The purpose of this study is to investigate the present status of outsourcing of the academic library working in Jagan and to suggest the alternatives of the problems facing with conversing the National University to the Corporation(named the government authority Corporation). The Corporation is implemented because of government financial crisis and decreasing of student candidates. As the result, the university autonomy will be enlarged, but the government financial assistance will be decreased. So outsourcing will be increased in the reason of the cutting of working expenses. For facing to the that environmental change, academic library should make preparations of their future.

The purpose of this study is to provide a useful reference for the elementary school mathematics curriculum of Japan. For this research, we compare the new version of the elementary school mathematics curriculum of Japan and Korea. Roughly speaking, Japan emphasized learning through mathematical ability. On the other hand, the case of Korea, a special emphasis was placed on the ability of problem-solving and mathematical communication. These abilities developed on the base of the mathematical knowledge and skill. The ratio of teaching time are high on mathematics, but Japan ensures much more hours than Korea. Finally we will focus on the result for the application process of the primary school mathematics curriculum.

Last 1970's Korea opened the Kyoung-bu highways from Seoul to Pusan, and Korea government had change the transportation policy to focusing on the road and motors. but 1990's Korea had been the heavily traffic jam in long distant transportation system and logistics. That's why Korea government studied on feasibility survey of High-speed train. As the KTX opens, traffic networks covering large areas In Kyeongbu-line (Seoul- Daejeon- Busan) are expected to raise synergy effects in economics as well as in korean culture respects. Having been playing an important transportation role in Korea for the last 106 years. With opening of the high speed railway, KORAIL in inevitable to make a drastic reform. To achieve this purpose, it is necessary that KORAIL has to be small and effective streamlined organization. In should increase traffic capacity by improving infra facilities. It need to also expand its internal functions by connecting the KTX with the conventional railroad system.

It is very important to construct advanced recall systems in aspects of developing auto industry through strengthening international competitive power, as well as protecting the lives from traffic crashes by vehicle defects. Under the self-certification system, there may be high probability to be defected vehicles because vehicles are sold without testing and approval of governmental sides, even though the system was introduced to give an autonomy to manufactures. Accordingly, it is not optional, but essential concerns to build advanced recall system. As a result of analysis, manufacturers and consumers ask for improvements of domestic recall systems. In this study, policy guidelines were provided on the basis of analyses on several regulations and questionnaires of consumers and manufacturers. The policy guidelines are clearness of recall subjects, prompt collection of vehicle defect information, objective determination of vehicle defects, continuous monitoring of vehicle recalls, etc.

This paper with Korean to promote decentralized countries, considered previous studies related to decentralization. Next, with target scholars and professionals looked at the evaluation of the degree of decentralization and the direction. Last deduced the task of decentralization. The decentralization task is first, expansion of organizational autonomy. The organization of local government determined based on the content of the job is desirable. Second, the personnel operating is secured autonomy. Local government officials and staff is independent and uniformly control. And it is necessary to recruit such as checks and supervision of the relevant local councils and civil society. Third, the financial decentralization is the expansion. The expansion of fiscal decentralization First, determined the expansion of municipal law prescribed by the regulations within the scope of local autonomy. Next, the local switch through national expansion of fiscal decentralization is necessary. In addition, the expansion of fiscal decentralization need the expansion of the local income tax and the expansion of local consumption tax.

The concept of the Independent Living (IL) movement has been affected on recent disability public policy to enhance the right of consumers with disabilities, as well as to eliminate the barriers on employment. The IL movement emphasizes the empowerment and autonomy of consumer with disabilities to achieve their rights in educational, social, and employ environment. This paper presents three vocational rehabilitation(VR) services that affect consumers with disabilities based on the values of the Independent Living movement, and recommend some practical strategies. These VR services include the collaboration projects between the VR agencies and Independent Living Centers, the intervention programs to enhance the self determination or informed choice as a consumer, and the projects to strengthen the relationship between consumers with disabilities and their service providers.

This study explores the changes and implications of identity in social work profession following the introduction of voucher in Korea. For this purpose, it was conducted qualitative research using depth-interview. It was sampled 20 social workers who delivers social services by voucher. The data were analyzed by Glaser and Strauss's coding methods(open coding and axial coding) and thematic analysis. The results of research are follow: 1) The introduction of voucher in social work practice resulted in identity confusion in social work profession 2) Role of social workers(practicing by voucher) was changed into mediator and manager. 3) The relationship between clients and social workers was changed into business centered relationship. 4) The increase of bureaucratic control and mechanism of profit-making resulted in these changes. As a result of this process, autonomy of social workers was decreased. 5) These changes in social work profession can be interpreted as reconstruction of social work practice, increase in repression of managerialism, and establishment of quasi-marketing structure in social work practice.

This study did not only raise the necessity of inter-governmental cooperative relations, but explored the plans to induce the more desirable cooperative relations. Accordingly, the study aimed to explore the plans to induce the desirable inter-local governmental cooperative system for festering and developing the sound local governmental system by the indexes of human cooperative capacity as policy means for establishing inter-governmental cooperative relations. The findings show that the behavioral factors of local administrators in the process of inter-local governmental cooperation are characterized by the fact that they belong to the necessary factors for inter-governmental cooperation, though different in extent. Based on this, the present study is expected to lay groundwork for the empirical studies of behavioral characteristics of local administrators in the future.

The purpose of this study is to explore the construct system and revision emphasis of curriculum for early childhood education and care in japan revised in 2017. First, the construct system of the revised early childcare curriculum and kindergarten curriculum of the three institutions in 2017 is different. However, it is more specific according to its characteristics, and the revision focus is given in the same direction. Second, The revised emphasis of the curriculum establish itself with three qualities and abilities that must be nurtured through infancy and clarifies ten childhood images. Also, Emphasis is placed on the establishment of curriculum and management to implement these. Expert review is needed to ensure that the content presented in childhood images is appropriate and does not emphasize the establishment of curriculum and management without ensuring teacher autonomy.
