As depopulation era is coming, increasing utilization of human resource becomes one of main policy issues. Transferable skills have been highlighted as one of key factors to deal this issue. This paper surveys transferable skills of new human resource in science and technology who firstly entered labor market in recent two years. Teamwoking, problem solving and creativity have been identified as the most important transferable skills. In addition, there is no difference among industry sectors in terms of required transferable skills. Based on the survey results, we consider political implication in engineering education.

4차 산업혁명 시대에 접어 들어 불확실성이 높아지고 변동성의 상시화로 세계 경제가 급변하면서, 기업가정신 교육의 중요성은 점점 더 높아지고 있다. 이러한 시대의 흐름에 따라 최근 청소년 기업가정신 교육이 확산되었다. 지속가능한 청소년 기업가정신 교육이 이루어지기 위해서는 시대의 변화와 함께 부모들의 인식과 태도도 함께 변화해야 한다. 부모는 새로운 지식과 그 시대가 요구하는 바람직한 자녀관을 형성해야 하며, 사회 전반적인 변화에 따른 학교에서의 기업가정신 교육이 가정에서도 일관성 있게 유지되어야 한다. 이에 본 연구는 부모교육의 중요성을 확인하고, 교육을 통해 부모의 인식을 변화시키기 위해 필요한 역량 도출하기 위해 델파이 조사를 실시하였다. 기업가정신 교육 전문가와 청소년 교육 전문가로 구성된 전문가 패널들을 대상으로 3회에 걸쳐 델파이 조사를 실시하였다. 델파이 조사 분석 결과, 부모 인식 전환을 위해 필요한 최종 8가지 역량(환경의 변화, 도전정신, 주체성/자울성, 창업에 대한 이해, 직업의 다양성, 기업가정신에 대한 이해, 개인의 다양성, 팀/협업에 대한 가치)을 도출하였다. 향후 후속 연구를 통해 도출된 역량을 함양할 수 있는 부모 기업가정신 교육 모델 및 프로그램을 설계하고자 한다.

Seoul's One Less Nuclear Power Plant is the major urban energy policy launched in April 2012. Its effort to respond to climate change and energy crisis in the aftermath of the Fukushima nuclear accident turned out very successful, considering huge decrease of energy consumption. However, the question of how the cut of energy consumption was possible remains unanswered. This paper introduces the concept of urban governance capacity as the cause of the success. It is the managing and governing capability to maintain the logical consistency policy system, comprising of policy perception, goals, policy tools and evaluation. Without this logical correspondence between the policy factors, any system including energy regime easily falls apart during the systemic transitional period. Governance capacity provides the integrating framework, so that the system as a whole maintains the internal homeostasis.

2022년 7월에 열린 'ON미래, 산업디지털전환 국회 포럼' 에서는 기업과 기업의 데이터들이 연결되고 산업에 활용 가능한 환경조성이 필요하며 이러한 데이터 생태계를 위한 거래 활성화로 비즈니스 모델 창출이 중요한 이슈로 떠올랐다. 소상공인시장진흥공단은 소상공인 디지털 특성화대학을 열고 소상공인 디지털 역량 강화를 위해 전국의 10개 대학과 연계하였다. 4차 산업혁명의 진전과 코로나19 팬데믹의 영향으로 인한 비대면 문화의 확산 등과 이에 따른 소상공인의 디지털역량이 사업을 영위하는데 중요한 이슈로 등장한 것이다. 본 연구는 소상공인의 사업 역량과 디지털 역량이 경제활동 지속 의도에 미치는 영향관계를 실증 분석하기 위하여 이루어졌다. 이를 위해 사업 역량을 세분화해서 소상공인의 업종 전문성, 고객관리 전문성으로 나누었다. 디지털 역량은 SNS 활동성, ICT 사용 용이성, ICT 사업 활용성으로 세분화하였다. 이들 요인들이 경제활동 지속 의도에 영향을 미침에 있어서 1인 미디어 교육참여도에 따라 어떻게 달라지는지를 동시에 살펴보았다. 이를 실증 분석하기 위해 1인 미디어 교육을 받은 사람을 대상으로 온라인 설문을 조사하고자 하며 디지털 역량의 중요성이 증대되는 시점에서 소상공인에 있어서도 이러한 역량이 경제활동 지속 의도에 영향을 미치는지 실증적으로 분석하는 측면에서 의의가 있다.

지역경제의 성장과 혁신은 국가경쟁력 강화를 위한 중추적인 요인이다. 본 연구는 ICT산업인프라가 집적된 대구 및 경북지역의 ICT산업의 현황을 살펴보고, 혁신가치사슬 개념을 적용하여 지역혁신역량을 평가하기 위한 분석도구를 제시하였다. 지역혁신가치사슬은 지역경제 활성화와 국가경쟁력 향상에 영향을 미치는 지역혁신역량을 평가하는 도구로, 지역혁신체제의 인적, 물적, 제도적 인프라와 자원을 포함하는 개념이다. 지역단위의 혁신역량 분석은 지역 내의 혁신자원의 수준을 파악하고 혁신프로세스를 평가하는 데 필요하다. 그러나 대부분의 지역혁신역량에 관한 연구들이 혁신의 투입과 산출단계에 중점을 두고 있어, 본고에서는 전환단계를 포함한 혁신프로세스에 대한 통합적인 분석을 하였다. 이러한 지역 혁신가치사슬은 다른 지역 및 국가 단위 혁신체제에도 일반화하여 적용이 가능할 것으로 기대된다.

