Analysis of Pedestrian Evacuation Behaviors by the Evacuation Information Scenarios Using Social Force Model: Focusing on Sejong City (Social Force Model을 활용한 보행자 대피행태 및 정보제공 시나리오분석: 세종시를 중심으로)

  • This study aims to analyze region-based pedestrian evacuation behaviors and information offering effect using Social Force Model, which is micro simulation. All pedestrians were assumed to move to shelters through pedestrian roads according to guidance information at emergency situations, and the pedestrians were classified into adults and the handicapped. According to the results of the road network analysis and simulation analysis, the shelters to which pedestrians can move within the shortest time from each zone were selected as optimum shelters. From this study, the analysis showed that the information provision effects are informative even though total evacuation time increases due to the increase of pedestrian conflict. This study can be used as baseline data for urban area's pedestrian disaster prevention plans.

Demonstration of Disaster Information and Evacuation Support Model for the Safety Vulnerable Groups (안전취약계층을 위한 재난정보 및 대피지원 모델 실증)

  • Purpose: Since most disaster information systems are centered on non-disabled people, the reality is that there is a lack of disaster information delivery systems for the vulnerable, such as the disabled, the elderly, and children, who are relatively vulnerable to disasters. The purpose of the service is to improve the safety of the disabled and the elderly by eliminating blind spots of informatization and establishing customized disaster information services to respond to disasters through IoT-based integrated control technology. Method: The model at the core of this study is the disaster alert propagation model and evacuation support model, and it shall be developed by reflecting the behavioral characteristics of the disabled and the elderly in the event of a disaster. The disaster alert propagation model spreads disaster situations collected using IoT technology, and the evacuation support model uses geomagnetic field-based measuring technology to identify the user's indoor location and help the disabled and the elderly evacuate safely. Results: Demonstration model demonstration resulted in an efficient qualitative evaluation of indoor location accuracy, such as the suitability of evacuation route guidance and satisfaction of services from the user's perspective. Conclusion: Disaster information and evacuation support services were established for the safety vulnerable groups of mobile app for model verification. The disaster situation was demonstrated through experts in the related fields and the disabled by limiting it to the fire situation. It was evaluated as "satisfaction" in the adequacy of disaster information delivery and evacuation support, and its functional satisfaction and user UI were evaluated as "normal" due to the nature of the pilot model. Through this, the disaster information and evacuation support services presented in this study were evaluated to support the safety vulnerable groups to a faster disaster evacuation without missing the golden time of disaster evacuation.

Analysis of the Occurrence Characteristic of Earthquake-Induced Landslide through a Media Report : Focus on International Cases Reported in Domestic Media During the 10 years (2009-2018) (언론보도를 통한 지진에 의한 산사태 발생특성 분석 : 최근 10년(2009-2018)간 국내 언론에 보도된 국외사례를 중심으로)

  • Purpose: Most of the studies in the country on earthquake-induced landslide predict the displacement of the slope. Until now, no studies have been conducted on the occurrence of landslides and damage characteristics by earthquakes. Therefore, this study was conducted to obtain basic data of landslides caused by earthquakes. Method: In order to analyze the characteristics of earthquake-causing landslides, we have collected data reported in the media over the past decade. Landslides in foreign countries were analyzed separately by cause of occurrences such as rainfall and earthquake. Landslides from abroad were analyzed according to the cause of the occurrence, and landslides caused by earthquakes were further analyzed as follows: the magnitude of an earthquake, year of occurrence, number of occurrences by continent, damage status, etc. Result: In the past 10 years, a total of 608 landslides have been reported from overseas, and the cause is the highest with 340 landslides due to rainfall. There were 70 cases of landslides caused by earthquakes, and it was analyzed as the second cause of landslides. The average magnitude for earthquakes that caused landslides was 6.5, and the minimum and maximum magnitude were 4.4 and 8.2 respectively. The earthquake-induced landslides were the most occurrence in 2011yr and 2012yr, and the continent was the most common in Asia. Also, It was analyzed that if an earthquake caused landslides, the number of casualties increased and the size of the damage increased. Conclusion: Currently, earthquakes are steadily increasing in Korea, and the possibility of strong earthquakes is also increasing. Earthquake-induced landslides are beyond human control due to natural disasters but can minimize damage through active prevention and response. It is expected that the results of this study will be used as basic data in establishing measures for earthquake landslides to reduce property and human damage in the future.

