Characteristic Analysis of Major Issues in Negotiating Concession Agreement for BTO Projects Using AHP (AHP 기법을 이용한 BTO 민간투자사업 협상의 주요쟁점 특성분석)

  • Both competent authorities and private entrepreneurs face plenty of risks when negotiating BTO(Build Transfer Operation) methods of PPI(Private Participations in Infrastructures) projects. Also, success and failure of projects largely depend on the concession agreement contract. In this study, for more efficient negotiation, major issues are examined, and quantitatively analyzed to find out not only the relationship but also the characteristics of which these issues share. Questionnaire research was conducted through both research and by experts who were divided into an ordering agency, design company and constructor. Characteristics of major issues were quantitatively analyzed using the Likert index method, ANOVA(ANalysis of VAriance) and AHP(Analytic Hierarchy Process) analysis. Case studies were examined in order to estimate construction cost, rates of return, government finance support, level of operation-revenues guarantees, estimating operational costs and usage fees. With these 6 items, relative priority, relative impression which is sensible to risk and extent of difficulty in presenting data which is objective were quantitatively analyzed by the ordering agency, design company and constructor groups. From the analysis, there were some similarities between the design company and constructor groups while there was less of similarities between the ordering agency and design company or constructor. The government is diversifying the methods of project promotion, and PPI project from infrastructure-centered to public culture facilities are being expand. The current study will provide not only supporting efficient negotiation but also revitalizing PPI projects.

  • The reason of source for a tragic death by the occurrence of an event is $\ulcorner$unobservant of safety rule,$\lrcorner$ $\ulcorner$negligence of staff,$\lrcorner$ $\ulcorner$deficiency of responsibility$\lrcorner$ and $\ulcorner$deficiency of safety value$\lrcorner$ and for certain reason that is insufficiency of space for safety education also think little of a people, unobservant of safety rule, selfishness and so on. It makes new and specific plan that is simulation room before I compare the inside and outside of the country for a nation the reform of consciousness. Next, go ahead with a plan for about safety-simulation room. The Government can support to plan if it make a proposal to center of Government. It should be make a people of safety system, and it build the safety-simulation room $1{\sim}2$ in the city or county. And, the city cannot build the big safety-simulation room the reason are size of building and money. Accordingly, it will be make a system and installation for different type of safety-simulation room for about calamity, disaster and different type of accident in Korea. It must be build the building of space that should be make a space of knowledge and information by many books and media, develop of education program from life-safety.

A Study on Local Economic Resilience after Disasters through Time Series Analysis -Focusing on the Sewol Ferry Disaster- (시계열자료 분석을 통한 재난발생 이후 지역경제 회복력(resilience)에 관한 연구 -세월호 참사를 중심으로-)

  • Increases in disasters and damage caused by the disasters in modern society, have a negative impact on local economy. In particular, a local economic downturn leads to a deterioration in quality of life of local residents and causes mental and material damage. Therefore, in order to achieve stable and sustainable local economic development, it is necessary to strengthen the resilience of the local economy. This study aims to estimate indicators of local economic resilience of Jindo County after the Sewol Ferry disaster, analyze a trend of the economic level after the disaster through time series data and suggest improvement plans of the local crisis management and restoration policy that considers future economic resilience. Results of this study showed that a decrease in the number of tourists and of workers in related industries hit tourism industry, causing a loss to the local economy and that an increase in a drinking rate of and stress awareness rate of local residents was a stress factor due to disaster impacts. These findings provides policy implications that it is necessary to make efforts for improving the depressed local image by utilizing local resources in the area, to build a sustainable long-term economic recovery policy and to provide psychological treatment and the relevant government and local government's support for relieving the stress of local residents due to the disaster impacts.

Service Status and Employee Awareness of Hospice&Palliative Care on the Long-term Care Hospital (요양병원 호스피스·완화의료 서비스 현황 및 종사자들의 인식 조사)

  • The purpose of this study is to investigate the study subjects' awareness on hospice & palliative care service; and explore its activation methods of Long-term care hospitals located in the metropolitan cities B and K. The total of returned survey was answered from 183 employees on Long-term care hospitals which it was selected 13 institutions. One month to study during from July 1 to July 30, 2016 the researchers visited to investigate relevant data and surveyed to examine their awareness and activation methods. The returned survey questionnaires were processed with SPSS 21.0 for basic data analysis. The results of the 13 institutions under this research, 9 institutions provided hospice & palliative care education once a year. Most of the staff members were found to be aware of the idea of hospice & palliative care, think of it as a good program, and wish it to be implemented(81.9%). They answered that the reason of not implementing the hospice&palliative care was the 'lack of personnel(50.8%)', 'lack of knowledge on hospice&palliative care program; and presented activation method was 'insurance fee introduction(15.8%)' followed by 'service education(15%)' and 'governmental financial support(14%)'.

  • This study proposed to derive important aspects of developing a policy information mentoring service by analyzing the consumers' needs. To do this, we conducted a survey targeting civil servants in policy-related ministries, researchers at policy research institutes, and policy information service representatives, who will all participate in the policy information mentoring service. The results are as follows. First, the need for a policy information mentoring service the desire to participate was very high. Second, the policy information mentoring service requirements that must be considered during development were, by order of importance, the expertise of the policy information service, quantitative and qualitative improvement, and policy information sources. Requirements for a successful policy information mentoring service were to sign an agreement with organizations to participate in the service, and to then enable partner organizations to recommend their staff to act as mentors and mentees. Conditions required on the operator side of the service were securing a pool of mentors and mentees, training for both groups, financial support cooperation guarantee from the affiliated organizations for professional mentoring activities, and links to policy areas in related institution.

