  • This paper deals with the improving issues and methods for 119 dispatcher's work and training manual in order to improve their emergency response ability in Korea. Firstly, it was investigated and compared on manuals and training methods for the reception of emergency calls between South Korea and the USA. And then, specific improvement methods were considered by questionnaire for 95 dispatchers who work at 119 communication center in Gyeonggi-do in the basis of surveys. As a result, people and equipment related to 119 have been continuously upgraded, however, their work depend on their personal experiences and capabilities but because of the insufficient pretraining for the dispatchers. Also, the manpower is still insufficient overall compared to the work. Therefore, it is necessary to secure the expertise of the dispatchers through the systematic training program and proper training and test standards for 119 dispatchers, and to prevent errors in the logic of the situation and systematize their work by standardizing the response work and arranging appropriate manpower.

  • Korea post delivers more than 4.7 billions of mails and parcels per year. Although postal service is invoked by mail acceptance from customers, mail acceptance service is not as mature as sorting or delivery service in terms of automation and informatization. In this paper, we reviewed current status and issues of the mail acceptance service, analyzed relavent technologies and foreign case-studies, and suggest an information strategy plan for better service. According to the strategies, we propose several action plans for applying adequate information technologies. In addition, we address important results of patents analysis for major technologies. The results of this study could contribute to determining the information strategy and the R&D plan for future postal service.

  • Purpose Sample reception environment system in nuclear medicine has not changed much compared to 20 years ago. When preparing sample for in vitro test, there was no significant change because the test was carried out by generating an own specimen from the parent specimen. In this study, We would like to introduce a method that automatically removes the sample cap using the automated decapper equipment and enables automatic reception at the same time. In addition, including a provisional reception system. Materials and Methods In 2019, it was intended to get a device that automatically removes the cap of a patient's blood sample. This equipment is the same as the equipment used in the Department of Laboratory Medicine (Vacuette Ⓡ Unicap Belt Decapper, Greiner bio-one, Austria). However, the purchase was delayed due to differences in tube size, budget, and space. In January 2020, we borrowed domestic automatic decapper equipment and modified it to suit our laboratory environment. After 9 months, we were able to introduce a system that automatically removes the lid of a patient's blood sample and at the same time automatically accepts the test. And, through the provisional reception system, it was possible to know the arrival of the specimen in a short time. Results With the use of an automatic decapper device, the sample cap was automatically removed, and the reception proceeded at the same time. So, it was very efficient at work because it shortened the sample preparation time by about 20 minutes. In addition, it was possible to prevent the examiner's musculoskeletal disorders caused by repeated wrist use. After using the provisional reception system, patients were able to be discharged quickly, and the number of phone calls to confirm the arrival of samples was reduced. Conclusion Most hospitals have about four employees in the nuclear medicine in vitro laboratory. It is effective to use automatic decapper equipment and a provisional reception system for organizations that perform work with the minimum number of personnel.

  • 이 논문에서는 소포 배달 서비스를 위한 인텔리전트 모니터링 시스템(Intelligent Monitoring and Control System; IMCS)에 대해 기술한다. IMCS 는 GIS, GPS 그리고 무선 통신 기술을 이용하여 택배의 접수와 배달 업무를 효율적이고 효과적으로 개발하기 위한 시스템이다. IMCS는 모두 세개의 서브 시스템으로 구성되어 있는데 접수와 배달 계획을 수립하는 PDPS(Pick-up and Delivery Planning System)과 접수/배달 현황과 차량의 위치를 파악할 수 있는 PDMS(Pick-up and Delivery Monitoring System), 그리고 개인휴대단말기(PDA)을 이용한 실시간 업무 처리 시스템인 MOCS(Mobile Operations and Communication System)으로 구성되어 있다. PDPS는 GIS와 최적화 알고리즘을 이용하여 접수와 배달을 위한 방문 순서와 경로 그리고 고객에게 방문할 예정시간 등을 생성한다. MOCS에서는 GPS와 무선 통신을 이용하여 업무 중 발생한 접수/배달 결과와 위치 정보를 실시간으로 PDMS에 전송하고 바코드 스캐닝과 전자 서명 등의 업무를 지원한다. PDMS에서는 수신한 정보에 따라 소포의 접수/배달 현황과 차량의 위치를 전자지도 상에 표현하고 업무 차량의 이동 궤적을 표시하여 계획된 경로와 비교하여 모니터링하고 관제할 수 있다. 현재 IMCS는 국내 한 우체국에서 시범 운영되고 있다.

Implementation Planning for Information Technology-Based Future Mail Acceptance System (정보기술 기반의 미래형 우편접수창구 구축계획 수립)

  • In this paper, we set up an implementation plan for the Mail Acceptance System (MAS) to be operated more effectively and intelligently. First of all, an as-is analysis for the current MAS is performed for analyzing issues and problems and obtaining user requirements. After the as-is analysis, we perform benchmarking studies on the various postal service providers of the advanced countries. Based on the results from the as-is analysis and benchmarking study, we design a conceptual model for the future MAS. The proposed conceptual model can be classified into three parts: automatic MAS, business MAS, and integrated MAS. Information and automation technologies are applied to design the proposed model for eliminating inefficiencies and inaccuracies in MAS. We identify implementation tasks for realizing the proposed MAS model, evaluate the importance and precedence relationship of the identified tasks for deciding implementation priorities, and finally set up the implementation plan for the future MAS. We can expect that the more efficient and effective MAS can be constructed in the future by performing the proposed implementation plan.

  • The Internet is widely used by general people and the use of Internet is spread to all industrial fields. Especially, cyber education fields have been changed a lot with the Internet application development. One of them is the field of consultation for university admission. As for the business of university admission, there were two ways applicants handed in their applications directly to school which they applied to and to each place to receive applications or sent them through FAX. Recently, highlighted is the Internet environment to receive the application for admission which integrated organically the two ways. In this thesis, I designed and implemented on-line admission consulting system using of multi-agent. The examines can apply for safely and according to their conviction by recommending the university course suitable for their academic aptitude and scores with test KSAT(Scholastic Aptitude Test Administered by the Korean Ministry) and a university grade report on students' record using intelligent multi-agents and through a university course recommending wizard in the process of choosing it.

  • 소방 본부의 119 종합상황실에서는 24시간 국민의 안전을 위해 긴급 신고를 접수한다. 수보사 분들은 24시간 교대 근무를 하며 신고 전화에 접수 및 응대 뿐만 아니라 출동, 지휘, 관제 업무를 함께 수행한다. 이 논문에서는 이 같은 수보사의 업무 지원을 위해 우리가 구축한 음성 인식과 결합된 실시간 텍스트 분석 시스템에 대해서 소개하고, 출동 지령서 자동 작성을 위한 키워드 검출 및 대화 요약 및 개체명 인식에 기반한 대화 상태 추척 방법에 대해 설명하고자 한다. 대화 요약 기술은 음성 인식 결과를 실시간으로 분석하여 중요한 키워드의 검출 및 지령서 자동 작성을 위한 후처리를 수행하며, 문장 수준에서 개체명 인식 및 관계 분석을 통한 목적 대화의 대화 상태 추적을 수행한다. 이 같은 응용 시스템은 딥러닝 및 기계학습 기반의 자연어 처리 시스템이 실시간으로 텍스트 분석을 수행할 수 있는 기술 수준이 되었음을 보여주며, 긴급한 상황에서 많은 신고 전화를 접수하는 수보사의 업무 효율 증진 뿐만 아니라, 정확하고 신속한 위치 파악으로 신고자를 도와주어 국민안전 증진에 도움을 줄 수 있을 것으로 기대된다.
