The Design and Application of a Meta-evaluation Model for National R&D Programs (국가연구개발사업 메타평가모형 설계와 응용)

  • Meta-evaluation for national R&D programs should be established within the framework of whole R&D system linked with science and technology needs and objectives. The R&D program evaluation system can be understood as a circulation of input, implementation, output, and utilization. In the result of the Delphi survey, which consisted of twenty-four experts (performed in three rounds), twenty-four indices were developed. The meta-evaluation model included sub-items which were important points of view of it as follow (eight items): propriety of planning, sufficiency of information, and propriety of evaluators in evaluation input; appropriateness of method and appropriateness of procedure in evaluation implementation; credibility of output in evaluation output; and usefulness of report and application of evaluation utilization. As the application of the meta-evaluation model, the total mean was lower than 3.0 of the median value of 2.73 (5 point Likert scale). Finally, it was suggested that the feedback of evaluation results should be more enforced to R&D program improvement particularly (evaluation utilization 2.50).

맥동관형 크라이오 펌프 국산 시제품 성능예측과 평가

  • 맥동관형 크라이오펌프 개발 2단계를 맞아 우성진공(유)을 중심으로 상용화 시제품 제작이 진행되고 있다. 최종 크라이오 펌프 개발품은 흡기구 직경(내경) 16.5 (14) 인치에 질소 배기속도 3,600 L/s를 목표로 하고 있다. 상용품 완성 전에 거쳐야 할 필수적인 시험과정으로 시제품의 공정대응성 현장평가를 위해 KAIST 나노팹에 개발품을 투입하는 프로그램이 계획되어 있어서 공정장치에 장착할 수 있도록 10인치 크라이오 펌프 제작이 추가로 진행되고 있다. 개발품의 성능확인은 우선 몬테카를로 계산을 통해 배기속도를 예측하고 구조설계를 최적화했으며 이를 바탕으로 가공 조립된 크라이오펌프 시제품의 성능을 표준화된 장치에서 표준화된 절차를 통해 평가하여 설계 목표값과 비교했다. 한편 개발품의 성능 수준을 상대적으로 규정하기 위해 기존 상용품들을 같은 방식을 따라 평가하여 성능을 서로 비교하는 작업을 수행했다. 10인치 모델로는 국산 Genesis HPM200, CTI-8 수직형 및 수평형 GM 크라이오 펌프를 성능 시험했으며 16.5인치 개발품의 유사모델로 CTI-12 GM 크라이오 펌프를 시험해서 비교했다.

  • 본 논문에서는 기존의 기술가치평가모형들을 검토하여 문제점과 한계를 찾아내고, 이를 극복할 뿐만 아니라, 기술의 실제가치에 접근하고자 새로운 시도를 하였다. 먼저 1단계에서는 DCF 모형을 이용하여 사업가치를 계산하고, 2단계에서는 사업가치에서 무형자산이 차지하는 비율이 산업별로 서로 다를 것이라는 가정아래 사업가치 창출에 대한 무형자산의 기여도를 구했다. 그리고 3단계에서는 전체 사업가치 창출에서 기술의 기여가 차지하는 비중을 측정하는 기술의 기여도를 구했다. 이렇게 3단계에 걸쳐 얻은 결과를 동시에 고려하여 기술가치를 산출하였다. 그리고 마지막 4단계에서는 전 단계에서 고려되지 못했던 미래수익 창출의 불확실성을 반영하기 위해 실물옵션모형을 적용하였다. 이와 같이 평가과정을 4단계로 구분하고, 각 단계별로 평가의 특성에 맞는 방법을 채택함으로써, 기존의 평가모형이 가지고 있었던 문제점과 한계를 극복하고, 불확실성이 높은 기술자산의 실제가치에 보다 근접할 수 있었다.

A Study on CQI Form for Quality Management and Improvement of Class (수업의 질 관리 및 개선을 위한 CQI양식 연구)

  • This study examined the curriculum CQI forms implemented at A university for quality management and improvement of instruction. Under the reorganization of competency-based curriculum, University A has improved the CQI form so that the planning, process and outcomes of class can be managed systematically. This study proposes a CQI form through literature research and has undergone a revision process through external expert verification. The major findings are as follows. First, when developing the CQI form, the questions were composed to evaluate and reflux the entire course of the class, including the planning, operation, results, and feedback of the class. Second, it was divided into three stages such as last semester, current semester, and next semester to prepare a comprehensive analysis and improvement plan, so that the effect of continuous class improvement and reflux can be obtained. Third, integrating the lesson plans and lecture evaluation results in the preparation of CQI increased the convenience of instructors. Fourth, the objective results (achievement results for each evaluation tool, lecture evaluation results) were provided to the instructor so that they could sufficiently reflect on them. This study is significant in that it provides implications for future CQI development.

