On 11 March 2011, earthquake occurred in Japan were left with the significant human and material damage. Among these, social media has emerged as a very useful communication channel by playing a important roles in the process of safety checking and disaster recovery. In fact, however, we have no specific response methods or systems to these occurrence of disaster in Korea. Therefore, we investigate the relevant literature in order to analyze the current status of foreign and domestic utilization of social media, and draw the ideal ways to use social media for responding to unpredictable disasters based on the relevant literature reviews. The results of this study are summarized as follows. First, Institutions such as Meteorological Administration or National Emergency Management Agency are able to utilize social media as the communication systems to public in emergency. Second, social media are able to used for building disaster information systems including location information such as emergency call for help or requests for dissemination materials. Lastly, online donation services via Facebook or Twitter are able to be provided. The findings have significant implications for official responsible for disaster response and academic researchers.

Abstract The objective of this study is to investigate and analyze understanding of residents living in landslide disaster impact areas to landslide mitigation and recovery projects with respect to develop socio-economic damage level standards of landslide disasters. South Korea is one of the representative mountain-side urbanized countries that cities have been developed through mountain-side urbanization due to high population density because mountain areas occupy 64 percent of the total land proportion. South Korea were recently suffered from the massive landslide disasters with significant causality that overcomes the annual drowned causality of flood disasters. Consequently, the total death toll of South Korea landslide disasters including unexpected Mt. Woo-Myun disaster and Chuncheon disaster in 2011 became forty-three persons. The hugh amount of disaster management budget was spent in landslide mitigation and recovery projects of the affected areas. This research performed facility field research and resident surveys for landslide damage conditions and damage factors for Mt. Woo-Myun, Chuncheon, Pusan, and Dongdoochon that were major effect cities of 2011 landslide disasters.
Purpose: The purpose of this study is to create a checklist for each type of disaster and to suggest a method for establishing an appropriate response system and making accurate and rapid decision-making. Method: In order to derive checklist factors, previous case analyses (Tropical Storm Rusa (2002), Typhoon Maemi (2003), and Typhoon Chaba (2016) were conducted for typhoon disaster. Grouping was conducted to derive checklist factors by analyzing general status (climate and weather) information and characteristics by case. Result: The case study was divided into national level and county level. In terms of national unit, eight forecasts were included: weather forecast, typhoon landing status, typhoon intensity, typhoon radius, central pressure, heavy rain conditions, movement speed, and route. Local governments should reflect regional characteristics, focusing on the presence or absence of similar typhoons (paths) in the past, typhoon landing time, regional characteristics, population density, prior disaster recovery, recent disaster occurrence history, secondary damage, forecast warning system. A total of eight items were derived. Conclusion: In the event of a disaster, decision making will be faster if the checklist proposed in this study is used and applied. In addition, it can be used as the basic data for disaster planners' response plans in case of disasters, and it is expected to be a more clear and quick disaster preparedness and response because it reflects local characteristics.

최근(2014~2017년) 강수량은 평년대비 71% 수준으로 2017년에는 누적된 강우부족으로 극심한 가뭄피해가 발생하였다. 용인시 또한 최근의 3년(2014~2017년)의 경우 연속으로 100년 빈도에 해당하는 가뭄이 발생하는 등 심각한 가뭄이 발생 되었으며, 하절기를 제외한 기간의 경우 평년에 가까운 강수가 발생하나, 하절기에는 강수가 매우 작아 심각한 가뭄이 발생하는 경향으로 조사되었다. 용인시가 관리하는 소규모 농경지는 대형농업용 수원공이 없어 작은 가뭄에도 쉽게 피해가 발생되고, 저수지, 취입보, 양수장 등 수원공이 설치되어 있으나 내한능력 부족 및 영농방식 변화 등으로 상습적으로 가뭄 피해를 입고 있다. 또한, 관리 농경지 및 농업 수리시설물에 대한 현황조사 미비로 상세한 이력 관리가 되어 있지 않아 시설물의 유지관리 및 중장기 계획 수립이 어려운 실정으로 수리시설물에 대한 이력조사가 요구되며, 전체 용수 수요량의 60% 이상에 해당하는 농업용수의 체계적인 조사를 실시하여 항구적 가뭄극복을 하기 위한 가뭄분석을 하였다. 본 연구에서는 농경지에 대하여 관개계획 기준치를 보통 10년 빈도의 가뭄에 극복이 가능하도록 설정하므로, 계획빈도의 가뭄에 안정적으로 농경지에 농업용수가 공급될 수 있도록 기설 수리시설물의 공급능력을 검토하여 확인하였다. 용인시 전역에 대하여 우선 기초자료로 기상 및 수문조사와 농촌용수관련인자를 조사하였으며, 상위 관련계획 조사로 농업·가뭄·수자원 관련계획을 조사하였다. 기존 저수지 농업용수 공급능력은 유역의 유입량은 DIROM모형을 사용하여 산정하고 관개구역의 필요수량은 Penman방법으로 증발산량을 산정하였다. DIROM 모형과 Penman방법으로 산정된 자료를 참고하여 기존 수원공 시설의 물수지 분석을하여 과정에 HOMWRS(수리시설모의조작시스템) 모형을 적용하여 농경지 필요용수량과 공급 가능량, 지하수 취수량의 능력검토를 하였으며, 가뭄 계획빈도 10년 조건에서 농업용수 공급능력을 검토한 결과 수리적으로 안전한 농경지는 전체 농경지 대비 64.18%로 확인되며, 향후 강우 전망 RCP6.0 시나리오에서 2021년~2040년에 5.1%정도 감소하는 것으로 전망된 것을 감안하면 향후 용인시 지역은 가뭄이 보다 심화될 것으로 판단되므로 시급히 구조적 대책이 가능한 여건의 지역에 한하여 수원공 시설을 확보하여 가뭄에 반드시 대비하여야 할 것으로 판단된다.

