A Study on Process Model for Systematic Management of Archival Objects (행정박물의 체계적 관리를 위한 프로세스 구축방안)

  • Archival Objects are defined as objects having historical, aesthetic, and artistic value as well as archival value created and used with a particular purpose in business process. Increasingly, many countries including Canada, Australia, China are recognized the importance of Archival Objects and designated them as national records. In Korea, Archival Objects are involved in national records through '2006 Plan for the Archives and Records Management Reform'. So National Archives and Records Service provided a foothold for comprehensive plan of national records management including Archival Objects. And also, by revising Records and Archives Management Act in 2007, National Archives and Records Service declared aggressive will to management Archival Objects. Until now, Objects held in public institution were easy to be damaged because definition or scope of Archival Objects was ambiguous and management system for material character wasn't exist. Even though the revised Records and Archives Management Act suggest definition and declare the responsibility of management, management system focused on various shape and material of objects need to be established. So this study has defined Archival Objects shortly and carried out a research 5 institutions on the actual management condition. By researching the result of institution survey, Records and Archives Management Act and actual Records Management System, we could find some problems. In solving these problems, We provide objects management process in the order capture ${\rightarrow}$ register ${\rightarrow}$ description ${\rightarrow}$ preservation ${\rightarrow}$ use${\rightarrow}$disposition. In addition, close cooperation between records center and museum of institution should be established for the unitive management at national level. This study has significance in introducing a base to manage Archival Objects systematically. By studying more, we hope to advance in management of valuable Archival Objects.

  • The organization of Ministry of communications shall be remarkably reorganized, in accordance with the inauguration of Korea Telecommunication corporation which will operate independently from the Ministuy, starting from on the 1st of January, 1982. On this accasion. I, as one of communication scientists, would like to recommend some suggestions for the development of Telecommunications policy and Radio Administration which should be the most important departments of Korea, particularly confined to the organizational structure and personnel administration of the Ministry of Communications. With a view to make a comparative perspective, I took the model of Japanese Telecommunications Administration because of its efficient performance by way of coordinationg between business side of Corporation (N.T.T.) and regulatory side of the Ministry of Post and Telecommunication. This study is mainly based on domestic and foreign books and documents.

A Proposal of the Social Commerce Strategy for the Public Services' Performance Improvement (공공행정서비스 성과향상을 위한 소셜커머스 적용 전략 제안)

  • Social commerce is a new internet business model which are types of joint purchase, social link, promotion, and on-off association etc. The recent public organization has the dual target to increase sound finance, and to improve customer satisfaction and the quality of public service. The purpose of this study is to propose the strategy of public social commerce which makes it's customers become positive purchasers. We analyzed 31 public organizations, and found that the type of social link interlocking with SNS site in the various purpose of public, and the offline association type using the service of location base would be utilized very highly. We also found that the joint purchase type and the promotion type would be used in the area of public and private selective services intending to make a profit. The anticipated performance are as follows: rapidity and reliance, customer made thing and goodwill, convenience for the service environment quality, publicity and diffusion, and sales promotion, productivity increase and new finding of revenue model for the profit increase outcome.

Basic Research on Improvement Schemes for the Limit of changing Current State of the Cultural Properties (문화재 현상변경허용기준 제도개선을 위한 기초연구)

  • With its growing awareness by public today, along with our heritage gaining higher standing - such as being listed as World Heritage - the needs for managing cultural heritage that meet global standard is required, and public's interest towards national heritage growing higher, Cultural Heritage Administration is actively pursuing related projects for scenic amenity that include systematic preserve/manage/restore the heritage including surrounding environment, also propose harmonious landscape. 1,834 cases of allowance limit for state-designated cultural heritage change are prepared as part of the plan, and the standards are being expanded actively towards designated cultural heritage across the country, contributing towards administrative efficiency and living conditions of the locals significantly. However, some definitions are unclear and possible complaints might arise when applied due to choice of the law, this research prepares the base material for efficient management of the establishment by diagnosing overall operational status and proposing alternatives towards the limit and improvements after reviewing the result. Through this, we expect to see establishment of policies for better management of cultural heritage and its scenic amenity via maximizing administrative efficiency, whilst positively enhance resident satisfaction around the heritage area as well as settling the regulations in short term.

