As crimes have increased to an extent that the police cannot cope with, there have been continuous discussions for the introduction of Private Investigation (hereafter PI) in Korea. However, attempts to legislate for the introduction of PI have failed every time PI bills for the introduction of PI were proposed. This was fundamentally because arguments both for and against the introduction of PI were sharply divided depending on the priorities. However, regardless of those clash of views, an apparent need for the legislation of PI service has arisen. As Korea opens its service market to other countries through GATS and FTAs, currently existing domestic PI law has been found to be inconsistent with international agreements such as GATS and KOREA-US(KORUS) FTA. This paper found that the Act on Usage and Protection of Credit Information which regulates PI service is inconsistent with the Article 12.4(a)(i) and (iii) of KORUS FTA and the Article 7.11 and the Article 7.13 of KOREA-EU FTA. If Korea does not modify the existing laws and establish new laws in relation to PI, such inconsistencies could lead to international trade disputes which could amount to billions of dollars. In this regard, the passage of the PI bill is necessary.
Now it is a proper time to discuss on the issue of crisis negotiation more in-depth. Thus far, studies on crisis negotiations have been mere manual style guidelines of "what to do". More substantial and rigorous theoretical propositions and empirical studies await for the future development of crisis negotiation field. This article contributes to the theoretical enrichment of the study of crisis negotiation field. Conventionally, two problems of misperceptions are raised in crisis negotiation. For instance, even though two parties used the same word, there can appear a substantial difference. Even worse, in many cases parties of negotiation send misinformation intentionally or unintentionally. This noise of communication can cause a serious misperception for parties of crisis negotiation including police officers, perpetrators, and hostages. However, this issue has not yet discussed in the field of crisis negotiation in Korea. This paper pointed out such important but not yet focused issue. It first discusses about the problem of perception and misperception. Next, it presents the negative impacts of such perception and misperception in crisis negotiation communication. Finally, it suggests the policy implications.
On the Jeju coast, international cruise ships, passenger ships, and other ships pass frequently, as well as many fishing boats. Thus, there is a high risk of marine accidents and frequent ship collisions. Accordingly, it is urgent to establish a coastal VTS for systematic safety management of ships passing through the coastal waters of Jeju. The purpose of this study was to set the area of the VTS to be newly established. In this study, to calculate the workload of the VTS operators, a formula was proposed that reflects the monitoring workload considering the monitoring frequency and required time for target as well as non-target ships and the workload for ship collision situations. The proposed formula was applied to the newly established VTS area in Jeju. Three control sectors were set up in each VTS center. The average number of workstations per hour was approximately 1, so the division between sectors was appropriate. Thus, it was deduced that there would be no workload for the VTS operators. It is expected that the method proposed in this study can be used as primary data for calculating the appropriate number of workstations for the current VTS, and setting the VTS area for a new coastal VTS in the future.
The scope of fire services has been expanded from local fire prevention to rescue and first aid services, and the fire services system has been converted from an autonomous fire services system to a wide-area fire services system, and the status of fire officers has been unified as a national public servant. However, the underlying problem remains unsolved. One is a problem related to the conversion of fire services to state affairs, and the other is that Fire officers converted to national public servants are in charge of fire services which are evaluated as local autonomous affairs. The controversy over the nature of fire service stems from uncertainty and redundancy in the coordination of office function and distribution between the State and Local governments, and incomplete legislation that fundamentally fails to achieve systematic unity of office work and status. The fire service has a national responsibility as an affair that includes the existence of the state and the welfare and order of the people along with the police affairs. That is, affairs related to the safety of the people that protect the lives, bodies and properties of the people should be understood as State affairs. 「The LOCAL AUTONOMY ACT」 stipulates that local governments cannot perform State affairs such as affairs necessary for the existence of the nation, affairs requiring performance in a uniform manner throughout the nation, and affairs of nationwide or similar scale unless otherwise provided by the law. Fire Service should be regarded as such affairs. Considering that the rights to the safety and life of the people and the duty to protect the people are the duty of the nation, it is necessary to keep in mind that the reason for the change fire officers to the national public servants was not basically just a matter of treatment and finance.
Recently, consumers are showing interest in social and environmental issues. In addition, consumers are increasingly participating in meaning-out that give meaning to their consumption and express moral values. However, unlike the spread of meaning-out, existing studies are lacking. This study approaches meaning out, which has become a recent issue, from an experiential point of view, and aims to study how the experiential characteristics of meaning out affect psychological effects such as improvement of self-esteem and subjective well-being. First, we hypothesized that the experience of meaning out(feel, think, act, relate) had an effect on subjective well-being through improvement of self-esteem. We tested the hypothesis on a total of 197 data using the structural equation model. As a result, it was found that three experiences excluding 'feel' have a positive effect on the improvement of self-esteem, and and improved self-esteem had a positive effect on improving subjective well-being. This study expands existing studies and provides practical implications by confirming that meaning out has a positive psychological effect.

