In this paper, we propose an efficient dynamic workload balancing strategy which improves the performance of high-Performance computing system. The key idea of this dynamic workload balancing strategy is to minimize execution time of each job and to maximize the system throughput by effectively using system resource such as CPU, memory. Also, this strategy dynamically allocates job by considering demanded memory size of executing job and workload status of each node. If an overload node occurs due to allocated job, the proposed scheme migrates job, executing in overload nodes, to another free nodes and reduces the waiting time and execution time of job by balancing workload of each node. Through simulation, we show that the proposed dynamic workload balancing strategy based on CPU, memory improves the performance of high-performance computing system compared to previous strategies.

The purpose of this article is to reinterpret the existing innovation policy with 'the societal innovation policy' framework. It is looking into characteristics of societal innovation policy and the prospects for socio-technical systems transition and citizen participation are discussed. After the discussion, new interpretation of innovation policy elements will be dealt with lenses of societal innovation policy. It sheds new light on the key elements of innovation policy, such as Innovation policy governance, industrial innovation policy, regional innovation policy, and infrastructure policy and suggests direction of policy improvements from societal innovation policy perspectives. This will be an opportunity to reinterpret the existing innovation policy measures and to approach to science technology innovation policy for system transition with participatory perspective.

In this paper, we present the functional architecture for the traffic engineering capable policy based network management system. In this paper, we also examine the traditional approach to network management, contrast it with the policy based approach. The architecture includes the traffic engineering facilities, especially MPLS traffic engineering functions, to provide maximum network resource utilization. The policy server should communicate with the traffic engineering server and network manager to enforce the network policy efficiently. The interfaces and interworking methods are described in this paper.

본 연구의 주요 목적은 기존의 연구에서 구축된 배타적 경제수역(EEZ) 해양자원정보시스템(MRIS)을 근간으로 다양한 해양자원의 정보를 효율적으로 표출하고 EEZ 관련 의사지원과 정책결정을 위한 GIS기반의 EEZ 정책결정지원시스템을 개발에 있다. 이를 위하여 기존에 구축된 MRIS를 이용하여 분산되어 관리되던 기존의 데이터와 매년 탐사 과정을 거쳐 추가되는 데이터의 관리를 위한 표준화를 수립하고 관리방안을 확정하였다. 또한, 기존에 개발된 다양한 해양데이터의 표출방안을 이용하여 EEZ 경계획정 협상 및 정책 결정에 있어 실질적 판단근거가 되는 EEZ에 대한 법령과 각국의 정책 및 EEZ 경계획정 사례 등을 데이터베이스화하였다. 나아가 GIS를 이용하여 표출된 공간데이터를 다양한 공간 검색과 공간분석 기능을 이용하여 분석함으로써 과학적인 방법으로 EEZ에 대한 중요정책 결정에도 활용하도록 하였다. 본 시스템을 이용하여 향후 EEZ 내 자원분포 및 지 역 별 경제성 비교와 쟁점지역에 대한 정확한 분석이 가능함에 따라 국가 간 협상에서 우리나라에 보다 유리한 협상결과를 도출하는데 기여가 클 것으로 판단된다. 아울러 주변국과 경계획정에 있어 유리한 협상 결과를 도출하기 위한 제반 정보의 제공과 함께 보다 효율적인 정책 수립을 위한 다양한 의사결정의 지원이 가능할 것으로 사료된다.

