실업(失業) 장기화(長期化)의 효과(效果) 분석(分析)

  • 실업률은 실업의 빈도와 실업기간의 복합체로 결정된다. 따라서 동일한 실업률하에서도 다수의 실업자가 단기실업을 경험할 수 있는 반면, 소수의 실업자가 장기의 실업을 경험할 수도 있다. 실업의 경제비용이란 측면에서 볼 때, 전자의 실업은 부문별 수요변화에 따라 신속한 인력 재배치가 진행됨을 의미하는 반면, 후자의 실업은 구조적인 인력 수급 불균형을 반영하고 있어 높은 경제비용을 수반할 가능성이 높다. 본 논문은 우리나라의 경우 실업률의 지속적인 하락에도 불구하고 1990년대에 들어 실업기간이 장기화되고 있음을 보이고 있다. 이러한 실업 장기화 현상은 노동공급 측면에서 비교적 경제활동이 낮았던 저학력 및 청년, 그리고 여성 근로자층의 구직활동이 적극화된 점과, 노동수요 측면에서는 수요의 고학력화에 따른 장년층 및 저학력 실업자의 구직난을 반영하고 있는 것으로 평가된다. 이러한 결과는 현 경제위기에서 많은 장기실업자가 발생할 가능성이 높음을 시사하고 있어 실직자 지원의 효율적 확대와 직업훈련 효율성 제고의 필요성이 높다고 사료된다.

Estimating the Structure of the Short and the Long Run Variations in the Domestic Youth Unemployment (국내 청년실업의 단.장기 변동구조 추정)

  • The government employment statistics show the close comovement of the whole domestic unemployment rate with the youth unemployment rate for the past 10 years, implying the dominant influence of the unemployment of the youth age. This study investigates the structure of the short-run variation and the process of the long-run adjustment in the unemployment rates of the youth and middle ages by formulating the dynamic equation system. The estimation result consistently reflects the vulnerability of the youth class in the aggravation of the employment condition. The effect of exogenous changes is found to be persistent in the unemployment rates of both ages, which appear to have similar structures of the long-run time path. However, the youth unemployment rate turns out to have a relatively long adjustment process to the long-run equilibrium.

The Condition of Labor Market and Unemployment Rates in Chonbuk Province after the Economic Crisis (IMF관리체제이후 전북지역의 노동시장 동향과 실업)

  • 1997년 11월 대외지불 불능사태로 시작된 외환위기가 경제위기로 확산되면서 97년 4/4분기에는 2.5%에 불과하던 전북지역의 실업률은 99년 2월 8.4%로 피크를 이루었으나 그후로는 감소추세를 보이고 있다. 그렇지만 전북지역 노동시장의 전반적 고용동향을 살펴보면 실업률 통계로는 파악되지 않지만 실질적으로 준실업상태에 있는 실망노동자와 불완전취업자의 증가가 심각한 것으로 드러났다. 그리고 산업별 취업자 구조의 변화를 살펴보면 제조업과 건설업의 취업자 감소가 두드러졌으며, 농업부문이나 생계형 서비스업은 실업대란 시대에 완충역할을 해줄 것이라는 기대와는 달리 고용흡수력이 예상보다 훨씬 적은 것으로 드러났다. 취업과 실업 및 비경제활동 사이의 노동력 전이률을 살펴보면 남성과 핵심연령층에서는 취업정착률이 높지만 일단 실업자가 되면 실업으로부터의 탈출률이 낮은 것으로 드러났다. 반면에 여성의 경우에는 실망노동자(discouraged sorkers)효과로 인하여 실업률은 낮고 비경제활동으로의 이동이 크게 나타났다. 그리고 실업이나 비경활상태로부터의 (재)취업시에는 압도적으로 임시고/일고로의 취업이 많아서 98년 하반기 이후 전북지역에서 창출된 일자리가 주로 임시고/일고 위주로 이루어져 있음을 극명하게 보여준다. 한편 여성실업자의 경우 50%이상이 생계주책임자이며, 특히 여성가장 실업자의 경우에는 90%이상이 생계책임자이나 그들 대부분이 빈곤선이하에서 생활하고 있다. 그리고 전북지역에서는 전국수준에 비해서 장기실업률이 다소 높게 나타났다. 저학력층과 고령층, 생산직, 임시고일고등의 비정규직 실업자들의 구직기간이 긴 것으로 나타났다. 실업이 장기화되면 전반적으로 기간의존성효과(duration dependence effect)나 이질성효과(heterogeneity effect)로 인하여 재취업의 가능성은 더욱 떨어진다. 생산적복지(workfare)가 그 이름에 값하는 것이기 위해서는 시장경쟁력이 약한 취약계층에 대해서 직업훈련과 취업알선 및 채용장려, 공공근로 등의 제반 정책들이 가구되어야 할 것이다.

