A Study on Global Initiatives on Greenhouse Gas Reduction in the International Aviation (항공분야 기후변화 대응 현황 - 최근 ICAO 고위급회의 논의를 중심으로 -)

  • In recent years, greenhouse gas (GHG) reduction has become high priority issue in international aviation. GHG emissions from the aviation sector only accounts for approximately 2 percent of total GHG emissions in the world. However, as with GHG gases in other sectors, it has been pointed out as a contributing factor to global warming and there is an ongoing conversation in the aviation community to establish international framework for emissions reductions. In the case of international aviation, effects of aviation activities of a State go beyond the airports and airspace of that State. This makes compiling of GHG emissions data very difficult. There are also other legal and technical issues, namely the principle of “Common but Differentiated Responsibility (CBDR)” under the United Nations Framework Convention on Climate Change (UNFCCC) and “Fair Opportunity” principle of the Chicago Convention. For all these reason, it is expected that it will not be an easy job to establish an internationally agreed mechanism for reducing emissions in spite of continuing collaboration among States. UN adopted the UNFCCC in 1990 and the Kyoto Protocol in 1997 to impose common but differentiated responsibility on emissions reductions. In international aviation, ICAO has been taking the lead in measures for the aviation sector. In this role, ICAO held the High-level Meeting on International Aviation and Climate Change on 7 to 9 October 2009 at its Headquarters in Montreal and endorsed recommendations on reducing GHG from international aviation which will also be reported to the 15th Meeting of the Conference of the Parties (COP15). Key items include basic principle in global aviation emissions reduction: aspirational goals and implementation options: strategies and measures to achieve goals: means to measure and monitor the implementation; and financial and human resources. It is very likely that the Republic of Korea will be included among the Parties subject to mandatory limitation or reduction of GHG emissions after 2013. Therefore, it is necessary for Korea to thoroughly analyze ICAO measures to develop comprehensive measures for reducing aviation emissions and to take proactive actions to prepare for future discussions on critical issues after COP15.

A Study on a Democratic Records Management System in Korea (자율과 분권, 연대를 기반으로 한 국가기록관리 체제 구상)

  • We have innovated the records management since 2004. So, We innovated the electronic records management, transparency, and accountability. From these results, we could mark a turning point to plant the democratic values in the government It is very surprising, but it is fact that there are the estrangement between the high level institutionalization and low level records cultural soil. But after starting new government, things have been going backward. We have experienced the hyper-politicized problem, shrinking governance problem, regressive personnel policies in the National Archives of Korea. 'New Innovation Model' has resulted the shrinking democratic values, and the growing the bureaucratism. At this point of change, it will be meaningful to review the future of records management. First, we should make the more archives to realize the self-control decentralization model. It means that all local governments has the duty to build the archives, and to operate it with a principle of autonomy. Second, We should start the culture movement to build the more archives, the small archives in private sector. Archives are necessary in the NGO, Universities, firms, art, media, etc. And the small archives are necessary in the various communities, which enhance the rights of minority. All these will spread the democratic values in our society. Third, right democracy system should be operated for the political neutrality, independency. This problem is not prohibited within the national archives innovation model. So, we should transfer the powers of government to local government, and we should re-innovate the National Archives Committee will have the role to make the important records management policies. In short, Unless going to forward with the more democratic values, it would go backward 'records management without democracy'.

Impacts of Tariff Reduction of Timber Products in Non-Agricultural Market Access on WTO/DDA Negotiations in Korea - based on the tentative agreements of WTO/DDA Negotiations - (WTO/DDA협상 NAMA분야의 목재류 관세감축 영향 분석 -잠정타협안을 중심으로 -)

  • This study analyzed core issues addressed in the tentative agreement of WTO ministerial meetings held to finish WTO/DDA negotiations in Geneva in July 2008. The objectives of this study are to analyze changes in tariff reduction on timber products, and their influence on demand and supply of the items according to the modality of Non-Agricultural Market Access (NAMA) and to provide basic information for strategy formulation of our country for further WTO/DDA negotiations. The results indicate that there will not be significant changes in the tariff on sawnwood and on veneer sheets, however, the tariff on plywood need to be cut by around 50% from the applicable tariff rates of 2008 on condition that our country is in the position of developed countries. Therefore, the item of plywood is expected to be influenced greatly according to the change in tariff reduction. From the analysis of influence of tariff reduction on the demand and supply of timber products including sawnwood and wood based panels, such as plywood, particleboard, and fiberboard, the import quantities of the items are expected to be changed from 0.8% to 13.3% if our country is in the position of developed countries, however, they are expected to decline by 0.8%~44.3%, if our country is in the position of developing countries (22, coefficient for developing members).

