The handicapped are so desperate for other's help, but it is not enough. The number of social workers who offers help for the handicapped has annually increased, it is still not enough of these compared to the number of the handicapped. And then volunteers are needed information to service about welfare centers and the procedure. In this paper, we developed offering help and information of welfare android application for the handicapped of the vulnerable class of the society. This application was developed for the handicapped who are in need of help and the volunteers who want to help the handicapped. It basically displays position of welfare centers surrounding user on Google map. The handicapped who needs help of another indicates their current position with messages, the handicapped positions are displayed for volunteers. In addition, we developed bulletin board to be transaction and swapping for assisting device information.

실감형 게임은 사람의 신체 움직임 및 오감을 최대한 반영한 리얼리티를 추구하는 전문적인 게임이다. 현재 개발된 실감형 게임들은 비 장애우를 대상으로 만들어 졌기 때문에 많은 움직임을 필요로 한다. 하지만 신체적 불편함을 가진 장애우들은 이러한 게임들을 이용하는데 어려움이 있다. 따라서 본 논문에서는 PC상에서 최소의 얼굴 움직임을 사용하여 수행할 수 있는 실감형 게임 시스템을 제안한다. 제안된 실감형 게임 시스템은 웹 카메라로부터 얻어진 영상에서 신경망 기반의 텍스쳐 분류기를 이용하여 눈 영역을 추출한다. 추출된 눈 영역은 Mean-shift 알고리즘을 이용하여 실시간으로 추적되어지고, 그 결과로 마우스의 움직임이 제어된다. 구현된 flash게임과 연동하여 게임을 눈의 움직임으로 제어 할 수 있다. 제안된 시스템의 효율성을 검증하기 위하여 장애우와 비 장애우로 분류하여 성능을 평가 하였다. 그 결과 제안된 시스템이 보다 편리하고 친숙하게 신체 장애우 에게 활용 될 수 있으며 복잡한 환경에서도 확실한 얼굴 추적을 통하여 실감형 게임 시스템을 실행 할 수 있음이 증명되었다.

There are rarely effective methods to help visually impaired people when they want to know the expiration date of products excepted to only Braille. In this study, we developed an expiration date notification system based on YOLO and OCR for visually impaired people. The handicapped people can automatically know the expiration date of a specific product by using our system without the help of a caregiver, fast and accurately. The proposed system is worked by four different steps: (1) identification of a target product by scanning its barcode; (2) segmentation of an image area with the expiration date using YOLO; (3) classification of the expiration date by OCR: (4) notification of the expiration date by TTS. Our system showed an average classification accuracy of about 86.00% when blindfolded subjects used the proposed system in real-time. This result validates that the proposed system can be potentially used for visually impaired people.

지식기반사회에서 장애우의 삶의 질 향상을 위한 인적자원 개발과 평생교육프로그램 개발이 필요하다. 이를 위해 장애우들에게 적합한 효과적인 인적 자원을 개발하고, 사회복지기관과 평생교육기관에서 이들의 삶의 질을 높여 원만한 사회일원으로서 생활하는데 도움이 될 수 있는 교육과정과 프로그램에 대한 실태조사를 하였다. 여기에서 나타난 문제점을 개선하여 평생교육의 방향을 제안하는 데 있다.

Deaf subtitles provide the hearing impaired with visual elements, commentary, and enjoyment of TV programs. Subtitles in game play are a great help to the game play for the hearing impaired as well as the average user. This paper aims at the academic research on the BIT subtitle system BIT, and is intended to help game play and game broadcasting of the hearing impaired.

본 논문에서는 시각 장애우의 식품 안전성 증진을 위해 광학 문자 인식 (optical character recognition, OCR) 및 실시간 객체 인식 (you only look once, YOLO) 알고리즘에 기반한 식품의 유통기한 자동 알림 시스템을 제안한다. 제안하는 시스템은 1) 스마트폰 카메라를 통해 실시간으로 입력되는 영상에서 YOLO 알고리즘을 활용하여 유통기한으로 예측되는 이미지 영역을 검출하고, 2) 검출된 영역에서 OCR 알고리즘을 활용하여 유통기한 데이터를 추출하며, 3) 최종 추출된 유통기한 데이터를 음성으로 변환하여 시각 장애우에게 전달한다. 개발된 시스템은 유통기한 정보를 추출해서 사용자에게 전달하기까지 평균 약 7초 이내의 빠른 응답 속도를 보였으며, 62.8%의 객체 인식 정확도와 93.6%의 문자 인식 정확도를 보였다. 이러한 결과들은 제안하는 시스템을 시각 장애우들이 실용적으로 활용할 수 있다는 가능성을 보여준다.

