선진국 임대 주택 정책에서 무엇을 배울 것인가

  • 미국, 유럽 등 선진국에서는 1950-70년대 지어진 공공 임대 주택 단지의 상당수가 현재 빈민가로 전락, 사회 문제가 되고 있다. 임대 주택의 가장 큰 문제점은 유지.관리라는 것을 알려주는, 선진국의 임대 주택 정책을 살펴보고 우리가 앞으로 나아가야 할 방향에 대해 고민해보자.

Analysis of the Public Rental Housing Default in Korea (공공건설 임대주택의 부도 실태에 관한 연구)

  • The Korean Government has provided public rental housing to stabilize civilian dwelling. However, unreliable management of public rental housing threatens the stability of residency. This study analyzes the default of public rental housing and the cause of default through a case study, which was intended for the residents in apartment complexes in danger of default. It also suggests countermeasures to cope with the problem of public rental housing. The results are listed as follows. First, rental housing apartments contribute a lot to the housing stability policy. On the other hand, the default of housing development, which is derived from the bankruptcy of housing management companies and the negligent control of government, brings about a serious problem for housing stability. Second, although the government has made a steady effort to solve this default problem, 9000 residents from 8 apartment complexes in Korea have experienced extreme unstable residency. Third, there are many causes for the default of public rental housing such as unqualified management companies and cursory monitoring by the government. The fundamental solution is to prevent public rental housing management companies from managing, or to build a new management system of public rental housing. To solve this problem, it's recommendable to delete the application term in the special law on the default of public rental housing so that it can be applied to all default apartments. If it is not possible to perform the policy for financial reasons, a new supply of civil housing provided by private companies needs to be re-examined completely or banned.

  • Public rental apartment is increasing due to the needs and changes of the times, but there is a lack of advancement in terms of management. As asset management in domestic buildings still remains unchanged from the concept of repair after failure or breakdown, social cost reduction is needed through the introduction of the concept of asset management. Therefore, the purpose of this study is to present the management indicators for public rental housing asset management by identifying the concepts of domestic public rental housing asset management and the existing evaluation indicators through the consideration of domestic and foreign literature. To this end, this study identified the management factors presented overseas and analyzed the repair cases and history of domestic public rental housing to present sustainable management indicators suitable for domestic conditions. Through this, this study presented the basic direction for the management of rental housing as a public good in the future.

An Empirical analysis of the Effect of Variables on Maintenance Expenses of Public Rental Housing (공공임대주택 시설물 유지관리비 영향요인 실증분석)

  • The maintenance expenses of public rental housing have drastically been increased as facilities become obsolete. As an effective means of managing such a situation, accurate estimating of maintenance expenses and securing financial resources are crucially important. It, therefore, is necessary to analyze major factors affecting on maintenance expenses of public rental housing's facilities, and develop an effective instrument to estimate them. On the other hand, the U.S.A, where approximately 60 percent of public rental housing's operating costs are supported by the state, has already developed an effective tool to forecast operating costs based on several years' actual data. As a result, public rental housing has been operating with a reasonable level. However, there have been no remarkable researches and studies in this field in Korea. In this context, this study attempts to examine principal determinants of maintenance expenses of public rental housing's facilities, and their influence based on the latest five years' actual operating costs. This study may contribute to develop an objective and precise tool to forecast maintenance expenses of public rental housing.

A Study on the Maintenance Expenses of the Public Rental Rousing (공공임대주택 수선비 지출 실태에 관한 연구)

  • Public rental housing is constructed, owned, and managed by the public sector. The public institution for the public rental housing controls the whole building life cycle from the construction to the demolition. The construction company for the house built for sale is strongly interested in the cost for the initial investment, while the public institution is more focused on the maintenance cost for the preservation of the buildings Nevertheless, the maintenance cost of the public rental housing has been only managed as the accounting factor without the systemic research and analysis on the actual condition. This paper shows how expenses are related to the degree of obsolescence and presents the differences of the maintenance costs by the housing area and expenditure trends (vs time) of the maintenance costs, through analyzing time series data of public rental housing maintenance cost. Further, this paper helps understanding the causes of the differences of the maintenance costs by housing areas and characteristics of the expenditure trends. After all, this paper contributes to the improvement of the reliability and the practicality for the Life Cycle Cost modeling and the maintenance cost estimating.

