GML Translation and Database Management of S-57 Electronic Navigational Charts (S-57 전자해도의 GML 변환 및 데이터베이스 관리)

  • S-57 포맷으로 기술된 전자해도는 바다에 대한 디지털 지도로서 해안선, 수심, 항로표시 등과 같은 다양한 정보를 표현하고 있다. 이러한 전자해도는 주로 선박의 항해라는 특수한 목적으로만 사용되어 왔고, 전용의 시스템을 통해서만 이용할 수 있는 단점이 있다. 또한, S-57이라는 특수한 포맷으로 기술되어 있기 때문에 다양한 활용이 어렵다는 문제점을 가지고 있다. 이러한 전자해도를 손쉽게 이용하고 해양정보시스템의 기반 데이터로 활용하기 위해서는 범용의 표준 포맷으로 변환할 필요가 있다. 이러한 범용 표준으로 OGC(Open Geospatial Consortium)에서는 지리정보를 효과적으로 표현할 수 있는 XML(eXtensible Markup Language) 기반의 GML(Geography Markup Language) 표준을 발표하였다. 이에 본 논문에서는 선박의 항해에만 제한적으로 사용되던 전자해도를 손쉽고 다양한 활용이 가능하도록 GML로 변환하고 관리하는 방법을 제한한다. 즉, S-57 포맷의 전자해도를 GML 포맷으로 변환하고, 변환된 GML을 데이터베이스로 관리하는 시스템을 설계하고 구현하였다.

  • 최근 네트워크의 발달과 인터넷의 보편화에 따라 지리정보는 않은 분야에서 활용되고 있으며, 그 범위가 해양으로까지 넓혀지고 있다. 하지만 전자해도 등의 해양 지리정보는 선박의 항해와 같은 특수한 목적으로만 사용되어져 왔고 전용의 표시시스템을 사용해야만 하기 때문에 범용적이지 못하다는 단점을 가지고 있다. 또한 기존의 지리정보시스템들은 각각 독자적인 포맷으로 데이터를 표현하고 관리해왔기 때문에 시스템 상호간의 호환성이 떨어지고 데이터의 교환이 용이하지 않았다. 이를 극복하기 위하여 OGC에서는 지리정보를 효과적으로 표현할 수 있는 XML 기반의 GML 표준을 발표하였고, W3C에서는 벡터 그래픽의 표준인 SVG를 제안하였다. 이에 본 논문에서는 선박의 항해에만 제한적으로 사용되던 전자해도를 다양하게 활용하고 비전문가도 이용할 수 있도록 GML과 SVG에 기반한 전자해도 관리시스템을 개발하였다. 즉. GML로 표현된 전자해도를 데이터베이스화하고 사용자의 질의에 부합하는 전자해도를 검색하여 이를 SVG로 변환하여 웹 브라우저를 통하여 서비스를 제공할 수 있는 시스템을 설계하고 구현하였다.

  • Recently, the demand for autonomous navigation technology has increased, and related research is also increasing. Autonomous ships generally follow the planned route, calculate the avoidance route according to the risk situation while sailing, and follow a calculated route. In general, an automatic steering device is used to follow the route, and among the operational automatic steering device methods, the route control mode is the most appropriate method to apply to autonomous ships. Therefore, in this study, we developed a route-tracking algorithm to apply an avoidance route using the navigation control mode of an automatic steering device. The algorithm was developed by dividing the straight and turning sections. A performance test was conducted to satisfy the performance suggested by IEC 62065, the relevant international standard, using simulator equipment that had acquired international certification to verify its performance. The results of the performance verification confirmed that the cross-track error, which represents the straight distance between the ship and the route, satisfied the performance standards suggested by IEC 62065 when the ship followed the route.

