Objectives: The purpose of this research is to provide foundational data for reeducation concerning prehospital emergency care in order to improve the performance of emergency medical technicians (EMTs) working at 119 fire safety centers. Methods: Data were collected using a mail-in questionnaire developed by researchers from 288 subjects, who were EMTs working at 119 fire safety centers and local units in the Gwangju Metropolitan City and South Jeolla Province, from March 1, 2009 to April 31, 2009. Results: The mean score for EMTs' knowledge on drug intoxication was7.04 out of a total of 10 points. The mean score for EMT's attitude of emergency treatment performance on drug intoxication was 2.96 out of a total of 4 points. The level of EMT's knowledge is relatively high regarding prehospital care for drug intoxication. The EMT's attitude of performances demonstrated an understanding of the patients' conditions. However EMTs did not actively explain the prognosis and medical conditions for their patients. Conclusions: This research will contribute to making plans for reeducating emergency crew working at 119 fire centers so that can they have a more active attitude towards prehospital emergency medical care.

Records management begins at the time of production of the record. Public institutions need control methods and policies to ensure that records are produced and managed properly. Korea introduced the Records production report from the point of time when the Public Records Management Act was enacted to control the records from the production date. However, the Records production report is not operating for that purpose, so records managers and archivists are raising uselessness. In addition, there are differences over whether to keep the system or not, even within the National Archives of Korea. Therefore, the reasons for the existence of this policy, problems in operation, and opinions on alternatives were summarized through interviews with records managers and archivists.

It is necessary to diagnose the standard record management system when the system is being spread out to entire public organization and institutions. This study aims to analyze the standard record management system for improving system and revising the related standards in the future. This study evaluates the satisfaction on the interface and functional quality of the system through questionnaire survey on records managers. It is found that the satisfaction of functional quality is just above the line, but the interface fails to satisfy records managers. Also the reliability of the system appears to be higher satisfaction than efficiency and usability. Therefore, the study suggests that the standard records management systems should try to improve 'easy of use' and effectiveness and efficiency by implementing heavy batch job and promoting modulation of key function. And the study emphasizes that the standards will be revised with the long-term plan in order to develop standard records management system systematically and continuously.

Many research works are on going to monitor and diagnose diverse malfunctions of satellite systems as the complexity and number of satellites increase. Currently, many works on monitoring and diagnosis are carried out by human experts but there are needs to automate much of the routine works of them. Hence, it is necessary to study on using expert systems which can assist human experts routine work by doing automatically, thereby allow human experts devote their expertise more critical and important areas of monitoring and diagnosis. In this paper, we are employing artificial intelligence techniques to model human expert's knowledge and inference the constructed knowledge. Especially, case-based approaches are used to construct a knowledge base to model human expert capabilities which use previous typical exemplars. We have designed and implemented a prototype case-based system for diagnosing satellite malfunctions using cases. Our system remembers typical failure cases and diagnoses a current malfunction by indexing the case base. Diverse methods are used to build a more user friendly interface which allows human experts can build a knowledge base in an easy way.

This study evaluated the implementation of preservation functions and the degree of implementation in standard records management systems (SRMS) for public agencies. For evaluation, it identified digital preservation activities by analyzing legislation and standards for public records management, especially functional requirements for records management system. Compared to these, it pre-evaluated the functions that SRMS claims to be implemented. It was found that preservation functions implemented in SRMS mainly focuses on migration to standard format. A checklist was made based on the adjusted scope by reflecting the result of pre-evaluation and was distributed to record managers who work for public agencies. This study found that the preservation functions were relatively compliant with the functional requirement for records management system for public agencies, but the way of implementation hardly support records managers of public agencies. The preservation functions of SRMS must be improved or be reconsidered based on the results and further studies.

This study aims to develop a COVID-19 documentation strategy for university archives, which will act as a response system to infectious diseases. The study applied the phases of "documentation area definition and preliminary analysis" and "documentation strategy drafting" described in Heckman's documentation strategy model. In defining the documentation area and doing preliminary analysis, the author analyzed the cases of COVID-19 documentation projects at overseas university archives and conducted interviews with stakeholders. In drafting the documentation strategy, the author interviewed three archivists working in university archives. From these findings, the documentation strategy plan was developed and revised based on the feedback from archivists. The strategy plan covers the documentation purpose, subject/functional area, group, reference information, and major considerations. The findings of this study might be useful for figuring out ways to secure records related to COVID-19 or other infectious diseases in university archives.

