The purpose of this research is to analyze how the wage level of new job seekers in the platform labor market affects the period on getting the first job. Recently, the platform gets attention as one of alternatives to solve the increase of unemployment rate. It is important to create quality jobs that we build up a trust between employers and employees in the platform. Previous studies showed that feedback from previous employers is important for solving the information asymmetry problem between those people. However, there is no feedback for new job seekers who have not get the first job. Therefore, we focus on the fact that wages are presented by job seekers rather than employers in the platform, and we will figure out that the low wages of new job seekers may affect the shortening of job-hunting period. For this reason, we use 3,704 job seekers of Freelancer.com. Survival analysis shows that low wages for new job seekers have a significant impact on shortening job-hunting period.

Recently, Korea government make an effort to make jobs through public information disclosure and a public-private partnerships. In this regard, the MOLIT (Ministry of Land, Infrastructure and Transport) is pushing the V-World Business. The V-World is the public platform for the government to disclose spatial and adminstration information. However, the V-World is still not been able to fulfill the role of a public platform, private partnerships window, Warehouse jobs. So, the molit is promoting the V-World advanced project, creating a long-term plan. This study performed a user satisfaction survey and analysis, this result are used as a basis data of the efficient execution of the V-World advanced project and creating long-term planning. Also, we suggested V-World Service Improvement, Open API Service Improvement, future service direction. This study improve the current the V-World, will be utilized as basic data of improving utilization of the use.

Infrastructure engineering is a field that supports construction (assembly) as a representative industry that creates high added value and jobs by combining science and technology with knowledge, though its importance is underestimated. According to a report from the Ministry of Land, Infrastructure and Transport (Korea), the value-added rate (65.3%) of the engineering industry and the employment inducement coefficient (14 employees per billion won) are three times higher than in manufacturing. In particular,the forward value chain (such as project management and basic design) accounts for less than 10~15% of the total project cost but determines the overall price and quality of the infrastructure facilities. In this study, a work break-down system, design support module and database development method for road design projects for design platform development is presented. Based on the presented development method, a cloud-based infrastructure design platform's prototype is developed. The developed infrastructure engineering platform is expected to provide a web-based design work environment without time/space restrictions and greatly contribute to winning overseas business orders and securing competitiveness.

현재 4차산업혁명시대에 창의적인 아이디어와 적극적인 도전정신으로 무장한 스타트업이 글로벌 산업을 주도하고 있다. 정부에서도 지역별 스타트업 생태계 활성화를 위해 전국 17개의 창조경제혁신센터 운영을 지원하며, 각 센터별로 '개방성, 자율성, 다양성'의 운영 원칙 하에 지역별 스타트업 창업 생태계 허브, 공공 액셀러레이터, 그리고 오픈 이노베이션 플랫폼 역할을 담당하고 있다. 최근 수도권 스타트업 생태계는 활성화되고 있는데 비해, 지역의 스타트업 생태계는 인력, 자금 등 스타트업 성장에 핵심적인 요소 확보에 큰 어려움을 겪고 있다. 특히, 부산은 일자리를 찾아 수도권으로 떠나는 등 청년층의 이탈로 고령화가 가장 빠른 도시로서, 지역 일자리 문제를 해결하는 주요 방법 중의 하나로 스타트업 생태계 활성화가 중요한데, 스타트업 지원기업 중에서도 초기 스타트업 창업 및 성장 지원 업무에 집중하는 부산창조경제혁신센터의 역할이 매우 중요하다. 본 연구에서는 부산창조경제혁신센터의 운영 개선 방향을 내부 직원 설문조사로 도출하고, 타겟 고객을 창업가/초기 스타트업(Creator), 교육기관(Campus), 대기업(Company), 그리고 커뮤니티(Community)의 4C로 정의하였다. 부산창조경제혁신센터의 일관된 방향성 정립을 위해 미션과 비전을 각각 정의했으며, 그것을 달성하기 위한 전략 및 실행 방안을 도출하였다. 마지막으로 센터와 직원들이 공동 성장할 수 있는 센터 업무 협력 체계와 역량 강화 교육 체계를 제시한다.

The tourism industry has a great influence on national economy activation. The development of IT technology has enabled the collection and analysis of personal profile information, location information and activity information based on the characteristics, behavior, purchase propensity and interest of tourists. In order to realize this, the implementation of convergence smart tourism information service platform is completed by developing business model, IoT & Big Data integration management system, big data algorithm development and analysis platform in three stages. The underlying technology of the platform and algorithm needs a process of adopting open source, expanding the service element on the basis of it, and then complementing the problem through the test-bed demonstration test that connects the area. Using this platform, it is possible to develop a smart tourism environment that can provide customized services for each tourist by analyzing various information in an integrated manner. Also, it will be possible to improve the life of tourist destination residents and contribute to regional revitalization and job creation through the creation of smart tourism ecosystem focused on the region.

After COVID-19, the number of individuals participating in delivery platforms has increased. They are using the participation of the delivery platform as a means of creating a new source of income as well as a means of sports and hobbies. This phenomenon is related to a social phenomenon called 'N-jober'. However, there are still few studies examining this phenomenon. Therefore, this study intends to examine the phenomenon of individual participation in delivery platforms and their issues. Text mining was performed on news data from January 2019, when COVID-19 started. As a result, social issues related to the increase in individual participation in delivery platforms were derived into 5 topics(Introduction to the Phenomenon, Characteristics of Participants, Participant's Income and Fees, Characteristics as a Job, Concern about Potential Risks). This study has significance in that it expanded the perspective of academic discussion on delivery platform business to individual participants.