  • 고도의 정보사회가 될 것으로 예견되는 21세기 전 세계는 창의적이고 원천적인 과학기술을 지속적으로 창출하면서 선진적 우위확보를 위해 치열한 경쟁을 벌이고 있다. 우리나라도 지금까지 이룩한 경제성장을 발판으로 이제부터는 더욱 생산적이고 독창적인 세계 일류 지식과 과학기술을 창출해 내야 할 위치에 있다. 세계적으로 새로운 지식은 대부분 학술지와 도서를 통해 발표되고 있으며, 미국의 과학정보기구인 ISI(Institute for Scientific Information)는 세계의 우수 학술지를 평가하여 그 중에서 가장 영향력이 높은 3~4%의 학술지를 SCI(Science Citation Index), SSIC(Social Science Citation Index), AHCI(Arts and Humanities Citation Index)로 전별하여 발표하고 있음은 잘 알려진 바와 같다. 우리 학계에서도 수 년 전부터 연구업적 등의 평가에 이들 분류를 적극 활용하고 있으며, 개개의 연구자들도 연구성과를 SCI 등에 등재된 학술지에 발표하기 위한 노력을 배가하고 있는 실정이다. 그러나 안타까운 것은 우리나라에서 발간되는 학술지 중 과학기술 분야 단 5종만이 SCI에 등재되어 있을 뿐이어서 우리의 학문이 세계적으로 교류되고 인정받는데 상대적으로 불리한 위치에 있다는 사실이다. 국내 학술지가 이들Index에 등재될 경우 우리의 연구성과가 보다 빠르고 쉽게 국제적으로 소개.인정되며, 이는 우리의 과학기술 수준을 한 단계 높이는데 첩경이 될 것이라는 점은 의심의 여지가 없다. 과학기술 평가과정은 측정 가능한 연구투자와 연구결과 현상으로 간주할 수 있는데, 일반적으로 연구투자는 연구투자에 필요한 모든 요소들이 실체적이며 평가하는 데에 있어서 인력, 재정 자원, 장비, 재료, 건물 등과 같이 구체적이고 경험을 요구하지 않기 때문에 그 모든 연구결과보다 평가하기가 용이하나 과학기술의 연구결과는 연구 과정을 통해 보다 비실체적이고 양적으로 측정하기 어려운 지식으로 구성되어 있어 평가하는데 어려움이 뒤따른다. 과학기술 연구결과를 양적이나 질적으로 측정하는데 있어 일반적으로 이용되는 시스템은 없으나 국가의 과학기술 수준은 보통 그 나라 과학기술 활동의 연구결과를 과학기술 생산성이나 연구결과물 즉 논문 등의 출판을 통한 배포나 인용분석 등에 기초한 양적 평가지표를 이용해 측정하는 서지적 방법에 의해 평가되고 있다.연구활동 결과로 발표된 연구논문은 새로운 연구논문의 자료로 인용되게 되는데, 일반적으로 인용이 많이 된 논문일수록 질적인 가치가 높다고 하므로 논문의 발표량과 인용된 횟수는 연구활동을 평가하는 척도로 활용점에 따라 과학기술분야 논문의 국가별, 기관별, 분야별 논문수와 피인용도는 과학기술 수준 평가의 척도가 될 수 있으며 이러한 평가는 과학기술 정책 수립 및 투자, 연구활동에 대한 평가 등의 중요한 자료로 활용될 수 있다. 과학기술분야 전반에 걸친 SCI 기반의 NSI, NCR 데이터베이스를 분석하여 우리나라 과학기술분야의 수준을 평가할 수 있는 지표를 산출하여 우리나라의 과학기술 수준을 정확히 파악하고, 세계 추세를 분석하여 앞으로 나아갈 정책방향을 설정하는데 도움이 되도록 하며, 국내 기관별, 분야별 분석을 통하여 과학기술 수준을 평가할 수 있는 객관적인 자료를 제공함과 동시에 국내 연구 인력간의 건전한 경쟁을 유도하여 과학기술 발전에 기여하고자 한다.

Recommendations on the Direction of Radiology Practice Operation through the Evaluation of Practice Satisfaction before and after COVID-19 (COVID-19 전·후 임상 실습생의 만족도 평가를 통한 방사선학과 실습 운영 방향에 대한 제언)

  • This study was conducted to compare and evaluate the expectations and satisfaction of clinical practice for students who conducted practice at clinical practice institutions of various sizes before and after COVID-19, and to suggest future clinical practice guidance methods and operation directions. There was a significant difference in the evaluation of satisfaction with practice before and after COVID-19, especially after the evaluation of satisfaction with practice guidance, practice environment, and practice time. As a result of analyzing the decisive influencing factors related to practice satisfaction, students who conducted practice at university hospitals highly evaluated the institutional environmental factors, and students who conducted practice at small and medium-sized hospitals showed high satisfaction in participation-oriented practice. Therefore, it is thought that practice that utilizes the strengths and weaknesses of university hospitals and small and medium-sized hospitals will be more effective than clinical practice that relies only on university hospitals. However, in order to diversify the training institution to small and medium-sized hospitals, it is necessary to create a manual on standardized training courses, training methods, and evaluation methods suitable for the training goals and curriculum, and provide them to the institution. In addition, if it is operated through sufficient exchange of opinions and consultation with institutions, schools will be able to obtain opportunities to cultivate practical talents, and small and medium-sized hospitals with difficulties in expanding manpower will be able to secure excellent human resources first.

