대한설비건설협회 가스설비공사협의회(위원장 이효련)가 가스시공업계의 육성발전과 대책수립의 기초 자료로 활용하기 위해 지난 5월 8일부터 20일까지 13일간 가스시공업 회원사를 대상으로 기업경영 및 현안 문제점에 대한 실태조사를 실시했다. 조사 결과 경영의 가장 큰 애로점은 과열경쟁에 의한 저가수주가 90%의 응답률을 보여 과열경쟁이 경영악화의 가장 큰 요인으로 나타났다. 또한 대부분의 응답자가 일부 도시가스사로부터 강매를 받은 경험이 있다고 답변했고, 일부 도시가스사가 판매하는 제품구입 및 특정제품 사용을 권유한 것으로 나타났다. 이와 함께 일부 도시가스사로부터 법령에 없는 기술검토 요구 및 기타 과다한 서류제출을 강요받은 사실도 50%에 육박해 가스시공업계 민원의 한 요인이 되고 있음을 입증했다. 이에 따라 가스설비공사협의회는 실태조사 결과를 토대로 정부 등 관련기관에 개선을 촉구토록 건의했다.

설계용역과 통합하여 발주되는 측량용역의 입찰 제도를 보면 계획기관에서 설계예산서를 작성하여 해당 부처 분임경리관을 경유하여 공개경쟁입찰 또는 입찰참가자격제도(PQ) 등으로 발주하게 된다. 이 과정에서 측량용역과 설계용역을 분리하지 않고 측량용역 비를 설계용역비에 통합예산으로 발주 처리하고 있어 측량회사는 설계용역사로부터 불법으로 하도급 받고 있다. 설계용역회사는 엔지니어링등록과 측량업(공공측량)을 동시에 등록하여 용역수주를 하므로 기술력이 부족한 측량용역을 당연히 저가하도급으로 처리하는 커다란 모순이 발생하고 있다. 따라서 저가하도급으로 인한 측량성과의 부실은 건설공사의 부실시공으로 이어져 커다란 공사비손실과 안전 및 유지관리에 큰 문제점을 야기하고 있다. 이와 같은 문제점을 해결하기 위하여 본 연구에서는 측량용역 등록업체의 현황 및 현행 발주제도 방법 등의 분석을 통하여 발주제도의 개선방안을 제안하고자 한다.

본 논문에서는 건축물의 고층화, 대형화로 외벽 청소, 도장, 견출, 검사등 작업시 손쉽고, 빠르며 경제적으로 작업을 위한 방법으로 작업의자형 달비계를 사용 하고 있으나 최근 3년간 유지·보수공사 작업시 근로자의 중대재해가 36명으로 신축·증축·재건축공사 2명으로 유지·보수공사에서 많은 중대재해가 발생되고 있는 실정으로 50억이상 신축 작업에서는 산업안전보건법에 의하여 관리감독자 및 안전관리자가 선임 되어 현장의 전반적인 안전관리 활동을 하고 있으나 50억 이하 소규모 작업장에서는 안전관리 할동이 전무한 실정이고 저가수주, 적정 공사기간 불가 및 산업안전보건관리비 미계상 등 근로자들에 대한 안전대책이 없고 외부 안전점검기관의 사각지대로 근로자의 안전 확보에 어려움이 있은 실정으로 사업주 및 근로자에 대한 안전교육 및 관리감독이 철저히 이루어져야 할 것이다

지난해 우리 협회와 부산시가 행정쇄신 과제중의 하나로 제안한 기계설비공사 분리발주가 행정 쇄신위원회에서 결정$\cdot$통과돼 6월30일 재무부가 예산회계법시행령을 개정, 발주기관이 기계설비공종을 건축에서 별도로 분리 발주할 수 있도록 함에 따라 일반건설업체로부터 저가에 하도급을 받아 공사를 하던 설비전문업체들은 관련공사를 원도급에 의한 적정 가격에 수주받을 수 있어 각종 기계설비 공종에 대한 품질향상이 기대된다.

In recent years, large Korean construction companies have suffered serious losses in their overseas business. Many practitioners and researchers have analyzed causes of cost overrun in these projects. However, these arguments have not been empirically verified based on acutal project cases. This study investigated cost overrun rate, contingency, allowance, predicted risk before bidding, and actual and residual risk after award in the 67 international infrastructure projects conducted by 13 large construction companies. The causes of cost overruns are derived as follows. First, they identified the possibility of cost overrun to some extent before the bidding, but did not reflect the enough risk money to bid price. In particular, this behavior was more severe in badly cost-overrun projects. Second, the causes of cost overrun were more influenced by external environmental risk than internal capability risk. However, the internal risk in badly cost-overrun projects was relatively high compared to cost-underrun projects. Third, badly cost-overrun projects failed to mitigate risk. However, cost underrun projects were affected more by low exterior risk conditions than by well mitigated risk. This study provides more informed knowledge in controlling project costs in international infrastructure projects.