공공데이터베이스는 공무상의 활용뿐만 아니라 민간의 창의성과 결합할 경우 새로운 비즈니스와 일자리를 창출할 수 있는 잠재력을 가지고 있다. 미국과 영국 등 해외 주요국들은 공공정보 재사용의 가치를 깨닫고 공공데이터를 Linked Data화하는 작업을 진행하고 있다. Linked Data는 웹에서 자유롭게 데이터를 개방하여 연계할 수 있도록 하는 네트워크 기술이다. 본 고에서는 국내 공공정보의 개방과 재사용을 지원하기 위한 방안으로 Linked Data 구축을 제안하고, 이를 위해 데이터, 시스템, 서비스의 3가지 측면에서 표준화 방안을 제안하였다. 데이터 표준화 측면에서는 데이터 표현 및 접근에 관한 표준을 준수하고, 표준화된 데이터모델과 데이터구조에 대한 정보와 함께 완전하게 수요자 입장에서 배포해야 한다. 특히 데이터의 상용화나 재가공에 아무런 제약이 없는 완전한 공개를 원칙으로 해야 한다. 시스템 표준화 측면에서 Linked Data 플랫폼은 트리플 스토어, 원데이터의 트리플 변환기, 그리고 추론기로 구성되어야 한다. 서비스 표준화 측면에서는 Linked Data를 이용자에게 다양한 포맷으로 제공할 수 있는 인터페이스가 제공되어야 한다. 무엇보다도 공공정보의 공개와 재사용성을 위한 국가적 차원의 거버넌스와 지원이 마련되어야 공공정보의 Linked Data 플랫폼이 온전히 이루어질 수 있을 것이다.

시대의 흐름에 따라 창업자본주의(entrepreneurial capitalism)의 경향을 보이고 있는 현대사회에서 혁신적인 아이디어와 도전정신을 바탕으로 글로벌 진출을 도모하는 소규모 기업 또는 개인 창업자의 역동적인 창업활동은 창업생태계(Entrepreneurial Ecosystem)에서 새로운 성장 동력 창출로 이어진다. 이러한 창업에 대하여 대학에서 창출된 기업들은 다른 기업들보다 훨씬 높은 성공률을 보이며, 좋은 일자리를 만들고 경제활동을 촉진한다. 이에 따라 우리나라 정부에서도 대학 창업을 촉진하기 위한 노력으로 "대학창업교육 5개년 계획(2013-2017)"과 "2015년도 정부 창업지원 효율화 방안", 그리고 "산학협력 활성화 5개년 기본계획(2016-2020)" 등을 발표하였고, 대학과 연구소 등에서도 대학 창업 활성화에 대한 많은 노력을 기울이고 있지만 여전히 현실적인 한계가 존재한다. 이러한 한계를 극복하기 위한 방안으로 본 연구에서는 대학 창업교육의 체계화를 목적으로 변화하는 대학의 역할과 클러스터(cluster), 그리고 창업교육에 대한 이론을 고찰한다. 또한, 미국 혁신대학의 대표적 사례를 중심으로 창의적인 대학문화의 요인을 살펴보고, '창업 성공'과는 다른 '성공적인 창업'을 목적으로 클러스터 관점의 창업교육에 대한 개념적 프레임워크를 제시하고자 한다. 대학 기술기반의 창업 활성화를 위한 통합적 창업교육 플랫폼 구축의 기조(基調)가 되는 클러스터 관점의 창업교육에 대한 개념적 프레임워크는 관련 이론과 사례를 바탕으로 창의적 문화 구축과 효과적인 혁신 창출에 필요한 인재, 기술, 관용이라는 세 가지 요소의 역할이 중심이 되어 창업교육에 수반되어야 할 지역의 창업자원, 창업정책, 그리고 리더십의 클러스터링을 강조하고 있다. 이를 바탕으로 향후 후속연구에서는 통합적 창업교육 플랫폼 차원에서 창업보육센터, 기술지주회사, 기술사업화센터, 창업지원단 등과 같은 대학 내에 존재하는 대표적인 창업활동 주체(조직) 간 효과적인 협력체계 구축과 함께 성공적인 창업을 위한 실행 가능한 방안을 모색해야 할 것이다.

In Korea, 63% of the nation's land is made up of forests, and the average temperature of the earth has been increasing. Forest service has been operating a proactive control system for preventing the spread of forest pests such as Pine wilt disease. but there were some hurdles in timely control due to weather, topography and manpower management difficulties. In this paper, we propose a model for building fast, accurate and efficient control system by categorizing the damage and dead wood automatically based on the images acquired using small unmanned aerial vehicles based on information and communication technology. In particular, the proposed model establishes an effective response system for government affairs through cooperation in the private sector. It can also create new jobs in the unmanned aerial vehicle business and service industries.

이른 새벽, 건설업 일용직 근로자들은 '오늘 일을 할 수 있을까?'란 불안감과 COVID-19의 감염 위험을 안고 인력사무소에 출근한다. 새벽 건설업 시장은 높은 업무 강도와 비효율적인 구인/구직 프로세스로 인해 진입장벽이 높고, 건설기능인력의 고령화로 불법체류 근로자 고용 등의 난항을 겪고 있다. 이에 따라 본 연구에서는 건설업 시장의 구인/구직 정보를 제공하여 앱 내에서 근로자 채용을 가능하게 하고, 외부 API를 사용하여 출퇴근 관리, 안전 이수증 촬영을 통한 인증 등 근로자와 구인자를 위한 비대면 구인/구직 앱 '인력거'를 개발하였다. '인력거' 앱을 통해 간소화된 구인/구직 프로세스 등을 통해 건설업에서 청년 일자리 증대가 기대된다.