협력 시스템은 분산 시스템 환경에서 호스트들이 네트워크를 통하여 상호 연결되어 있으며 다양한 사용자가 여러 자원들 공동으로 활용한다. 협력 시스템 발전 및 정보 보안의 중요성에 대한 인식 증가로 인하여, 개방형 분산 협력 시스템 환경에서도 정보 통신 시스템의 자원을 보호하기 위한 여러 가지의 보안 서비스에 대한 연구가 진행되고 있다. 하지만 기존의 일반적인 보안 서비스로는 협력 시스템에 특징과 구조에 맞는 서비스를 제공하기 어려운 점이 있다. 본 논문에서는 저자가 개발한 산업 디자인 협력 시스템에서의 보안 프레임워크를 제안한다. 제안된 프레임워크는 인증, 암호와 정잭, 접근제어, 보안 정보 관리의 네 가지로 구분하며 각각의 서비스가 상호 보완적으로 구성되어 있다. 또한, 특정 협력 시스템에 맞도록 구성되었지만 다른 협력 시스템에도 응용할 수 있도록 표준화를 따랐으며, 사용자의 요구에 따라 다른 비밀성과 투결성을 지원하기 위한 QoP(Quality of Protection) 서비스도 고려하여 설계하였다. 제안된 보안 프레임워크는 접근제어 요소를 협력 시스템의 구성에 맞도록 재구성하여 기존 정책의 단점인 복합적인 상황에서 확실한 보안을 할 수 있었으며 접근 정의에 따라 다른 알고리즘을 사용함으로 보안 프레임워크가 포함된 후에도 빠른 협력 작업이 가능했다. 또한 디자인 협력 시스템의 동시성 제어 정책을 기반으로 접근 제어 정책을 결정하였기 때문에 시스템 성능에 향상을 가지고 왔다.

본 논문에서는 MPEG 스트리밍 시스템에서 실시간 미디어 필터링을 통하여 제한된네트웍 대역폭에서 미디어 서비스의 실시간 특성을 만족시킬 수 있는 소스 서버와 필터링 서버를 구현한다. 전형적인 스트리밍 시스템에서는 고정 대역폭에 근거한 사용자 수용 제어 정책을 사용하기 때문에 인터넷의 이형성 특징인 가변 대역폭에 대한 QoS 서비스 정책이 미비하다. 미디어 필터링에 의한 스트리밍 시스템은 동적으로 QoSf를 변경하기 때문에 다양한 서비스 정책을 지원할 수 있다.

This paper deals with the policy failure in housing markets. In order to understand basic mechanism leading to policy failure, systems thinking and system dynamics modeling is applied to housing markets and housing policy. This paper will show different set of causal maps on housing policy, and compare causal reasons of housing policy and its critics.

Recently, the space field has become an important element both for national economies and in national security. In the continued development of the space field, policy must play a very important role. However, many researchers who want to participate in space policy are experiencing difficulties due to the lack of a clear explanation and definition of the term 'space policy' itself. Accordingly, this paper defines 'space policy', which is further classified into 'space research and development policy', 'space economy policy', 'space law and regulation policy', 'space security policy', and 'space diplomacy policy'. The important elements of each space policy field are analyzed as well.

최근 인터넷 이용의 확산으로 도메인의 크기와 규모가 방대해짐에 따라 정보시스템의 관리는 더욱더 복잡해졌다. 또한, 개별적인 네트워크 기술의 개발과 운용으로 인해 시스템간의 정보 공유와 정보 보안 정책의 일관성과 정책 표현 기법의 공동화가 어렵게 되자, 체계적이고 일관된 네트워크 보안과 정책 적용에 대한 요구가 증대 되었다. 이러한 정책적용과 관리상의 문제점들을 해결하기 위해 이 논문에서는 유연성을 갖추면서, 일관된 정책을 집행한 수 있는 정책관리의 구조와 속성을 설계하고 정책상속을 이용한 계층화된 정책 관리모델을 제안한다.

본 논문에서는 네트워크 기반의 침입 탐지 및 대응을 위한 정책 기반 망 관리 (NS-PBNM : Network Security Policy Based Network Management)에 핵심 정책 정보 모델 (PCIM :Policy Core Information Model) 을 적용하는 시스템 구현 방안을 제시한다. 이 시스템은 여러 장치를 유연성 있게 통합적으로 관리판다는 정책 기반 망 관리의 목적뿐만 아니라, 정책을 표현, 관리, 공유 및 재사용 하는데 있어 호환성 및 확장성을 확보한다는 PCIM의 목적을 동시에 달성한다. 먼저 NS-PBNM의 구조를 제시하고 이 구조를 기반으로 PCIM을 적용하는 방안을 제시한다. PCIM은 네트워크 침입 탐지 및 대응이라는 기능을 수행하는데 있어 네트워크 보안 정책 정보 모델로 확장된 후, 정책 서버의 정책 관리 도구와 정책 저장소의 구조를 결정한다.
