Development of Planning Support System Incorporating Ecological Factors in Urban Planning (환경생태요소를 고려한 계획지원시스템 구축)

  • The use of planning support systems in urban planning and management provides objective information that is beneficial in the decision-making stage. The existing planning support system, however, lacks in the consideration of ecological properties. In this study, a planning support system development that is capable of reflecting ecological elements was set as the ultimate goal. This system can support planning processes ranging from ecological potential anaylsis to alternatives designing and stimulation. Additionally, factors such as soil, water, climate, biotope, ecological network and recreation can be handled according to their natural potentials. The establishment and visualization of land use planning that addresses ecological characteristics based on the analyzed results are possible. Therefore, this system could operate as a framework to assist planners and decision makers through a computer-based system to provide useful ecological information and to allow effective decision-making by analyzing, displaying and visualizing ecological spatial data.

  • Recently, there are increased importance on introducing Tax Incremental Financing as a means of project financing for urban regeneration. Values of implementing this financing method based on future revenue has to be considered not just as self-financing methods but as possibilities building virtuous circular structure in urban developments. In respond to domestic problems in developments led by private sector, it reinforces public sector's roles by providing finance from the beginning of development. This provides concomitant structural & institutional supports for increasing not only social values for the public but also revenues for private developers. Therefore, this study starts with theoretical background study on TIF as well-known example, then analyzes PILOT used on Hudson Yard Development in NYC as an unique example sharing identical structural & conceptual characteristics. With these process, the study deducts suggestive implications on Tax Incremental Financing possibly reflected on domestic situation.

Evaluation of Technical Efficiency with Fuzzy Data in the Korean RCC/RSC (퍼지환경하의 RCC/RSC별 운영효율성 평가)

  • This paper aims to measure and evaluates the technical efficiency with two inputs and four outputs with the use of fuzzy DEA(Data Envelopment Analysis) in Korean RCC(Rescue Co-ordination Center)/RSC(Rescue Sub-Center). Especially, this paper included not only the marine accident data which occurred for the analysis in particular but also the possibility data of a potential marine accident by an Environmental Stress value and analyzed the technical efficiency. And in this paper, asymmetrical triangular fuzzy number is presented about inputs/ outputs data and a procedure is suggest for it solution. The basic idea is to transform the fuzzy CCR model into a crisp linear programming problem by applying an alternative ${\alpha}-cut$ approach. Also this paper propose a ranking method for fuzzy RCC/RSC using presented fuzzy DEA approach. The result, when ${\alpha}-cut$ is 0.5, efficiency priority should be in order to YS, BS, MP, TS, JJ, PH, US, IC, SC, DR, GS, TA, WD RCC/RSC. Finally, Inefficiency TA, WD RCC/RSC have to benchmarking with reference sets.

A Study on Web-based Technology Valuation System (웹기반 지능형 기술가치평가 시스템에 관한 연구)

  • Although there have been cases of evaluating the value of specific companies or projects which have centralized on developed countries in North America and Europe from the early 2000s, the system and methodology for estimating the economic value of individual technologies or patents has been activated on and on. Of course, there exist several online systems that qualitatively evaluate the technology's grade or the patent rating of the technology to be evaluated, as in 'KTRS' of the KIBO and 'SMART 3.1' of the Korea Invention Promotion Association. However, a web-based technology valuation system, referred to as 'STAR-Value system' that calculates the quantitative values of the subject technology for various purposes such as business feasibility analysis, investment attraction, tax/litigation, etc., has been officially opened and recently spreading. In this study, we introduce the type of methodology and evaluation model, reference information supporting these theories, and how database associated are utilized, focusing various modules and frameworks embedded in STAR-Value system. In particular, there are six valuation methods, including the discounted cash flow method (DCF), which is a representative one based on the income approach that anticipates future economic income to be valued at present, and the relief-from-royalty method, which calculates the present value of royalties' where we consider the contribution of the subject technology towards the business value created as the royalty rate. We look at how models and related support information (technology life, corporate (business) financial information, discount rate, industrial technology factors, etc.) can be used and linked in a intelligent manner. Based on the classification of information such as International Patent Classification (IPC) or Korea Standard Industry Classification (KSIC) for technology to be evaluated, the STAR-Value system automatically returns meta data such as technology cycle time (TCT), sales growth rate and profitability data of similar company or industry sector, weighted average cost of capital (WACC), indices of industrial technology factors, etc., and apply adjustment factors to them, so that the result of technology value calculation has high reliability and objectivity. Furthermore, if the information on the potential market size of the target technology and the market share of the commercialization subject refers to data-driven information, or if the estimated value range of similar technologies by industry sector is provided from the evaluation cases which are already completed and accumulated in database, the STAR-Value is anticipated that it will enable to present highly accurate value range in real time by intelligently linking various support modules. Including the explanation of the various valuation models and relevant primary variables as presented in this paper, the STAR-Value system intends to utilize more systematically and in a data-driven way by supporting the optimal model selection guideline module, intelligent technology value range reasoning module, and similar company selection based market share prediction module, etc. In addition, the research on the development and intelligence of the web-based STAR-Value system is significant in that it widely spread the web-based system that can be used in the validation and application to practices of the theoretical feasibility of the technology valuation field, and it is expected that it could be utilized in various fields of technology commercialization.

