이중 양분선택형 질문 CV자료에서의 정박효과 검토

  • 조건부가치측정법(CVM)의 지불의사 유도방법인 이중 양분선택형 질문법은 단일 양분선택형 질문 CV자료의 통계적 비효율성을 극복하기 위한 방법으로 제안되었다. 이 방법은 여러 가지 장점에도 불구하고 출발점 편의의 심리학적 근거인 정박효과 (anchoring effect)의 발생 가능성을 의심받고 있다. 그러므로 본 논문에서는 이중 양분선택형 질문 CV자료에서 정박효과를 검토할 수 있는 일반적 지불의사금액모형을 제시하고, 그 모형으로부터 정박효과를 검토할 수 있는 방법을 제안한다. 모형은, Cameron and Quiggin(1994)이 제안한 이변량 모형에 두 번째 내재 지불의사금액의 설명변수로서 처음 제시된 특정금액에 대한 양분선택적 응답결과를 포함시킨 형태이다. 이 모형에서 처음 제시된 특정금액에 대한 양분선택적 응답결과의 계수 부호가 음(-)이고 통계적으로 유의하다면 정박효과가 발생하는 것으로 볼 수 있다. 그러나 만약 이러한 계수 검토에서 정박효과 발생을 확인할 수 없는 경우, 두 번의 응답에서 두 지불의사금액 추정치들의 평균이 다르다고 볼 수 없다면 정박효과를 우려할 필요가 없다. 이 검토 모형 및 방법을 본 연구에서 한강 수질 개선에 대한 CV자료에 적용해 본 결과 정박효과를 우려할 필요가 없음을 확인할 수 있다.

Benefit Analysis of Quality Incresement Based on Meat Quality Testing of Breeding Pig (돈육 육질 검정에 따른 품질 증가의 편익 분석에 관한 연구)

  • Willingness-to-pay (WTP) for pork produced by quality test was determined using a contingent valuation method. Three model studies including a dichotomous-choice and two double dichotomous-choice types were conducted. The respondents in this study appropriately understood the contingent valuation and the suggested price was significant as a characteristic variable. The results imply that there is lower chance to select pork produced by the quality test, as the price difference is greater between conventional and quality-tested pork. WTPs in double and single contingent valuation models were 735 and 547 won/100 g, respectively. WTP was increased with increasing the educational level of respondents. The average WTPs analyzed by convariate were 1,015 won/100 g for double contingent valuation and 580 won/100 g for single contingent valuation. Considering the minimum price of WTP of pork produced by quality test (547.4 won/100 g), the total economic value was estimated to be 5,173,600 million won and per capita customer value was 106,000 won. Therefore, providing an institutional strategy for pork quality test will be beneficial for the consumers.

A Critical Evaluation of Dichotomous Choice Responses in Contingent Valuation Method (양분선택형 조건부가치측정법 응답자료의 실증적 쟁점분석)

  • This study reviews various aspects of model formulating processes of dichotomous choice responses of the contingent valuation method (CVM), which has been increasingly used in the preliminary feasibility test of Korea public investment projects. The theoretical review emphasizes the consistency between WTP estimation process and WTP measurement process. The empirical analysis suggests that two common parametric models for dichotmous choice responses (RUM and RWTP) and two commonly used probability distributions of random components (probit and logit) resulted in all most the same empirical WTP distributions, as long as the WTP functions are specified to be a linear function of the bid amounts. However, the efficiency gain of DB response compared to SB response were supported on the ground that the two CV responses are derived from the same WTP distribution. Moreover for the exponential WTP function which guarantees the non-negative WTP measures, sample mean WTP were quite different from median WTP if the scale parameter of WTP function turned out to be large.

Study on Variability of WTP Estimates by the Estimation Methods using Dichotomous Choice Contingent Valuation Data (양분선택형 조건부가치측정(CV) 자료의 추정방법에 따른 지불의사금액의 변동성 연구)

  • This study investigated the variability of WTP estimates(i.e. mean or median) with ad hoc assumptions of specific parametric probability distributions(i.e. normal, logistic, lognormal, and exponential distribution) to estimate WTP function using dichotomous choice CV data on mortality risk reduction. From the perspective of policy decision, the variability of these WTP estimates are intolerable in comparison with those of Turnbull nonparametric estimation method which is free from ad hoc distribution assumptions. The Turnbull nonparametric estimation can avoid a kind of misspecification bias due to ad hoc assumption of specific parametric distributions. Furthermore, the WTP estimates by Turnbull nonparametric estimation are robust because the similar estimates are elicited from a dichotomous choice or double dichotomous choice CV data, and the statistically significant WTP estimates can be obtained even though it is not possible by parametric estimation methods. If there are considerable variability among those WTP estimates by parametric estimation methods in condition with no criteria of model adequacy, the mean WTPs from Turnbull nonparametric estimation can be the robust estimates without ad hoc assumptions, which can avoid controversial issues in the perspective of policy decisions.

  • This paper considers option and non-use values of rail services. The total economic value of a given transport service can be classified into use, option and non-use values, other grouping rules can be applied though. The use value is the consumer's surplus from the actual rides of a specific mode. The option value, on the other hand, can be defined as a traveler's willingness to pay for reserving a travel mode, which is not his or her main choice, as a standby alternative. Finally, the non-use value represents benefits that are not attributable to the actual use or option use, but to the vicarious, altruistic, functional and existing worth of a transport service. A stated preference survey based on a double-bounded dichotomous choice is conducted. A survival model is applied to the data collected. Calculations of trip makers' willingness to pay for option and non-use values are based on the parameters of the estimated survival model. Some suggestions for transport appraisal are also presented.

