중소기업구조개선(中小企業構造改善)과 지역기술혁신체제(地域技術革新體制)

  • 80년대초 이후 기술혁신의 가속으로 중소기업에서도 기술변화에 대한 적응이 경쟁력의 유지를 위한 핵심과제가 되면서, OECD 국가는 중소기업에 대한 과학기술정보(科學技術情報)의 이전(移轉)을 촉진하는 정부지원을 확충하였다. 경제성과의 개선을 위해서는 기술혁신만이 아니라 기술혁신의 성과를 확산시키는 것도 중요하다는 인식으로 중소기업의 경쟁력향상에 기여하는 과학기술정보의 공급확대를 위하여 연구개발사업(硏究開發事業)에 대한 지원을 강화하는 동시에 중소기업에 대한 과학기술정보의 이전을 촉진하기 위하여 과학기술정보의 공급원(供給源)(대학, 시험연구기관 등)과 중소기업을 연결하는 다양한 중개(仲介)(촉매(觸媒))기관(機關)의 설립 운영을 지원하고 있다. 연구개발과 과학기술정보이전에 관한 과학기술공급원과 중소기업간의 인식의 차이를 해소하기 위하여 정보교환(情報交換)과 인적교류(人的交流)를 확대하고 과학기술공급원이 제공하는 지식을 중소기업이 이용하기 쉬운 기술로 변환하기도 한다. 이러한 기능을 중개기관이 효과적으로 수행하기 위해서는 중소기업 사업자와 신뢰관계(信賴關係)를 구축하는 것이 긴요하며, 기술변화를 인지 수용하도록 유도하는 초기단계에서는 중소기업의 네트워크를 통하여 접근하는 것이 효과적이다. 이러한 기술확산과정(技術擴散過程)의 특성으로 인하여 지역혁신체제(地域革新體制)의 구축과 기술혁신정책(技術革新政策)의 지역화(地域化)가 강조되고 있다. 최근에 통상산업부와 과학기술처도 기술혁신정책의 지역화를 시도하고 있다. 연구기반과 산업기반을 고려하여 지역별로 다양한 유형의 산학연 공동연구기반이 구축될 계획이다. 기술혁신정책의 지역화는 시도단계에 불과하며 효율적인 지역혁신체제를 구축하기 위한 여건도 불리하다. 선진국에 비하여 대학과 연구기관의 연구자원(硏究資源)에서도 현격한 차이가 있으나, 네트워크의 혁신성을 좌우하는 지식집약형 중소기업의 비중과 중소기업기술개발의 혁신성에서도 선진국에 비하여 절대열위에 있다. 이러한 불리한 여건을 극복하기 위하여 중소기업의 혁신현장에 밀착된 지역의 전문가집단이 지역경제의 비전과 지역산업의 특수성을 고려하여 지역연구개발사업(地域硏究開發事業)을 전략적으로 기획하고 효율적으로 추진하며, 기획 추진과정에 참여하는 지역대학 지역시험연구기관 지역산업단체 등이 구성하는 지역사회(地域社會)의 협의체(協議體)가 정보공유(情報共有)와 공동학습(共同學習)을 통하여 지역혁신체제의 형성을 주도하고 경쟁과 협력의 조화를 통하여 기술혁신을 가속시키는 지역사회(地域社會)의 규범(規範)과 문화(文化)가 정착되도록 노력하며 중앙정부는 지역연구개발사업에 대한 지원에서 투명하고 합리적인 평가기준을 제시하고 지역산업의 혁신성과에 의하여 지원을 차등화(差等化)하는 경쟁원리를 도입하여 지역사회의 합리적 의사결정을 유도해야 한다.

  • In this paper, the author focused on the establishment of structural equation model for cyber copyright ethics based upon literature reviews. And to draw a factors influencing cyber copyright ethics reception, author are applied a human-technology-contents-culture (HTCoC) perspectives. The basic idea is that copyright ethics is one of the most significant solutions to protect copyrighted materials. Among solutions like technology, institution and legal framework, ethics may be the most powerful alternatives to face with copyright infringement. Among variables, copyright culture is appeared that can mediate the other factors in cyberspace. Concluding remarks is that more sound and sustainable cyber copyright ethics is needed to cope with unexpected negative use of information technology in digital convergence era.

  • We investigate and analyze the effect of population density on digital divide in Africa by applying the panel data analysis therein. From the estimation results based on the panel data analysis, it has been found that population density as well as both levels of income and education has a significant effect on the digital divide in African region. In particular, the fact that the variable of population density makes a significantly influential role implies that the construction cost of information infrastructure in Africa behaves such a considerable obstacle to Africa wishing to enter into information society. In conclusion, throughout the integration of the estimation results in the paper, the following implications for economic cooperation with Africa can be drawn. The estimation results mentioned above strongly imply that the variable referred to as population density should be considered in selecting which countries to assist for construction of information infrastructure.

Effects, Perception, and Political Implication of Sexual Crime on Public Transportation (여성의 성범죄 피해경험이 교통행태에 미치는 영향분석 및 정책적 함의)

  • This study was performed to investigate the currents status of the sexual assaults on women public transportation users and to provide solutions in order to provide safe transportation services to women. Data was collected through in-depth interviews with career women in Gyeonggi-do. The main purpose of the interview was to understand their experiences about sexual assaults while using public transport and to investigate the extent to which their experiences affected their transportation-related behaviors. The effects of various related transport policies on women behaviors were also analyzed by estimating structural equation models. The results showed that among them, CCTV, accessible warning bells, and more police presence seemed to be more effective, but that woman-only sections were not as effective as others in reducing the number of crimes. The results implied that individual subjective norms and their perceived behavioral control, behavior intention were important factors. Based on these results, we recommended additional policies more effective in sexual crime reduction.