Literature Review on the relation between Animals Unusual Behavior and Premonitory Symptoms of an Earthquake (동물 이상행동과 지진전조 가설검증 연구동향 및 한계점)

  • The cases of animals unusual behavior have been reported occasionally before a major disaster occurs. Could animals unusual behavior associated with a major disaster occurrence, if so, could we foreknow a disaster occurrence? The purpose of study is to quest an answer through literature reviews on the relation between animals unusual behavior and premonitory symptoms of an earthquake. These empirical studies are classified three parts according as methodological framework; statistical analysis, experimental analysis, observation analysis. The results are simply divided as two, 'animals unusual behavior may be seen as a precursor of pre-disaster phenomena' and 'difficult to see.' A number of studies have been performed abroad, however there is no one in Korea. Most of the studies point out common limitations-difficult to verify the reliability of data, accidentally get and fewer samples of data, difficulty of ensuring appropriate data, etc. That is why more related research with animals unusual behavior and disaster occurrence is needed to validate cause-and-effect relation of animal unusual behavior and pre-disaster phenomena.

A Technical Approach to Post-Traumatic Stress Disorder of the Sewol Ferry Victims' Parents (세월호 참사 희생자 부모들의 심리적 외상에 관한 기술적 접근)

  • It has been 1 year since Sewol Ferry disaster occurred in the Gwanmaedo sea of Jindo, Jeollanamdo, on Apr. 16, 2014. The Sewol Ferry Disaster which took 304 lives and had some victims still missed has become the largest tragic accident in Korea since 2010. Although one year has passed since the disaster, there is no psychological communication research on the trauma of the victims' families. This study first investigated the actual state of the Sewol Ferry victims' parents suffering from post-traumatic stress disorder (PTSD) after their losses of children by the disaster. This study revealed that the victims' families suffer from physical and psychological the PTSD but neglect treatment. The PTSD still influences their daily life. It was observed that the victims' families have a lot of difficulties with interpersonal relationship, relationship with co-workers, residence, values, and other kinds of daily life. Given that the victims' families have a great deal of PTSD after the disaster, the academic circle needs to make discussions of the issue actively in order to heal the pains of the Sewol Ferry victims' families who are unattended in our society.

Cyber Risk Management of SMEs to Prevent Personal Information Leakage Accidents (개인정보유출 사고 방지를 위한 중소기업의 사이버 위험관리)

  • Purpose: Most of cybersecurity breaches occur in SMEs. As the existing cybersecurity framework and certification system are mainly focused on financial and large companies, it is difficult for SMEs to utilize it due to lack of cybersecurity budget and manpower. So it is necessary to come up with measures to allow SMEs to voluntarily manage cyber risks. Method: After reviewing Cybersecurity market, cybersecurity items of financial institutions, cybersecurity framework comparison and cybersecurity incidents reported in the media, the criticality of cybersecurity items was analyzed through AHP analysis. And cybersecurity items of non-life insurers were also investigated and made a comparison between them. Result: Cyber risk management methods for SMEs were proposed for 20 major causes of cyber accidents. Conclusion: We hope that the cybersecurity risk assessment measures of SMEs in Korea will help them assess their risks when they sign up for cyber insurance, and that cyber risk assessment also needs to be linked to ERM standardization.

Effect of current documentary on viewer's political & social recognition - focused on KBS disaster documentary, (시사 다큐멘터리 프로그램이 수용자의 정치적 사회적 인식에 미치는 영향 - KBS 재난 다큐멘터리, <현장르포, 후쿠시마의 진실>을 중심으로)

  • This experimental research as media effect study explores the effect of the current documentary that deals with radioactive contamination widely spread by fukushima nuclear accident on political and social recognition of domestic audience. Proceeding studies about media effect dealt mainly with news contents of TV, newspaper and internet. However studies on the effect of current documentary as non news contents on audience that provide us with profound information by various subjects are very few. Especially it is difficult to find studies about disaster documentary dealing with radioactive contamination having much effect on global environment. Accordingly this research implemented experimental study to find out the effect of current documentary that deals with radioactive contamination by fukushima nuclear accident on political and social recognition of audience. This research found that subjects exposed to the current documentary considered outdated nuclear power plant more seriously, supporting the opposition party more positively, claiming shutdown of outdated nuclear power plant, and opposing additive construction of nuclear power plant than subjects not exposed to the current documentary.