한국건설생활환경시험연구원(이하 KCL)은 건축자재, 토목 관련 제품, 생활환경, 물류, 의료기기 등에 대한 시험 평가 인증과 교육 컨설팅, 연구개발 등을 효율적으로 수행하고 있으며, 국내 산업의 기술 고도화와 소비자 보호, 국가경쟁력 제고를 위해 설립된 시험인증 기관이다. KCL은 특히 2010년 7월 8일 한국건자재시험연구원과 한국생활환경시험연구원이 통합 출범한 이후 더욱 풍부한 경험과 노하우를 축적하게 되었고 전문인력과 첨단 인프라를 갖추게 되었다. 현재 약 500여 명의 전문요원이 국내외 20개 사업장에서 일하고 있다. KCL은 지식경제부, 국토해양부, 환경부 식약청 등 주요 12개 부처에서 40여 개 기관지정을 받은 전문시험연구기관이며, TUV, MTS, Eurofins 등 해외 유수의 기관들과 MOU를 체결하여 해외로의 진출에도 적극 앞장서고 있다.

한국의 지역기반 소규모 기계경비업체들은 고객의 수요는 다변화되어 가는 현실에서 첨단 경비서비스 제공을 위한 시스템의 미비와 전문 인적자원의 부족으로 기업경영의 위기에 봉착했다. 이에 지역기반 소규모 기계경비업체들의 혁신적 생존전략 모색방안의 일환으로 관제업무 아웃소싱 전략이 대두되었다. 기계경비 관제업무 아웃소싱 전략은 관제업무의 일부 또는 특정부분을 전문용역업체에 위탁하는 것으로 첨단 관제시스템과 전문관제요원을 보유하고 관제업무를 대행해 주는 아웃소싱기업의 전문성을 최대한 이용할 수 있는 장점이 있으나, 통제와 보안의 문제, 비용 상승과 계약종결의 문제 및 내부 전문기술의 축적기회 상실 등의 산재한 선결과제도 있다.

According to the Annex 17 to the Convention on International Civil Aviation, an appropriate authority of each contracting state has to define and allocate tasks and coordinate activities between the departments, agencies and other organizations of the State, airport and aircraft operators and other entities concerned with or responsible for the implementation of various aspects of the national civil aviation security programme. The airport has to take leading role in implementing security tasks at airport area because the airport operator is the provider of airport facilities and services to its customer and the security activities belong to its services. So Republic of Korea Government enact the Law, Aviation Safety and Security. The Purpose of this Act is to prevent any unlawful act in airport facilities with international conventions, including the ICAO to provide for standards, procedures and mandatory matters needed to ensure the safety and security of civil aviation. But the Act has some error. So is this paper to review the revision of aviation security regulation and the changes of aviation security responsibilities and task assignment. There is the term "aviation security personnel", who are charged with the task of preventing any act of disrupting the order and safety in airport. But there is no term "security screening personnel" who performs to detect or search for dangerous object, such as weapons or explosives, which may be used for the unlawful obstruction.

Recently the demand for civil bodyguards and security guards shows rapid growth. However the supply and training system have some limitations. Educational and training systems for civil body and security guards are in the basic level and private organizations trained the professional work force. University level training started recently. To protect individual life and property, body and security guards have to be trained professionally. For it the role of professional training organizations is emphasized. The purpose of this article is to analyse current situation of civil body and security guard training industry and to seek an educational model. For it, the following questions will be examined. ${\cdot}$ Do the professional training organizations meet social demand for the body and security guards? ${\cdot}$ What kind of training has to be provided for the body and security guards? ${\cdot}$ What tare the qualifications of the trainers? ${\cdot}$ What are the differences in training courses between private organizations and universities? ${\cdot}$ Is there any differences in the job placement among the trainees of private organizations and universities? In summary to meet the social demand common curriculum for the body and security guard will be drawn from the analyses of diverse training organizations with different training courses in contents, training periods, educational value, and social aim.