Due to COVID-19, the digital transformation centered on unmanned and non-face-to-face is accelerating. Like a digital civilization, it is changing into a digital age, but for those who cannot use digital, the inconveniences in daily life are falling to the level of digital illiteracy. There is a social gap between digital users and non-users, and digital non-users are separated from society. For the digital socialization of the digitally underprivileged, the transition to the digital world is accelerating, and the ability to use digital in everyday life is becoming more important. As the transition to the digital world accelerates, individual social and economic differences are occurring. These problems are hindering the sustainable growth of society. In this study, in order to receive digital education conveniently, we intend to design an education model with excellent accessibility as an education that can be received by all citizens. It is intended to propose a digital education model that can be used universally and solve the inconvenience of life through digital comprehensive competency education that can be received step by step and can be easily received.

Since the enactment of the School Meal Support Act in 2009, South Korean dietary education has been evolving, placing health, environment, and consideration as its core values. The 3rd Basic Plan for Dietary Education (2020-2024) aims to achieve a sustainable dietary lifestyle that civic agriculture for collective consumption, healthy citizens, and an inclusive society. However, the digital civilization of the Fourth Industrial Revolution is significantly impacting dietary education in schools. Therefore, this study examines sustainable dietary education content in South Korean school meals, diagnoses the phenomena of dietary education facing digital transformation in education due to the Fourth Industrial Revolution, and explores directions for inclusive dietary education through concrete structures and content systems for inclusive dietary education that foster sustainable dietary capabilities. To achieve inclusive dietary education, a structure and system that allow cognitive, normative, and practical learning to be combined in an inclusive way is required. Furthermore, to practice sustainable dietary education, alternative approaches that emphasize the development of learners' core competencies are necessary in the direction of inclusive dietary education that fosters inclusivity.

Rapid Aging Society demands the transformation of medical paradigm of diagnosis and treatment towards prevention and management. This paper explores the norm and development of digital health care, focusing on Busan Metropolitan City. Digital health care which combines new ICT technology and medical technology is predictive, preventive, personalized and participatory; and suggests alternative to solve the problem of demographic changes and increasing social cost of medical welfare. Community Health Center in Busan is unique one based in the minimum community of collecting data from self-leading health management. Digital transformation using basic health data and social information can build preventive care system in the community. Easy access leads community center to test bed of developing new technology, as a living lab. In order to use the newly developed goods and service effectively, user-participatory test is nicessary. Finally community nurse and activists can specify health-welfare converged service through digital transformation empowerment training.

The purpose of this study is to devise successful strategies for launching of new brands in franchise companies based on cases of 'Gamarogangjung' of Masedarin Inc. The results of case analysis shaw following successful strategies. First, Masedarin Inc. has used its core competence; Masedarin Inc., which managed chicken franchises for many years, launched the new brand, 'Gamarogangjung' based on its differentiated technologies and infrastructure. Second, the brand, 'Gamarogangjung' has used market oriented strategy actively; the brand has reflected customers' needs to its adminstration immediately by understanding and sharing of customers' needs at the corporate level. Third, Masedarin Inc. has differentiated a business model from other companies; by using 'take out' purchasing system instead of 'delivery to doors' or 'purchasing by visiting', the company has saved huge management cost. Fourth, Masedarin Inc. developed a new kind of business which is differentiated from existing chicken franchise brands or take-out restaurants. Fifth, Masedarin Inc. has appealed its sincerity to franchisees; its business information session, which explains about the business openly without exaggeration, has drawn a high rate of franchise agreement. Sixth, Masedarin Inc. changed its way of thinking about conditions of a location for member stores. The company has selected 'A' level locations for their member stores which enables 'quick sales at small profits' while other take-out stores are usually located at 'B' level location. Lastly, Masedarin Inc. has given thorough instructions to the staff of member stores. And immediately after opening of the stores, franchisees were able to operate the stores comfortably because the company educated the staff repeatedly over a long period to make them master skills before the opening of the store.

클라우드(Cloud)가 ICT 패러다임으로 등장하면서 구글(Google), 아마존(Amazon), 애플(Apple) 등 글로벌 클라우드와 KT, LG 등 국내 클라우드 서비스가 급증하고 있으며, 공공에서도 정부통합전산센터, 교과부 등으로 클라우드가 빠르게 확산 중이다. 하지만, 국내 클라우드 서비스는 대부분 인프라 서비스(IaaS)로 클라우드 응용프로그램을 개발 운영하는 환경(플랫폼)이 없어 IoT나 모바일처럼 풍성한 응용이 핵심인 글로벌 클라우드 생태계 구축에 한계가 있다. 본 연구는 개발자나 응용 소프트웨어 제공업체들이 응용 애플리케이션들을 개방형 플랫폼에 개발 배포 운영 관리할 수 있는 기반을 마련하고, 전자정부 표준 프레임워크를 기반으로 정보시스템들을 구축 운영하던 공공기관들과 민간 기업들이 별도 비용 없이 혹은 적은 비용으로 이식이 가능하게 함으로써 개별적인 서비스를 클라우드 플랫폼에서의 서비스로 전환하려고 하는 응용 소프트웨어 제공업체들에게 전략을 제시하며, 이를 기반으로 성공적인 구축을 위한 실행 전략도 함께 제시하였다. 본 연구에서 제시한 실제 어플리케이션 적용 사례는 국내의 전자정부 프레임워크에 능통한 개발자 또는 개발사에서 단일 서비스 플랫폼에서 클라우드 플랫폼으로의 개발역량을 향상시키는 전환점을 제공할 것으로 예상된다.