A Study on Public Awareness of Landslide and Check Dam Using the Big Data Platform 'Hyean' (공공 빅데이터 플랫폼 '혜안'을 통한 산사태 및 사방댐 인식 분석)

  • Purpose: This study was conducted to understand the public awareness of landslide and check dams in 2015-2020 using the big data platform 'Hyean' and to confirm the utilization of this platform in disaster prevention areas. Method: The total amount, number of detection by period by media, and affirmative and negative trends of a search for 'landslide' and 'check dam' in 2015-2020 were analyzed using a keyword search of 'Hyean.' Result: There is significant lack of public awareness of check dam compared to landslide, and the trend is more noticeable in the conspicuous gap of data amount between the news and SNS media. The number and the timing of the search for 'landslide' coincided with the actual occurrence of landslide, while the detection of 'check dam' was less related to it. Relatively affirmative preception for the check dam is inferred, but it was difficult to confirm accurate statistical affirmative and negative trends in the disaster prevention field using 'Hyean.' Conclusion: Unlike the experts who expect positive public awareness of check dam, the statistic results show that the public awareness of the check dam as an effective countermeasure against landslide was extremely low. Active promotion of erosion control projects should be carried out first, and a balanced sample survey should accompany online and periodic field surveys. Since there is a limit to grasping the effective perception in the field of disaster prevention area using 'Hyean', it should be very cautious to establish local/governmental policies using it.

Police security measures for foreign criminals : Focusing on Suwon (외국인범죄자에 대한 경찰의 치안대책 : 경기도 수원시를 중심으로)

  • With recent news reports on violent crimes committed by foreigners, public hatred toward foreign criminals and fear about such crimes are growing, calling into question public safety measures implemented by the police and the immigration system. At the same time, due to globalization and structural changes in the labor market, it is certain that the influx of migrant workers will continue to increase. Against this backdrop, this paper seeks to examine the current status of foreign nationals staying in Korea and their criminal records focusing on Suwon city, and propose public safety measures the police could take with regard to crimes committed by foreigners. Also, the paper looks into public safety measures of the Korea Immigration Service and Suwon city, and suggests short- and long-term measures to prevent crimes committed by foreigners. The paper begins by examining the current public safety measures of the police and Suwon City concerning crimes committed by foreign nationals residing in Korea. Based on such examination, it points out insufficient patrol and investigation personnel as problems, and recommends short- and long-term measures for future improvement. This paper maintains that for the Korean society to successfully deal with the increasing number of foreigners in Korea, the current immigration system and public safety measures of the police will have to change. While the police alone cannot reduce the crime rates at local and national levels, nonetheless, proactive measures by the police are needed given the growing number of migrant workers and immigrants in Korea. Also important are mindset changes not only of relevant authorities, but also of the public. The paper recommends a set of short-and long-term public safety measures the police should institute to efficiently deal with crimes committed by foreigners.

Analysis of the Pedestrian Space System for the Negligent Accident Prevention (안전사고예방을 위한 보행공간체계분석에 관한 연구)

  • Pedestrian environment not only affects the quantitative degree in pedestrian movement, but also an impact on the local economics and environment that speaks within the greater dialogue of the qualitative life in an urban context. Recent urban planning issues have matured from a linear street development to a conversion of pedestrian friendly streets that synchronizes the entire pedestrian movement structures as a whole. Subject cases, Myung-Dong and Kwanchul-Dong, were selected from time regulated pedestrian streets in Seoul. Analysis of these streets was done through field studies and interviews. From the research, the outcome was helpful in providing the developers a greater perspective with the pedestrian movement structure that is not confined to a certain parameter, but in a larger scale within the urban environment. It was also useful in justifying ambiguous locations of pedestrian-only streets and crosswalks. Also, It aided in planning optimal scheme that concurs with the predictable pedestrian movement.
