Hazard Factors Assessment for the Fishermen's Safety on the Vessel of Offshore Stow Nets on Anchor using Insurance Proceeds Payment of NFFC (수협 재해 보험급여를 이용한 근해안강망 어선원의 안전 위험 요소 평가)

  • The stow net is a stationary gear made from netting, usually in shape like trawl net without wings. The nets are fixed by means of anchors, placed according to the direction and strength of the current. And the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard factors analysis for the fishermen's safety of offshore stow nets vessel was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=1,144). As a result, the average occupational accident occurrence rate of this fishery was 206.9‰ in all industries 36.9 times the rate of that. In addition, average death and missing rate was found to have a very serious level management to 50.4‰ in all industries of death of 42.0 times. The accident occurred in 84.5 to 94.6% was happened at sea. The struck by object, slipping, contact with machinery, contact by object or gear and others occurred more frequently in order on the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore stow nets vessel.

Application of nightlight satellite imagery for assessing flooding potential area in the Mekong river basin (메콩강 홍수위험분석을 위한 나이트라이트 위성영상 적용성 검토)

  • High population density in deltaic settings, especially in Asia, tends to increase and causes coastal flood risk because of lower elevations and significant subsidence. Large flood annually causes numerous deaths and huge economic losses. In this paper, an innovative technology of spatial satellite imagery has been used as tool to analyze the socio-economic flood-related damage in Mekong river basin. The relationship between nightlight intensity and flood damages has been determined for the period of 1992-2013 with a spatial resolution of 30 arc sec ($0.0083^{\circ}$), which is nearly one kilometer at the equator. Flow path distance was calculated to identify the distance of each cell to river network and to examine how nightlight intensity correlate to the area close to and far from river network. Statistical analysis results highlight the significant correlation between nocturnal luminosity intensity and flood-related damages in countries along the Mekong river (i.e., Cambodia, China, Lao PDR, Thailand, and Vietnam). This result reveals that the areas close to the river network correspond to high human distribution and causes huge damage during flooding. The result may provide key information to the region with respect to decisions, attentions, and mitigation strategies.

  • This paper demonstrates a regional analysis of landslide occurrence potential by applying geographic information system to the Kumi City selected as a pilot study area. The estimate criteria related to natural and humane environmental factors which affect landslides were first established. A slope map and a aspect map were extracted from DEM, which was generated from the contour layers of digital topographic maps, and a NDVI vegetation map and a land cover map were obtained through satellite image processing. After the spatial database was constructed, indexes of landslide occurrence potential were computed and then a few landslide-potential areas were extracted by an overlay method. It was ascertained that there are high landslide-potential at areas of about 30% incline, aspects including either south or east at least, adjacent to water areas or pointed end of the water system, in or near fault zones, covered with medium vegetable. For more synthetic and accurate analysis, soil data, forest data, underground water level data, meteorological data and so on should be added to the spatial database.

Detection of Landslide-damaged Areas Using Sentinel-2 Image and ISODATA (Sentinel-2 영상과 자기조직화 분류기법을 활용한 산사태 피해지 탐지 - 2020년 곡성 산사태를 사례로 -)

  • As the risk of landslide is recently increasing due to the typhoons and localized heavy rains, effective techniques for the landslide damage detection are required to support the establishment of the recovery planning. This study describes the analysis of landslide-damaged areas using ISODATA(Iterative Self-Organizing Data Analysis Technique Algorithm) with Sentinel-2 image, regarding the case of Gokseong in August 7, 2020. A total of 4.75 ha of landslide-damaged areas was detected from the Sentinel-2 image using spectral characteristics of red, NIR(Near Infrared), and SWIR(Shortwave Infrared) bands. We made sure that the satellite remote sensing is an effective method to detect the landslide-damaged areas and support the establishment of the recovery planning, followed by the field surveys that require a lot of manpower and time. Also, this study can be used as a reference for the landslide management for the CAS500-1/2(Compact Advanced Satellite) scheduled to launch in 2021 and the Korean Medium Satellite for Agriculture and Forestry scheduled to launch in 2024.

