신관리기법으로서의 산업공학(I.E)

  • 최근 우리 나라에서도 경영합리화와 생산성향상의 문제가 활발하게 논의되고 있고, 또한 이와 동시에 기업을 경영하는데 있어서 계획 및 관리의 필요성이 강조되고 있다. 이와 같이 기업환경의 급속한 구조 변화에 대비하여 본론에서는 생산성향상을 위한 가장 중요한 경영관리 기법중의 하나인 I.E(Industrial Engineering)에 대하여 소개하고저 한다. 본래 I.E는 그 수법이나 대상에 있어서 자연과학이나 사회과학분야에서 활용되고 있었으나 미국의 F.W.Tayler 박사가 이를 최초로 경영학적 측면에 도입, 적용하였다. 1890년대에 미국은 공업생산국으로서 산업근대화에로의 발전과정에서 경영자측은 기술이나 방법에의 개선에 의한 산출량 증가로서 노동자의 임금절하를 기도하고 있는 노동자측은 태업으로 임금문제를 해결하려고 하였다. 따라서 F.W.Taylor 는 산업발전에 최대의 장벽인 임금문제의 기술적인 해결에 주력하여 노사간의 분쟁을 $\ulcorner$성과급임금제도$\lrcorner$로서 조정하기 위해 $\ulcorner$과학적 관리법$\lrcorner$(The Scientific Management)을 체계화시키기 위한 일련의 작업에 착수하였다. 이외에도 테일러는 임금문제에 관련된 생산성 향상 문제까지도 연구발전시켜 생산계획$\cdot$공장관리$\cdot$작업조직$\cdot$자재관리$\cdot$공정관리 등의 전반적인 공장관리 문제를 해결하기 위하여 $\ulcorner$공장관리$\lrcorner$(Shop management)를 발표하여 I.E의 체계를 확립시키는 계기를 마련하였다. 이와 같이 I.E는 미국을 중심으로 발생한 것이지만 그간 우리나라에서도 도입 적용되어 발전되고 있음을 감안할 때 한국양회공업협회가 본기법에 대하여 관심을 갖고 일련의 조사활동을 시작한 것은 매우 의의있는 일이라 할 수 있다.

  • 아파트의 주거환경은 집단주거지로 편리성 및 안전성, 쾌적한 환경 등의 주거목적을 추구하고 있다. 사용자 위주의 편리성을 추구하는 시공이 되어야 하며, 시공업무에 종사하는 사람 모두가 본연의 임무를 소중하게 여기고 사용자의 편안함과 쾌적함을 고려하는 정성이 모아진 시공이어야 한다. 아파트 시공은 여러 가지 자재와 여러 공종이 시기적절하게 투입되므로 종합관리가 필요한 복잡한 공정들의 만남이다. 본 시공지침서는 현장에서 시공할 때 도움을 주고자 설비시공의 기본골격을 언급하였으며, 시간의 흐름에 따라 변할 수도 있음을 감안하여 참고해야 할 것이다. 본지 지난해 6월호부터 연재되어오던 $\ulcorner$아파트 설비시공지침$\lrcorner$이 지난 1월호엔 지면관계로 게재하지 못했다.

  • Companies' efforts to find ways to reduce logistics costs for products and raw materials currently being brought in to produce products in all manufacturing processes are one of the biggest challenges, and the recent global recession has made logistics management even more important. This development technology limits the development of IN/OUT Bound truck logistics and dock management optimization system in the factory, especially by using UHF 900Mhz RFID radio frequency technology.

  • In the construction project, the efforts to use IT for efficient management and improvement of productivity is gradually increasing. For instance, the cite management model with 3D CAD and RFID shows one of efforts this model define and systematize a variety of data occurred each work unit(design, material and process management information, etc). However, so far, there has been the problem monitoring the site due to the an inaccurate data and low-practice which people should input in manual. In this paper, we would like to establish the data for real time monitoring system with data inputting automatically from RTPM system and the site, and analyze the relationship between tables consist of similar data through RED Diagram.