An Empirical Study on Factors Affecting the University Students' Software Piracy Intention (대학생들의 S/W 불법복제 의도에 영향을 미치는 요인에 관한 연구)

  • Recently, software piracy is one of the serious crimes for the digital materials. It makes economically devasting to the software industry and the market. In particular, it is a widespread phenomenon among university students in Korea and negative affects in measuring social and cultural level. Many studies have been focused on the users' intention of the software piracy for making anti-piracy policy. The purpose of this study is to investigate the factors affecting university students' software piracy intention. The survey includes responses from 271 university students in a school of business adminstration. The research model was estimated with multiple regression. The analysis showed results that user's characteristics, subjective norms, and perceived software quality were significantly related to intention of software piracy, but security policy was not. Perceived importance of intellectual property has negative impact on user's software piracy intention. Based on the findings, we suggest the implications for developing and implementing appropriate policies for anti-piracy.

Family, Self or State as a Desired Source of Support for the Elderly (노후부양의 바람직한 자원으로서의 가족, 자신 및 국가에 관한 한국 노인들의 태도)

  • Family, Self or State as a Desired Source of Support for the Elderly As Korean society has undergone rapid socioeconomic transformation and reached the final stage of its demographic transition, the central emphasis of population policies in Korea has shifted from fertility and population control to aging issues. Recently, it has been advocated that the Korean government should provide more intensive public services to supplement self-care and family caregiving, heightening the need to know more about the norms and expectations of old-age support and how they will change. Using the Survey of the Living Status of the Korean Elderly in 1994, this study investigates the extent to which the Korean elderly themselves view family, self, or the state as desired sources of support. The multinomial log it model analysis reveals that the elderly without a son are less likely to emphasize the traditional view of family, while economically and physically better off elderly are more likely to favor the view of self-support. However, the idea that the emphasis on the 'state responsibility' may be found among those elderly who are in need of financial help and in poor health is not supported. The implications and suggestions for further research are discussed.

Groping for Cooperative Space Activities in the Northeast Asia (동북아시아에서의 우주협력의 모색)

  • The purpose of this paper is to suggest to tackle the problem of poor cooperation in space activities, by re-examining the nature of the competitive political environment, and by building up a normative overarching framework, One of the most acute problems that hampers regional cooperation is the U.S. influence as represented in the MTCR, a supplier's cartel, as was evidenced in the ill-fate of the 2001 launch contract between China and Korea the next year. Notably China, the third space power in the world, has not been allowed to join the MTCR despite her application in June 2004. A possible reconciliation between China and the MTCR over her application for a partnership would set a cornerstone in building up a cooperative environment in the Northeast Asia. Just as the Helsinki process was an overarching norm building framework, comprising human rights, security and environmental issues, it would be desirable that a future peace framework in Northeast Asia dealing with the pending issues of Korean peninsula should also comprise of such broad issues as one relating to cooperation in space activities in the region. South Korea could tap expertise from her neighbor China. When South Korea become an independent space power either with her own technology or otherwise, she would be in a better position to play a role as a balancer in coordinating between the two neighboring space giants. It is remarkable that the Japanese led APRSAT has contributed much in establishing Sentinel Asia as a part of the Disaster Management Scheme, in that each participant, whether it be a state agency, or a private entity like a university or a research institute, can tap the common data to contribute to the common good of safety.

  • Solar flare and storm may give an adverse effect upon electromagnetic environment around the Earth, so that various kinds of satellite cease to normally function. This kind of space storm disaster is characterized by the uncertainty about when and what size. Recently the UN has been paying attention to this plausible disaster. Particularly the COPUOS has taken the view that this disaster would threaten the sustainable space environment. The precautionary principle, rooted and excercised in the environment protection filed, has been adopted in the case of disaster with uncertainty. The reports and opinions given by the expert and representatives of the member States have stated that the precautionary principle should be adopted for the purpose of dealing with this disaster. On the other hand, it is advanced that the principle has been already included in the space law principle enshrined in the 1967 Space Treaty. The Treaty has adopted the freedom of navigation and use of the outer space for the interest of all States as the basic principles. Sustainable environment is necessary for implementing the principle. Therefore, the rules for the protection of sustainable space environment should be based upon the space law principle.

  • This study organizational commitment and performance certification could affect vocational trainees for general characteristics of the demographic analysis, and variables according to the learned the difference between organizational commitment, and the result was as follows. First, in males than in females, ages 20s high school education level and marital status were higher in the unmarried than married. Second, vocational training pathways and variance analysis on age 20 in 16 patients (31.4%), 30, 14 (27.5%), 40 (33.3), 50 3 patients (5.9%), 60 1 (2.0%) and were followed in the order of 5-6 hours for a long time trainees prefer to be educated, and female than in male emotional and normative commitment to organizational commitment in the show were high. Ages 40 and an organizational commitment in their 20s and 50s was higher than 30. Qualifications and training satisfaction satisfaction appeared to influence normative commitment certification training influences organizational commitment. However, certification and satisfaction on organizational commitment (-) does not affect the present study showed the figures shown in the policy implications of the authorities gave is preparing to have meaning.