  • On the advent of digital era, ECDIS has emerged as a new navigation aid that should result in significant benefits to safe navigation. More than simply a graphics display, ECDIS is a new concept navigation system capable of providing integrated information of geographical and texual data. As an official vector data for ECDIS, ENC consists of spatial and feature data to describe objects in form of points, lines and areas. IHO published International Standards for ENC, such as S-52(Specification for Chart Content and Display Aspects of ECDIS and S-57(IHO Transfer Standard for Digital Hydrographic Data). This paper deals with the implementation of an EUC representation system which meets S-52 presentation specification and S-57 transfer standards by analyzing S-57 data structures and converting then to an appropriate internal data structures and representing them onto screen adopting S-52 presentation specification.

  • S-Mode is a concept involving a standardized navigation display with accompanying standardized functionality and interfaces for navigational equipment. It was proposed by the International Federation of Shipmasters' Associations at IMO NAV $54^{th}$ session in 2008. The IMO e-Navigation Strategy Implementation Plan(SIP) addresses, S-Mode and the IMO MSC at its $95^{th}$ session in 2015 approved an output 1 to develop S-Mode guidance. In this study, it has been carried out survey of user needs for adopting S-Mode guideline on ECDIS which is core navigational equipment. It is conducted with a questionnaire survey, targeting deck officers and masters who will be the primary users of the equipment related to the e-Navigation system. In this research, users' opinion survey regarding the necessity of development, the scope of standardization, and priorities was conducted. This survey result could be contributed to development S-Mode guideline and specify the concept of S-Mode. It would be derived from standardizing component through providing elements to be considered for its development.

  • The IHO developed the S-100 standard for Digital Hydrographic Data in order to assist the proper and efficient use of hydrographic data and information for the safety of navigation and the protection of marine environment. The former model, S-57, was considered outdated to be utilized as the basis for the next-generation Electronic Chart(ENC) product specification. The key feature of the S-100 standard is the use of Registry and its components, Registers. This online-based Registry provides a universal standard that can be implemented in the actual performance of the navigation system with convenience. In the current situation, the only registry is owned by the IHO and it is available to domain experts. However, since S-100 is an international standard operated by an international organization, the process of the changes and updates of the data requires time before immediate implementation when demanded. Therefore, regarding the safety of navigation of the domestic users and mariners, a separate domestic registry is necessary to develop a domestic Information Registry. This study specifically aims to build a Registry based on IHO published S-99 through designing an adequate website dedicated for its purpose to provide collection of definitions and hydrographic data.

  • Use of the Object Catalogue for ENC(UOC) which can be important reference to encoding detailed attribute for ENC has been prohibited to the revision. Recently new edition is developed through the discussion of IHO TSMAD working group, therefore, it is expected to have a effect to production systems, encoders and ECDIS OEMs. In this study, revised UOC was analyzed and compared to previous documents. In conclusion, the effects to the related systems, encoders and OEMs, and their implecations are drawn from that.

  • This paper describes a method for making 3D marine environmental database of ship handling simulator by using electronic nautical chart data. While developing simulator system, we had to digitize the nautical paper chart in order to obtain the basic data including coastline, navigational aids and so on. In our method, we can get easily exact data necessary to make the database of visual presentation system from electronic nautical chart data that is coded according to S-57 transfer standard of IHO.

  • This paper proposes an international trend and its implementation for an E-Navigation that can utilize of existing and new navigation tools, in particular electronic tools, in a holistic and systematic manner. IMO develops a broad strategy for incorporating the use of new technologies in a structured way to ensure that their use is compliant with the various electronic navigational and communication technologies and services that are already available. Implementation of this new strategic vision might require modifications to working methods and navigational tools, such as chats, bridge display equipment, electronic aids to navigation, communications and shore infrastructure. E-Navigation will reduce navigational accidents errors and failures by developing standards an accurate and cost effective system.

  • Hypermedia systems have the browsing mechanism using links and provide navigation tools to retrieve and represent multimedia information. In this study we designed and implemented a hypermedia system which has the hierarchical group and local map for effective navigation. We also propose the clustering mechanism which constructs a cluster tree and uses this knowledge for navigation. The system has been designed to integrate the browsing and searching function of the hypermedia system for efficient multimedia information retrieval and user-interface. This system can be used to develop hypermedia application systems in the area of encyclopedia, reference document information, electronic dictionary and electronic book.
