This paper is focused on the desirable schemes of policy on future telecommunication Network. In the scope and method of this study there must invalve following two items: 1) the first item is about the telecommunication Network System. 2) the second item is about the telecommunication network policy in future. The results of study is as follow: 1) an establishment of middle-long range planning for the telecommunication network 2) an establishment of the organization of society for system telecommunication network.

Based on Kingdon's policy stream model, the logical mechanism of student burden double reduction policy agenda setting process in China was analyzed from three aspects: problem stream, policy stream, political stream. It was found that the direct reflection of data, the feedback and improvement of current policies constitute the problem stream.The high attention of government departments, the suggestions of CPPCC members and experts and scholars, the strong voice of schools, and the continuous voice of stakeholders constitute the policy stream. The ruling party's governing idea and educational policy, national mood and interest game during the transition period constitute the political policy stream. The three streams, coupling interaction, open the policy window, promoting the introduction of the 'double reduction' policy.

WTO 농업협상 이후 농촌지역의 새로운 소득원발굴을 위해 농촌관광에 대한 수요가 증대하고 있다. 이를 위해 '02년부터 정부의 정책적 지원하에 농촌관광사업이 전국적으로 추진되고 있으며, 공급주체인 참여 농업인 및 지역주민에게는 민박운영, 체험프로그램 운영 등의 새로운 시장환경에 적응하기 위한 다각적인 경영활동이 요구되고 있다. 본 연구에서는 정부 정책사업 또는 자생적으로 농촌민박 경영에 참여하는 농가들을 대상으로 민박 경영활동이 적절한 수익모델을 갖추고 지속가능한 구조로 정착될 수 있도록 농촌민박의 실태를 분석하여 정책적 지원과 관리운영에 대한 개선방안을 제시하고자 한다. 실태조사는 “02년도의 정책사업 시범마을 10개 마을과 일반 민박마을 12개 마을 계 22개 마을을 선정하여, 해당마을의 민박농가, 내방객, 지역주민을 각각 4∼5명 계 312명 대상으로 설문 조사하였다.

Local opposition and protest constitute single greatest hurdle to the siting of locally unwanted land uses(LULUs), especially siting of high-level radioactive disposal not only throughout Korea but also throughout the industrialized world. It can be attributed mainly to the NIMBYism, equity problem, and lack of participation. These problems are arisen from rational planning process which emphasizes instrumental rationality. But planning is a value-laden political activity, in which substantive rationality is central. To achieve this goals, we need a sound planning process for siting LULUs, which should improve the ability of citizens to influence the decisions that affects them. By a sound planning process, we mean one that is open to citizen input and contains accurate and complete information. In other word, the public is also part of the goal setting process and, as the information and analyses developed by the planners are evaluated by the public, strategies for solutions can be developed through consensus-building. This method is called as a co-operative siting process, and must be structured in order to arrive at publicly acceptable decisions. The followings are decided by consensus-building method. 1. Negotiation will be held? 2. What is the benefits and risks of negotiation? 3. What are solutions when collisions between national interests and local ones come into? 4. What are the agendas? 5. What is the community' role in site selection? 6. Are there incentives to negotiation. 7. Who are the parties to the negotiation? 8. Who will represent the community? 9. What groundwork of negotiation is set up? 10. How do we assure that the community access to information and expert? 11. What happens if negotiation is failed? 12. Is it necessary to trust each other in negotiations? 13. Is a mediator needed in negotiations?

The Importance of SEP (Standard Essential Patents) Procurement Operation is on the side of Governmental and Public both to accelerate the national trade negotiation competitiveness. To operate cooperative system of SEP creation and management, Government should monitor the effect and performance periodically to public sectors. and To achieve the support objectives, it should establish the virtuous circle infrastructure between R&D and economic performance on SEP. This can make the SEP enhancement to pursue the international competitiveness on Intellectual Property Rights. Especially the specific support approach to each phase of the SEP declaration matrix is essential to consolidate the possibility of SEP creation and acquisition. In this study, the concepts of SEP to accelerate the national trade negotiation competitiveness and the prior research were verified through the investigation of market trend and current state of affair analysis. Through the analysis of international and domestic situation of SEP procurement and management, We have found the results as follows. First of all, the leading conglomerates and the Government should focus on the secondary and tertiary industries to create and acquire SEPs to accomplish the effectiveness of selection and concentration. In second, the SMEs and Univ. Labs should focus on the quaternary sector of the economy to retain the competitiveness of speed and challenge on SEP related. From this study, the appropriateness of the tailored-support management model should be institutionalized, and the results implied an research in order to examine the suitability among the current SEP to enhance the competitiveness of national trade research issues.

The purpose of this study is to analyze the major issues discussed among Parties and provide a framework for predicting the agreements on those issues, prior to the final negotiation on a new legally-binding agreement on climate change adaptation in the United Nations Framework Convention on Climate Change (UNFCCC). The analyses of documents, adaptation actions, and work of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) under the UNFCCC informed that the adaptation issue has primarily been focused on the support of developed country Parties for the adaptation of developing country Parties following the principle of the Convention, Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC). Three-year work of the ADP acknowledged the major issues on adaptation in the new climate agreement, which would be categorized as long-term and global aspects, commitments/contributions/actions, monitoring and evaluation, institutional arrangements, and loss and damage. A final agreement on each issue could be predicted by setting a zone of possible agreement in-between the two extremes of developing and developed country Parties and considering three major elements affecting the Parties' positions, national priority, adaptation action, and social expectation, which are proposed in this study. The three major elements should be considered in a balanced manner by Parties to draw a durable agreement that will enhance global adaptation actions from a long-term perspective. That is, the agreement needs to reflect adaptation actions occurring outside the Convention as well as social expectations for adaptation. It is expected that the new agreement on climate change adaptation, from a long-term and global perspective, would be an opportunity to reduce vulnerability and build resilience to climate change by incorporating global expectations.

