 현안 분석 및 평가

  • 미국이 1985년부터 시작된 중국에 대한 원자력 수출 금지를 1998년 3월 해제함에 따라 방대한 중국의 원전시장에 미국 원자력 산업체들이 진출할 수 있게 되었다. 미국은 중국과의 원자력 협력이 핵비확산 측면에서나 상업적 이익 측면에서 미국에게 유리하다는 판단을 내렸고, 중국도 미국의 원자력 기술 및 재원이 필요해서 양국이 합의에 도달한 것으로 보인다. 중국에 대한 원자력 수출은 이제 정치적 차원의 문제에서 상업적 차원의 문제로 변환됐다고 할 수 있다. 미국의 중국에 대한 원자력 수출 금지 해제는 미국산 기술에 근거한 우리나라의 경수로 관련 대 중국 수출을 가능케 함으로써 향후 우리나라의 원자력 수출 활성화에 기여할 것이다.

  • 우리나라는 원전연료로 사용되는 우라늄의 부존량이 매우 적을 뿐 아니라 품위가 낮아 경제성이 없으므로 정광을 외국에서 도입할 수 밖에 없으며, 원전연료 제조과정중 가장 중요한 단계인 농축 또한 핵무기 비확산에 관한 조약 등 국내외의 정치적 여건상 기술자립에 제약을 받고 있어 외국에 의존할 수 밖에 없는 실정이다. 이에 따라, 정부는 국내 기술자립에 제약을 받지 않는 성형가공 부문의 국산화를 추진하는 한편 해외의 우라늄광산 개발참여 등을 통해 원전연료의 안정적 확보에 힘쓰고 있다. 정부는 '79년 9월 원전연료 국산화 사업추진을 결정하였으며, '80년 12월에는 세부추진계획을 확정하였는데 그 기본방침은 다음과 같다. 첫째, 경수로연료는 외국과의 합작투자 방식으로 국산화하며, 둘째, 중수로 연료는 자체기술개발에 의해 국산화를 추진한다는 것이다.

  • $I$ $am$ $a$ $Weasel$ > is a radically different communicative form in several ways. It innovatively utilizes podcast, a kind of internet radio format while dealing actively with thorny political issues and scandals in much direct and challenging fashion. Also this program adopts politically-charged parody, sharp critique of current socio-political issues, as well as lively dialogues through which the program provides both acute political awareness and entertainment. As a new kind of talk show and an alternative media form, this program has gained much popularity and attention since its appearance. Considering the fact that the journalistic fields and public spheres are in disarray through the government intervention and wrought with fierce partisanship and political polarization, the role of this program needs to be examined both cautiously and contextually. This study aims to shed some lights on the multifaceted and much contentious role of $I$ $am$ $a$ $Weasel$ > through a textual reading and discourse analysis, as well as email interviews.

  • This study aims to examine various discourses of the urban landscape discussed in the fields of new cultural geography, spatial political economy, and landscape architecture in order to propose a theoretical framework for the interpretation of a contemporary urban landscape. The notion of landscape is a modern idea that separates humans, especially the bourgeois subject, from nature, and then achieves the visual possession of nature. New cultural geographers have studied the political aspects of landscape. According to them, landscape as materialized discourse is "a way of seeing" which includes the vision of the upper class, the imperialistic view, and the masculine and voyeuristic gaze. In addition, spatial political economists have paid attention to the economic aspects of landscape. They have emphasized that the material production of landscape is indispensable in the production of surplus values in the capitalistic system. Thus, we insist focusing dialectically on both the materiality and ideology of landscape.

