A Study on Transmedia Storytelling Strategy of Local Government Character (지방자치단체 캐릭터의 트랜스미디어 스토리텔링 전략 연구)

  • With the support of the government and public institutions, local government characters achieved a lot of quantitative growth. However, there are very few successful cases such as strengthening local identity and revitalizing the local economy using characters. This paper presents a transmedia storytelling strategy as a way to solve the problem of local government characters. To do so, I identify the problems of the current local government characters, and analyze the preceding studies on the features and components of transmedia contents, and the principles of transmedia storytelling, to develop strategies and yielded the expected effect. The transmedia strategy of local government characters consists of a total of three stages. In the first step, the local identity is established through the development of a unique story to the region. The second step, improve attractivity by renewing character design for various individual media platforms. And lastly the third step, enhance usability by expanding interactivity based on communication and participation of development actors and the public. This paper is meaningful in that it derives a transmedia storytelling strategy from the perspective of brand marketing as a way to revitalize local government characters. Based on the conclusions drawn from this study, a follow-up study is needed to apply it to specific cases of local government characters.

  • 행정자치부는 지난 1월 23일 지방자치단체 입찰 및 계약집행기준을 일부 개정하고 2월 1일부터 시행에 들어갔다. 개정된 주요내용은 제한입찰 시 실적에 따른 참가자격 완화, 수의계약 안내 공고기간 명확화, 분담이행방식의 지연배상금 부과기준 명확화 등이다. 개정전문은 협회 홈페이지(www.kmcca.or.kr)에서 다운받을 수 있다.

  • Local self-governing bodies have created community identity to activate local communities. community identity is one of the very effective ways to establish a different image from other self-governing bodies and to raise locals' love of hometown and sense of belonging. In addition to community identity., there are several things to form identity such as symbols (like flowers, birds, and animals) of local self-governing bodies or characters visualizing figures, tradition, and specialties of the region. Recently local governments have introduced various programs such as brand planning like city brand, and local events. This study analyses the basic elements, like symbol mark, logotype, and color, among visual elements of the current local self-governing bodies community identity. and conducts a comparative analysis of the visual elements of symbols and characters. The results show that those community identities and other design elements lack differentiation and consistency among visual elements. To create differentiated image of local self-governing bodies, it needs to develop unique and various themes of the region and to generate synergy effect through consistency and interactions among various visual effects based on community identity.

  • Some local governments in Korea are currently developing various Urban Information Systems (UIS) to computerize their work. But they have spent too much money on their own UIS development because they have not reused the existing UIS of others. It has caused the central government to invest money repeatedly. The work of some local governments is generally very similar to those of others. The purpose of this paper is to suggest a solution to the reinvestment problem. To solve the problem, this paper suggests that they could model a city's business using Unified Modeling Language and Component-Based Development Process (CBD). They could also develop a UIS from the existing models, and then other municipalities can reuse the developed UIS. This paper illustrates the water supply business of P City in Korea and Rational Unified Process as a CBD. This paper also describes methods to apply CBD, to establish a reusable business model, analysis model, and design model, and to develop the software components of ActiveX Controls form for the water supply business.

A Study of the Librarian Personnel for Public Libraries on the Lump-sum Personnel Expenditure System (공무원 총액인건비제에서 공공도서관 사서직 인력에 대한 고찰)

  • The purpose of this study is to identify the influence of the change on librarian number of local governments on the lump-sum personnel expenditure system. Data were collected and analyzed from the Enhanced local laws and regulations information system and local government home pages of 15 local governments where opened more than two public libraries from 2008 to 2010. Results show that the number of 15 government employees was increased but the number of librarian was slightly increased. Also, the number of administrative positions was increased using plural series position system. It shows that the number of librarian can be increased under the lump-sum personnel expenditure system.

A Study on How to Improve Local Government Ordinances to Promote Korean Heritage Information Management : Focusing on the relation aspect of Korean Heritage laws and ordinances (국가유산 정보 관리 활성화를 위한 광역자치단체 조례의 개선 방향 연구 : 국가유산 관련 법과 조례의 관계적 성격을 중심으로)