Analysis of Plate Motion Parameters in Southeastern South Korea using GNSS (GNSS를 활용한 한반도 동남권 지역의 지각 변동 파라미터 분석)

  • This paper deals with an analysis of crustal movement for the sourthern part of Korean peninsula using GNSS (Global Navigation Satellite System) data. An earthquake of more than 5.0 occurred in the southeastern region of the Korean Peninsula, and it is necessary to evaluate the risk of earthquakes in various ways.In order to reveal long-term tectonic movement patten in Pohang and Gyeongju provinces, we derived crustal movement parameters related with elastic theory. We used GAMIT/GLOBK for analyzing seven-year interval GNSS data of CORS (Continuously Operating Reference Stations). The azimuth of velocity vectors trended generally about 110° with an mean magnitude of 31mm/yr.The main characteristics of the strain change for seven-year in Korea obtaind from our study. Direction of the principal axis of the maximum compression is ENE-WSW as a whole, through there are some exceptions. The mean rate of the maximum shear strain change is (0.11±0.07)μ/yr, that is approximately one third that of Chubu district, Central Japan. Taking into account our results, the mean rate of maximum shear in southern part of Korean peninsula is considered as reasonable. The mean azimuth of principal strain is about (85.4°±26.8°). There are some exceptions of azimuth because the average azimuth differ from the left and right side in Yangsan fault which are about (73.2°±21.5°) and (105.2°±17.0°) respectively, It is noteworthy that the high seismicity areas in the southern part of Korea peninsula almost coincides with the area of large strain rate. As a conclusion, it could be stated that the our study represents the characteristics of crustal deformation in the southern part of peninsula, and contributes to the researches on earthquake disaster management.

A Study on the Flooding Risk Assessment of Energy Storage Facilities According to Climate Change (기후변화에 따른 에너지 저장시설 침수 위험성 평가에 관한 연구)

  • Purpose: For smooth performance of flood analysis due to heavy rain disasters at energy storage facilities in the Incheon area, field surveys, observational surveys, and pre-established reports and drawings were analyzed. Through the field survey, the characteristics of pipelines and rivers that have not been identified so far were investigated, and based on this, the input data of the SWMM model selected for inundation analysis was constructed. Method: In order to determine the critical duration through the probability flood analysis according to the calculation of the probability rainfall intensity by recurrence period and duration, it is necessary to calculate the probability rainfall intensity for an arbitrary duration by frequency, so the research results of the Ministry of Land, Transport and Maritime Affairs were utilized. Result: Based on this, the probability of rainfall by frequency and duration was extracted, the critical duration was determined through flood analysis, and the rainfall amount suggested in the disaster prevention performance target was applied to enable site safety review. Conclusion: The critical duration of the base was found to be a relatively short duration of 30 minutes due to the very gentle slope of the watershed. In general, if the critical duration is less than 30 minutes, even if flooding occurs, the scale of inundation is not large.

A Study on Scenario to establish Coastal Inundation Prediction Map due to Storm Surge (폭풍해일에 의한 해안침수예상도 작성 시나리오 연구)

  • Coastal disasters have become one of the most important issues in every coastal country. In Korea, coastal disasters such as storm surge, sea level rise and extreme weather have placed many coastal regions in danger of being exposed or damaged during subsequent storms and gradual shoreline retreat. A storm surge is an onshore gush of water associated with a tow pressure weather system, typically in typhoon season. However, it is very difficult to predict storm surge height and inundation due to the irregularity of the course and intensity of a typhoon. To provide a new scheme of typhoon damage prediction model, the scenario which changes the central pressure, the maximum wind radius, the track and the proceeding speed by corresponding previous typhoon database, was composed. The virtual typhoon scenario database was constructed with individual scenario simulation and evaluation, in which it extracted the result from the scenario database of information of the hereafter typhoon and information due to climate change. This virtual typhoon scenario database will apply damage prediction information about a typhoon. This study performed construction and analysis of the simulation system with the storm surge/coastal inundation model at Masan coastal areas, and applied method for predicting using the scenario of the storm surge.
