  • 최근 국가산업 발달과 함께 자연 생EH계 파괴, 환경 오염 및 자연 훼손과 같은 문제점들이 야기되고 있으며, 범국가적인 차원에서 자연환경 보전과 관리에 대한 인식이 날로 부각되고 있다. 정보 시스템 분야에서도 다차원 지리정보를 이용한 자연 생태계 연구 및 환경오염원 관리와 같은 연구가 현재 활발하게 진행되고 있다. 이 논문은 자연환경과 생태계 관리를 위한 방법으로, 인터넷 GIS 기술을 이용한 지리정보 시스템을 구축하여 그 활용을 연구하였고, 연구 대상지로는 지리산 일대로 정하였으며, 환경의 범위는 자연환경 및 생태계로 정하였다. 공간정보 분석 및 관리를 위해 적지분석, 사용자 질의 처리 및 지리정보 가시화 모듈. 등을 개발하여 자연 환경정보를 보다 체계적으로 관리하기 위한 핵심 기능을 마련하였다. 각 모듈은 사용자 인터페이스를 제공하며, 특정 요구목적에 따라 공간분석을 통한 자연환경 및 생태계 접근에 대한 의사결정을 돕도록 하였다. 또한 환경상태 및 여러 목적에 따른 분류가 가능하도록 하여, 자연생태계, 야생 생물의 서식지를 보호 및 환경 오염원 관리분야의 활용할 수 있도록 하였다. 구현된 웹 기반 지리정보 시스템은 국립공원, 야생동물 보호 단체 및 환경단체를 통해 환경정보를 국민에게 제공하여 서비스의 질을 높일 수 있을 것으로 기대되며, 아울러 향후 생태계 보전 및 자연환경 보전연구에 기여할 것이다.

A Legal Study on the Natural Ecosystem Protection (자연생태계 보호를 위한 법적 연구 - 멸종위기야생동.식물 보호를 중심으로 -)

  • It is widely recognized that destruction of the eco-system with the counter-effect from the rapid industrialization threatens the life of human species. Furthermore, the extinction of some wild species keeps sending a warning message on the threat to human lives in the sense that both the human and wild lives have coexisted for a long time before the industrialization. Therefore, this study will shed a light on the importance of a natural ecology protection, focusing on wild-life conservation. This will provide an opportunity to consider the economic value of biodiversity through conservation of diverse wild lives and a natural ecology. Also, the irreversible damage to natural resources and extinction of certain species represent the urgency of this issue. This paper will perform a theoretical examination on the concept of wild plants and animals, an analysis of factors influencing their survivals, as well as the theory of natural ecology protections. This also examine the problems arising out of current domestic legislation of a natural ecology protection, comparing it with case studies of foreign countries. Through these analysis, this paper will seek for a maintenance of the currently enforcing natural ecology protection law to overcome its limits and will ultimately find alternatives to current system.

Nature Protection and Nature Reserve Policy in China (중국의 자연보존사업과 자연보호정책의 변화)

  • On the basis of introducing the development process of Chinese nature reserve since first nature reserve was set up in 1959 in China, and comparing the definition of nature reserve between IUCN and China, combining with the objectives and significance of the establishment of Chinese Nature Reserve, the present state and achievements of nature reserve in China were introduced detailedly. And the effect of the laws and rules on the protection in nature and biodiversity was assessed after analyzing the characteristics of the interrelated laws and rules enacted in course of development of Chinese nature reserve over 50 years. Also the qualifications and procedures of nature reserve establishment and relevance aspects of content in China were narrated, and the classification system and management system of Chinese nature reserve and their characteristics were introduced. Finally, the Medium and Long Term Program for Nature Reserve Development in China was introduced, and present some proposals to solve the problems on the basics that discuss the distribution status and its characteristics and problems on managing nature reserve in China.

  • The North Korean laws on natural environments, land and infrastructure were comprehensively analyzed in order to help establish the legal system to solve problems of ecosystem and land management in North Korea. The citizen's environmental rights in North Korean Constitutional Law emphasize the aspect of conservation of the natural environments. The laws on the managements of natural environments and land are relatively integrated in North Korea. In the management of natural environments, ecosystem conservation is centered on designation of natural protected areas. Priority for infrastructure construction is emphasized in land management. The economic and technical support is needed to build advanced legal systems for the conservation of natural environments and ecological land management and to improve their performance of law enforcement.