  • The implementation of the "Basic Law on Korean Heritage" on May 17, 2024, brought about significant changes in the operation of Korean heritage-related ordinances in 17 local governments. This study specifically analyzes the production, collection, and information transfer of Korean heritage information between the Korean Heritage Service and local governments, focusing on the provisions of the law. Finally, in order to achieve the goal of revitalizing the management of Korean heritage information, the study suggests five directions for improvement of the local government ordinance from three perspectives. Firstly, in order to systematize the production of Korean heritage information, it is necessary to specify the entities that produce and manage information in Korean heritage, and to select important Korean heritage information from the information produced and manage it strategically. In today's complex Korean heritage management environment, it is impossible to manage all the Korean heritage information produced by various stakeholders. Secondly, in order to systematize the delivery of Korean heritage information, detailed procedures related to the information to be delivered to the Korean Heritage Service should be specified, and a clear plan for information delivery and management between local and basic local governments should be defined. In the Korean heritage information delivery system, local governments play various roles as direct information providers, managers, consumers, and transmitters. Therefore, it is necessary to specify the provisions of the ordinance so that local governments can systematically fulfill their various roles in the Korean heritage information delivery system. Thirdly, in order to activate the production of Korean heritage information, local governments should review the provisions of the Act to ensure that important Korean heritage information generated from directory provisions and non-mandatory provisions, in addition to the mandatory provisions of the Korean Heritage Act, is not omitted. In particular, Korean heritage information is not just administrative information, but also includes specialized information for the maintenance of the current state of Korean heritage. Therefore, if certain Korean heritage information is partially missing, there may be a gap in intergovernmental communication for Korean heritage management.

지방세 비과세·감면이 지역경제에 미치는 영향: 강원도 18개 시군을 중심으로

  • 최근 재정건전성에 관한 논의가 확산되면서 비과세·감면제도는 유용성 관점에서 근본적인 변화를 요구받고 있다. 그럼에도 불구하고 정부는 경기부양 등 지역경제 활성화 도모차원에서 비과세·감면제도를 지속적으로 활용하고 있다. 이에 본 연구는 비과세·감면의 경제적 효과에 관한 분석의 필요성을 제기하며, 이를 위해 강원도 18개 시·군을 대상으로 지방세 비과세·감면이 지역경제에 어떠한 영향을 미치고 있는지에 관해 패널분석(PCSE)을 수행하였다. 패널분석 결과, 비과세·감면, 비과세, 감면 등이 지역경제에 미치는 영향은 다양하게 나타난다. 시 단위 지방자치단체의 경우 비과세·감면 규모가 증가될수록 지역경제에 정(+) 영향을 미치고 있다. 반면 군 단위 지방자치단체의 경우 변수 간 통계적으로 유의미하지 않아 비과세·감면정책이 지역경제를 활성화할 것이라는 정부의 주장은 다소 설득력이 낮다. 시 단위 지방자치단체의 경우 감면총액과 감면(조세특례제한법, 감면조례)규모가 증가될수록 지역경제에 정(+)의 영향을 미치지만, 지방세법 상 감면규모가 증가될수록 지역경제에 부(-)의 영향을 미치고 있다. 한편 군의 경우 지방세법 상감면규모가 증가될수록 지역경제에 정(+)의 영향을 미치지만, 감면조례에 근거한 감면규모가 증가될수록 지역경제에 부(-)의 영향을 미치고 있다. 분석결과에 근거한 정책적 함의는 다음과 같다. 정부는 지역경제 활성화를 위해 비과세·감면을 시행하면서 지방세수확충을 위해 또 다른 재정보전을 하고 있으나 지역경제에 미치는 영향이 그리 크지 않고 명확하지 않다. 따라서 비과세·감면의 규모를 줄이고 세수 확충을 통한 재정지출을 고려해야 한다. 특히 시 단위 지방자치단체의 경우 지방세법상 감면제도를 정비할 필요가 있고, 군 단위 지방자치단체의 경우 감면조례에 근거한 감면제도를 정비할 필요가 있다.

A Study on the Comparison of the Operation of Public Libraries Among Local Governments in Seoul (서울시 기초자치단체별 공공도서관 운영 현황 비교 연구)

  • This study examined whether there is a correlation between the degree of the financial independence and the establishment and operation of public libraries in 25 local governments in Seoul. It was revealed that there is an inverse correlation between them. According to the results, differently than expected, the local governments with low degree of financial independence generally built and operate more public libraries and assign more library budgets than the local governments with high degree of financial independence. It can be concluded that the local governments with low degree of financial independence show more interest in building and operating public libraries.

An Application of Data Envelopment Analysis in Measuring the Efficiency of Local Governments in Korea (DEA를 이용한 지방자치자체의 성과평가)

  • There is an increasing interest in measuring and comparing the efficiency of organization units whose operations are functionally similar and autonomous. Data Envelopment Analysis(DEA) has been extensively used to evaluate the efficiency of non-profit organizations as a whole. This study applies a modified DEA model (Input-oriented BCC model with Nondiscretionary variables) to identify the performance of local government in Korea. It is found that utilizing DEA as a mean of evaluating the performance of local governments yields useful information to decision makers trying to maintain more efficient practices.
