POLICY & ISSUES 환경정책 - 2012년 주요 환경정책 추진방향

  • 그간의 성과와 과제 : 2012년은 우리 정부가 저탄소 녹색성장을 새로운 국가발전 비전으로 선언하고 환경과 경제가 상생하는 사회로의 전환을 위해 다양한 정책을 적극적으로 추진한지 5년차를 맞이하는 해이다. 그동안 우리나라는 녹색성장을 국제적인 화두로 제시하고 온실가스의 자발적 감축목표 발표, G-20 정상회의 개최 등을 통해 국제사회에서 향후 인류의 발전방향을 제시하는 주도적인 역할을 수행하는 국가로서 위상을 높여 왔고, 국내적으로는 4대강 사업 등을 통해 기후변화에 대한 대응능력을 높이고 세계적인 금융 경제 위기 속에서도 안정적인 성장을 지속하는 성과를 거두었다. 환경적인 측면에서도 2007년과 비교하여 수도권 미세먼지 농도를 $58{\mu}g/m^3$에서 2011년에는 $50{\mu}g/m^3$으로 개선하고, 상수도 보급률과 하수도 보급률의 경우에도 2007년 각각 92.1%, 87.1%에서 2011년에는 94.5%, 90.3%로 제고하는 성과를 거두었다. 그러나, 세계적 경기 침체로 인해 국민들이 녹색성장의 성과를 체감하는 데에는 한계가 있었던 것이 사실이며, 4대강 사업이 소기의 목표를 달성하기 위해서는 변화된 환경에 맞는 수질관리시스템을 차질 없이 마련 시행하고, 도시에 비해 낮은 농어촌의 상하수도 보급률과 서비스 수준을 제고하는 등 여전히 해결해야 할 과제들 또한 상존하고 있는 것이 사실이다.

Estimation of CO2 Mitigation Potentials using Food Miles of Domestic and Imported Food - About Beef and Wine - (푸드 마일리지를 이용한 식품의 이산화탄소 감축 잠재량 평가 - 쇠고기와 포도주를 대상으로 -)

  • Due to greenhouse gas increased by human activities, abnormal climate changes are continuously occurring everywhere in the world and internationally people make efforts to reduce the emission of greenhouse gas. Our country also is making endeavors to realize low carbon society on the foundation of the green growth and for this low carbon consumption pattern settlement through green life is necessary. Therefore for the nationals the offering of the information on greenhouse gas emission that is reduced through the change to low carbon life is required. In this study the objects are beef and wine whose weight of import is high among the beverages and foods consumed in the country and we calculated the food mileage and emission of carbon dioxide of the domestic and foreign product beef and wine and estimated the potential amount that can be reduced when replacing the imported products with domestic products. As the year 2007 being standard if we replace 10% of imported beef with domestic products it is possible to reduce 14,000 tons of carbon dioxide per year and on one day out of a year if we replace imported beef with domestic beef the reduction of 384 tons of carbon dioxide is appeared to be possible. In the same standard year if we replace 10% of imported wine with domestic product we can reduce 1,396 tons and on one day out of a year if we replace imported wine with domestic wine reduction of 38 tons of carbon per year appeared to be possible. Through active promotion and expansion of variety of domestic foods and beverages in the real life of the nationals the consumption pattern of natural low carbon life should be achieved and offering of more systematized greenhouse gas emission DB is thought to be necessary.

  • 본 연구에서는 IPCC (Intergovernmental Panel on Climate Change) 6차 평가보고서(6th Assessment Report, AR6)에서 제시한 새로운 온실가스 경로(SSP, Shared Socioeconomic Pathways)에 따라 산출된 전지구 기후변화 시나리오를 이용하여 제주도의 미래 강수량 변화를 살펴보고자 한다. 기상청에서 운영하는 기후정보포털(http://www.climate.go.kr/)에서는 6가지 기상요소(평균기온, 최고기온, 최저기온, 강수량, 상대습도, 풍속 등)에 대하여 SSP 시나리오 자료를 제공하고 있다. SSP 시나리오는 SSP1-2.6 저탄소 시나리오(사회 불균형의 감소와 친환경 기술의 빠른 발달로 기후변화 완화, 적응능력이 좋은 지속성장가능 사회경제 구조)와 SSP5-8.5 고탄소 시나리오(기후정책 부재, 화석연료 기반 성장과 높은 인적 투자로 기후변화 적응능력은 좋지만 완화능력이 낮은 사회경제 구조)로 구분되어 제공되고 있다. 또한, 현재의 기후 상태를 모의하는 historical period (1850-2014) 자료와 미래의 기후상태를 모의한 future period (2015-2100) 자료가 있으며, 월별(momthly), 연간(yearly) 자료의 형태로 제공된다. 본 연구를 통하여 새로운 SSP 시나리오를 이용한 제주도 강수량의 미래 변화를 정량적으로 분석하였고, 기후변화에 능동적인 대책을 수립하는데 도움이 될 것으로 판단된다.