2008년 낙농육우산업 발전을 위해 최우선적으로 해결해야 할 낙농현안은 "낙농제도개선을 통한 전국단위 우유수급 안정'과 '낙농정책에 대한 비전수립'인 것으로 조사됐다. 협회가 지난해 말 실시한 낙농가들을 대상으로 실시한 '2008 낙농산업 발전을 위한 설문조사' 결과에 따르면, 낙농가들이 가장 시급한 해결과제로 꼽은 것은 '낙농제도개선을 통한 전국단위 우유수급 안정'(19%)이었으며 '낙농정책에 대한 비전수립'과 '제도적인 우유소비 확대방안의 마련', '무허가 축사의 양성화 방안 마련'도 각각 17%, 14%, 11%로 나타나, 안정적인 낙농산업 기반확보에 대한 낙농가들의 바램이 높은 것으로 조사됐다. 이번 설문조사는 협회가 중장기 낙농산업발전을 위한 세부적인 활동방향 모색을 위해 농가현장의 여론을 수렴코자 지난해 11월 27일부터 12월 11일까지 실시한 전국순회 낙농육우인 대토론회 기간 동안 강습회 참석자들을 대상으로 이뤄졌으며 설문조사에 참여한 응답자는 총 455명이다. 설문조사 내용은 낙농산업 발전방안, 낙농환경문제개선, 낙농자조금사업, 월간 "낙농육우" 및 협회 홈페이지 등에 대한 농가들의 의견 등이다. 협회는 이번 설문조사 결과를 향후 협회활동에 참고할 계획이다. 한편, 협회는 지난해 한미 FTA협상 타결, 한EU FTA 협상 등 대외적 문제와 전국단위 낙농제도개편, 낙농환경대책 등 국내 현안에 대한 실질적인 대응책 마련에 고심하며 한EU FTA 연구용역, 낙농기초조사 연구용역을 실시하고 있다. 또한 국정감사 요청사항으로 낙농육우 10대 과제를 제시하였고, 아울러 낙농육우 5대 핵심사항을 선정하여 지난 대선 공약사항으로 채택될 수 있도록 지속적인 활동을 전개한 바 있다. 이와 더불어 전국 9개 도시에서의 전국 순회 낙농육우 10대 과제를 제시하였고, 아울러 낙농육우인 대토론회 개최를 통해 사료값 인상에 따른 원유가 인상 검토, 전국단위 제도 개편 조속 해결, 무허가축사 양성화 조치에 대한 대선후보 농정공약 채택활동 중점 전개, 학교우유 급식 확대를 위한 실질적인 대책 마련 등 다양한 정책 건의를 수렴한 바 있다.

EUREKA is one of the most important international technological cooperations in politics for the EU. Until now, most research examined horizontal business relationships. This paper attempted to discover the factors of vertical business relationships throughout international technological cooperation, specifically EUREKA. The results of this paper found that the supplier in a vertical relationship business could have more power through EUREKA cooperation.

국제통화량의 중대와 함께 국가간의 트래픽 불균형도 심화되어 발신통화량이 많은 선진국의 정산적자가 누적되고 있는 가운데 정산료의 수준이 원가와 괴리되어 높게 책정됨으로써 정산료를 둘러싼 선진국과 후진국의 입장이 첨예하게 대립하고 있다. 선진국은 높은 정산료를 통하여 자국의 이용자가 후진국의 이용자를 보조하는 불합리한 현상이 발생하므로 원가에 근접하는 수준으로 정산료를 인하해야 한다고 주장하고 있는 반면 정산수입국인 후진국들은 불충분한 통신 인프라의 확충을 위해 높은 국제전화 요금을 통한 내부 보조의 방법을 사용해야 한다고 주장하고 있다. 이와 같이 현행 국제정산체제는 국가간의 트래픽 불균형 심화, 국가간의 협상력 차이, 기술 발전으로 인한 국제전화 원가의 하락 및 대체 서비스의 등장 둥으로 새로운 정산체제로의 개혁이 필요한 시점이다. 따라서 본고는 최근 국제전화정산시스템의 변화와 동향을 분석하고 올바른 정책방향을 조명해봄으로서 국내 통신시장의 질서를 확립하고 한국 통신사업자의 국제경쟁력을 제고할 수 있는 정책수단을 개발하는데 그 목적이 있다.

지난 5월 18일 중국과 유럽연합이 중국의 WTO 가입 협상을 최종 마무리함으로써 중국의 WTO 가입은 기정사실화 되었다. 중국의 WTO 가입은 중국 산업에 많은 변화를 가져오게 될 것이다. 인터넷 서비스를 포함한 부가통신서비스 산업에서의 변화는 다른 어떤 산업보다 더욱 심할 것으로 보인다. 현재 중국의 IT 산업은 전반적으로 낙후된 실정에 있다. 따라서, 중국 정부는 WTO 가입에 따른 자국 IT 산업을 보호하고, 육성시키기 위한 정책을 지속적으로 추구하고 있는 실정이다. 특히, 전자상거래를 21세기 정보사회 경제활동의 중요한 요인 중 하나로 인식하여 전자상거래를 활성화할 수 있는 정책을 마련하고 있다. 더불어 중국 전자상거래 분야의 경우 아직 초보단계에 머물고 있어 많은 부분들에 외국 투자가들의 지원을 받아야 할 실정이므로 중국 정부가 외국 투자자들을 유인하기 위한 정책을 펼칠 것으로 예상된다. 본 고에서는 이러한 관점에서 중국의 전자상거래 현황과 향후 시장 전망에 대해 살펴보기로 한다.