Economic Feasibility of REDD Project for Preventing Deforestation in North Korea (북한 산림전용 방지수단으로서의 REDD 사업의 경제적 타당성 분석)

  • This study aims to verify the economic validity of the REDD project in North Korea by estimating the potential carbon credits and the cost of REDD project. The REDD potential credits of North Korea are estimated based on the international statistics of forest area and population from 1990 to 2010, and the cost of REDD project is estimated indirectly by annual land opportunity cost of agriculture assuming that South Korea will aid the food production per area in North Korea. When the 25% reduction scenario was applied to the annual deforestation rate in North Korea, the potential REDD credits were estimated to be $4,232million{\sim}5,290milliontCO_2eq.$ for 20 years. It would account for 28~35% of South Korea's national medium-term greenhouse gas reduction target. On the other hand, the break-even price of REDD project was calculated as the profit of agriculture in the land available by forest conversion in North Korea. It was estimated to be 19.19$/$tCO_2eq.$ when the non-permanence risk of forest conserved through a REDD contract is assumed to be 20%. This price is higher than the price of REDD carbon credit 5$/$tCO_2eq.$ dealt in the 2010 voluntary carbon market, leading to no economic feasibility. However, REDD project provides co-benefits besides climate mitigation. As previous studies indicate, the break-even price is lower than 20$/$tCO_2eq.$, which is the social marginal cost of greenhouse gas emissions by loss of forest. Therefore REDD in North Korea can be justified against the social benefits. The economic feasibility of REDD project in North Korea can be largely influenced by the risk percentage. Thus, North Korean REDD project needs a strong guarantee and involvement by the government and people of North Korea to assure the project's economic feasibility.

  • The film (2000) and (2016) are based on different time slips from each other. However, these two films have many common elements that make one illusion-based illusion. In the common elements, the main characters (being and thing) are traversed at different times and directed as a cyclical one. Also, among these, the movement link of the time and space has a commonality that it becomes possible through a medium ( - radio, you, there - pill). As a result, a series of scenes expressed in showed that the scene of produced in 2000 was greatly circulated. The reason why two movies have similar structure is that the basic framework of video media based on time slip is similar. Therefore, the purpose of this study is not to analyze the problem of quoting and borrowing of two films as mentioned in the paper. To add up, the material of video media is manifold which is a dynamic object of potential which is unlimited and opened, and by rearranging one media it can be created by escaping from one territory. Also, it is a study of analysis to contribute to producer or researcher as a time slip video creation reference connecting times based on the manifold arrangement from two films.