  • This paper provides an overview of political ecology, a body of theory that focuses on the links between political and economic inequality on the one hand, and environmental degradation on the other. Adopting a tripartite classification scheme that identifies three political ecology traditions -'classical', 'democratic' and 'poststructuralist'- the discussion shows the need for a move within the poststructuralist tradition away from a narrow and quasi-idealistic focus on discourse to a more robust philosophical engagement with ontological and epistemological issues grounded in Gilles Deleuze's development of Nietzschean materialism. From there. the author draws on numerous examples from Canada, and surveys the available literature on 'bioregionalism', a relatively new intellectual tradition evolved from the North American environmental social movements of the 1970s and 1980s. The so-called 'bioregional approach' stresses that administrative units need to reflect (rather than transect) eco-geographical and cultural features. Bioregionalism is described and assessed as a potential pragmatic research framework for geographers and other planners wishing to respond proactively to the call for a revamped, poststructuralist political ecology. The paper concludes that a bioregional approach to political ecology avoids the weaknesses identified by certain critics, provides scope for consideration of fundamental philosophical ideas, and as such, represents a practical development of a poststructuralist political ecology.

Political Regionalism in Korean Congressional Elections 1988$\sim$2004: A case study with provincial border regions Yeongdong, Muju and Kimcheon (총선으로 본 지역주의 -영동.무주.김천 지역을 중심으로-)

  • After the democratization process since 1988, the national scale voting behavior in congressional elections has changed from a rural-government party and urban-opposite party connection to a political regionalism oriented pattern. In this context, the case study with provincial border regions aims to investigate possible party identification change of the region, and to find a relationship between polling score ratio and socio-political characteristics of the candidates. As a result, Yeongdong shows a strong negation to the presumed Chungcheong local party and shows a continuous party identification with the Kyungsang local party. Muju reveals a more or less weakened identification with the Jeolla local party, on the contrary, Kimcheon shows a unchanged strong identification with the Kyungsang local party. The regional neighborhood effect was verified quite partly between the subdivision districts of the border regions. With a application of linear fitting method, it is certified that voters have attached great importance to the belonging party, native place, as well as political career of the candidates as a voting criterion.

  • 본 논문은 1996년 노동법 개정을 둘러싼 노동계의 총파업에 대해 보수적 성향을 갖는 조선일보와 진보적 성향을 갖고 있던 한겨레가 어떠한 방식으로 이러한 쟁점을 재현하고 해석하는 지를 분석했다. 당시의 노동계 총파업은 내부적으로는 민주화에 따른 시민사회의 성숙과 외부적으로는 글로벌라이제이션에 따른 국가 간 경쟁의 가속화라는 두 가지 정치경제학적 요인이 교차하는 공간에서 일어났으며, 동시에 광범위한 국민적 지지를 확보한 파업으로 그 상징적 의미를 갖고 있다. 이와 같이 주요 사회적 쟁점에 대한 두 신문간의 차이를 분석하기 위해 질적 분석 방법인 서사분석(Narrative Analysis)과 양적 분석 방법인 조응분석(Correspondence Analysis)을 사용했다. 서사분석은 사건의 발생과 진행 그리고 결말 과정에서 대립되는 행위자의 상징적 담론을 분석함으로써 사회적 쟁점에 대한 신문사간의 뉴스보도의 차이점 또는 유사성을 구분할 수 있으며, 조응분석은 주요 쟁점에 대해 행위자들이 어떠한 방식으로 서로 연계되는 지를 파악함으로써 역동적으로 총파업에 대한 행위자들의 관계의 변화를 공간적으로 탐색할 수 있는 장점을 갖고 있다. 서사분석 결과, 두 신문은 각각 서로 다른 서사구조를 기반으로 주요 행위자의 담론적 기호를 정반대로 구성하고 있었다. 사건 발생 단계에서는, 두 신문이 각각 국가 경쟁력 강화와 노동전 보호를 중심적인 서사구조로 설정해 차이를 보였으며, 대통령 및 여당과 민주노총이 대립적인 행위자로 설정되었다. 사건의 발전 단계에서는, 총파업의 불법성과 적법성 문제에 대한 갈등을 기본 서사구조로 제시한 채, 노동계를 포함한 시민사회와 정부기관이 대립적인 행위자로 등장했다. 사건의 갈등 해소 단계에서는 문제 해결을 위한 방법으로 두 신문이 대통령과 야당 지도자간의 정치적 해결과 노동법 통과에 대한 위헌론 제기를 중심으로 한 노동단체들의 지속적인 연대를 중심 서사구조로 각각 제시했다. 이 시기에서 주요 행위자들의 대립관계는 종료되었다. 조응분석 결과, 사건 발생과 위기 고조 단계, 그리고 갈등 해소 단계등 모든 시기에서 두 신문의 주요 행위자 구성에 있어서 차이가 나타났다. 다시 말해, 조선일보는 기본적으로 총파업을 둘러싼 문제의 구성과 발전, 해소 과정에서 정당이나 대통령, 야당 지도자 등과 같은 정치관련 행위자를 강조하고 있었다. 반면에, 한겨레는 대체로 로든 사건진행 단계에서 노동 관련 단체들과 시민단체의 역동적인 연대와 활동에 초점을 맞추고 있는 것으로 나타났다.

