Analysis on the Results of Fatigue Survey for Marine Officers (해기사의 피로도 현황에 대한 조사 분석)

  • Fatigue is known to detrimentally affect a person's performance. Also, fatigue may reduce effectiveness and efficiency of marine officers and crew members. The purpose of this research is to understand on the status of the marine officers' fatigue. In this study, we carried out the questionnaire survey which is related to the marine officers' fatigue factors such as work, sleep and rest hour or period, sleepiness, casual factor, fatigue symptom, etc. The questionnaire contained 25 questions and it was distributed among 1,033 marine officers(deck officers 607 and engineers 426). The results of this survey show that marine officers' fatigue is a casual factor in marine accidents such as collisions, groundings and there was a fatigue difference between deck officers and engineers.

  • Safe navigation is closely related to the fatigue of marine officers. Also, the fatigue of duty officer can cause serious marine accidents. In this study, the documentary survey about the marine officers' working environments, fatigue factors and symptoms was conducted. And the questionnaire survey which is related to the fatigue analysis factors such as sleepiness, mental physical workload and alcohol for apprentice officers was carried out, and the results of questionnaire survey were analyzed. Lastly, on the basis of this study, the fatigue analysis model was suggested in order to assess the marine officers' performance in the future.

  • Recently, fatigue related to marine accidents was recognized to be very important contribution factor when marine accidents such as collision, aground, fire, etc. were investigated Many studies concerned about fatigue factors related to human error can be found. In this study, the analysis and examination of USCG Fatigue Investigation Program were carried out in order to investigate marine accidents happened in Korean waters. The Fatigue Investigation Program was established on the MAIFA(Marine Accident Investigators Forum in Asia) web site. Finally, the application plan of the program was discussed.

  • 국내외 해양사고 통계에서 선원 피로가 해양사고의 주요 원인 중 하나로 꼽히고 있다. USCG의 보고에 의하면 선박충돌 및 좌초사고를 포함한 중대한 해양사고에서 인간과실의 원인으로 선박승무원의 피로가 약 16% 기여한 것으로 조사되었고, 인명손상사고의 약 33%가 피로에 의한 것으로 나타났다.(USCG, 1996). 또한 영국 해양사고조사국(MAIB)에 의하면 1994년부터 2003년까지 10년간 전체 해양사고의 1/3에서 선원피로가 사고원인으로 기여하였음이 확인되었다(MAIB, 2004). 2003년 스웨덴에서의 연구결과 약 73% 정도의 당직근무자들이 당직근무 기간 중 최소 1회 또는 그 이상 졸음에 빠져들었다는 사실이 확인되었다(KMST, 2012). 최근 개최된 IMO 인적요소훈련당직 전문위원회(Sub-Committee On Human Element, Training And Watchkeeping ; HTW) 회의에서는 MSC 74차에 회의에서 최종 승인된 "피로에 관한 지침서(Guidelines on Fatigue)"에 대한 개정 논의가 이루어지고 있다. 본 발표에서는 현재 IMO에서 논의 중인 "피로에 관한 지침"의 개정안과 개정안의 핵심 내용인 피로위험관리시스템(Fatigue Risk Management System)에 대한 연구개발 방향을 소개하고자 한다.

  • $21^{st}$ century is digitally civilized era. Technologies such as AI, Iot, Big Data, Mobile and etc makes this era digitally advanced. These advancement of the technology greatly impacted detection range of the radar. Human's eye sight can see about 20Km and hear 20 ~ 20000 Hz. These limitations can be overcome using radar. This radar technology is used in military, aircraft, ship, vehicle and etc. to replace human eye. However, radar technology is capable of making False Alarm Rate. This document will propose the fix of these problems. Radar's distortion includes beam refraction, diffraction and reflection. These inaccurate data result in deterioration of human judgements and my cause various casualties and damages. Radar goes through annual testing to test how many false alarm is being produced. Normal radar usually makes 10 to 20 False alarms. In emergency situation, if operator were to follow this false alarm, this might result in following false object or take 12 more seconds to follow the right object. This problem can be overcome by using different radar data from different places and angles. This helps reduces False Alarm rate and track the object twice as fast.