Concept Mapping Analyzing on Counselors' Vicarious Trauma Experience from Working with Victims of Sexual Violence (성폭력 상담자 대리외상 경험에 대한 개념도 연구)

  • The purpose of this study is to explore the in-depth content of vicarious trauma experience of sexual violence counselors and to develop intervention strategy. To this end, depth interviews were conducted with twelve sexual violence counselors working at the sexual violence counseling site for more than three years. In addition, using the concept mapping method, the content exploration of the experience of vicarious trauma of sexual violence counselors was confirmed, and its conceptual structure was identified. As a result, 60 key sentences regarding the experience of vicarious trauma of sexual violence counselors were extracted. Then, multi-dimensional scale and cluster analysis were conducted after making nineteen appraisal participants who are under the same condition as depth interview participants to categorize and assess key sentences. As a result of analysis, the x-axis of negative perception, psychological and emotional dimension, and the y-axis of personal inner and behavioral dimension appeared, and five clusters emerged: immersion and skepticism about work, experience of emotional assimilation, hypersensitivity to sex, increased vigilance against men, and threat of safety. This provided basic data that could categorize and identify the contents of vicarious trauma of sexual violence counselors experience by sexual violence counselors.

Music Therapy Interventions for Prevention of Suicidal Ideation (자살 충동 예방을 위한 음악치료적 접근)

  • Recently many treatment strategies have been developed to prevent suicidal ideation as it is increasing. Various community facilities and university centers are carrying out research to develop efficient treatment programs. This study examined how music can be used therapeutically for a case who is going through severe suicidal ideation. Various music therapy techniques are utilized including song psychotherapy, music and imagery and role play instrumental improvisation. A woman with severe depression for seven one-hour session. Both quantitative and qualitative data were collected to examine the changes in the suicidal ideation. As results, there were lots of changes in the client's attitude towards life through exploring inner world. Much of stability and sense of security were gained and emotional hardship was resolved in the process of therapy. The client was able to structure future plans productively as the suicidal ideation was reduced. In the process of role play instrumental improvisation, music allowed her to express issues regarding relationships with others, attitudes and in other areas as well. Music was used "as therapy" and solved many repressed emotions related to the trauma including psychological inhibition, tension, helplessness, lack of energy. Further music was able to bring the "false" ego with "true ego". The study implies that various psychotherapeutic interventions can alleviate depression and reduce suicidal ideation.

Urban alienation and the just city (도시적 소외와 정의로운 도시)

  • This paper is to reconsider some characteristics of philosophical discussion on alienation, especially focusing on Lefebvre's concept of alienation, and then to conceptualize a number of features of alienation in both industrial and postindustrial capitalist cities. The construction and development of modern city in industrial capitalism has brought about alienation from nature and from land(i.e. means of production), and in these contexts, has generated alienated labour of urban labourers, which has been deepened through development of modern technologies and divisions of labour. The transformation from industrial to postindustrial society can be seen not as alleviating but as further intensifying and expanding process of alienation. Urban alienation in postindustrial society has been spatially and temporally extended through processes of glocalization and of financialization with the development of credit system. It also has been widened to fields of consumption and leisure and to spheres of non-material production, and has get more deeply involved in capital circulation through built environment and landscape(or spectacles) of cities. Finally this paper is to re-examine briefly theoretical discussions on dealienation in order to conceptualize the just city for dealienation of labour and of urban space, in particular considering the concept of 'the right to the city' as practical strategy of urban dealienation, and to suggest further three kinds of justice for the just city, that is, justice for distribution, for production and for recognition.

