우선피항선의 항법에 관한 고찰

  • 개항질서법은 2011년 6월 15일 개정되어 같은 해 9월 16일 발효되었다. 개정 개항질서법은 적용범위를 개항의 항계 안에서 항계 밖의 항로 및 정박지 등 수역시설까지 확대하였고, 또한 잡종선의 정의를 우선피항선으로 개정하고 우선피항선을 기존의 잡종선에 항내역무선을 포함시켜 정의하였다. 이 글은 우선피항선의 정의와 항법에 대해 살펴보고, 기존 해양안전심판원에서 재결한 해양사고 사례를 통해 개정 개항질서법의 내용과 비교, 검토하였으며, 우선피항선의 정의 및 항법에 대한 개정의견을 제시하고 있다.

  • When sea going vessel approaches her destination port, marine traffic density is increased, especially, the marine traffic is concentrated in the entrance channel and the fairway in the inner harbour is more narrow. Therefore, special navigational rules for preventing collision at sea is needed in the inner harbour. Hence there are the rules in The Public Order in Open Port Act in Korea But, in the case of conflict of navigational rule concerned, it is possible to be raised a question that which rule shall be applied preferentially. Also, it is necessary to understand the exact meaning of the navigational rules in The Public Order in Open Port Act. Because the misunderstanding of the rule is caused the collision Therefore, this paper aims to discuss the exact meaning of the navigational rule concerned in the view of legal basis and suggest the principles for a proper application of it.

A Study on the Traffic Stream and Navigational Characteristics at the Adjacent Sea Area of Busan Central Wharf (부산 중앙부두 주변해역의 교통흐름 및 통항특성에 관한 연구)

  • At the adjacent sea area of Busan Central Wharf, a variety of vessels, such as middle-large passenger ships, small hugh speed crafts, container ships, cargo ships and working boats as well as small miscellaneous vessels are freely sailing comparatively without special rules and marine traffic control. In this research, we analyzed traffic stream and navigational characteristics cf main traffic route based on statistics and distribution of tracks by ship's type and tonnage cf the passing vessels after conducting marine traffic survey twice using exclusive software. We examined the traffic safety of the passing vessels by classifying the sea area by each function based on the analysis about this traffic situation, and analyzing the effect by designating 'Inner passage'. We also studied the plan for the effective rearrangement cf Central Wharf considering basically the traffic safety of arrival and departure in a point of view of navigators.

  • At the adjacent sea area of Busan Central Wharf, a variety of vessels, such as middle-large passenger ships, small fast sailing ships, container ships, cargo ships and working ships as well as small miscellaneous vessels are freely sailing comparatively without special steering and sailing Rules and marine traffic control because exclusive wharfs in accord with their purpose and use have been arranged in each wharf. In this research, we analyzed traffic stream and navigational characteristics of main traffic route based on statistics and distribution of tracks by ship's type and tonnage of the passing vessels after conducting marine traffic survey twice using exclusive software by targeting the sea area during the period of time. Treatment of Prostatic Calculus Causing Urinary Retention in a Dog (개에서 발생한 뇨 저류에 의한 전립선 결석의 치료)

  • A cross breed dog (6-year-old, 6 kg, intact male) was referred with hematuria. The dog had been treated for years owing to the urinary bladder calculi. On abdominal radiography, prostatic calculus was demonstrated in the prostatic area. In addition, ultrasonography and computed tomography (CT) scan would confirm that the part of calculus protruded within the prostatic urethra. The patient underwent a prostatolithotomy and traumatic prostatic urethra was carefully sutured and the omentum was filled with the prostate lumen. A crystallographic analysis of the stone showed 80% magnesium ammonium phosphate (struvite) and 20% carbonate apatite. The leakage of the urine was not observed post-operation and the hematuria improved and there was no specific problem at the 6 months follow-up.