Identifying Genes Related with Self-thinning Characteristics in Apple by Differential Display PCR (Differential Display PCR을 이용한 사과 자가적과성 연관 유전자 탐색)

  • Thinning of apple fruitlets is one of the most laborious and important works for the improvement of fruit quality and for the promotion of sufficient flower bud formation to prevent alternate bearing in commercial cultivars. Lateral fruits of self-thinning apple cultivars fall naturally within 30 days after full bloom and only central fruit remains to mature. Differences of gene expression between central fruit and lateral fruit were investigated by differential display (DD) PCR. Partial cDNAs of 30 clones from the central fruit and 24 clones from the lateral fruit were selected for nucleotide sequence determination and homology searches. The levels of transcripts coding for proteins involved in pathogenesis related proteins, senescence, temperature stress, protein degradation, fruit browning, sorbitol metabolism were significantly higher in pedicels of lateral fruit than in pedicels of central fruit. On the other hand, the up-regulation of proteins involved in anthocyanin and flavanol biosynthesis and ethylene synthesis were observed in pedicels of central fruit. In Real time PCR analysis, cytochrome P450 gene was confirmed as showing a higher expression level in lateral fruit than in central fruit. The results of this study indicate that differentially expressed genes are related to self-thinning characteristics in apple tree.

  • 최근 사회기반 시설물들의 대형화, 고밀도화가 됨에 따라 재해 재난대비에 대한 관심 또한 높아지고 있다. 특히, 화재는 우리 주변에서 지속적으로 발생하는 재난이다. 한편, 지진과 같은 경우에는 중소규모가 한반도내에서 빈번하게 발생하고 있지만 직접적으로 피해를 경험 한 적이 없어, 적극적으로 대비해야하는 재해로는 아직 인식하고 있지 못한다고 할 수 있다. 재난, 재해에 대한 연구는 과거의 피해를 기준으로 미래에 대한 대책을 해결책으로 제시하는 방식으로 많은 연구자들에 의해서 지속적으로 이루어지고 있다. 본 연구에서는 우리사회에 발생 가능한 재난에 대해서 서로 다른 인식 수준을 가지고 있는 지진과 화재의 재난에 대한 시민인식차이를 실증적으로 검토하였다. 화재 및 지진에 대한 설문조사를 실시하고 결과 분석을 통해 나타나는 재난시의 인간행동심리를 Facet이론을 이용하여 범위를 선정하고 분석하였다. 분석방법으로는 통합적 분석 방법으로 각 연령대별로 분류하여 분석하였다. 연령대별로 습득한 지식 및 교육환경 배경이 차이가 있을 것이라는 가정 아래 연령대별 분류를 하였다. 설문조사결과를 바탕으로 Facet이론에 근거하여 분석한 결과, 화재발생시의 통합적 분석의 경우는 [MATTER], [SPACE], [ENERGY]등이 다수 나타났고 지진 발생 시에는 통합적으로 [SPACE], [ENERGY]가 다수 나타났다. 따라서, 지진에 대한 국가적으로 교육시스템을 갖추고 개인적인 지진발생시 행동상황을 숙지하고 연습하는 것이 필요한 것으로 나타났다. 결론적으로 지진과 화재시의 인간행동심리를 비교한 결과, 화재는 우리나라에서 가장 빈번하게 발생하는 재해이기 때문에 비교적 국가적으로나 개인적으로 대비를 하고 있다는 것을 실증적으로 나타내었다. 화재로 인한 재난은 국가적으로 끊임없이 교육(인식전환)을 실시하고 있음에도 불구하고 지속적으로 발생하고 있다. 하지만 지진과 비교해 인위적 과실로 인한 재난임에도 불구하고 사전에 화재발생시 대처하는 행동숙지로 인해 많은 인적 및 재산적 피해를 줄일 수 있다. 최근 우리나라는 지진에 대해서는 건축물의 붕괴로 인한 피해방지에 중점을 두고 건축물의 내진성능에 대한 평가가 점진적으로 추진되고 있다. 하지만, 지진발생시 이와 같은 현재 방재정책과 더불어 국민 스스로 지진에 대한 발생가능성 및 예상위험에 대한 인식수준을 향상시킴으로서 국가적 재난을 효과적으로 대처할 필요가 있음을 실증적으로 나타내었다.