  • The ICT policy domain is one of the most important policy domains in terms of national development and continuity. It is primarily because the contemporary society has been continuously developed and changed based upon the advanced information technologies. Recently, the Moon Jae-in Administration reorganized the Ministry of Science and ICT, and transferred a few of the key ICT related functions to other ministries as an attempt to develop the national ICT policies. However, critics in this domain argue that various problems still exist in the ICT policies in Korea. Therefore, the purpose of this research is to verify the empirical validity of the existing problems in the ICT policies in Korea, and develop alternatives to solve those problems. In order to serve the research purpose, this study employs multiple methods; a quantitative method which is a survey involving experts in ICT policies, and a social network analysis involving public officials in ICT related ministries. Research results show that the Korean government needs to enhance its capacity to make adjustments in ICT-related policies as the current decentralized system continuously creates various types of problems. The second possible solution to the problem is to change the national ICT policy system to a centralized one. However, this requires various efforts such as cooperation among ICT related government agencies, separation of ICT policies from science and technology policies, and increased government capacity to implement the ICT policies.

A Study on The Effect Quality Innovation of Convergence Management (융합경영이 품질혁신에 미치는 영향)

  • The biggest change in modern society because we will transition to a ubiquitous environment. Changes in the environment has become a crucial instrument that finally opens the era of convergence management through integrating the various fields in their own business. The desire of consumers to new innovative products appears to be a constant thing companies are constantly trying to respond to these changes, there may not be a problem for the convergence of sustainability management company in the end. In this study, based on the convergence of corporate management need to be a fusion component of corporate management to examine whether any impact on the quality of innovation. Results showed that the fusion management components that affect both internal factors and external factors, core factors quality improvement. Internal factors detailed in the convergence management leadership, risk management factors showed a positive external factors affecting appeared to affect positively the knowledge-sharing factors, infrastructure factors. Finally, core factor is technology factors, educational learning factors showed a positive impact. This results suggest that be a big impact factors of competitiveness of enterprises through convergence management in the future and will serve as the strategic basis for the convergence of future corporate management.

Community Resource Development Strategies for Facilitating North Korean Refugees' Resettlement in Local Areas : The Case of Busan Metropolitan City (북한이탈주민의 지방정착지원을 위한 지역사회 자원동원전략 : 부산지역의 사례를 중심으로)

  • This study examined resettlement and adaptation condition of North Korean(NK) refugees resettling in local areas and compared the results of the examination to the life conditions for those who are living in Seoul and its vicinities. As the result indicates, the first cohort is currently inferior to their counterpart in labor market activities, life satisfaction, and quantity and quality of resettlement assistance implemented by private voluntary agencies. The reason of selecting Busan as a specific case for this study is that: 1) Busan is the largest city in the number of NK refugees residence except for Seoul, 2) Busan has a couple of community welfare centers which are involved in the work of NK refugee resettlement as well as the reason that Busan provides convenience of conducting a survey to the researcher. The most significant contribution of this study to social work research and practice is that it applied the existing theoretical and practical approach of community resources development and networking of social supports to the field of NK refugee resettlement assistance. Based on the research findings, this study suggests that the roles and functions of Community Associations of NK Refugee Assistance should be more activating and that a community welfare center should a take critical role in organizing and activating the Community Associations. This paper also suggests specific ways of enhancing the role of community welfare centers in NK refugee assistance.

The Study on the Characteristics of Ground Beetle (Coleoptera: Carabidae) Community for Conservation of Biodiversity in Agricultural Landscape (농업경관에서의 생물다양성 보전을 위한 딱정벌레 군집 특성 연구)

  • This study was conducted to provide basic information for development of habitat-based conservation strategies of biological diversity in agricultural ecosystem. The carabid beetle assemblages were examined at four kinds of habitats(levee, dike, forest patch remnants and streamside) from three differently stressed areas located in Paltan-myun, Hwaseong city, Korea: agricultural and forest area(site 1), industrial area(site 2), and residential area(site 3). Pitfall trap samplings were carried out 39 times from November 2000 to November 2002. Our study's findings were that the composition of carabid beetle fauna, dominance species, and pattern of carabid beetle assemblage were different among the habitats. The similarity index was highest between two levees in site 2 and 3, and lowest between hillock in site 2 and streamside in site 3, and that among habitats fragmented by road with high traffic was lower than that among any other habitat types. So, we could know that agricultural land use respectively do an important role in diversity conservation and networking. These findings will be used to establish the land use and management plans in the aspects of conservation of biodiversity.