Radiation Effect on Body Weight and Hematological Changes of Hybrid Mice by Conventional Fraction, Large Abdominal Field Irradiation (고식적 분할조사시 전복부 조사량에 따른 잡종 백서의 체중과 혈액상의 변화에 관한 연구)

  • Radiation effect on mammals, especially on hematologic changes, has been studied since discovery of x-ray. Various experimental animals were tried for radiobiological studies. 72hybrid mice with conventional faction $(15\times/week)$, large abdominal field $12\times3cm$, from symphysis pubic to xyphoid process) were used. Body weight was declined gradually by increasing irradiation doses, nadir was about $29.7\%$ in male; $30.4\%$ in female at 6000 rad irradiation group. Hemoglobin value was nearly normal throughout entire treatment. Significant dropping of WBC count was noted to $40-50\%$ of pretreatment values by only 1000rad irradiation. Change of differential count was interesting; : lymphocyte proportion showed gradual reduction, instead of gradual increasing of segmented neutrophil. Those proportion were reversed after 6000 rad irradiation. Urinary protein tests showed + - +++, showing no correlation with dosage. Application of our study in clinical combination therapy (radiation + chemotherapy) was discussed.

Estimation on the Future Traffic Volumes and Analysis on Crossing Situation Risk for Gamcheon Harbor (감천항의 장래 교통량 추정 및 교차상태위험 분석)

  • Gamcheon Harbor was developed to cope with increased freight demand of Busan port and supplement function of the north port. Because container wharf is opened to 1997 as well as general wharf, present maximum 50,000DWT class containerships have been incoming and outgoing. However, In Gamcheon port, small size ships such as fishing boats, miscellaneous boats account for 50 percent of the traffic and a public marine products wholesale market that is building on the north wharf will open in 2008. Therefore, it needs to grasp future year traffic volume before establishing operation plan for port management. Also, analysis on crossing situation risk is required because the breakwater entrance in Gamcheon Harbor is narrow and the crossed passing of ship is ever-present at breakwater front. Thus the traffic volume in the future was presumed and quantitative analysis was achieved on crossing situation though simulations with the traffic volume.

A Case of Canine Uterine Adenocarcinoma with Negative Estrogen and Progesterone Receptor Expression (개의 에스트로겐과 프로케스테론 수용체 발현이 되지 않은 자궁 선암종 증례)

  • A 12-year-old female mixed breed dog receiving a progesterone drug was referred for evaluation of an abdominal mass. Abdominal radiography and ultrasonography revealed a swollen uterus and an associated mass. Serum chemistry revealed hyperglobulinemia consistent with acute inflammation based on the results of serum protein electrophoresis. Fine needle aspiration of the mass guided by ultrasonography was performed for cytological evaluation. The cytological impression was consistent with adenocarcinoma. Exploratory laparotomy identified a uterine body mass, which was surgically removed for histopathology. Histology of the mass identified a uterine adenocarcinoma. Immunochemistry using anti-estrogen and progesterone receptor antibodies was performed and neoplastic cells were negative to both antibodies while some normal elements were reactive to both of them. Computer tomography demonstrated evidence of metastatic disease in the lung one week after the surgery and the dog died about 40 days after surgery.

Agronomic Characteristics of A Mutant for Genic Male Sterility-Chalky Endosperm and Its Utilization on $F_1$ Hybrid Breeding System in Rice (벼 유전자적 웅성불임-심백 돌연변이체의 특성과 그를 이용한 일대잡종 육성체계)

  • A mutant for chalky endosperm and genetic male sterility (GMS) was newly developed in rice. The two characters were found to be controlled by single recessive gene which has pleiotropic effect, indicating that chalky seeds should be GMS seeds in segregating populations. Chalky seeds showed the same shape and size as normal seeds. However, starch composition of central part of endosperm was looser and shape of starch granules was rounder compared with normal endosperm, resulting in significantly lower grain weight, absolute density and grain hardness in chalky grains than in normal ones. Amylose content and gel consistency of chalky grains were much lower and harder, respectively. Male sterile plants showed much shorter plant height, poorer panicle exsertion and lesser panicle number compared with normal plants. Microspore abortion stage in pollen developmental process was observed as before meiosis. Male sterility of the mutant was stable regadless of temperature and day length. A system breeding hybrid rice using this mutant was discussed, comp ring with other systems utilizing cytoplasmic-genic male sterility(CGMS) and environment sensitive GMS(EGMS). Separation of GMS seeds in mixed seed bulks by specific gravity (1.14∼1.16g / cm3) was successful about 85∼90%. But some mixed normal plants were seemed to be easily removed by the apparent difference in growth characters at seedling stage. The highest natural outcrossing rate of this GMS line was as 17.3 % in a plot treated with 2-row pollinator, I-row GMS, and GA3 + cutting of flag leaf + pollen-scattering by rope.