  • The either satisfaction levels or limits of tolerance levels felt by the users in the certain space/region should be examined for measuring social capacity on the total amount of vehicles. The reliability of measuring social carrying capacity depends primarily on decreasing the strategic responding biases. To induce the honest responses to preferences, Dichotomous Choice which is specifically known as the Double-Bounded Dichotomous Choice was adopted in this research to suggest the measurement methodology of social carrying capacity on the total amount of vehicles in U-do island. The empirical test was carried out the U-do island, an administrative district of Jeju Special Self-Governing Province. The number of vehicles satisfied by the 10% of residents was 390 and the satisfactory vehicle number was decreased to 132 extended to 90% of residents. This research, based on the political decision making criteria, set up the social carrying capacity in U-do island. The vehicle number satisfied by 50% of residents was 227, which meant the same number of residents turn to be supporter in case of political actions.

Social Benefits of Improved Water Quality at the Taehwa River Based on Citizen's Willingness-to-Pay (시민지불의사에 기초한 태화강 수질개선의 사회적 편익)

  • This study evaluates citizen's willingness-to-pay for the benefits from improved water quality of the Taehwa river in Ulsan, Korea, using a contingent valuation method with double-bounded dichotomous choice. The estimation results of the bivariate probit model shows the amounts of willingness-to-pay are monthly 3,458.5 Korean Won per household and yearly 14,760 million Korean Won for total households in Ulsan, Korea. These estimates are equivalent to the social values of improved water quality of the Taehwa river. This study also tests the inter-dependence between two answers, which may occur in the responses of the questions for the double-bounded dichotomous choice, and all the null hypotheses on the inter-dependence are rejected in this study.

Value Analysis of Barrier-free Facilities at Subway Stations Using CVM with a Double Bounded Dichotomous Choice Question (이중양분선택형 질문법을 이용한 CVM에 의한 지하철 역사 Barrier-free 시설의 가치분석)

  • As the aged and physically disabled people are expected to increase in the next several years, traffic demand especially for the 'mobility handicapped people' will be stronger. According to this trend, our society needs the improvement of social overhead capital for the aged and the disabled. First of all, Barrier-free of public transport facilities is urgent case. The purpose of this study is to estimate value of the Barrier-free facilities at subway stations by using Contingent Valuation Method(CVM) with Double Bounded Dichotomous Choice Question and to analyze the factor which affects the WTP(Willingness To Pay) of subway users by using Survival Analysis. As a result of this study, 'Elevators' and 'Escalators' are higher than 'Handicapped Gate Machines' and 'Ramps for Wheelchair' in the aspect of the average willingness to pay. Therefore the government is recommended to install the Barrier-free facilities for going up and down such as 'Elevators' and 'Escalators', and then supply others for just using subway, and passing such as 'Handicapped Gate Machines' and 'Ramps for Wheelchair'. Also, the average willingness to pay of 'mobility handicapped people' is higher than that of 'normal people'. It indicates that 'mobility handicapped people' value each Barrier-free facility high compared to 'normal people'.

Using One and One-half Bounded Dichotomous Choice Model to Measure the Economic Benefits of Urban Noise Reduction (1.5경계 양분선택형 모형을 이용한 도시소음 저감의 편익 추정)

  • Recently, the problem of noise has received much attention in the urban environment. This paper attempts to measure the economic benefits of urban noise reduction in the metropolitan area. To this end, the dichotomous choice contingent valuation method is applied. In particular, recently proposed one and one-half bound model that reduces the potential for response bias in the double bound model while maintaining much of its efficiency. We surveyed a randomly selected sample of 800 households in the metropolitan area and asked respondents questions in person-to-person interviews about how they would willing to pay for the noise reduction. Respondents overall accepted the contingent market and were willing to contribute a significant amount (997 to 1,778 won), on average, per household per month. This willingness varies according to individual characteristics such as concerns about noise, dwelling area, and income. The aggregate value of the noise reduction in the sampled metropolitan area amounts to approximately 79.26 to 141.35 billion won per year.

Estimating the Damage Cost of Deforestation due to Limestone Mining: Focusing on Donghae, Samcheok and Yeongwol City (석회석 광산에 의한 산림 피해의 비용 추정: 동해시, 삼척시, 영월군을 중심으로)

  • This study estimates the WTP for the plan of solving deforestation due to limestone mining and calculates that damage cost using contingent valuation method. As the results of analysing a dichotomous choice CV data, the yearly mean WTP per household for the plan is 5,045 won(95% confidence interval : 3,729~6,360 won) in single bounded CV model and is 4,361 won(95% confidence interval : 3,710~5,012 won) in double bounded CV model. The damage cost of deforestation due to limestone mining can be estimated as 55.3% of WTP for the plan which is assigned to restoring the deforestation area to the original or similar alternative state. The average yearly deforestation cost of 1 ha due to limestone mining is reached 20.90 million won(95% confidence interval : 16.53~25.27 million won). And the asset value of that 1 ha damage is 160.02 million won(95% confidence interval : 126.56~193.49 million won). The fact is found that the damage cost of deforestation using replacement cost method is likely to be underestimated. The total damage cost of deforestation because of limestone mining in 3 cities (Donghae, Samcheok, Yeongwol) is 204.0 billion won(95% confidence interval : 161.4~246.7 billion won) which is composed of 26.5% for Donghae, 28.9% for Samcheok, and 44.6% for Yeongwol according to the damage size of deforestation due to limestone mining in 3 cities.
