광양항 제품부두의 접안 기준 현황 및 외국 기준 검토

  • 광양항 제품부두를 필요한 대부분의 부두의 접안 기준은 재화중량톤을 기준으로 하고 있음. 부분 적재 등이 있을 때 재화중량톤기준으로 하면 선석 운영상 체선 및 비용이 발생이 생기므로 배수톤수를 기준으로 할 필요가 있다. 우리나라의 경우 울산항에서 접안기준 개선이 있었고 외국의 경우에도 배수톤수를 기준으로 하고 있으므로 이를 광양항제품부두에 적극 적용할 필요가 있다.

A Systematic Approach to Decide Maximum Berthing Ship Size Coupled with Berth Design Criteria - A Case of Port of Ulsan - (부두 설계기준을 고려한 접안가능 최대선형의 결정에 관한 연구 - 울산항을 중심으로 -)

  • "Summer Deadweight Tonnage(SDWT)" is used as the criteria of the berthing capacity when establishing port entry limits under current guideline. The important factors affecting to the maximum ship size of possible berthing are mass, length and breath of the ship rather than deadweight. Therefore this guideline should be modified to ensure safety and efficient operation of berth. This study aimed to propose a rational guideline to adjust the berthing capacity. In order to decide proper berthing capacity, three berths of Port of Ulsan were selected and systematic evaluations for the safety of passage transit, berthing maneuvers, ship motions at berth and stabilities of structures were conducted. Small changes of ship size had little effect on those characteristics and little significant differences were found according to the increase of ship size at the same displacement. The evaluation results of the increasement of 50% of berthing capacity at 20,000 DWT, 25% at 40,000 DWT and 13% at 150,000 DWT were within the design criteria in which the berths were built. Therefore, if the channel width, diameter of turning circle, berth length and mooring arrangements are satisfied with the criteria, the current berth limitations should be adjusted by the displacement. as substitute for the deadweight.

  • In order to improve the safety r! ship berthing and the efficiency r! berth operation in the harbour, the berthing energy acting on a ship in berthing maneuver need to be estimated properly. The berthing energy is used as one q the criteria to determine the maximum permissible load of fender as well as important factors to establish the berthing speed and the required power r! tug-beat for pilot and ship operator. In this study, some problems r! present the method of berthing energy are discussed on the basis of the hydrodynamic aspects. Then, series calculations of berthing energy are carried out considering the effect of water depth on added mass and the ship shape for container series from 1,600TEU to 12,000TEU.

  • 유가의 상승에 따른 에너지확보는 매년 국가의 중요한 정책의 하나로 되었으며, 전세계적으로 다양한 탱카선이 건조되어왔고 이들 선박의 운항에 따라 국내에서도 탱가선을 서비스 하기위한 계류, 저장, 이송 시설 등 항만인프라의 구축이 원활하게 이루어지고 있다. 그러나, 이들 시설 중 돌핀부두에의 접이안을 위한 시설의 국내 설계기준은 오래전에 설정된 것으로 보완이 필요한 것으로 나타났다. 본 연구에서는 현재 건조되어 운항되고 있는 전세계의 탱카선의 자료를 수집하고 톤수에 따른 선형을 분석하여 돌핀부두내 작업돌핀, 접안돌핀, 계류돌핀의 적정간격과 계류안정성의 평가에 반영하고, 설계기준의 보완에 대한 의견을 제시하고자 하였다. 분석에는 전세계 250여척의 탱카선의 선형을 조사하였고, 미국, 영국, 캐나다 등 외국의 설계기준과 국내기준의 비교가 이루어졌다.