Purpose: The purpose of this study was to investigate the effects of Death Education Program which had been provided to family caregivers of disabled individuals. A single group pretest-posttest design was employed for this study, which was conducted at a community rehabilitation center located in Ulsan, South Korea. Methods: Death Education Program was conducted for 16 family caregivers of disabled individuals who agreed to participate in this study. A 2.5-hour session was conducted once a week for 10 weeks. To investigate the effects of the education program, structured questionnaires, which assessed the patients and their family member's conceptions on the meaning of life, and their resilience, burden, and attitude towards death, were administered before and after the program. Results: The subjects' conception of the meaning of life and resilience did not significantly change. The median scores for the burden of family caregivers declined, while those for the subjects' attitude towards death increased, after attending the education program. Conclusion: The findings showed that Death Education Program has an affirmative effect on the burden of family caregivers of disabled individuals and their attitude towards death.

IT 관련 산업의 발전에 의한 저변의 확대로 장애우들의 IT 사용 수요가 늘고 있다. 본 논문에서는 IT분야에서 가장 기초적으로 활용되는 E-Mail을 시각 장애우가 활용 하는 데에 불편함이 없도록 하는 이메일 매니저 개발에 관련된 기법에 대해 논하고자 한다. TTS(Text-To Speech : 문자 텍스트를 음성으로 전환하여 들려줌)와 음성키보드(키보드 입력 시 입력한 문자를 음성으로 알려줌) 기능으로 시각 장애우가 이메일을 사용함에 있어 불편함을 느끼지 않도록 하였으며 본 시스템의 TTS 알고리즘은 국어 표준발음법을 참고로 하여 자바로 구현 하였다.

Diagnosis and treatment of major reproductive failures were carried out for 836 dairy cows of 12 farms in Kimje area from May 1999 to May 2000. Reproductive failures were classified into four categories: uterine diseases, ovarian diseases, combination of uterine and ovarian diseases, and anestrus with corpus luteum (CL), based on the diagnosis by both rectal palpation and ultrasonography (SA 600, Medison, 5.OMHz transducer). 1. Of 102 cows examined, 15 cows were diagnosed as pregnant. Cows with real reproductive failures were therefore 87 cows and the rate of reproductive failures far all the cows of 12 farms was 10.4% (87/836). 2. Of 57 cows with reproductive failures, the cows with uterine diseases were 33 heads (37.9%), with ovarian diseases: 30 heads (34.5%), with combination form: 16 heads (18.4%), and with anestrus with CL: 8 heads (9.2%). 3. Of 87 cows with reproductive failures, 7 cows were slaughtered and 80 cows were treated by hormone or douche. The cows expressed estrus were 74 cows (92.5%, 74/80 heads) and 56 cows were pregnant (70.0%, 56/80 heads) following treatment. 4. The reproductive failures tended to be increased as the period proceeded from 30 days (2.3%, 2/87 heads) to over 120 days (56.3%, 49/87 heads) after parturition. 5. Associated other diseases to reproductive failures were foot diseases(5 cows), joint diseases (5 heads), urovagina (6 heads), and rectovaginal fistula (2 cows) and the rate of occurrence of associated diseases was 20.7% (18/87 heads). 6. No reproductive record was used in 7 farms of 12 farms and 5 farms had no play ground or not used for the cows. These results indicated that diagnosis fur reproductive failures by rectal palpation along with ultrasonography was more accurate than the conventional rectal palpation and brought better result of treatment for major types of reproductive failures. It was also indicated that non-uses of reproductive record and play ground were also important factors in occurrence of reproductive failures.

This survey was carried out to investigate the occurrence of reproductive disorders in Korean native cattle (Hanwoo). The general management status such as barn type, feed intake, parity and type of reproductive disorders were examined in the Hanwoo farms. In this survey, the total incidence of reproductive disorders that was assessed from 54 Hanwoo farms was 11.6% (73/ 631). We first examined the incidence of reproductive disorders following herd size per farm. The rates of reproductive disorders in under 10 heads, 10 to 20 heads and over 20 heads were 25.2%, 9.4% and 8.3%, respectively (P<0.05). The rate of reproductive disorders in tie stall barn was significantly (P<0.05) higher than that in free stall barn (14.9% vs. 8.1%). The major types of reproductive disorders were follicular cysts (21.8%), fat necrosis (21.8%), and repeat breeding (17.8%). The rate of reproductive disorders assessed by the parity tended to decrease as the parity increased. The relationship between incidence of reproductive disorders and body condition score (BCS) was investigated in 203 Hanwoo. The incidence of reproductive disorder was 80.0%, 8.8%, 9.4%, 10.0%, 33.3% and 57.1% at 1.5, 2.0, 2.5, 3.0, 3.5 and 4.0 of BCS, respectively. These data show that the increase of herd size, barn type and BCS affect the incidence of reproductive disorders such as follicular cysts, fat necrosis and repeat breeding in Hanwoo.