Asset Management Characteristics of Rental Housing REITs in Japan and Its Implications (일본의 임대주택 리츠의 자산관리 특성과 시사점)

  • The purpose of this study is to elucidate the implications for the effective use of rental housing REITs in Korea by analyzing the characteristics of rental housing REITs in Japan, focusing on the operation and asset management of rental housing REITs. The main results of the study are as follows. In the case of Japan, rental housing REITs are invested and operated by profit-based private companies, and are activated with small rental housing in the city center as a niche market. In particular, it has secured the reliability, expertise and permanence of REITs by utilizing the sponsored REITs structure. This is possible because Japan has infrastructure for the supply and operation of corporate rental housing. Based on these analyses, ways to revitalize private investment, and ways to utilize sponsored REITs to enhance REITs' credibility were derived. for the effective use of domestic rental housing REITs.

  • The cost of low-income groups's housing expenses have been weighting since 2000. To solve this problem, governments encourage supplying rental apartments for them. House rental supplement is most common things to solve housing problem in an advanced country but there is neither earning rate nor assessment standards in our country. Therefore, studies on house rental supplement are required to develop this systems. Hence in this study, we try to suggest both proper house rental charge to encourage nongovernmental construction and house rental supplement, considerng ability to pay.

  • The government has been supplying public rental housing for stable life of low-income group since 1989. However, deteriorated public rental housing are likely to caused accident due to aging facilities. In this study, investigated the types of accidents that occur in the public rental housing and analyzed the hazard factors for each type. First, identified the type of accidents that occur in apartment through previous studies and interviews. Next determined the type of accidents that occur in public rental housing and analyzed the hazard factors through surveys. The results of this study would be basic information of planned and systematic management plan for safe and comfortable residental life in public rental housing. And it can be utilized on the basis information that can improve the design and management method to supply future public rental housing.

A Study on the Influence of the Management and Living Environment Quality Factors of Public Rental Housing on the Satisfaction with Living, Brand Loyalty, and Intent of Recommendation (공공임대주택의 관리 및 주거환경 품질 요인이 주거만족도, 브랜드 충성도, 추천의도에 미치는 영향)

  • The purpose of this study is to, focusing on public rental housing, examine the influence of the management and living environment factors of multi-unit residential buildings upon their satisfaction with living, brand loyalty, and intent of recommendation, and investigate the mediating effect of the satisfaction with living. For this study, the researcher surveyed the residents of public rental housing facilities in Seoul and Gyeonggi Province, which resulted in the analysis of 331 responses. The data was analyzed using SPSS 23.0 and AMOS 23.0 programs. The findings of this study are as follows; The management and living environment quality factors of public rental housing facilities had a direct impact on the satisfaction with living, brand loyalty, and intent of recommendation. And, the sub-factors of the management and living environment quality that influenced each variable were different among themselves. Also, the satisfaction level with living in public rental housing facilities had a significant impact on the intent of recommendation, while it had a mediating effect in the relationship between the management and living environment quality factors of public rental housing facilities and the intent of recommendation.

The Analysis and Forecasting Model for Maintenance Costs Considering Elapsed Years of Old Long-Term Public Rental Housing (노후 장기공공임대주택의 경과 연수별 유지관리비 분석 및 예측 모형)

  • The number of public rental housing has increased according to the government's 「Housing Welfare Roadmap (2017)」, and facility maintenance costs for the demand of improvement of performance and residential standards due to the aging of long-term public housing are significantly increasing. Consequently, the financial burden of public housing rental business for maintaining stocked housing is aggravated. However, there is a lack of objective data to analyze the size of the maintenance costs that are executed by the type of repair work, and the elapsed years of the aged long-term public rental housing. This study analyzes the execution status of 33 long-term public rental housing complexes located in Seoul for 14 to 28 years of elapsed years based on the data of maintenance costs. In addition, this study proposes a model to predict the maintenance costs by elapsed years by dividing 'Long-term Repair Plan Work and Government-Funded Project [Y1]', 'Planned Repair Work and General & Unplanned Repair Work [Y2]', and 'Total maintenance costs [Y3]'. It is intended to be used as basic data for the establishment of the maintenance plan at the stage of setting up the budget and the establishment of the sustainable operation plan for public rental housing