Recently, the Contracts of International Construction Business has been decreased from the beginning of 2015 in Korea, although it has been steadily increased until 2014. This trend could be caused by Low-Price Contracts, the lack of Know-how and experience in operating, the poor management of Claims and Low-Profitability in Business. It has been recognized that the qualitative improvement of Business Contacts are necessary for successful Projects. In the Bidding Process, therefore, Experience data as In-House Data and Lessons Learned for projects should be strategically involved to assure riskless offers. Accordingly the Proposal Process are needed to be organized and enhanced by including processes for risks review about technical, marketing and commercial part during the bidding. This paper proposes a Risk Management Process model during Bidding Phase, using Risk Evaluation Method through the project life-cycle. The Concept of Model is to define CSF (Critical Success Factor) in the bidding process and Risk Factors are linked to CSF and Organization based on RAM (Responsibility assignment matrix).

주요 방산물자의 경우 최저가 입찰 방식의 채택은 방산업체들 간 물량부족에 따른 과다 수주 경쟁으로 인해 터무니없는 낮은 가격으로 업체가 결정되는 경우가 발생되고 있다. 이러한 제도 운영은 방산 물자의 기술 개발 촉진에 장애요인으로 작용할 뿐만 아니라 방위력 증강은 물론 방위산업 육성에도 많은 지장을 초래할 우려가 있다. 본 논문에서는 실천 가능한 방위산업 입찰제도를 도출하고 입찰제도를 개선하기 위해서, 현재 방산청에서 실시하고 있는 최저 입찰제도의 문제점을 알아보고, 미국, 유럽과 일본의 정부조달제도와 방위산업에서의 입찰방식을 살펴본다. 그리고 협상에 의한 계약 체결시 적용하는 회계예규의 평가산식 불합리성 및 문제점을 고찰하고, 국내 방산업체가 느끼는 입찰제도의 문제점을 설문을 통해 파악/분석함으로 방위사업청 제안서 평가 지침에 대한 적절한 방식을 제안하고자 한다.

Recently, construction industry has won an increasing number of orders for overseas construction projects, thereby achieving an external growth, but its competiveness is concentrated on the construction execution field. In particular, the plant field occupies most of the entire orders, which are concentrated regionally in the Middle East and Asia. In addition, low-cost orders are frequently caused by excessive competition. But its high value-added construction engineering(Below, CE) field's overseas market share and technological capacity are very low. Also, technological competiveness, in terms of order amount and other factors, is deepening in polarization between large CE companies and small and medium-sized CE firms. It is noted that the existing CE information systems mostly simply accumulate data such as design and specification standards and provide the information thereon to users, and thus have yet to provide the information essential for the CE and support such efforts. This study sought to prepare a system designed for sharing outstanding design documents information necessary for the CE industry, by category of construction so as to support the technological enhancement of the CE field. Toward that end, this study presented measures for constructing the system and services designed to exchange and share the outstanding design documents information and know-how by construction category necessary between ordering agencies and CE companies.

In the recent years, Korean construction companies have been awarded 680 billion USD in the oversea projects which lead to a successful quantitative growth. However, due to the lack of capability in the core technology and project management compared to the leading companies, in addition to low-price bidding, massive deficit projects have caused problems to the companies. In order to overcome the limitations of the lack of capabilities, the term constructability has been researched recently by developed countries to apply in the practical use. The concept of constructability must be applied for Korean companies to compete in the EPC construction projects. The term constructability is defined as the factor that affect the overall construction process of a project which is defined by the ease of construction and to secure the project quality. Therefore, this study aims to develop a constructability assessment model using the structural equation to assess the factors that affect the constructability in the design and construction stage. The purpose of using the structural equation is to analyze the direct and indirect correlation between each factor that affects the international construction projects. Total of 8 latent variables and 34 measured variables are derived through literature review, corporate reports, experts' interview and surveys. The result of the model suggests the constructability factors that are to be managed the most efficiently to reduce cost, time and improve the quality as well as a countermeasure strategy to successfully execute the target international construction projects.

Due to a significant decrease in the number of construction projects in the domestic market of Korea, overseas expansion of the Korean construction companies has been accelerated in recent years. However, the practice of bidding at a low price and lacking information about foreign new markets caused many companies to fail in their entries to these markets. As a measure to prevent such failures, this study has developed a framework which first defines the key research items that must be identified beforehand and then classifies them into a structured way so that the construction companies can actually use this framework to be better prepared for their forays into the new markets. The framework was actually applied for a construction project in Morocco, and its usefulness was proven by the user's successful participation into the project, nevertheless the application and result was limited. Although perhaps this framework should be applied to many more construction projects for its validity to be verified and for its structure to be better standardized, the framework still has its value due to the following two reasons: first, it has systemized the research items that had been only conceptually defined but had never been organized, and second it can be utilized as a investigation tool at the marketing stage.