Contested Technologies, Resetting the Boundary, and the "signifiant-politics": Semiotical Governance of New Technology in the Case of fMRA (경합하는 기술, 경계의 재설정, 그리고 기표-정치(signifiant-politics): 기능성자기공명혈관조영술(fMRA)의 사례로 살펴본 신기술의 명명 작업)

  • Functional Magnetic Resonance Angiography (fMRA) was a technoscientific innovation that allows scientists to directly view the changes made in the blood vessels of a brain. fMRA was first developed at Neuroscience Research Institute (NRI) in Korea. fMRA mainly utilizes 7 Tesla MRI technology, and NRI is equipped with the instrument. First article on fMRA was published in 2008, and two more papers in 2010 and 2012 consecutively had been published on the newly developed technique. However, fMRA is a competitive technology with existing fMRI. Both techniques capture microvascular changes in a brain, and by doing it, both techniques visualize the cognitive and affective changes. fMRI technology was introduced by Seiji Ogawa in the early 1990's and has been widely used since then. In contrast, fMRA was a newer technology and rather unknown. Developers of fMRA in NRI used series of signifiant-politics in order to make it better known to scientific community as well as public. By resetting the boundaries of existing concept of fMRI, they tried to lower the threshold of a new concept/technique. This case study shows how technoscientists use semiotic strategies governing new technology.

Thailand in 2016: The Death of King Bhumibol Adulyadej and the Uncertainty in Political Economy (태국 2016: 푸미폰 국왕의 서거와 정치·경제적 불확실성)

  • The purpose of this study is to examine and assess the major characteristics and changes of politics, economy, and diplomacy in Thailand in 2016. Specifically, it reviewed the New Constitution that was passed in 2016, the confrontation between different political forces and the trend of military regime around the New Constitution, and the political instability caused by the accession of the new king to the throne. This study also set out to figure out changes to the economy and foreign relations of the country, including its relations with South Korea, under the military regime and make predictions for the impact and future prospects of King Bhumibol Adulyadej's death on the politics and economy of the country. In 2016, the politics of Thailand took a step further toward the transfer of power to civil government and established a foundation for an authoritarian system. The draft of the New Constitution, which does not seem to be democratic, was approved by a referendum and enabled the military authorities to continue their political interventions, even after the general election. The New Constitution, in particular, reduces the power of political parties itself in addition to simply keeping the Thaksin's party in check; thus, anticipating ongoing conflicts between the military authorities and political parties. In this situation, the absence of King Bhumibol Adulyadej, who used to play a decisive role in promoting the political stability of the country, and the accession of the new king to the throne raise concerns about the acceleration of political instability, which has continued after the coup and influenced the diplomatic relations of the country. Today, Thailand is distancing itself from Western nations that do not recognize the current military regime including the U.S.A. and EU member states and instead maintains a rapidly friendly and close relation with China. In 2016, the economy of Thailand made a gradual recovery rather than high growth. The death of King Bhumibol Adulyadej has exerted limited direct economic impacts only on individual consumption and tourism and is not likely to cause a recession. An economic crisis will, however, be unavoidable if the political confrontations escalate before the general election to transfer power to the civil government.
