Vehicular Collision Risk Assessment on the Highway Bridges in South Korea (국내 고속도로 교량의 차량 충돌 위험도 평가)

  • Vehicle collision to bridges has been known as one of the causes of bridge collapse, and the emergency plans and disaster management has been recently emphasized to secure public safety. This study conducted risk assessment of vehicular collision to bridges for highway bridges in Korea. Risk assessment consists of three steps; preliminary risk analysis(PRA), simplified risk analysis(SRA) and detailed risk analysis(DRA). The PRA firstly screens out the possibility of occurrence of the event. The SRA identifies influencial factors to risk of the event and evaluates risk scores to determine risk levels and necessity of DRA that investigates the risk of the bridge in detail. This study focuses on the methodology of the risk assessment, especially the SRA, and the stratification methods which evaluate risk levels of vehicular collision. The analysis results were compared to the reported vehicular collision accidents. The proposed method can be utilized in similar disaster management area.

Seismic Response Characteristics of Domestic Cable-supported Bridges Due to Gyeongju Earthquakes: Case Study (경주 지진에 대한 국내 공용 중 케이블지지교량의 지진응답특성: 사례 연구)

  • This study presents the seismic response characteristics of domestic cable-supported bridges due to 3 earthquakes with magnitudes of 5.1, 5.8, and 4.5 in Richter scale, which occurred around Gyeongju region in 2016. The seismic acceleration response signals, recorded by the seismic acceleration sensors at the free field near bridge and designated positions on bridge, are utilized to characterize the seismic responses of structural elements of cable-supported bridges. The dynamic behaviors of bridges are presented through Fourier transform of acceleration time history. Using the peak accelerations normalized by those at the free fields, amplification effects on the tops of the pylons are analyzed comparatively bridge by bridge. Using aforementioned analyses, the necessity of development on the creteria of alert levels is discussed for the earthquake disaster response of cable-supported bridges.

A Study on the Correlation between River Contamination Level and Ground Pollution Source through Korean Case Study (국내 사례분석을 통한 하천오염도와 지반오염원의 상관관계에 관한 연구)

  • This study measured for comparison and analysis the correlation of River pollution and Soil contamination, based on the results of previous research, and then in order to increase the efficiency of study, heavy metals which cause serious side effects was limited to the case among pollutants. This study focused on the rivers that near the Urban and industrial districts, for example, Nak-Dong river, An-Yang river, Tae-Hwa river and the rivers that near the farm land or pasture, for example, Yeong-San river, Mi-Ho river, then compare and analyze the degree of actual pollution as gathered the results of Previous research. Correlationship about pollutants of river near the Urban, industrial area and drainage basin its river has been proven, and this expected because of the strong influence by point pollution source. On the other hand, I can found the opposite relationship where the river near the farm land or pasture, and this probably because of the influence by nonpoint pollution source.

  • The purpose of this research was to provide the information of mandatory regulation for Korean sports facilities and the preliminary data for building sport safety management manual through sports facilities abroad and system status. Futhermore, based on the information of sports facilities safety management, this research performed the benchmarking of each country sports facilities safety management system. As a result, in the U.S, Department of Homeland Security(DHS) leads effort to achieve a safe, secure, and resilient homeland. In Germany, law & regulations, sports facilities safety guideline and expert extension have been reviewed. Germany is more realistic and practical than other countries. In Australia, Major Hazard Facilities(MHF) is responsible for eliminating the risk of a major incident. Emergency Management System(EMS) should spontaneously respond when the alarm is raised as early detection and intervention are vital to ensuring that a small incident does not escalate to become a major disaster.

  • In recent years, Drone(lightweight unmanned aerial vehicle) is used for broadcast shooting, disaster scene, leisure, observation and military purposes. However, as the use of drones increases the threat of hacking is also rising. Especially when a flying drone is seized, a dangerous situation can occur which is abused regardless of the driver's intention. Already in Iran and China, there is a case of hacking and stealing the drones of other countries under reconnaissance. In this paper, we analyze the security vulnerabilities of Wi-Fi and Bluetooth communication in wireless network which are used in drones for stealing the commercial drones. The results provide a countermeasure to safeguard the drones against attempts by the unauthorized attacker to take out the drones.

