In the contemporary modern society, information and knowledge generate a set of new social values. These changes demand a transformation not only in socio-cultural and educational spheres, but also, specifically, in the field of culture and art education. Culture and Art education emphasizes the integration and cross-discipline of other related fields which have great impact on culture and arts. This study applies theoretical analysis of Animation education in the context of culture and art education. Animation education takes an interdisciplinary approach to integrate various subjects in the field of culture and art education. Animation, as a form of culture and art education, plays an educational role in the social classroom. Animation education should be developed and expanded to become a regular classroom course. The goal of Animation education is to pursue and develop a connection with other educational courses of study. In order to strengthen the role of Animation education, we should first re-structure the pedagogical role of Animation education. Secondly, Animation education needs to become a diversified and popularized education. Third, the cultivation of creative human resources is considered of vital importance to Animation education. Finally, the expansion of infrastructure and the establishment of a comprehensive support system for Animation education has to be established.

Among methods of the big data process, big data process under the cloud environment is becoming a main topic. As part of solving faced problem and strengthening industrial competitiveness in the medical and health industry, discussion on ways to activate big data is actively being conducted. Because the reason is a paradigm shift, saving pressure for increasing health care costs, and increased consumer interest for the level of service. In this paper, we find out the relationship between the cloud and big data. And we are to research and analysis a cloud-based big data case in the medical field. Finally we propose the efficient utilization and future outlook. For the smooth functioning of cloud-based medical big data, we have to solve the problems like infrastructure extension, analysis/application software development, and professional manpower training. In addition, we have to correct insufficient laws maintenance to the Cloud utilization, and improve the security and the recognition to personal information, and solve authority for data centralization.

This paper describes a one of HRD Program focus on ICT technology called TOPCIT as that companies and higher education providers voiced the need for a standardized, objective competency index that can reinforce the on-site competency of college students majoring in ICT/SW. And reduce the gap between the viewpoints of industrial and academic circles regarding the qualifications of a competent specialist in ICT field. For this reason, T.OPCIT developed and evaluated a performance-evaluation-centered test designed to diagnose and assess the competency of ICT specialists and SW developers critically needed to perform jobs on the professional frontier. This TOPCIT concept has been promoted not just in KOREA but in many ASEAN countries, e.g Thailand, Nepal, Bhutan, Philippines, Mongolia and Cambodia during the ICTD-USO Forum organised by ITU-ASP.

The purpose of this study is to a study on the development of the DMZ tourism merchandising which use storytelling. also this study is to develop DMZ tourism imagery using the storytelling structured the subject matters based on DMZ. storytelling tourism is the oldest and the best factor of tourism activity among induced factors in these days. As a life of human being is upgrading, the importance of DMZ storytelling tourism merchandising will be magnified. Even tourism commercialization is able to make an achievement as an economical effectiveness to a developing country. Data were collected from 205 members of leading tourism business and job performance in travel agency. data were statistically analyzed using SPSS 20.0. Findings from this study suggest that local government and DMZ tourist business operators consider the storytelling for vitalizing authenticity to improve tourists' satisfaction. also this study is about DMZ tourism commercialization to achieve various opinions of several scholars.

The purpose of this study is to examine the gifted education system in North Korea. The study analysed various literature, articles, and internet resources concerning education in general and gifted education in North Korea. The findings of the study are as follows: First, in recent years North Korea has emphasized gifted education to advance the level of science and technology, especially in the field of information technology and computer science. Second, North Korea already introduced the gifted education system by establishing music schools, foreign language schools, art schools, dance schools, and athletics schools in 1960. Third, North Korea has established special schools for the gifted in science since 1984. The schools play an important role in advancing the country's science and technology. Fourth, in North Korea there are special courses in colleges and universities for the gifted in various fields. Fifth, North Korea has implemented the consistent and interrelated system of gifted education from kindergarten level to higher education level.

This paper suggests several methods of improving information securities of universities through the investigations of the current status of information securities in universities, which is becoming a hot topic in knowledge and information societies. In this paper, universities were randomly selected according to their size, and surveyed through email questionnaire to the persons in charge of security in each university, and 27 universities and 18 colleges were replied. From the survey results we confirmed that the pre-prevention is the most important thing in securing information assets, also in universities, and, in this paper, systematic support must be strengthened to establish a comprehensive security management policy and guidelines for the universities, and the importance of information assets and the necessity of security needs to be shared with the members in the universities. Moreover there must be full administrative and financial support, including recruitment and training of information security professionals and the establishing a separate security division.

The certification for Smart Factory supoort successful management of organization while providing strategic plans to the issue of manufacturing process. In Korea, these standards are prepared as the national standards since 2015, and also, there are actions being taken to adpot the certification for Smart Factory. However, to adopt such certification, it is required that the certification operation system needs to be organized, as well as that the society in general should understand about Smart Factory. Accordingly, it is even more required an review on the adoption of the system. This study has the purpose in surveying a variety of atakeholders' perception for the adoption of Smart Factory certification given the circumstance that the cetitification is implemented through literature review and in-depth interviews. This study will be provide significant implication to build a successful plan for the adoption of Smart Factory certification by reviewing perception of professional and problem, strategy of this certification.

The fire fighting and safety research development program supported by Ministry of Public Safety and Security is composed of fire prevention and alert technology research, special disaster response technology research, and rescue and disaster-field response safety technology research. The principal accomplishment indices of this research program are (1) patent submitting or registration; (2) field test, ensuring performance criteria for commercialization, development of prototype, registration of software, royalty of technology-transfer; (3) the task to be carried out in a published research paper, and number of applied policies; and (4) the study period of task performance of employment and incubated high-technology manpower. Therefore, this study analyzed the performance result of a patent, research paper, and software registration of the fire-fighting and safety R&D program supported by Ministry of Public Safety and Security from 2012 to 2014.

Defense reform our military for the globalization of information. This study parent-children relationship with the youth of the Internet was to evaluate the impact on. Internet excess utility of adolescents was to influence the, and how we received its relation the influence. This study distinguished their patent-children relation according to the violence and non-interference level and Internet excess utility contains an everyday life problem, we can not do the work to plan, the excess Internet usage, and the complications of the another person. This distinguished with genernal, potent risk, high risk category. The result was as follows: First, potent risk and high risk category appeared in the parent-children relation to be the no- interference. This means that parent-children relation has an influence on internet excess utility of adolescent. Second, the role of parents is important to reduce internet utility of adolescent, and it must understand so that the development stage is careful. We need the supply for adolescent with play and experience program development which can enjoy the leisure culture. We need internet poisoning expert training and the treatment must be achieved with the counselling to be continuous to problem adolescents.