한국과 일본의 장기 저탄소 에너지 시나리오에 대한 메타 리뷰

  • This paper compared historical energy use from 2000 between Japan and Korea and reviewed literature of mid-and long-term low carbon energy scenarios and plans in both countries released since 2000. In terms of energy use pattern, there are similarities between Korea and Japan; high dependence on energy imports, high proportion of manufacturing industry among OECD countries, closed electricity system disconnected with foreign countries, and high proportion of nuclear power generation with low proportion of renewable electricity despite of high potential of renewable energy. Differences are as follows; decreasing trend in Japan and increasing trend in Korea in terms of energy demand and supply, difficulty of exchanging electricity between regions in Japan unlike Korea, and prospect of nuclear power, that is, curtailing in Japan while expanding in Korea according to governmental plan. Energy Basic Plan in both countries established before nuclear accident in Fukushima required expanding about two times of nuclear energy by 2030, while civil society's energy scenarios suggested reducing energy demand, phasing-out nuclear power, and expanding renewable energy. This paper will serve as a base for future studies about long-term energy scenarios and plan in Japan and Korea.

The Urban Water Cycle Planning Elements and Hydrologic Cycle Simulation for Green City (녹색도시 물순환 계획요소 및 수문순환 모의)

  • The climate change and global warming has been a world-wide issue. Also, the green growth has been a widely adopted strategy for national and regional development. In particular, after the Kyoto Protocol to United Nations Framework Convention on Climate Change was declared, the low carbon society was inevitable phenomenon. The hydrologic cycle in urban catchment has been changed due to the expansion of impervious area by rapid urban development. This paper has examined the Water cycle planning elements for green city in the scale of urban planning as well as site planning including housing site. In this study, the SWMM5-LID (Storm Water Management Model5-LID) model was used to simulate the hydrologic cycle of the test catchment as a typical urban catchment. We performed continuous simulation on urban runoff before and after the development of the test catchment and after the installation of Green city planning Elements.

  • The growing amount of using the fossil fuel is bringing about environmentally, economically serious problems like as global warming. To solve the problems, the international society has begun to decrease greenhouse gases through the international agreement like as the climate change convention. In South of Korea, it was presented practical goal of Green Development try to decrease greenhouse, which is the future 60 years vision. And, it contains the strategies of Green Development and 5th Plan of Green Development. Nowadays, the government accepted the active alternative scenario 3, which is the goal of 4% decrease in greenhouse gases until 2020's, presented by Presidential Committee on Green Growth. This study established the strategies of Transport Demand Management to decrease the greenhouse gases in transportation part, and then we measured the effect of them. As a result, if it takes effect the aggressive strategies annually, it will cut greenhouse gas pollution by 3.1%, which is 7,590,000t$CO_2eq$, in transportation part. So, we can expect that it would be the effective policy tool to achieve the goal of government, which is the Green Development, if it controls the strategies of TDM effectively by the political needs.

The Case Study on the Niche Experimentation in Offshore Wind Renewable Energy Transition (해상풍력 기술의 사회-기술시스템 전환과정에 관한 탐색적 사례연구)

  • For the transition to the low carbon society, it is inevitable but difficult journey that the new energy technology spread co-exists with formal social system. The objective of offshore wind power plant that has been implemented by the government is to connect large capacity new renewable energy to the central electric power system. Therefore, for the successful introduction of offshore wind power system, the transition of the formal social technology system should be companied. This study analysis the energy system transition about niche strategy adjustment using Multiple Level Perspectives & Strategic Niche Management. It also multi level analyzes and structuralizes the process that new technology, as a research result, evolves through connecting and communicating with formal regime and landscape. Also, adjusting Strategic Niche Management, it diagnoses the obstructive factors in the initial stage of niche experiment and found the major reasons why offshore wind power test plant had been delayed. Through this study, it reaches to the practical implication that offshore niche technology could grow stably in the energy system and various policies.

Future green seawater desalination technologies (미래 그린 해수담수화 기술)

  • The difficulty of securing freshwater sources is increasing with global climate change. On the other hand, seawater is less affected by climate change and regarded as a stable water source. For utilizing seawater as freshwater, seawater desalination technologies should be employed to reduce the concentration of salts. However, current desalination technologies might accelerate climate change and create problems for the ecosystem. The desalination technologies consume higher energy than conventional water treatment technologies, increase carbon footprint with high electricity use, and discharge high salinity of concentrate to the ocean. Thus, it is critical to developing green desalination technologies for sustainable desalination in the era of climate change. The energy consumption of desalination can be lowered by minimizing pump irreversibility, reducing feed salinity, and harvesting osmotic energy. Also, the carbon footprint can be reduced by employing renewable energy sources to the desalination system. Furthermore, the volume of concentrate discharge can be minimized by recovering valuable minerals from high-salinity concentrate. The future green seawater desalination can be achieved by the advancement of desalination technologies, the employment of renewable energy, and the utilization of concentrate.