  • After the spread of COVID-19 in 2020, the country's Crisis Alert Level went up to the highest level, Level 4. Respond of COVID-19 pandemic, Governments, and cities secured each province's duty for the citizens. The government provided health assistance first and stepped forward to support the necessary resources for the citizens. Busan City proposed policy response to prepare and implement the Corona support for each county as well. The high occupant rate of self-business owners lost basic incomes, and the effect varies on industries. In our paper, to avoid any crisis in such an epidemic, we propose a clustering analysis for the guidance of policy support for Busan City. By analyzing patterns and clustering on districts and Sectors, we would like to provide reference materials for determining the direction of support and guiding preemptive response in the event of a similar epidemic.

  • The two major trends that have emerged in recent years in relation to disaster recovery and recovery are 'regional infrastructure', 'regional leadership' and 'community recovery'. In the former case, it is to avoid disaster recovery and recovery by using external personnel and resources, and to maximize the resources in the area under the initiative of the residents of the affected area. And through this process, it is to prepare a new growth engine for disaster-affected areas. In addition, the latter expands disaster recovery targets to the general population living in affected areas and is not limited to victims. Through this, we can expect to recover the 'community' beyond the individual's recovery. In the Ansan of Gyeonggi-do, where many families of 'Sewolho' live, and in the Heunghae-eup of Pohang, Gyeongbuk-do, where the damage was severe, projects are underway to restore communities. And In these areas local activists and civic groups are actively utilized to efforts are being made to increase efficiency. Nevertheless, in the case of the community recovery program being promoted in Korea, there are limitations that it can be promoted only on the basis of special laws and that participation of various actors is necessary. This study intends to propose the limitations of current projects and ways to solve them by analyzing domestic and foreign cases related to the community recovery program for disaster-affected communities using local resources. we suggest two way. One is the relaxation of the national dependence of the community recovery program, and the other is to expand the area of disaster relief through.

Analysis of Orthomosaic and DSM Generation Using an Assembled Small-sized Drone (조립식 소형 드론을 이용한 Orthomosaic 및 DSM 생성 연구)

  • Ortho images created by aerial photogrammetry have been used in large areas but they are uneconomical for small areas and continuous change observation. The drones have been developed for military purposes, and recently they are being used crop management and analysis, broadcast relay, meteorological observation and disaster investigation and so on. Also there were a lot of studies of expensive commercial drone. In this paper, lower price self-assembly drone usable for in small areas, Obtained images and produced Orthomosaic and DSM using mission planner which is a normal digital camera and open source program, and postprocessing was used Pix4d software. GCP errors are X-coordinate 3.4cm, Y-coordinate 2.4cm, Z-coordinate 4.2cm. It seems like the self-assembly drone can be used for various fields.

Crisis Management Analysis of Foot-and-Mouth Disease Using Multi-dimensional Data Cube (다차원 데이터 큐브 모델을 이용한 구제역의 위기 대응 방안 분석)

  • The ex-post evaluation of governmental crisis management is an important issues since it is necessary to prepare for the future disasters and becomes the cornerstone of our success as well. In this paper, we propose a data cube model with data mining techniques for the analysis of governmental crisis management strategies and ripple effects of foot-and-mouth(FMD) disease using the online news articles. Based on the construction of the data cube model, a multidimensional FMD analysis is performed using on line analytical processing operations (OLAP) to assess the temporal perspectives of the spread of the disease with varying levels of abstraction. Furthermore, the proposed analysis model provides useful information that generates the causal relationship between crisis response actions and its social ripple effects of FMD outbreaks by applying association rule mining. We confirmed the feasibility and applicability of the proposed FMD analysis model by implementing and applying an analysis system to FMD outbreaks from July 2010 to December 2011 in South Korea.

Relative Weight Evaluation for the Vulnerability Indicators of Infectious Disease Using Analytic Hierarchy Process in Local Governments (계층분석과정(AHP)을 이용한 지자체 감염병 취약지표의 가중치 평가)

  • The purpose of this study was to evaluate the relative weight of infectious disease vulnerability indicators that affect the occurrence and spread of infectious diseases in local communities. For this, the infectious disease vulnerability indicators were classified as facilities vulnerable to spread, vulnerable groups of infections, social vulnerable conditions, and response capabilities based on literature and case review, and the relative weights among indicators were determined using Analytic Hierarchy Process(AHP) by 22 experts. As a result of the analysis, the weight of each sector was found to be the highest in the facilities vulnerable to spread, and the overall weight was highest in the following order: sickbed securing rate(1st), density of religious facilities(2nd), medical personnel rate(3rd), elderly person ratio(4th), and entertainment establishment density(5th). These results can be used to prepare the supporting data necessary for the establishment of infectious disease response policies of local governments.