A Way to Perform a Helicopter PFAT by KUH Case Study (KUH 사례를 통한 헬기 비행전 수락시험 수행 방안)

  • Process of helicopter development is divided in design, manufacture and test & evaluation phase. Test & evaluation is performed step by step in order of component test, rig test, system ground test and flight test. After completing ground test and before first flight, US military specification requires 50hrs-PFAT in order to assure flight safety. PFAT is the test which requires tie-down and severe load imposition and it needs special ground test vehicle which is similar to helicopter prototype as well as much cost and period. In case of KUH, we have performed tailored PFAT considering KUH development environment. In this paper, we propose a proper way to perform the PFAT in accordance with development environment by giving KHU PFAT procedure and result.

  • This study investigates the factors affecting the educational satisfaction and the transfer of learning of cyber crime prevention education students in order to confirm the effectiveness of the current education. Based on the CIPP model, we confirmed whether the level of social demand and the level of knowledge in the context evaluation, recency of subjects in the input evaluation and interaction in the process evaluation affect the educational satisfaction and the transfer of learning of the students by conducting the survey for the students. As a result of analysis, it was proved that the level of knowledge, recency of subjects and interaction had a significant relationship with the educational satisfaction and recency of subjects, interaction and educational satisfaction significantly affect transfer of learning. Based on the findings, this study provides a few constructive suggestions to improve the effectiveness of the cyber crime prevention education program.

Development and Application of Theme-based Integrated Teaching/Learning Plan focused on Green Life of Clothing, Food, and Housing in Home Economics (가정교과내 의.식.주생활 영역의 주제중심 통합 교수.학습 과정안 개발 및 적용 - '가족의 생활'과 '가정생활의 실제' 단원의 녹색생활요소를 중심으로 -)

  • The purpose of this research is to develop a theme-based integrated teaching/learning plan in clothing, food, and housing in home economics and to apply the developed process in classes for evaluation in order to identify the suitability in schools. The theme-based integrated teaching/learning plan developed on the basis of textbooks consist four sub-themes; choosing($1^{st}$ and $2^{nd)$ lessons), using($3^{rd}$ lesson), processing ($4^{th}$ lesson), and alternatives($5^{th}$ and $6^{th}$ lessons) under the main theme of 'green family life'. The results from 20 individual and group activities showed that the students actively solved the problems when the presented cases were related to their own lives or experiences. The opportunity to implement green life through activities motivated students' willingness to proceed in real life. However, it is vital to assist integrated thinking through various examples before beginning due to students with difficulties connecting the issue from one area to the other during the problem-focused activity. The students' ability to solve the activity workbook had been improved as the lessons continued. From the survey questions on the theme-based integrated lessons, all items associated with integration of clothing, foods, and housing were positively responded. Also, questions regarding general understanding, suitability and satisfaction on the teaching/learning process were marked positive. The conclusion could be that the integrated theme related to clothing, food, and housing in our life would be appropriate for green family life. The theme-based integrated teaching/learning plan is effective in understanding the occurrence of green family life in relation with clothing, food, and housing, identifying the practical ideas implementing green life in those areas, and improving the integrated ability to solve the green life related problems. However, this research has its weakness in generalizing the results due to its limited survey respondents and post-evaluation being the only assessment conducted.

Critical Thinking Disposition, Problem Solving Process, and Simulation- Based Assessment of Clinical Competence of Nursing Students in Pediatric Nursing (간호대학생의 비판적 사고성향, 문제해결과정 정도 및 아동간호 시뮬레이션 기반 임상수행능력)

  • Purpose: The purpose of this study was to identify the correlation of critical thinking disposition and problem solving process, and the simulation- based assessment of clinical competence based on a survey of college nursing students. Methods: In this descriptive correlation study, data for 214 nursing students were analyzed using t-test and Pearson correlation coefficients. Results: Critical thinking disposition, problem solving process, and simulation-based assessment of clinical competence averaged $3.76{\pm}0.46$ (out of 5), $3.67{\pm}0.47$ (5), and $1.51{\pm}0.17$ (2), respectively. A significant difference in scores for simulation-based assessment of clinical competence was found between the high-scoring group and low-scoring group in critical thinking disposition. A significant positive correlation was found between critical thinking disposition and nursing assessment, a sub-domain of clinical competence. Conclusion: The results suggest that success in simulation-based learning requires critical thinking disposition in the nursing students, and their critical thinking disposition plays a positive role in nursing assessment, which evaluates the patient's status in a complex situation. Simulation-based learning programs help assess the students' levels in their clinical judgement and performance, and identify their strengths and weaknesses so that the instructor can evaluate and improve the current teaching method.