This study mainly focused on the development of real-time based damage investigation system using web-GIS. The study area was Gangseo-Gu in Busan where frequently has relatively higher magnitude of damages from natural disasters. GIS DB was built to provide geospatial data such as 1:1,000 and 1:5,000 topographic maps and IKONOS high resolution satellite data. The web-GIS system has demonstrated the higher contribution for the better response and recovery against any type of natural disasters through real-time communication and data dissemination among government agencies and personnel. However, further researches need to be made to improve system capabilities. In addition, for more effective system operation and maximizing the benefits of exploiting web-GIS system, linkage with national DB such as NDMS is essential.

금년 4월말 북미지역(미국 캐나다)에서 시작된 신종플루[신종인플루엔자 A(H1N1)]가 거의 모든 국가로 전파 확산됨에 따라 각 국에서는 신종플루 근절 예방대책에 총력을 기울이고 있다. 우리나라의 경우에도 예외 없이 사람에서의 신종플루 발생으로 64명의 사망자(2009.11.12. 기준)가 발생하였으며, 신종플루 감염으로 인한 인명피해를 최소화시키기 위하여 범 국가적인 차원에서 "중앙재난안전대책본부"를 가동하고 있다. 또한 국내 가축(돼지 가금)에서의 신종플루 발생 여부 검색으로 능동적인 방역관리 추진을 위하여 전국적인 모니터링 검사를 실시하고 있으나, 아직까지 가축에서는 신종플루 발생이 확인되지 않고 있어 다행이라고 여겨진다. 그러나 세계적으로는 돼지 가금에서 신종플루 발생이 가끔 확인되고 있는 점을 감안하면, 국내에서 사육중인 가축에서도 언제 어디서라도 발생될 개연성이 있음을 감안시에는 방역관리에 만전을 기해야 하는 시기이다. 따라서 필자는 지금까지 전 세계적으로 발생된 신종플루 현황 방역조치 및 유럽연합(EU)의 돼지 신종플루 방역관리 규정을 소개하여 신종플루에 대한 이해를 돕고자 한다.

In recent years, lots of damages appear frequently due to cyber terrorism and natural disasters such as typhoon 'Chaba', earthquake at Kyeongju. The damages lead to people's anxiety and public institutions connected directly with them also can't be free from the threat situation. In addition, public institutions must prepare business continuity issues with the highest priority in the event of disasters because they are closest with people's safety. However, preceding researches suggest needs of disaster mitigation activities management system or central office oriented top-down BCP establishing system. In this study, We grasp the current status of public institutions's business continuity plan(BCP) against disaster and we propose an efficient bottom-up method for structuring the BCP of public institutions.
An earthquake of magnitude 5.4 occurred on November 15, 2017 in Pohang, which caused the damage to buildings and facilities. The earthquake displaced more than 1,700 people. After the Pohang Earthquake, immediate emergency, such as the damage survey and running of shelters have been executed appropriately. However there have been issues with subsequent restoration measures, such as the provision of temporary housing and delivery of natural disaster allowance. As there was inadequate government advertisement about the natural disaster allowance, victims of the earthquake could not receive tangible help. In Japan on the other hand where earthquakes are frequent, post-earthquake restoration protocols are planned well in advance. For example, Japanese earthquake victims are provided with a guidebook outlining different types of government aids available for them so that they can rapidly access government aid. In this study, we refer to the case of Pohang earthquake to analyse the problems in the national earthquake restoration plans and propose how they can be improved by comparing it to Japanese post-earthquake case and a Korean equivalent should be developed, to aid Korean earthquake victims to return to their every life as soon as possible.
To protect the life and property of the residence from diverse disasters, we have collected and analyzed the domestic and foreign residence evacuation plans. The results and proposals from the study can be summarized as in following. First, the contents and items in civil defense emergency evacuation plan guidelines should be stipulated more clearly and its' application should be extended. Second, uniformity must be established in non-coherent contents between cities and counties. Third, disaster-prone people are not considered in the evacuation plans. The disaster-prone people must be accounted by each cities and counties and an evacuation plan for them must be established. Fourth, most of the rooms for residence evacuations are second to third level, and they are defenseless against disasters like CBRNE. Considering these conditions, deploying transportation means that can support large-scale evacuations, quickly and effectively, must also be considered.
In recent years, a series of large-scale disastrous accidents have been occurred frequently both in public and private sector. Such disasters become catastrophe due to poor early response and delayed prompt rescue. Damage from catastrophe could have been drastically reduced or minimized with effective response and recovery management. The smart phone-based mobile applications have important potentials in providing solutions for the effective response and recovery management. Mobile applications can greatly improve risk communication in case of disasters by integrating process of exchange information and data on risk among risk evaluators, risk managers, and other interested parties. In this light of potentials, this study investigates the measures and management to better manage early responses and to effectively deal with domestic disaster-related of the status of public applications service, and utilization. This study examines how disaster applications can be better used and how effective information dissemination through applications could help the post-disaster management process. Based on this findings, it proposes a guideline of effective disaster-related applications by public sector for the future development of actual services and activation solutions. The results show that "User Promptness Side" and "Content Believability Side" factors found to be the two most significant factors in the disaster-related applications by public sector. Discussion and implications are discussed.