Analysis of Locational Change of the Community Service Centers and Optimal Location Modeling after Dong Merger and Abolition: Spatial Efficiency and Equity Approach (동통폐합에 따른 동주민센터의 입지 변화 분석과 최적 입지 모델링 -공간적 효율성 및 형평성 접근-)

  • Recently many local governments have carried out dong merger and abolition process to cope with rapidly changing administrative demand and environment. This administrative effort impacts substantially the locational characteristics of the existing dong offices which directly involve in the quality of local community life. In this paper, we attempt to analyze the location pattern of current dong community service centers (formerly, 'dong office') and suggest the optimal locations maximizing spatial accessibility. As an application, we examine the location pattern of the existing dong community service centers in Mapo-gu, Seoul. Moreover, we compare current spatial configurations with the optimally selected locations such as, a Median maximizing spatial efficiency, a Center maximizing spatial equity, and a Centdian exploring compromising solutions regarding the tradeoff between efficiency and equity. The analytical results present that each of dong community service centers was systematically evaluated in terms of spatial efficiency and equity and in general the community service center locations are not spatially optimized with respect to efficiency and equity, compared with the optimal locations.

The Residential Segregation and the Differentiation of Housing Value in Seoul (서울의 학력집단별 거주지 분리와 아파트 가격의 차별화)

  • The research analyzes data on housing(apartments) value and educational level(45$\sim$59 aged) in Seoul. The results of the research show that: since the economic crisis of 1997 out of which Korea was rescued by the IMF, it is evident that the spatial process of increasing residential segregation and the regional differentiation of housing price are inextricably interrelated. Through time-series analysis for the education level by the administrative unit of Dong in Seoul, already in 1990 the residential segregation by the educational groups was observed, it is acknowledged that this residential segregation has been reproduced continuously. The rate of residence of the highly educated groups in an administrative Dong is closely related to the variation of the housing value within the Dongs. The housing value in the period 1997$\sim$2003 has risen sharply in the regions where highly educated groups are spatially concentrated. That of other regions have stagnated or have risen marginally thus, the regional differences of the housing value have greatly increased. The differentiation of housing price reflects the residential segregation.

  • The development of IT technology help citizens demand information and public services through internet that they want, and the changes also help the government converge public opinions and become important measures for citizens to participate in deciding governmental policies. So, this thesis makes an overture of a possibility for utilizing PCRM, a way for citizens to participate in Police Administration, by utilizing IT technologies in which everybody can participate without difficulty. The utilization ways are, on a large scale, classified with a macroscopic aspect and microscopic aspect. One of the macroscopic aspects is, first, the consideration of access to services and convenience in utilization. Second, services should have a both-sidedproperty. Ultimately, citizens'participation should have a positive mutual participation level. One of the microscopic aspects is, first, that the police organizations have to establish a strategy to analyze and fractionate customers. Second, the police organizations have to make an effort to develop policy services and P.R strategies. Third, police organizations have to make an effort to manage customers. Fourth, police organizations have to execute customer management in general. So, all of the police organizations have to maintain unity, to some extent, about citizen participation plazas. In addition, at the same time, consciousness aspects have to be accompanied for the reasonable utilization of PCRM. Citizens have to cultivate citizen consciousness, ownership consciousness for society, and positive participation consciousness to solve social problems.

A Study on the Improvement for Archives Service Quality of Central Government Agencies Using QFD (품질기능전개(QFD)를 이용한 중앙행정기관의 기록관 서비스 품질개선에 관한 연구)

  • Archives of Government-Affiliated Organizations have responsibility for collecting and preserving valuable records produced during the business processes of their work and for actively serving users at the same time. This study applied Quality Function Deployment(QFD) techniques to analyzing user's actual requirements and proposing improvements for the archives service quality of central government agencies. In order to derive the components of the QFD, a survey was conducted among internal users of records centers in six central government agencies, as well as a literature study and interviews with working-level records researcher were also conducted. Afterwards, The House of Quality(HoQ) was constructed based on the user's requirements and technical characteristics derived, and the importance and priority of the recorder service technical characteristics were derived based on it. Based on the results, archives service of central government agencies should focus on improving the usability of records for internal user. Especially, it was confirm that the support for searching, reading and borrowing services should be strengthened.