  • 암거는 일반적으로 용수나 배수용의 수로가 도로, 철도, 제방 등의 아래에 매설 된 수로를 지칭한다. 이러한 암거는 산업발전으로 사회기반시설의 신설 및 확충, 재정비 등으로 많이 활용되고 있다. 최근 들어 기후로 인한 재해가 급증하면서 이러한 시설물에 대한 안정성 및 관리에 대한 관심이 높아지고 있는 것이 현실이다. 특히 소하천은 집수면적 및 유로연장이 짧고 하상경사가 급하기 때문에 홍수에 취약하다. 즉, 빨라진 유속으로 인해 구조물 주변의 세굴에 의한 유실, 토사유출로 인한 하상퇴적, 부유물로 인한 차단으로 인해 통수에 지장을 받아 피해가 발생하게 된다. 이러한 암거시설물 피해는 2차 피해로 이어질 수 있으며 사회기반시설 파괴로 도시기능이 마비되고 인근 주변지역에 침수로 인한 재산 및 인명피해까지 발생시킬 수 있는 피해 잠재능력을 보유하고 있다. 그러나 피해에 대한 예방대책은 유지관리를 통해 지속적으로 관리하는 것이 대부분의 지침 등에 소개된 내용들이다. 본 연구에서는 암거를 대상으로 암거의 폐색으로 인해 암거주변에서 변화되는 흐름특성을 축소모형을 통해 검토하고자 하였다. 암거 축소모형실험은 1.5m 폭을 갖는 직선수로에서 수행하였으며, 암거모형은 도로암거표준도(2008)를 참조하여 $3m{\times}3m$ 수로암거를 대상으로 1/10 축소모형을 제작하였다. 암거유입부 퇴적으로 인한 암거의 차단률(차단면적/암거단면적)은 차단이 발생하지 않는 0% 조건에서부터 10%, 20%, 30%, 40%, 50% 조건에 대해 실험을 수행하였다. 실험결과 차단에 따른 암거 상류단의 수위는 차단이 없는 암거의 경우에 비해 차단율이 높아질수록 암거유입부 수위는 20.4% ~ 82.7% 상승하는 것으로 나타났다. 암거의 차단률이 40% 이상일 경우 높아진 수위로 인해 암거통로의 윗상면부까지 다다르고 있으며 50%일 경우 암거를 통과하는 흐름이 자유수면흐름이 아닌 오리피스 흐름이 발생하는 것으로 나타났다. 암거유입부 차단으로 인한 암거주변의 최대유속은 암거 직하류부에서 주로 발생하여 암거 유출부에서의 최대유속은 차단율이 증가할수록 선형적으로 증가하는 것으로 나타났으며 암거 유출부에서의 유속은 차단전의 조건(0%) 대비 4.2% ~ 35.5% 까지 상승하는 것으로 나타났다. 이와 같은 결과를 토대로 고려하였을 때 대부분 산지부에서 설치되는 암거의 경우 유속이 불가피하게 증가하게 됨으로 유속에 따른 유속조절방안(차단 및 우회시설) 및 세굴대책을 세워야 할 것으로 판단된다.

Proposal for Amendment of the Basic Environmental Policy Act ('BEPA') Article 31 (환경정책기본법 제31조 무과실책임규정의 개정방안)

  • The Basic Environmental Policy Act (BEPA) (Law No. 4257 effective 1. August 1990) sets forth the basic policies and administrative framework for environmental preservation, leaving more detailed regulations, and emission controls to separate laws targeting air, water, and solid waste, etc. The BEPA Article 31 adopts an unprecedented strict liability standard for damages as an absolute liability. The BEPA Article 31 provides for liability as follows. If a company is alleged to have caused damage through pollution of the environment, it will be liable for damages unless it can show that the pollution did not cause damages, or that it did not actually cause pollution. If the company did cause pollution, and if the pollution is the cause for the damages in question, the company will be liable irrespective of whether it was negligent or otherwise at fault. If there are two or more companies involved in the pollution, but it is unclear which company caused the damages, all of the companies will be jointly and severally liable for the damages. In this paper, the author attempts to uncover the problems of BEPA Article 31 and then seeks desirable amendments by comparing it to the German Environmental Liability Act. First, it will be necessary to provide definitions of 'companies etc.'. Second, it will be necessary to enumerate the kinds of company facilities. Third, it will be necessary to provide exclusionary clauses on material damages. Fourth, it will be necessary to show 'presumption of cause and effect'. Fifth, it will be necessary to provide a clause on 'right to information'. Sixth, it will be necessary to provide a clause for force majeure. Seventh, it will be necessary to take measures to secure abundant liability for damages which can be caused by the owner of the facility, the potential polluter. Finally, it is appropriate that Korea now legislate an Environmental Liability Act akin to the German Environmental Liability Act.

Quantity over Quality? Perception of Designating Long-Term Care Hospitals as Providers of Hospice and Palliative Care

  • Purpose: Amendment to the Act on Decisions on Life-sustaining Treatment was recently enacted to designate long-term care hospitals as providers of hospice and palliative care. Despite its benefit of providing improved accessibility to end-of-life care, the amendment has raised concerns about its effect on quality of service. This study aimed to use information obtained from an expert group interview and previous studies to compare how cancer patients, family caregivers, physicians, and the general Korean population perceive the potential benefits and risks of this amendment. Methods: We conducted a multicenter cross-sectional study from July to October 2016. The included participants answered a structured questionnaire regarding the extent to which they agree or disagree with the questionnaire items indicating the potential benefits and risks of the amendment. Chi-square tests and univariate and multivariate logistic regression analyses were performed. Results: Compared with the general population, physicians agreed more that long-term care hospitals are currently not adequately equipped to provide quality hospice and palliative care. Family caregivers found improved access to long-term care hospitals more favorable but were more likely to agree that these hospitals might prioritize profits, thereby threatening the philosophy of hospice care, and that families might cease to fulfill filial responsibilities. Compared with the general population, cancer patients were more concerned about the potentially decreased service quality in this setting. Conclusion: Although potential service beneficiaries and providers expected improved accessibility of hospice and palliative care services, they were also concerned whether the system can provide adequate quality of end-of-life care.