Teachers' Understanding and Application by Implementing 2009 Revised Curriculum Elementary Science Achievement Standards (2009 개정 초등 과학과 성취기준에 대한 교사들의 이해와 활용)

  • The purpose of this study is to figure out the quality of understanding and implementation for teachers implementing the 2009 revised elementary science curriculum achievement standards. To achieve this purpose, in-depth interviews were conducted with 12 participants, and the qualitative contents method was used to analyze interview contents. According to the interview contents, the results of this study can be described as a phenomenon that teachers implementing achievement standards regarded achievement standards as usual, while focusing on evaluation in school. To make clear of this phenomenon, we classified it into two main dimensions. One is the understanding of teachers by implementing the 2009 Revised National Curriculum achievement standards for elementary school science curriculum, the other is its application. Teachers regarded achievement standards as a criterion, but did not have much attention to it during class time. Furthermore, teachers point out the problems caused by lacking available support materials and the material about core achievement standards. When teachers implemented achievement standards, they prefer to give class to students based on textbooks rather than achievement standards, and they usually use it as evaluation criterion. Based on the results of this study, there were three suggestions and they are as follows: First, it is necessary to improve teachers' professionalism on curriculum and it is a must for teachers to have more concerns about achievement standards; Second, to develop accessible support materials for teachers; Third, to improve curriculum implementation systems.

Importance-Satisfaction and Usage of Traditional Market Foods of Undergraduate Students in Jeonbuk Area (전북 일부 지역 대학생들의 전통시장 음식 이용 현황 및 중요도-만족도 분석)

  • The aim of this paper was to provide basic data on revitalizing traditional markets in 389 undergraduate students who had purchased foods sold at a traditional market in order to understand the current state of usage of traditional market foods and to analyze degree of importance and satisfaction. From September 2015 to November 2015, questionnaires were filled out by respondents. Of the 389 questionnaires that were returned, 343 were used while 46 were discarded as incomplete. In the traditional market, high popularity was detected in foods such as 'Hotteok', 'stir-fried rice cake', 'Korean sausage', and so on in that order, which were mainly simple foods. There was a tendency that 'taste', 'hygiene', 'price', and 'quality' were considered as important, all of which scored more than 4 points for all residence types. In the difference analysis of the degree of satisfaction and importance in traditional market foods according to residence types, degree of importance was much higher than that of satisfaction for all selective attributes. In the results of ISA analysis for attributes of traditional market foods, those selling food in the second quadrant need to make more effort to improve 'hygiene' and 'quality' of food.

Analysis of Medical Expenses Structure for Patients on Percutaneous Coronary Intervention by Medical Security Type (의료보장형태에 따른 관상동맥중재술 환자의 진료비 구조분석)

  • Objectives: The purpose of this study was to analyze whether there are differences in medical expenses according to medical security type in the use of medical services with high disease burden such as coronary intervention. Methods: Chi-square test and covariance analysis(ANCOVA) were conducted to identify the differences in the characteristics and costs according to medical security type of 1,904 patients who underwent coronary intervention in a university hospital from 2011 to 2012. Hierarchical regression analysis was conducted to determine whether the cost affects medical expenses. Results: In the medical aid group, the proportion of women, those without a job, those without a spouse, and those who received hemodialysis was high, length of stay was high, patients using the emergency room and those who died was high. The medical aid patients were significantly higher in the non-benefit medical expenses, optional medical expenses, physician and admission, meals, medications and injections. National health insurance patients were significantly higher in procedure. The medical security type was found to be significant as a variable affecting the medical expenses. Conclusions: Provision of medical expenses should be managed in advance by providing prevention and education services for the vulnerable, and care services in the region should be provided to suppress the occurrence of medical expenses due to the increase in the number of days spent. In addition, it is necessary to support medical expenses to prevent unsatisfactory medical services from occurring for non-benefit and optional care.

Legal Status of Korea in International Environmental Law - Mainly focused on the Classification of Developed and Developing Countries - (국제환경법상 우리나라의 법적 지위 - 선진국과 개도국의 구분을 중심으로 -)

  • Because the result of environmental pollution of one state is not limited to the national border but spills over into neighboring countries or global environment either directly or indirectly, international discussions on environment are crucial in domestic environmental law and policy. International environmental law demands differential obligation between developed and developing countries in the principle of 'common but differentiated responsibility'. The common but differentiated responsibility is the principle that draws distinction between developed and developing countries about global environmental issues, while recognizing the common responsibility of environmental protection for all nations. Environmental technology transfer or financial support from developed countries to developing countries, for example, has been discussed. The problem is the status of Korea. Korea's international environmental policy will be different by the distinction of responsibility for international environmental protection according to the status of developed and developing countries. International communities have never established a clear standard distinguishing developed from developing countries in any international laws. The WTO entrusts each country to decide whether it is a developing country or not. In the international environmental law, the status of a country is determined by the ability to negotiate. The status of Korea, thus, cannot be fixed in general international law. Rather, the Korean government is able to choose its own status strategically, It can be a policy choice to insist that Korea's developing country so as to reduce the burden of international responsibility. But, considering an economic indicator and environmental pollution indicator at which Korea ranks about 10th, the reality of Korea is much closer to a developed country. Positive policies such as development of environment-friendly technologies and products should be preferred to defensive assertion of developing country.
