An Exploratory Study on the Current Situation of Smart Advertising and its Activation Plan (스마트광고의 활용현황과 활성화 방안에 관한 탐색적 연구)

  • The smart media has changed the patterns of advertising information consumption and media usage behavior drastically. The smart advertisements, however, have failed to perform as sophisticated as the smart devices carried out. In this respect, this study is designed to figure out the current situation and the ecosystem of smart advertising and to prepare its activation plan through a survey(FGI), which will be able to give policy suggestions about smart media and advertising. In conclusion, this study points out that the proliferation of smart advertising needs to install "Smart Media Representative" which provides independable decisions on the regulation of smart advertising, the system of price, standardization of advertising, the development of various forms of advertisements, the scientific measurement of the effectiveness, the protection of privacy, professional manpower training, etc.

  • As a kind of industry-university cooperation, the contract-based department for nurturing the employers that meets the needs of industrial society has started for about 20 years. In particular, interest in contract departments as part of the SMEs' human resource development support is increasing with the newly starting government, so it is expecting that the number of new contract departments will increase for the time being. The purpose of this study is to identify the characteristics of each contract department according to the learner type and contract method, and to suggest procedures and considerations for the establishment of re-education-type and third party contract-type contract departments suitable for SMEs. In particular, the authors would like to present the case of K University for how to design the curriculum to create a virtuous cycle by harmoniously reflecting the position of the operating institution as a supplier and the requirements of many companies as consumers.

  • Culture contents are connected directly with our lives. Experts who produce culture contents or work at such industry or most of people regardless of age and gender are exposed to media contents like movie, game, animation, broadcasting and advertising. There are a number of users who use smart phones and smart pads which can view such media contents. The era of smart device which people easily surf, watch, and produce media contents will be opened. Therefore, the efficient curriculum for producing more touchable media contents should be developed continuously. Most of people recognize the necessity of educations to enhance creativity at university education. This paper intended to research the method of roles curriculum of university produce culture contents which stimulate emotion, creative and show new technology. This paper suggests academic curriculum for department of culture and contents based on the basics, even though new media device emerges the proper talents can be fostered.

A Study on the curriculum of the Industry-University Cooperation (산학협력 활성화를 위한 교육과정에 관한 고찰)

  • The government intends to pursue a program to develop LINC from 2012. Through this program, the government intends to nurture expert manpower required by the areas of industry, research and development, and technology transfer. For this, it wants to create and expand various leader models of industry-university cooperation. Therefore, this study is focused on the method of developing a robust curriculum suitable for educating students to a level where they are ready to work upon graduation. In this study, curriculums used by some universities which have been taken part in the program of industry-university cooperation have been examined. As a result there are some suggestions for the future of this curriculum, and they are as follows: firstly, in order to overcome the gap between universities and industries, universities should survey the requirement of local industries and apply this to developing a curriculum for industry-university cooperation; secondly, DACUM should be used and finally, the curriculum for industry-university cooperation should build upon a stepwise-model in the form of a foundation-core-intensification course throughout a student's university years.

  • A Commercial Grade Item Dedication(CGID) for Korean operating nuclear power plants has been implemented since 2012. The CGID implementation and strategies for Korea are established as follows: CGID policy establishment, R&D of a specific methodologies of CGID, enrollment of third party organizations for CGID work, CGID program establishment for enrolled suppliers, establishment of training courses for certification, and CGID process development for quality class Q and A. Consequently, it is expected that these activities are enable to enhance the reliability and the safety of components and/or parts in nuclear power plants.

  • 지난 10년 동안 인터넷은 우리 생활에 가히 혁명적인 영향을 끼쳐 왔습니다. 그러나 지난 10년이 인터넷 혁명의 시대였다고 한다면 향후 10년간은 모바일 혁명의 시대가 될 것이라고들 이야기합니다. 모바일 혁명 시대의 핵심에는 스마트폰이 자리하고 있습니다. 작년 이맘때쯤 국내에 아이폰이 도입되면서 국내에도 불붙기 시작한 스마트폰 광풍은 모든 비즈니스와 우리 생활에서 혁명을 예고하고 있습니다. 스마트폰 플랫폼 개발업체, 이동통신업체, 단말 기업체, 콘텐츠 개발자 등 다양한 플레이어들이 모바일 생태계 속에서 새로운 비즈니스 모델들을 탄생시키고 있고, 개인들의 생활속에서도 스마트폰은 깊숙이 자리매김하고 있습니다. 이처럼 우리 산업 전반과 삶에 새로운 변화를 일으키고 있는 스마트폰은 과연 안전한 것일까요? 스마트폰은 다양한 앱이 구동될 수 있는 개방형 플랫폼을 가지고 있고, 앱스토어를 통해 누구나 앱 사용자이자 제공자도 될 수 있습니다. 또한, 3G뿐만 아니라 Wi-Fi, Bluetooth, PC Sync 등 다양한 네트워킹 기능을 제공해 줍니다. 이러한 개방성을 바탕으로 스마트폰은 급격하게 성장하고 있지만 개방성은 악성코드 감염, 해킹, 프라이버시 침해 등 역기능이 발생할 수 있는 여건도 마련해 주고 있습니다. 실제로 스마트폰 해킹 사고는 국내외에서 빈번하게 발생되고 있고 그 피해가 증가하고 있는 추세입니다. 올 4월에 국내에서도 첫 스마트폰용 악성코드가 발견되었고, 전 세계적으로 524건의 모바일 악성코드가 발견되었습니다. 이처럼 스마트폰 해킹은 현실화되어 우리를 위협하고 있습니다. 본 특집에서는 스마트폰 보안과 관련한 정부의 정책방향, 보안위협과 사례, 프라이버시 이슈, 보안시장 전망, 국내외 표준화 동향, 전문인력 양성계획 등을 살펴보도록 하겠습니다.