A Study on the Evaluation of Safety Stiffness from Ship's Mooring Bollards (선박 접안용 계선주의 안전 강성 평가에 관한 연구)

  • Mooring bollards are the mandatory facility in ports for they are the objects used to fasten the ship to its position at the berth. All the mooring bollards were installed following suggested sizes, numbers, materials and shape of installation according to Port and Fishing Design Standards. However, Korea has no management standard for use of mooring bollards to safety in ship berthing. In this research, the installation standard for mooring bollards including the holding power applied to mooring bollards in berthing was studied. Also, the performance of mooring bollards for minimum safety guarantee in berthing based on research of various specification by their sizes was analyzed. The analysis on mooring bollards was examined by each power on mooring bollards from the applied force in berthing divided into horizontal and vertical direction in order to examine the performance of domestic mooring bollards, the limit force is calculated based on detailed specification research result. As a result, the working stress according to the towing force was found to be at least 150Mpa and it was evaluated to be 60% of the limit strength. Also, by comparing each forces, the appropriateness was examined and the specification of maximum capability calculated. This performance evaluation method based on detail specification of mooring bollards will be expected to be useful to examine the appropriateness of mooring bollards for various types of vessel in berthing and to develop maintenance and management standard through the performance change evaluation referring to mooring bollard detailed specification changes.

안전한 승하선을 위한 선착장 승강 환경 연구 - 부산시 유선장을 중심으로-

  • 본 연구에서는 승선환경에 관한 기초연구로서 승선 및 유람선 터미널의 공간 및 시설과 관련된 법적 문제에 대한 분석을 수행하였다. 연구결과는 다음과 같다. 1) 육상대중교통의 탑승과 관련된 법령과 규정에 비해 시설별 세부규정이 미흡하고, 유람선터미널 역시 탑승객 수용능력별 시설기준이 요구된다. 2) 터미널의 대기공간과 승강장은 법에 따라 기본시설이 갖춰지지 않은 곳으로 탑승능력을 수용할 수 있는 좁은 공간이다. 3) 현측 접안과 선수측 접안을 유람선 선착장의 승강 공간과 사용 시설 등을 고려하여 적절히 사용해야한다.

  • 대산항 씨텍 제3번 돌핀부두에 최초 설계의 접안능력기준을 약간 상회하는 5만 DWT급 VLGC 선박이 접안작업을 할 경우, 돌핀의 용량에 따른 접안작업 동안의 안전성 여부를 대산항만의 입출항 제한 자연 환경조건을 적용하여 선박 계류측면에서의 안전성을 판단하고자 한다. 이를 위하여 대상선박의 부두에서의 최악의 외력조건과 계류장력과의 관계를 OCIMF에서 연구 발표한 결과를 바탕으로 계류안전성 계산공식을 적용하여 계류안전성을 평가하도록 한다.

A Basic Study on Safe Mooring Guide for Dangerous Goods Berths in Ul-San Port (울산항 위험물 부두의 안전계류에 관한 기초연구)

  • This study analyzed the state of the vessels which were using the berth for dangerous goods more than its carrying capacity in the major dangerous cargo handling port of Ulsan in Korea, The result of the analysis showed that a ship which has 3 times more than the maximum berthing capacity was moored at berth. Accordingly, a simulation model for 50,000 DWT berth was built and carried out the mooring safety analysis with 50,000 DWT, 70,000 DWT and 100,000 DWT vessels by mooring assessment program. The evaluation was carried out according to the standard environment presented in OCIMF standards. 50,000 DWT vessel was evaluated to meet the acceptable criteria but, 70,000 DWT and 100,000 DWT vessels exceeded the acceptable limit as per external conditions. Consequently, safe mooring guidelines were suggested and also proposed the building of common 'Mooring safety guideline' for port with assessment of different cases.

Optical Design of a Zoom Eyepiece (Zoom접안경에 대한 광설계)

  • By Gaussian optics, a zoom eyepiece is analyzed, which has the diameter of exit pupil 0.5 em, eyerelief 1 em, and angular magnification $M_a=7~15$. The initial design is based on this analysis. Telescope objective which was previously designed has focal length($(f_u')$ 21.0 em, and its clear aperture is 6.2 em. Zoom telescope has half field angle $\beta=1.5^{\circ}$ at the entrance pupil and at exit pupil it is $\beta'=1.5^{\circ}\times(7~15)=10.5^{\circ}~22.5^{\circ}$. Zoom eyepiece consists of three groups, of which each one satisfies the Seidel 3,d order aplanatization. Final design is obtained by optimization for the finite ray aberration, and the zoom eyepiece is assessed on the basis of the resolution of eyes.f eyes.