The Effects of Job Vocational Calling on Job Behavior and Mediating Effect of Job Attitude of Child Care Teachers (보육교사의 직무소명의식과 직무행동 간 영향관계에서 직무태도의 매개효과 분석)

  • This study was conducted to obtain meaningful information about job management of child care center teachers, who take charge of child care policy at the front line, social meaning of which is being greatly highlighted these days. Especially, the research was designed with causal relationships in mind, in which certain job-related thoughts or consciousness forms attitudes, thus leading to behavior. In this light, the present study selected the following variables for analysis: job attitudes including job calling, job engagement, and job burnout; and job behavior such as creative behavior, active behavior, and ethical behavior. Data collected from 209 child care center teachers' response to structured questionnaires was analyzed, using t-test, one-way analysis of variance (one-way ANOVA), and hierarchical regression analysis. The results indicate that job burnout increased at a statistically significant level as extra workhours increased, and that only job engagement, among job attitude variables, and creative behavior and active behaviors, among job behavior variables, had significant effects. Moreover, job engagement was the only variable that was found to work as a mediator in relationships between job calling and active behavior.

  • 2023년 우리나라에 발생한 재난은 남부지방의 가뭄, 태풍 카눈에 의한 폭우, 7월~9월 폭염 등의 자연재난과 4월 5일 분당 정자교 붕괴, 4월 29일 검단신도시 붕괴사고, 7월 13일 대구 염색산업단지 황산 누출 등의 사회재난이 발생하였다. 이전 2022년에는 022년 10월 29일, 서울 이태원역 부근에 대규모 인파가 한번에 몰리며 압사사고가 발생하여 159명이 목숨을 잃고 196명의 부상자가 발생하였다. 이처럼 다양한 형태로 발생하는 재난에 대하여 우리나라는 「헌법」과 「재난 및 안전관리 기본법」에서 재난으로부터 국민의 생명·신체 및 재산과 국가의 피해를 줄이기 위해 노력하여야 한다고 명시하고 있다. 재난은 다양한 특성을 지니고 있으며, 학자들의 일반적 견해는 누적성, 불확실성, 복잡성, 인지성 등의 특성을 들고 있다(재난관리론, 2020). 특히, 사회재난은 발생위치, 시점, 피해, 규모를 예측하기가 상대적으로 매우 어렵기에(장대원 외, 2019) 불확실성의 특성을 강하게 보여주고 있다. 이러한 사회재난의 특성은 자연재난과 비교하여 사람들에게 물리적·심리적 영향을 크게 미칠 뿐만 아니라 단기간에 회복하기 어려운 특성을 지닌다(신재헌 외, 2020). 이에 대하여 많은 국민들은 심각한 사회재난이 발생할 때마다 정부차원의 적극적 재난관리 및 통제능력 향상을 요구하고 있으나, 사회재난 특성 상 특정 기관 중심으로 대응하기에는 많은 어려움이 있다(신재헌 외, 2020). 우리나라 경찰은 2021년 7월부터 자치경찰제도를 실시하며 국민의 생명·신체 및 재산의 보호, 범죄예방, 수사 및 질서유지업무 이외에 국민들의 봉사·서비스 행정 요구의 증대로 인한 적극적·능동적 경찰활동으로 변화하게 되었다(조호대, 2014). 이에 따라 경찰은 경찰의 재난관리체계를 확립하고, 경찰의 재난관리에 관한 사항을 규정함을 목적으로 2012년 「경찰 재난관리규칙」을 제정하였다. 이에 본 연구에서는 경찰의 재난 발생 시 역할이 무엇이며, 특히 사회재난 시 경찰의 적극적 대응 방안은 무엇인가에 대하여 살펴보고자 한다.
