This study examines how the implementation of the Normalization policy of public institutions aimed at reducing debt affects accounting conservatism in public corporations. In particular, we analyze the general behavior of accounting conservatism based on debt ratio, and analyze whether the policy has changed this behavior of conservatism. Empirical findings are summarized as following. We show that debt ratios are positively associated with conservatism, consistent with the result for the private corporations. This result means that public corporations increase their conservatism as their debt ratios increase. However, no significant effect is found in this relationship after the implementation of the policy. This finding implies that the implementation of Normalization policy is not a factor that alters the conservative accounting practices of public corporations. This suggests that the recent debt reduction performance of public corporations is irrelevant to conservatism and is the result of the actual process of normalization of management. The results documented in this paper provide an important empirical evidence for evaluating the performance of the government policy at the present time when the debt reduction policy of public institutions is viewed more important than ever.

The Korean government is aiming to strengthen industrial and national competitiveness through the promotion of cooperation between universities, public research institutes and industry and vitalization of technology transfer. In 2013 and 2014, the Ministry of Trade, Industry and Energy and Ministry of Science, ICT and Future Planning have announced policies to support SMEs by public research organizations. In addition, in 2015, the 'Korean Fraunhofer support system', which pay government subsidies according to the amounts of private R&D funds was adopted. However, there are some concern about the government's policies. There is yet disclosed how these policies affect technology transfer because industrial R&D funding has not been activated in Korea unlike German. Therefore this paper analyzes effects of relationship between universities, public research institutes and external organizations on performance of technology transfer based on the Triple Helix Model. Empirical results show that the relationship with the government has a significant impact on the resource security and the relationship with the industry has a significant effect on the diffusion of the performance. In addition, a public research institute was selected and case analysis was conducted to suggest policy implications for improving the technology transfer performance of universities and public research institutes.

인쇄물은 크게 줄고, 인쇄기기 투자심리는 꽁꽁 얼어붙고, 인쇄부자재 가격은 계속 오르고..., 2009년 인쇄업계의 그림이다. 미국 금융위기로 촉발한 국내외 경기침체는 2008년에 이어 2009년도 지속돼 우리나라 인쇄업계는 1997년의 IMF외환위기 때보다 더욱 심각한 경영난에 처할 것으로 우려된다. 정부와 경기예측 기관들의 분석을 보면 2009년의 경제성장률은 2%선을 밑돌 것으로 보고 있다. 성장률 2%는 인쇄업계에 치명적이다. 기관과 기업의 홍보물이 크게 감소하기 때문. 특히 불황이 먼저 시작되고 회복은 늦는 특성을 지니는 산업이 인쇄업종이어서 대책 마련이 시급한 상황이다. 분야별 전문가들이 진단한 내용을 보면 2009년 인쇄물 생산은 전년대비 60%선에 머물 것으로 전망되었다. 또한 2009년에는 선거나 특별한 국제행사가 없어 '인쇄물 특수'도 없는 상황이다. 특히 2008년에 종이와 필름 등 원부자재 가격이 큰 폭으로 오른데 이어 2009년에도 인상이 예고되어 있고, 환율상승으로 인한 금융 부담이 커져 자금난이 심각할 것으로 보인다. 그나마 다행이라면 인쇄물 수출이 지난해 수준으로만 유지되면 환율의 영향으로 수출업체들은 채산성이 다소 호전될 수 있다는 점이다. 인쇄설비 투자는 거의 이루어지지 못할 것으로 보인다. 현재의 환율과 경기상황으로 볼 때 신규설비 투자는 불가능에 가깝다. 이에 따라 장비공급 업체들은 영업을 당분간 중단하거나 업종의 다변화를 시도할 것으로 전망된다. 다만 블루오션 개발과 시대흐름에 맞춘 디지털인쇄 장비의 수요는 미동 수준의 움직임이 있을 것으로 보인다. 다음은 분야별로 전문가들이 보는 전망이다.

Separation of management with ownership induces the agency problems between CEO and shareholders of Chinese firms. To solve this problem Chinese government has enforced the "stock incentive management law for stock listed companies" since 2006. However, it has not been clear that this law is beneficial to reduce the agency cost and thus to increase the performance of Chinese firms. This study aims to answer this question. It is specifically designed to explore the effects of CEO's stock incentive on the performance of Chinese firms. It also examines the moderating effects of the characteristics of the board of directors on this relationship. Using a multi-year sample (2008-2014), we found that CEO's stock incentive is positively related to firm's performance. We also found that the equity stakes of board members strengthens the positive relations between CEO's equity incentives and firms' performance. On the other hand, contrary to expectations, the independency of the board of directors does not significantly moderate the relationship between CEO's equity incentives and firms' performance. Based on the findings, this study provides valuable implication for theory and practice.

The Korean innovation ecosystem has evolved from a catch up stage to a creative leader stage where government's role in creating a private sector driven, healthy and dynamic ecosystem is important. Korea's innovation ecosystem shows a stagnation of innovation performance and a lack of linkage activities within the national innovation ecosystem and in global cooperation, despite the dramatic advancement and expansion of the ecosystem. A next-generation innovation ecosystem model is required to create a future-oriented innovation ecosystem. The next generation innovation ecosystem was prepared on the basis of the framework, which has 6 elements among which inter-firm network is the the micro-foundation of the ecosystem. On the basis of the framework, assuming that the next generation innovation ecosystem is the evolved existing ecosystem, responsive the discontinuous change in market and technology, which is private sector driven healthy and dynamic ecosystem, the next generation innovation ecosystem model was created. The concrete details on the direction of the policy entities responsible for building the ecosystem was presented, and the contribution of this study was discussed.

