Division of Labour in Risk Governance: Cases of Public Deliberation for Radioactive Waste Management in the UK and Korea (기술위험 거버넌스에서의 역할분담: 영국과 한국의 방사성폐기물 관리 공론화 사례)

  • In order to deal with uncertainty and conflicting interests in technological risk policy-making, various participatory decision-making models have been practiced. This participatory approach is an alterative to the traditional process of science and technology policy-making where scientific experts provide evidence and government officials make decisions. However, there still remain different opinions on who should play what kind of role in decision-making process. Therefore this paper examines the division of labour in the public deliberations for radioactive waste management policy carried out in the UK and Korea. It discusses the ways in which various actors are defined, and the rationales are employed for allocating actors to certain roles and participatory methods. In so doing, this paper unfolds the ways in which the participatory decision-making process for risk governance is delivered in real policy context. Similarities and differences revealed in the division of labour of two cases contribute to development of radioactive waste management policy and the policy instruments for risk governance.

A Study on the Development of National Technology Commercialization Indicators (국가기술사업화지표 개발 방안 연구)

  • Recently technology commercialization has been the focus of technology Promotion Policy in Korea. This paper tries to develop a composite indicator for measuring trends and prospects of national technology commercialization through integrating large amount of information into easily understood formats. The indicator is composed of five sector indicators including activity, cooperation or networking, performance, environment, and psychology indicators, each of which aggregates five individual variables. The statistical method of standardizing and weighting variables in the aggregation process are also mentioned. This indicator is expected to be a useful monitoring and policy tool for the Korean technology market.

Problem Structuring in IT Policy: Boundary Analysis of IT Policy Problems (경계분석을 통한 정책문제 정의에 관한 연구 - 언론보도에 나타난 IT 정책문제 탐색을 중심으로 -)

  • Policy problems are complex due to diverse participants and their relations in the policy processes. Defining the right problem in the first place is important because Type III error is likely to happen without removing rival hypothesis in defining the problem. This study applies Boundary Analysis suggested by Dunn to structure IT policy problems in Korea. The time frame of the study focuses on 5 years of Lee Administration and data are collected from four newspapers. Using content analysis, the study, first, elaborates total 2,614 policy problems from 1,908 stakeholders. After removing duplicating problems, 369 problems from 323 stakeholders are identified as a boundary of IT policy problem. Among others, failures in government policies are weighted as the most serious problems in IT policy field. However, many significant problems raised by stakeholders dated back to more than a decade, and those are intrinsic problems, which initially caused by market distortions in the IT industry. Therefore, we should be cautious not to overemphasize the most conspicuous problem as the only problem in the policy field when we interpret results of problem structuring.
