A study on data management policy direction for disaster safety management governance (재난안전관리 거버넌스 구축을 위한 데이터관리정책 방향에 관한 소고)

  • In addition to the proliferation of intelligent information technology, the field of disaster management is being approached from a multifaceted perspective. In particular, as the interest in establishing a disaster safety management system using data increases, there is an increasing need for a large amount of big data distribution generated in real time and a systematic management. Furthermore, efforts are being made to improve the quality of data in order to increase the prevention effect of disasters through data analysis and to make a system that can respond effectively and to predict the overall situation caused by the disasters. Disaster management should seek both precautionary measures and quick responses in the event of a disaster as well as a technical approach to establishing governance and safety. This study explores the policy implications of the significance and structure of disaster safety management governance using data.

  • In order to establish and operate a rapid and effective disaster safety management system in an emergency situation that threatens the safety of citizens, such as disaster, accident or terrorism, appropriate responses are necessary. An integrated task execution system for rapid response and restoration should be implemented not only by the central ministries related to disaster management and response, but also by local governments, NGO, and individuals, under clear role sharing. In the case of Seoul city, it is urgent to establish an effective disaster management system for preventing and responding to disasters, because of the increasing possibility of natural disasters due to climate change, the threat of terrorism, urban decay and the industrial accidents. From the perspective of governance, this study tried to seek out countermeasures such as disaster response system and command system at disaster site centering on Seoul city government interdepartmental organization system, implementation process and systematization of response procedures.

  • The purpose of this study is to suggest the strategies of building disaster resistant communities to overcome communities destruction and vulnerability caused by the Hebei Spirit oil spill accident in Taean on December 7th, 2007. For accomplishing the purpose, we drew problems of approach based on context of community, governance strategy, and community-based approach. And based on the results of this analysis, suggestions were made as follows for building disaster resistant communities. First, when Hebei Spirit oil spill accident occurred we have been short of regional study and unreality of regional safety plan. For overcoming this points, we have need of activation of regional study and establishment of regional safety plan based on the bottom-up approach. Second, while the spill has brought a milestone activation of volunteer, we have not still efficient disaster management based on governance. So we have to establish network-governance to cooperate with government-business-private sector for efficient disaster management. Third, we argue that it is important to build social capital such as social networks, social contacts for community-based disaster resistant communities.

  • 최근 재난은 대형화, 복합적, 다양화되는 양상을 보이는 가운데, 효율적인 재난관리를 위해 정부 중심 거버넌스 재난관리에 대한 변화가 불가피하다. 현장 중심의 재난관리 체계 구축을 위해서는 국민생활과 밀접한 지방공공기관의 재난관리에 대한 역량을 배양하는 제도적 개선이 요구된다. 이를 위해서는 지방공공기관의 재난관리에 대한 역할의 재정립, 재난·안전관리에 대한 평가지표의 개선, 기능연속성계획 수립을 위한 정부의 지원책 마련 등 현행 제도를 보완해야 한다. 특히 사회통합적 재난관리로 전환하여 재난 현장의 최일선에서 효과적인 대응이 이루어질 수 있는 기반이 필요하다. 하여 본 연구는 지방공기업의 재난관리 역량 강화를 위한 개선 방안으로 실제적 법제도 개선의 토대를 마련하고자 한다.

  • 본 논문에서는 재난안전관련 근무자의 업무연속성 향상을 저해하는 부분들을 파악하고 해결의 방향성을 제시하고자 한다. 공공단체의 재난안전분야 인사제도의 특성을 살펴본 결과, 현행 순환보직 제도와 새롭고 다양한 유형의 재난위험에 대응할 전문화된 근무자의 부족이 재난안전업무에 미치는 영향을 확인하였다. 현재 문제점으로 지적되는 것은 기간이 짧은 순환 근무형태와 임기만료가 임박하여 전보 사실을 공지하는 문제, 그리고 비전문성 등이 나타났다. 이러한 문제를 해결하기 위해 부서 당 평균 재직 기간을 최소 5년 이상으로 연장하고, 정책의 지속성 및 업무 연속성을 위하여 2인 1업무제 도입을 고려할 필요가 있다. 그리고 충분한 시간을 두고 전보를 준비할 수 있도록 해야 할 것으로 보인다. 비전문성에 대한 해결 방향으로는 최근 재난의 예방과 대비를 중시하는 추세를 반영하여 공공기관과 민간부문 등 다양한 전문가들의 참여를 통한 해결방식이 필요하다. 미국, 독일, 일본 등에서 민간부문과의 협력적 재난안전관리가 성공적으로 이루어지고 있듯이 국내에서도 의사결정체계를 민간부문과의 협력적 거버넌스체계로 전환해야한다.