Information security companies were established in earnest from the mid-late 1990s to early 2000s, far shorter than other national key industries. Nevertheless, the information security industry has made rapid progress. It is expected that the proportion of the information security industry will increase rapidly with the development of advanced technology along with the 4th industrial revolution. As COVID-19, which occurred at the end of 2019, spreads around the world in 2020, non-face-to-face services and digital transformation are accelerating, and cyber threats to users are also increasing. However, there are limitations in responding to new Cyber Security threats due to the shortage of information protection manpower, insufficient security capabilities of domestic companies, and the narrow domestic information protection market. This study examines the external environmental factors of information security companies such as government information protection system operation, government influence, government support, partnership between information security companies, and internal environmental factors such as top management support, financial status, human resources, organizational capability, This study was conducted using empirical data to analyze whether it affects innovation capability and whether organizational capability and innovation capability affect financial and non-financial performance. The results of this study can be used as basic data to suggest policies and implications for information security, and to strengthen the competitiveness of the information security industry.

Africa has got largely attention from around the world and industrial advanced countries mainly have focused their interest on the continent for the purposes of natural resources development or economic cooperation. Such is in part for their exploiting new logistics. Central America, Oceania and Africa are together now emerging as a new mecca for resources development and global logistics. Considering that Western countries are heavily investing in and preoccupying both social overhead infrastructure and logistics in Africa, it is expected that it will be new opportunities for domestic logistics companies. This research is focused on studying strategies for logistics companies to open Africa, especially Northern African market. For this, the method of questionnaire is applied for related companies. And it also considers proper time for the opening the market, how to enter, geographical market range and interests of countries there. From the result, it is important the timing for entering the market, which means competitive edge gets better with fast making inroads into the market. And strategic alliance is revealed more effective. In addition, geographical market range is another important factor in low infrastructure of logistics in Africa. It is shown that relations between governments have directly effect on business activities. It should be kept in mind that African countries have their big influences on the market.

The trade dispute between China and the U.S. began before Corona and is easing at this time by bringing new changes to the pendemic, and the development of the Chinese manufacturing industry has increased interdependence between the U.S. and China. However, the overall global trade should be less than before pendemic, and Korea's response strategy should be made serious at this time.However, new changes are taking place again these days. With the recent outbreak of COVID-19 in Shanghai, China, new changes are expected to occur in China's industrial chain. As the Chinese government strictly creates quarantine figures for COVID-19, many factories and companies among industries are forced to close for a while. As economic globalization and division of labor continue to deepen, multinationals choose suppliers and industrial chains within the world to form a global supply chain structure to pursue cost minimization and profit maximization. China is an indispensable part. Whether it is China, the U.S. or Korea, it can be a risk and an opportunity now.

ICT technology development has led to a breakthrough change in government decision making by improving mutual communication between various stakeholders. The formation of ICT-based cooperation network between public organizations and civic tech developers to solve the problem of masks in the COVID-19 pandemic serves as a milestone. The purpose of this study is to examine the properties of e-Governance and analyze the dynamic network structure of the communication process for chat rooms created during the development of public mask apps. First, as a result of the analysis, the possibility of online-based e-Governance can be identified. In addition, the combination of expertise to solve social problems interacted organically within the network. Emotional communication for cooperation between key actors was marked as important for the successful operation of the network.

2013년 발표된 미래창조과학부의 SW R&D 중장기 발전 계획 및 2014년 발표된 산업통상자원부의 주요 산업분야별 100대 임베디드 소프트웨어 플랫폼 확보 계획을 포함한 ICT와 전산업 분야 간 융합을 통해 창조경제를 실현하려는 다양한 정부정책으로 인해 임베디드 소프트웨어는 그 중요성이 더욱 부각되고 있는 상황이다. 국내뿐만 아니라 국외에서도 글로벌 기업들이 스마트 가전, 스마트 자동차, 스마트 팩토리 등 다양한 산업 분야에서 ICT와 융복합을 통한 새로운 가치를 창출하기 위해 부단한 노력을 경주하고 있다. 역시, 이러한 국외의 융복합 사례에서도 다양한 신(新)서비스를 창출하기 위해 핵심적인 역할을 임베디드 소프트웨어가 수행하고 있으며, 이러한 추세는 점점 더 가속화되어 전산업 분야에 미치는 임베디드 소프트웨어의 중요성은 날로 높아져 갈 것으로 보인다. 이에 본 특집에서는 국내 임베디드 소프트웨어 분야의 전문가가 참여하는 포럼에 대해 소개하고, 활용성이 높아지고 있는 오픈 소스를 활용한 국내 OpenSEED 오픈 커뮤니티 활성화 활동과 계획을 살펴볼 것이며, 임베디드 소프트웨어의 주요 분야의 핵심 기술 현황 및 전망을 다뤄보고자 한다.