A Study on the Ecosystem Conservation based on Natural Environment Investigation of Jinhae Area Troops (진해지역부대 자연환경조사를 통한 생태계 보전에 관한 연구)

  • Within the scope that does not interfere with the performance of basic duty, the military has been actively supporting the national policy for the conservation of the natural environment in accordance with the "military environmental protection guidelines". Since there is a lack of information regarding inhabitation for wild fauna and flora, field investigations of the natural environment at Jinhae local unit were performed three times in 2003. As a result of the investigation, lycoris sanguinea as flora, marten, otter, and leopard cat as mammalia, and accipiter soloensis, accipiter gentilis schvedow, accipiter gularis, buteo hemilasius, falco tinnunculus and terpsiphone atrocaudata as bird were confirmed to inhabit. For the conservation of the natural ecosystem, the expansion of research for natural ecosystems within the military unit is required. Additionally, environmental pollution can be prevented through the proper maintenance of basic environmental facilities including sewage treatment facilities, soil pollution control facilities, and waste storage facilities. In cooperation with local governments and private organizations, the natural cleansing action and sustainable wildlife conservation should be expanded.

Problems and Ways of Improvement towards the Maldevelopment of Reserved Areas of Natural Environments, Ulleung Island (울릉도 자연환경자원보호구역에서의 난개발 문제점과 개선방안)

  • This study is to discuss the problems due to the maldevelopment occurred at the reserved areas of natural environments of the Ulleung Island, Gyeongsangbuk-do province, and it also suggests the ways of solving them The types of the maldevelopment practiced on the Ulleung Island consist of the change of land use, the opening of a round road, the destruction of mountains for the construction of harbor, the development of tourist areas, and the construction of military facilities. The decreased habitat of animals and the pollution of drinking water are occurred by the change of land use. The destruction of ecological system is due to the opening of a round road. The damage of natural landscape and the change of ocean eco-system is closely related to the construction of harbor and the destruction of mountains. Finally, the damage of rare plants and the pollution of drinking water are due to the development of tourist areas and the construction of military facilities. In the followings, the ways of solving the problems occurred by the various types of maldevelopment are suggested. First, the planning of pro-environmental development has to be established and practiced to preserve rare plants which are damaged due to the change of land use. Second, the destruction of natural landscape and resources has to be minimized by the implementation of environmental impact assesment when road and harbor are constructed. Third, the stones needed for the development of islands ought to be imported from mainland. Fourth, the established tourist areas are needed to rationally manage and the potential tourist areas has to be transferred to the reserved areas of natural environments. Fifth, military facilities should be constructed though the cooperation of autonomous local government. Finally, government officers' and residents' conscience of protecting and reserving natural environments is needed, and government has to give residents financial supports.

  • The purpose of this study is to provide a basic datd for establishing a basic park management plan for Bulamsan Urban Nature Park. This research surveys very closely about the present condition of the natural ecosystem based on the examination and analysis of the present condition. This research suggests development and management methods for environment-friendly park by understanding damages on the ecosystem due to overuse, as well as park facilities and their effects on the surrounding environment, using quantative analysis. The three steps: researching the present condition research, ecosystem evaluation, and park management plan were taken in order. The present condition research is based on the general condition, natural environment, and natural ecosystem data. In the ecosystem evaluation, wildlife habitats evaluation, landscape evaluation, and biotope type research which is a materialized form of the plant ecosystem were excuted based on the present condition research data. In the park management plan step, 1) classified ecosystem and landscae preservation zone, ecosystem protection zone and ecosystem restoration zone as ecosystem and landscape preservation plan, 2) plannings for ecosystem, fine landscape preservation, damaged area restoration and recovery plan were established in order to suggest environment-friendly plan,

The Present Condition of Urban Vegetation and It' Ecological Management Proposal (도시녹지의 실상과 생태학적 관리방안)

  • 공원법이 제정된 이후 40여년 동안 어려운 여건 속에서 공원녹지분야의 양적 발전이 이루어져 왔다면 21세기에는 질적 발전이 이루어져야 되겠다. 도시계획의 틀속에서 최소한의 공원녹지가 지정, 조성되어 관리되고 있으나 지정된 공원녹지가 사유지인 곳이 많기 때문에 공원조성 뿐만 아니라 적절한 녹지관리가 어려워 자연보호식 녹지보호나 식묵행사에 그치고 있는 실정이다. 한편 변화하는 시민 요구와 도시환경에 발 맞추어 도시환경보전과 경관보전을 위한 녹지체계 수립이나 관리목표를 세분화하지 못하고 체계적이고 선진적인 도시녹지관리가 이루어지지 못하고 있는 실정이다. 체계적이고도 질적인 도시농지관리로 전환하기 위해서는 저확한 녹지실태 조사와 수요를 토대로 녹지체계정립, 녹지종류의 조정, 녹지종류별 생태학적 관리목표설정 및 세부지침이 선행되어야 한다.