The Test Questions Analysis of Animation Field in the National Skills Competition (국내기능경기대회 애니메이션직종 과제 분석)

  • World Skills Korea Committee for Industrial Policy in the 21st century to meet the needs of the historical profession in animation filed excellent acquisition and the need for human resources through research and public hearings beginning in 2009 a new animation filed in the National Skills Competition adopted the profession. Youth animator's features, technologies, and creativity to develop features that help the tournament by forming social relationships and participation. In this study, four years of the test questions analysis and making questions on animation field the way the game athletes and coaching staff interviews, surveys of major in animation through a detailed analysis of the challenges and constructive suggestions by the direction of the best animated field, excavation and occupations were aimed at improving levels of functionality.

Problems and Suggestions for the IT Workforce Training Programs (정부의 IT인력양성정책 대한 문제점과 개선안)

  • To meet the needs of the information age, the Korean government has placed a high priority in building the IT -capable workforce. Though a sizable financial resource was committed in implementing the policy, its effectiveness was not examined yet. The policy for the workforce development should be assessed continuously so that any misdirections are detected and redressed. The present study addresses four potential problems that would not allow the government to switch from a quantity-based policy to a quality-based policy. These are ① Korean universities' labor supply chain. ② moral hazard problems. ③ financial capacity of students, ④ horizontal policy orientation. The paper also proposes solutions to the mentioned problems. The government should foster an environment in which provide the concerned parties(universities. private institutions. students. etc,) with incentives to participate actively and promote the market principle of labor supply and demand. Such an ex-ante approach is believed to improve the system's efficiency compared to the extant approach based on ex-post KPI figures. If the four issues are not redressed. the market failure is likely to occur. The government should not make direct involvement in developing manpower, but rather be a linchpin to pull all concerned parties together. By doing so. the government should be able to fill the gap among parties in the system. One government role would be like defining workforce categories and promoting their career paths. Such role will also trigger universities and private institutions to pursue differential strategies along the supply chain of a particular workforce type.

기존 도시의 U-City 구축 필요성 및 고도화 방안

  • '08.3월 U-City법이 제정되었고, '09년에 U-City법에 근거한 제1차 유비쿼터스도시종합계획 (이하 U-City종합계획)이 수립되었다. 이후 계획에 따라 U-City R&D, U-City시범도시 지원사업 등이 추진되었으며, 기술, 서비스, 인력양성, 산업지원, 법제도 개선 등 다양한 부문에 U-City 지원 정책이 시행되었다. 이로 인해 국내 U-City 사업이 활발히 추진되었으나 주로 공공 주도의 신도시를 중심으로 구축되어 과도한 건설비용 및 관리운영비 부담, 중복투자 등의 다양한 문제를 발생하게 된다. 결국 신도시 조성 개발이익을 통한 U-City 구축은 건설경기의 침체와 함께 심각한 위기를 맞게 된다. 하지만 새정부 출범 이후 U-City는 창조경제 대표사업으로 채택되어 재도약할 수 있는 계기가 마련되었고 정부는 지역경제 활성화의 일환으로 도시재생사업에 U-City를 접목하는 등 U-City 부흥을 위한 시도를 지속적으로 하고 있다. 특히 신도시 개발로 치우쳐서 발생된 기존도시와의 불균형을 해소하기 위해 다각도로 해결방안을 모색하고 있다. 이에 현 시점에서는 기존도시에 초점을 맞추어 U-City 방향을 살펴보는 연구가 필요하며, 기존 신도시형 U-City가 추구했던 정보통신 위주의 계획에서 벗어나 지역특성 및 수준 등을 고려한 도시계획적 측면으로 접근하는 것이 바람직하다. 본고에서는 국내외 스마트시티 동향을 파악하고 우리나라의 신도시개발형 U-City 구축 현황의 문제점을 진단하여 기존도시형 U-City 구축의 필요성을 도출하였다. 이를 토대로 실효성 있는 기존도시 U-City 구현을 위하여 도시계획적 관점에서의 고도화 방안을 모색하고자 한다.

A Study on Electric Power-IT Convergence Industry based on Social System Framework (국내 전력-IT융합 산업의 활성화 방안에 관한 연구)

  • 본 연구의 목적은 전력의 효율적인 사용과 전력-IT융합 산업의 활성화를 위하여 국내 전력-IT융합 산업을 분석하고 발전방안을 제시하는 것이다. 이를 위해 본 연구에서는 Van de Ven의 Social System Framework를 기반으로 하여 전력-IT융합 산업을 제도적 장치, 시장소비, 자원 확충 및 기업 활동 부문으로 구분하여 분석하였다. 또한 분석 결과의 검증 및 시사점 도출을 위하여 전력에너지 분야의 전문가들을 대상으로 설문을 실시하였다. 그 결과 IT기업의 에너지 산업 진출과 전력-IT융합 시장에 대한 정책적 지원이 활발하게 이루어지고 있는 것으로 평가되었다. 반면 대기업 위주의 시장 경쟁과 인력양성에 대한 지원 부족이 문제점으로 지적되었다. 본 연구는 Social System Framework의 분석 결과 평가에 있어 IT산업에 종사하고 있는 전문가의 의견을 반영하지 못한 한계점이 있으나, 전력-IT융합 산업을 학술적 프레임워크에 근거하여 분석하고 산업 전문가의 의견을 반영하였다는 데 그 의의가 있다.