Korea controls the departure of vessels based on the Maritime Safety Act such that only ships with seaworthiness can navigate in bad weather, but scientific evaluation results and quantitative basis for the designation of ships subject to control are insufficient. Opinions for improvement are being raised for a reasonable departure control operation. The purpose of this study is to evaluate the adequacy of the current departure control standards through actual measurement of tugboats, which are the type of vessels subject to control when a wind and wave advisory is effective, and to present quantitative grounds for improvement of controls. A sensor was installed on the tugboat to measure the ship's three-axis motion and hull acceleration, and the hull motion performance was measured by operating in the sea area with a significant wave height of 3 m. The measured values were compared and analyzed based on seaworthiness evaluation factors and limit value standards. The actual ship was excluded from the current control standard according to tonnage, but as a result of the analysis, the pitch value exceeded the operation standard, and a risk to navigation safety existed. The results of this study suggest the need for additional actual measurement studies that can represent various ship types and specifications and review ship departure control targets.

The purpose of this study is to explore development plans by analyzing social interests and perceptions of jiu-jitsu using big data analysis. Network analysis, centrality analysis, and CONCOR analysis were conducted by collecting data for the last 10 years of major domestic portal sites. First, 'judo' was found to be the most important related word in network analysis, and 'judo' was also an important word in the analysis of dgree centrality. In the closeness centrality analysis, "defender" was the most important word, and "sports" was the most important word in betweenness centrality. Finally, as a result of CONCOR analysis, four clusters (related sports and marketing, jiu-jitsu competitions, belt test, supplies and expenses) were formed. As a conclusion of the study, first, words such as 'judo', 'exercise', 'competition', 'dobok', 'gym', and 'graduation' should be actively used to promote jiu-jitsu.As a conclusion of the study, first, words such as 'judo', 'exercise', 'contest', 'dobok', 'gym', and 'graduation' should be actively used to promote jiu-jitsu. Staphylococcus aureus and methicillin resistant S. aureus (MRSA) is a major cause of nosocomial infections and is one of the most commonly isolated bacterial species in the hospital and continues to be an important pathogens in both community and hospital-acquires infection. The purpose of this study is to investigate the carrier rate of S. aureus and MRSA in the community and molecular genetic characteristics of these organisms. The identification of S. aureus and MRSA were done by the procedures in Murray's manual of Clinical Microbiology and antibiotic susceptibility patterns by the Clinical and Laboratory Standards Institute(CLSI). MRSA strains were confirms by oxacillin disk diffusion method. forty-six strains (71.9%) of S. aureus were isolated from the nasal specimens of 64 students in health science university. twenty-two strains (22%) of 46 S. aureus were resistant to penicillin and oxacillin. twenty-two strains of the 46 S. aureus isolates were methicillin-resistant Staphylococcus aureus (MRSA). The mecA genes in MRSA were detected by polymerase chain reaction (PCR). Community and nosocomial infections caused by methicillin-resistant Staphylococcus aureus are a significant problem worldwide. There continuous epidemiological study is to investigate the prevalence of MRSA in community acquired infections.
This study's purpose is to present the improvement of effectiveness of security activity for international conference which can be held hereafter. On the basis of security activity problems originating in G20 summit meeding that had been held in Seoul in 2010. I made up questions three times to on the members of the police, military, fire figher and national intelligence service who had experienced in Seoul G20 summit meeding and recognition of possible problem and possibility of improvement on each item of questions was analyzed by Delphi Method. Also interviews with 4 security experts selected from each security agency were conducted to present improvement in each part of problem. The results obtained from the face to face interview with four experts of security-enforcement agency about the role of event site activity stage for international conference are as followings; First, 'security protocol section' protocol and security are needed mutual win-win enough to be compared with adaptative relationship, thereby being demanded the closer cooperation and information exchange. Second, 'situation management section' there is a need of reinforcing the cooperative system between situation rooms of each agency in order to possibly operate all of the security manpower integrally, which are dispersed by function and by event site, in addition to the swift and organic information exchange between wide-area local government and all the security agencies focusing on a preparation planning group. Third, 'security manpower resource management section' there is a need of encouragement and interest in the leadership in order to devise system that all of the security manpower can concentrate on event and to be possibly satisfied the given conditions. Fourth, 'local government cooperative support section' the wide-area local government of a hosting city as international city operates several kinds of the facilities for international conference, supports operation of conference, achieves a ripple effect of event such as tourism, maximizes service of accomodations, and performs the primary responsibility for the maintenance of the traffic facilities, thereby needing to execute special inspection under the responsibility of Si-Do governors.

Second, the middle-term plan for the introduction of high-tech equipment and joint inspection with relevant security agents are needed for the efficient explosive technical detection. Third, high-tech security equipment could be introduced through the international high-tech security equipment exhibition. Fourth, an anti-terrorism plan should be measured by sharing information through the cooperation with domestic and international intelligence agency. Fifth, public relations should be measured systematically by organization rather than agents' individual public relations. Sixth, political consideration to secure integrative coordination with other agency is needed for security activity, through normal cooperation with fire fighting related agency such as an electric, gas, elevator company. Seventh, a definite press guideline is needed for a convenient news coverage and safety during security event.