Study on Improving Safety Cultures by Analysing Behavior Characteristics of Korean Seafarers (한국 선원의 행동특성 분석을 통한 안전문화 제고방안 연구)

  • This study aims to propose safety culture design to ease to find out and control behavior characteristics of Korean seafarers. By empirical research of 377 Korean seafarers, the result revealed that significant characteristic of Korean seafarers was "affection to others" and custom of Confucianism affected Korean maritime society prevalently. But there were no significant differences between groups, such as rank, age, gender and sailing route with vessel type except educational background. Furthermore, this study concluded that positive reinforcement was more useful than negative reinforcement to promote safety operation of vessels. Regarding the vessel's safety management, the fact that means for vessel's safety management are linked only to the levels of educational background suggests that the efficiency of vessel's safety operation would be achieved by introducing suitable safety management system depending on the level of educational background.

A Study on the Analysis of Crew Members Fatigue Survey for the Ship Types in Korea (국내 선종별 선박승무원 피로도 분석에 관한 연구)

  • This paper presents the crew members fatigue survey in order to understand the current state of various fatigue causal factors and personnel fatigue subjective symptoms, and then analyzes the survey items. The results of this survey are as follows. Firstly, many crew members were struggling with the lack of sleep and rest hour. Secondly, environmental factors such as weather, ship motion and vibration, noise, accommodation condition etc. disturbed the sleep of crew members. In third, their duty hours were more than 10 hours per day in certain types of ship. In fourth, they felt fatigue a lot when they were on board because of the workload and stress. Lastly, in some measurement items of fatigue symptoms(physical, mental, emotional), many crew members were experiencing more than moderate fatigue symptoms.

Legal Interest in Damages Regarding Loss of Treatment Chance (치료기회상실로 인한 손해배상에 있어서 피침해법익)

  • Recognition of liability for damages due to medical malpractice has been developed largely on the basis of two paths. First is the case where there is an error in a physician's medical practice and this infringes upon the legal interests of life and body, and the compensation for monetary and non-monetary damages incurred from such infringement on life and body becomes an issue. Second is the case where there is a breach of a physician's duty of explanation that results in a infringement on the patient's right of autonomous decision, and the compensation for non-monetary damages incurred from such infringement becomes an issue. However, even if there is a medical error, since it is difficult to prove the causation between the medical error of a physician and the infringement upon legal interests, the physician's responsibility for damage compensation is denied in some cases. Consider, for example, a case where a patient is already in the final stage of cancer and has a very low possibility of a complete recovery even if proper treatment is received from the physician. Here, it is not appropriate to refuse recognition of any damage compensation based on the reason that the possibility of the patient dying is very high even in the absence of a medical error. This is so because, at minimum, non-monetary damage such as psychological suffering is incurred due to the physician's medical error. In such a case, our courts recognize on an exceptional basis consolation money compensation for losing the chance to receive proper treatment. However, since the theoretical system has not been established in minutiae, what comes under the benefit and protection of the law is not clearly explicated. The recent discourse on compensating for damages incurred by patients, even when the causation between the physician's medical error and infringement upon the legal interests of life and body is denied, by establishing a new legal interest is based on the "legal principle of loss of opportunity for treatment." On what should be the substance of the new legal interest, treatment possibility argument, expectation infringement argument, considerable degree of survival possibility infringement argument and loss of opportunity for treatment argument are being put forth. It is reasonable to see the substance of this protected legal interest as "the benefit of receiving treatment appropriate to the medical standard" according to the loss of opportunity for treatment argument. The above benefit to the patient is a value inherent to human dignity that should not be infringed upon or obstructed by anyone, and at the same time, it is a basic desire regarding life and a benefit worthy of protection by law. In this regard, "the benefit of receiving treatment appropriate to the medical standard" can be made concrete as one of the general personal rights related to psychological legal interest.