A Study on Current Status of Landscaping Supervision Quality Control and Improvement Measures in Apartment House Construction (공동주택 건설사업에서 조경 감리의 품질관리 현황과 개선방안 연구)

  • This study was intended to present measures for the improvement of the apartment house landscaping supervision system by examining the adequacy of landscaping supervision, which is aimed at improving the quality of landscape plants and facilities in apartment house landscaping sites. Additionally, this study aims to identify the problems occurring in the process of the performance of landscaping supervision and to provide the evidence for legislative activities and revision of the laws currently being pushed forward for the mandatory deployment of apartment house landscaping supervision personnel. The results of the analysis showed that no landscaping supervision personnel was deployed to apartment complexes with less than 1,500 households and that the landscaping comprised 19% to 46% of the entire construction process. The civil engineering firm performed the landscaping supervision, which made it impracticable to fully focus on the construction quality in the field of landscaping. The quality control in terms of landscape plants revealed differences in quality control, depending on the competence and experience of the civil engineer supervising the personnel, where the landscaping supervision personnel was not deployed. The apartment houses landscaping supervision activity index was analyzed, and the results showed that the supervision activity index for apartment house A was 72.0, B was 70.4, and apartment houses C to G ranged from 38.7 to 46.9, which suggested that the difference in quality control, process control, and technical support affected the construction quality and occurrence of defects.The improvement of landscaping process quality control and process management will be carried out more smoothly and the rate of defects will be drastically reduced if the landscaping supervision personnel placement threshold is lowered from 1,500 households to 300 households in complexes. The results of this study are expected to be useful in promoting and re-establishing the landscaping industry based on the improvement of construction quality in the field of landscaping in connection with the construction of apartment houses.

  • PPC stands for the percentage of weekly assignments completed. It makes it possible to improve the performance of production planning and control systems. Recently, the cases of PPC application have been increasing because PPC is easy to apply to construction site. However, to evaluate the average of PPC or analyze PPC as time passes has some problem ; if PPC is the same, the average it is evaluated equally although there are variabilities in production system. Therefore, In order to evaluate the character of PPC in process of production this paper suggests the method of the evaluating PPC by using coefficient of variability besides PPC measurement.

  • Connecting with cost, schedule, and quality in a construction project, resource management is one of the essential management elements. However, the material requirement planning is built at the beginning stage of construction and needs various concerned factors, it is limited to build the resource management planning on enterprise level. The disconnected communication among managements makes impossible to control historical data. In the construction project control system, the core of management elements is to manage cost and schedule information, therefore material requirement planning should be established based on historical data about EVM which is intergating schedule and cost. In this study, a resource management system concerning material requirement planning and attribute of procurement is suggested by connecting the historical data of EVM and the material requirement planning.

  • Recent new town construction project proouced large numbers of apartment houses using precast concrete (P. C.) panels. l'bst construction companies involved in this project put their management focus on to the individual control of P.C. panel producing plants and the job sites. Little attention was paid to the integrated management of the production. transportation. and im;tallation of P. C. panels. Numerous job site delays experienced in the new town project were largely based on the poor coordination between these three key disciplines of the P. C. apartment construction. This stlldy was initiated with an .intention to improve coordination between these disciplines. Activities of these disciplines were identified and related data were gathered. This was performed through the interv:iews with the personnel involved in P. C. constructlon and through the analy::;is of the related documents and publications. Based on this information. the authors are nolol developing a model IoIhich will provide a foundation for opt:iJnal.ly coorc.inated control of the proouction. transportation, and installation of P. C. panels for apartment construction. In this paper. the authors briefly present intermediate results of this study.

An Improved Process System to File a Claim in Construction Projects (건설공사 시 클레임 제기를 위한 프로세스 시스템 개선 방안)

  • Judging from the past cases, the contractor has frequently suffered losses caused by disapproved requests or reduced payments since it has not known the conditions of the contract or it has filed a claim to the owner without any proper claim system. Therefore, the existing claim process needs to be reformed. In order to reform the claim process, the contractor should consolidate the organizational structure, grant accurate duty assignments to the claims manager, implement regular staff training on how to deal with claims. In addition to this reformation, the contractor needs to improve the management of construction period and process control, and manage related documents thoroughly. Regular meetings are also necessary in claims. This study attempts to prove the effectiveness of the reformed process applied to Project "A", where the owner was responsible for the delayed supply of materials, inaccurate oral instructions, insufficient information on the work, and frequent changes of design. The project was completed in 96 months, which was extended by 34 months from the initial construction period of 62 months. The reformed claim process is expected to be of great help not only to largescale construction works but also to smallscale ones.
