최근 우리나라는 해양레저산업 육성 및 대중화를 위하여 해양레저 체험행사 및 보트쇼 개최와 함께 해양레저 R&D 기술개발사업, 기업체 지원사업 등 다양한 정책들을 추진하고 있다. 이에 본 연구에서는 국내에서 추진되어온 해양레저산업 육성정책에 대한 검토와 더불어 국내 해양레저기업을 대상으로 하는 설문조사를 토대로 하여 국내 해양레저산업 환경 및 해양레저산업 활성화를 위한 정책적 개선방향을 도출하도록 한다.

신정부 산업경쟁력 강화 정책의 기본 방향은 크게 보아 성장잠재력 확충에 직접적인 영향을 미치는 세 가지의 전략으로 구별 가능하다. 즉, 총요소생산성을 향상시킬 수 있는 신성장동력 확충 전략, 투자의 활성화를 통한 자본축적에 기여하는 친기업환경 조성 전략, 그리고 일자리 창출을 직접적으로 촉진하는 적극적 노동시장 전략 등으로 구분할 수 있다. 이러한 의미에서 신정부 산업경쟁력 강화 정책의 3대 중간 목표는 지식경제화, 설비투자 활성화, 고용창출이라 할 수 있다.

본고에서는 ESCO 사업의 추진 성과와 에너지 효율 향상을 위한 정책수단으로서 ESCO 사업의 특성을 살펴보고 지자체의 역할을 모색한다. ESCO 기업, 경기도내 ESCO 관련 정책담당자, ESCO 수요자인 건물 등을 대상으로 실시한 설문조사 결과를 토대로 ESCO 시장 전망과 ESCO 사업의 장애요인을 분석하였다. 그리고 지자체 ESCO 사업 활성화를 위해 중앙정부 ESCO 정책과 연계한 지자체 우선순위 도출 및 전략 수립, ESCO 사업의 장애요인 해소를 위한 교육 홍보 및 인센티브 제공, 기금 및 전담조직 설치 등 세 가지 정책 방향을 제시한다.

This study examines the status and characteristics of domestic island tourism, analyzes the progress of the island tourism policy that has been promoted to date, and presents the direction of domestic island tourism activation policy by comparing with the case of Japan which is similar to the social and institutional environment. It is necessary to develop a systematic level to integrate and promote the island tourism policy dispersed in many ministries, and to develop the level and scale of policy that can be driven by island residents.

최근 국내는 물론 전세계적으로 차세대 가입자망 구축이 활발히 진행되면서 EU를 중심으로 차세대 가입자망의 규제정책에 대한 논의가 활발히 이루어지고 있다. 현재까지의 차세대 가입자망 관련 규제정책 논의는 차세대 가입자망 구축 활성화를 위한 투자 유인 제고 및 동등접근성 보장을 통한 경쟁활성화라는 두 가지 핵심 정책 목표에 초점이 맞추어져 있다. 이에 따라 EU의 차세대 가입자망에 대한 기본적인 규제정책 방향은 물론 유립내 각국들은 두 가지 핵심정책 목표 달성을 위한 차세대 가입자망 관련 구체적인 정책방향을 수립하고 다양한 정책대안을 제시하고 있다. 따라서 본 연구는 차세대 가입자망에 대한 기본적 개념, 국내외 차세대 가입자망 구축 현황과 EU 차원의 차세대 가입자망 규제정책 방향 및 EU 각국들의 정책 동향을 통해 국내 차세대 가입자망의 규제정책 수립시 고려해야 할 이슈들을 살펴보고자 한다.

Nowadays Korea, where the elderly comprise 11.7 percent of the population had approached to an aging society. In these situations, the purpose of this study is to investigate a employment policy directives of a senior for the employment activation. For this study. we divided the employment policy with a law aspect, a programmatic aspect and a social aspect. And researched about the employment policy case of advanced countries. In the law aspect, this study suggested that they should extend age-limited, strengthen the law and unify the policy actors. In the programmatic aspect, this study suggested that they should change the program goal, make diversification of programs and expand the education students. In the social aspect, this study suggested that they should promote the cognizance change and private participation about senior policy. This study was conducted for the employment activation of a senior.

세계 주요국들은 RFID/USN을 핵심 성장동력 산업으로서 인식하고 기술개발 및 표준화를 주도하기 위해 투자를 늘려가고 있다. 또한 국가차원에서 추진정책을 마련하고 장기적인 관점에서 RFID/USN의 지속적인 발전 및 활성화 전략을 수립하고 있다. 우리나라에서도 RFID/USN을 New IT혁신 전략의 인프라 산업으로서 국가 신성장동력으로 선정하였으며, 대규모의 민간수요 유발 및 확산을 통해 산업의 고도화를 도모하고 있다. 본 논문은 New IT 혁신 전략의 기반이 되는 RFID/USN의 개념을 소개하고, RFID/USN 관련 주요국들의 기술개발 현황과 표준화 동향들을 조사 분석하였으며, 국내외 시장동향과 주요국들의 정책동향을 정리하였다. 그리고 정부 차원의 RFID/USN의 발전 및 활성화를 위한 목표와 전략들을 소개하고, 고도화되는 IT 산업으로서 RFID/USN 활성화를 통한 기대효과와 New IT 혁신 전략으로서 정책방향을 설명하였다.

This paper proposes the methods to promote the Construction Management (CM) in Korea from the perspectives of government, academia, and industry. Recent seminar reports and research documents were referred to provide important sources for this work added by years of author's own experience in construction industry. First, the expected trend of various CM forms over time was identified by referencing the needs assessment results accomplished by the other researchers to provide a general sense of the way the CM is expected to evolve. Then, the 16 detailed ways of promoting the CM in Korea was proposed and explained.

This study intends to propose a policy plan for the activation of the Busan Blockchain Regulation-Free Zone, which is selected by the government's comprehensive negative regulation policy. Unlike Europe and the United States, Korea is based on a positive regulation and aims at suppression, not activation. The Korean government proposed a transition to "comprehensive negative regulation" as a groundbreaking regulatory innovation policy to solve the problems of positive regulation. For this implementation plan, seven regulation-free zones were selected. Busan was selected as the Blockchain Regulation-Free Zone, and secured an opportunity to revitalize the stagnant regional economy based on the blockchain. This study is a policy study for the activation of the Busan Blockchain Regulation-Free Zone, and aimed to propose a method to create an industrial ecosystem with the discovery of a Busan-specific Blockchain service that can be commercialized in the Regulation-Free Zone.

The purpose of this study is to elaborate the factors and strategies to revitalize the policies of elderly-friendly care industry. The analysis was carried out using the method called DEMATEL. The analytical method is based on the DEMATEL technique. The purpose of this study is to clarify the complexity and unclear relationship between activation factors and factors that constitute the elderly friendly-care industry through the prioritization of policy strengthening. As the result of analysis, it was analyzed that the most intensive activation intensity was the highest total strength of meal service(22.095). Followed by health promotion facilities(19.97) and health care(17.726). The lowest factor is sport(15.896). Therefore, in order to improve and promote these factors, continuous policy measures should be sought that are closely related to facility care services, home care services, and preventive support services.