  • With the increase of data and the development of AI technology, the strategies and policies related to integrated data are being actively established to increase the usability of data all over the world. Recently, in the research field, infrastructure projects and management systems are being prepared to utilize research data at the initiative of the government. Also, in Korea, platforms for searching and sharing research data are being actively developed. The National Disaster Management Research Institute (NDMI) has been conducting extensive research on disaster & safety as a national institute, but data-oriented management and utilization are insufficient. Because it still lacks consistent data management systems, metadata for outcomes of research, experts on data and policies for utilization of data to research. In order to move to the data-based research paradigm, we defined the master plans and verified a target model for the integrated management and utilization of disaster & safety research data. In this study, we found out the need to establish differentiated data governance, such as data standardization and unification of the data management system, and dedicated organization for managing data, based on the necessity and actual demands of NDMI. In order to verify the effectiveness of the target model reflecting the derived implications, we intend to establish a pilot mode. In the future, major improvement measures to establish a disaster & safety research data management system will be implement.

A Framework of Operational Continuity Management Governance (운영 연속성 관리 거버넌스 프레임 워크에 관한 연구)

  • Operational continuity is not a simple issue that can be solved by a Back-Up center or an alternate site. Strategic issues including law, standards, etc demand a new approach in terms of the operational continuity management (OCM). Also, it is necessary to develop a new framework of OCM governance as a part of the corporate governance. Experts from corporate governance insist that OCM can be included in the corporate operational control and so it is important to set up a strategy for OCM in the organization. This paper describes how OCM governance suggests two aspects of effectively controlling corporate risks in the viewpoint of corporate governance. First of all, the top corporate management develops the strategy of operational continuity with regard to the corporate governance. Secondly, there is the aspect of how to build up and manage the strategy of operational continuity in the corporations.

A Comparative Study on Marine Rescue Volunteer Organizations (해상 구조 봉사단체의 비교 연구)

  • Maritime safety management needs active public participations because the sea is too wide for a government to respond to all unexpected accidents with limited resources. Marine rescue volunteer organizations of US, UK, Japan and Korea were compared one another on the base of disaster management governance theory, and recommendations for the development of marine rescue volunteer organization of Korea were proposed. The advanced organizations commonly have tradition of marine rescue voluntaryism in the advanced maritime countries. They have nation-wide networks and self-governing structures. Their main activities include public maritime safety education and fundraising programs as well as marine rescue operations. They have cooperative relationships with government agencies in charge of national maritime safety management, which are usually guaranteed by legislations or institutional systems. Donations from the public are major source of their finances. Members mainly consist of civil volunteers, and get basic compensations for their expenses. For the advancement of marine rescue volunteer organization of Korea, efforts are needed to strengthen the membership of civil rescue fleet, to activate public education and fundraising programs, and to amend the related law for institutional support.

Study on Governance Legislation for Responses to Maritime Ship Disasters (해양 선박재난 대응을 위한 거버넌스 법제 연구)

  • The Enforcement Decree of the Framework Act on the Management of Disasters and Safety Article 3-2 specifies two 'disaster management supervision agencies' for responding to shipping disasters. These are the Korea Coast Guard, which is an on-scene disaster-responding and coordinating agency, and the Ministry of Ocean and Fisheries, which is a government department, thereby leading to possibilities for confusion. In the case of shipping disasters, where a personnel entitled full power to deal with shipping disasters is designated and his/her powers and duties are clearly made, relationship of leading and supporting agencies is made clear, and command system is simplified, an efficient response to shipping disasters is made possible. In the management of shipping disasters, all the disaster management processes, that is, prevention-preparedness-response-recovery, should be dealt with systematically and consistently. Notably, to swiftly and efficiently cope with a disastrous situation, the decision-making and command system must be simplified. The establishment of a command system and decision-making must be made independently, based on expertise. In the US, irrespective of the type of disasters, the FEMA plays a leading role and the USCG responds a response to maritime disasters by establishing the Incident Command System or Unified Command System that is an incident management system. In the UK, the MCA supervises an event and responds to it, and the SOSREP has full power to work with command and coordination independently. SOSREP, among others, is necessary to prevent an inefficient dealing of a shipping disaster owing to confrontation between participants. With reference to such leading States' practice, the Korean government should make a standardized and simplified response to maritime disasters. This study deals with a new maritime disaster responding system and provides an idea of the revision of the existing legal regime.