Recurrent Unemployment after the Economic Crisis (반복실업(反復失業)과 실업(失業)의 장기화(長期化))

  • This paper investigates why is the unemployment outflow rate into employment so high and why do the precarious workers have short unemployment spell after the economic crisis. Using the matched panel data of the Economically Active Population Survey. This paper points out that, in spite of the fact that most spells of unemployment are quite short, a very substantial portion of the unemployed experiences multiple unemployment spells over a period of time. Also recurrent unemployment leads to very long total durations of unemployment. This evidence implies recurrent unemployment is as important as long-term unemployment under the poor social safety net system.

  • Published employment statistics do not provide enough information about the relationship of unemployment and economic and business conditions. This study investigates long-run equilibrium relations and short-run adjustment process of unemployment and discouraged unemployment with major price variables in the business coincident and lagging framework. Speed of adjustment from short-run disequilibrium to long-run equilibrium is found to be relatively faster for discouraged unemployment that appears more responsive to changes in most of explanatory variables. Discouraged unemployment is found to reflect reality and suggested to be a more meaningful statistical index.

Kangwondo's Unemployment Counterplan : Review and Priorities (강원도의 실업대책 : 평가와 과제)

  • The year of 1998 was a very hard time for the most of Koreans. The rate of unemployment, which had averaged between 2 and 2.5 percent for many years, has continued to rise as the industrial production declined from the first quarter of 1998. The seasonally unadjusted unemployment rate recorded high of 8.4 percent in the first quarter of 1999, and the number of the unemployed as 1.75 million. On the other hand, the unemployment rate in Kangwondo used to be smaller than the nation-wide rate. However, this should not be taken as evidence that Kangwondo's economy used to perform better than others, because the participation rate also used to be smaller in Kangwondo than other regions. Anyhow, the unemployment problem is one of urgent issues in Korean society. The purpose of this paper is to overall review Kangwondo's unemployment counterplan and to make priorities about what we have to do against the long-run unemployment. In addition to implementing unemployment countermeasure of the central government, Kangwondo has to devise in itself unemployment counterplan reflecting local attributes.

한국의 이혼율 변동에 관한 사회$\cdot$인구학적 변인고찰

  • This work examines reemployment processes through the use of event history unemployment data in the United States. Two aspects of these processes, the duration of unemployment and changes in the reemployment rate, are modelled and analyzed in terms of individual characteristics and their structural positions in the labor market. The secondary labor market is a competitive market in which unemployment occurs because people quit their jobs to devote more time in search for better jobs. Using search theory, the rate of reemployment has a positive time dependence as the searcher lower her reservation wage with the passage of time. By contrast, the primary market is characterized by long-term employment relations which reduce voluntary turnovers but generate layoffs temporarily. Relying on contract theory, because workers on temporary layoffs wait for recall, reemployment rates have a constant time dependence. Empirical results of unemployment durations indicate that reemployment processes are influenced by individual's positions in dual labor market structures. While the analysis suggests that the amount of search reemployment seems to be positively related to the degree of competitiveness of a market, somewhat weaker results are noted in the search reemployment processes in competitive markets.

The Long-Term Wage Effects of Job Displacement: Frequency or Cumulative Duration of Unemployment (실직이 임금에 미치는 장기적 효과 : 실직 횟수인가 누적실업기간인가?)

  • On the basis of data from the National Longitudinal Survey of Youth (NLSY), this paper investigates wage consequences of cumulative experience of job displacement. Unlike previous studies, we consider two measures of cumulative unemployment experience simultaneously: the total frequency and the cumulative duration of unemployment induced by job displacement. When frequency and cumulative duration compete in a wage equation, only cumulative duration remains significant for men, while only frequency matters for women. For men, a one-month increase in the cumulative duration of displacement-initiated unemployment leads to a fall in wages by 0.4 percent. This finding is quite robust with respect to various sample restrictions and/or estimation methods. For women, approximately a 2.5 percent wage reduction is associated with an additional event of displacement.

"제2의 식목, 숲가꾸기사업"이 본격 추진된다

  • 새천년을 맞아 첫 번째로 실시하는 제55회 식목일을 계기로 정부는 IMF 경제위기에 따른 실업대책사업중 대표적인 성공한 사업으로 평가된 숲가꾸기공공근로사업을 실업자 구제를 위한 실업대책사업에서 장기 국가정책사업으로 전환하여 본격 추진한다고 밝혔다. 이는 녹화는 되었으나 그동안 예산부족과 인력부족으로 방치하였던 우리 숲을 경제적, 환경적으로 가치있는 자원으로 육성할 수 있도록 숲가꾸기사업을 $\ulcorner$제2의 식목, 숲가꾸기(育林)$\lrcorner$으로 추진하기 위한 것이다. 정부에서 밝힌 바에 따르면 숲가꾸기공공근로사업에 참여하는 근로자중 12천명을 숲가꾸기 전문기술자로 양성하여 전문직업인으로서 숲가꾸기에 참여할 수 있게 되며, 숲가꾸기전문기능인력이 크게 늘어나 녹화된 숲을 조기에 경제림으로 육성하고 선진임업국으로 도약하는 기반이 마련된다.
