Analysis of Temporary Housing for the Displaced People in Rural Area Emergencies (농촌지역 이재민 임시주거시설 지정 현황 및 개선 방안)

  • This study intends to conduct a thorough research and analysis on the designated temporary residential facilities for the disaster victims in order to bridge the gap between the temporary residential facilities for the disaster victims in country and city, and understand the current status of the designated temporary residential facilities for the disaster victims in rural and urban areas. As a result, the designated temporary residential facilities for the disaster victims in urban areas are bigger and have higher capacity, implying the necessity to designate facilities in rural areas that can accommodate larger number of people. As to the analysis of the representative temporary residential facilities for the disaster victims in rural areas, different regions had different types of designated facilities and the number of facilities also showed big difference depending on regions. So it is believed that local governments should improve the process and system of designating temporary residential facilities for the disaster victims.

  • Even in South Korea, disaster victims are suffering from various disasters such as floods, earthquakes, landslides, fires, and most of them have evacuated to temporary housing facilities for disaster victims. However, there are few plans for the placement and performance of indoor temporary housing facilities provided to secure private space in temporary housing facilities for disaster victims. In order to improve the living environment in the temporary housing facility of the victim, we constructed a module of minimum temporary accommodation area per person of 3.3 square meters, designated by the MPSS, and are proceeding with the module arrangement plan, Presented the evaluation direction of the form, material and performance of the indoor temporary housing facility.

A Study on the Service Design for the Improvement of Living Service in the Temporary Residential Facilities for the Victims (이재민 맞춤형 실내 임시주거시설의 생활서비스 개선을 위한 서비스디자인 연구)

  • Purpose: The purpose of this paper is to identify and analyze the needs and complaints of the victims through the service design methodology and provide customized living services in indoor temporary residential facilities that can improve them. Method: The paper proceeded on the double diamond process. In the discovery phase, prior research analysis and surveys identified the needs and complaints of the victims. In the definition phase, persona and scenario were used to further clarify the problems of living service for indoor temporary residential facilities. In the development phase, wrote a service blueprint and found a section where problems occur during the service delivery process. In the delivery phase, compared the improved service with the existing service and proposed improvement plan. Result: Proposed service solutions that can improve privacy guarantee service, senior care service, and meal and laundry service problems. Conclusion: The proposed improvements are considered to provide improved living services in indoor temporary residential facilities.

The Study on the Derivation of Performance Guidelines for Indoor·Outdoor Temporary Housing Facility (실내·외 임시주거시설의 성능 가이드라인 도출에 관한 연구)

  • Purpose: This study is designed to develop performance guidelines for temporary residential facilities inside and outside the building to improve the residential habit of the victims caused by a disaster. Method: Performance items were set up by analyzing the disaster response system and prior study for eliciting performance guidelines and conducting field surveys of temporary housing facilities and interviews of temporary residential facilities for eliciting relevant performance guidelines. Results: The performance of temporary housing facilities in and out of the country was largely classified as technical, environmental and social, and each presented performance guidelines. The derived performance guidelines were generally similar, although some were similar due to indoor/outdoor characteristics. Conclusion: The performance guidelines presented in this study to improve the residential habit of the victims are applied in practice, and continuous improvement through feedback of results is required.

  • As environmental pollution becomes serious, natural disasters are frequent and damage is increasing. Also, due to population overcrowding, social disasters are frequent, and it is difficult to predict due to the variety of area, extent, and damage. As the disasters have diversified and the scale of the damage has increased, the scale of evacuees and the period of evacuation have diversified. Should be provide facilities that will be protected from second damages to victims who have lost their homes quickly. It supports a prefabricated house, but it is difficult to supply it. In this study, the ultimate goal is to plan an outdoor temporary housing facility that can supply quickly when the capacity of the evacuation facility is insufficient or the evacuation facility is insufficient.

  • 우리나라의 재해구호 행정은 "재해구호법"에 의거 자연재해로 인한 이재민 구호 위주로 되어있다. 따라서, 저출산 고령화, 다문화, 기후변화 등 사회 경제 환경적 변화와 함께 신종 복합재난의 빈발할 가능성이 상존해 있으므로 모든 재해에 대처할 통합구호의 필요성이 증대되고 있다. 이와 함께 고령자, 외국인수의 증가로 인해 재해약자를 배려할 법 제도적인 정비는 시급히 해결되어야 할 과제이다. 그리고 구호금과 관련 재난지원금의 신속한 지원을 위한 제도상의 문제점, 재해구호기금과 재해의연금 활성화 등 재해구호재원과 관련된 해결해야 할 과제, 재해구호세트 중심의 경직된 재해구호물자 관리, 임시주거시설의 문제점, 구호교육 훈련 부족, 구호전문가 양성 소홀과 연구개발(R&D)의 저조, 자원봉사 활동의 문제와 관련된 재해구호 운영상의 한계 등으로 인해 구호서비스의 발전전략 마련이 시급한 실정이다. 그리하여 본 논문은 재해구호서비스 증진을 위한 법과 제도, 구호재원과 구호물자, 그리고 구호운영 실태 등을 조사 분석하고 문제를 도출하여 구호업무 발전방안을 제시하고자 한다.

Design Planning and Evaluation using Mock-up for the Short-term Temporary Housing (단기 임시주거를 위한 설계계획 및 목업을 통한 성능평가)

  • This paper proposes a design plan of short-term temporary housing for the victims by disaster. Also construction workability and residential environment evaluated by mock-up. In particular, in the event of a disaster, victims have lived the auditorium or gymnasium of the nearby school which is an emergency shelter. However, there was a problem of livability. Therefore, it is the purpose of study to provide temporary housing that resides within 30 days. For this purpose, a composite panel with light weight and insulation select to produce mock-up. The mock-up complete in about an hour. This is because it is made only of the composite panels. The composite panels confirm to be easy to load and construct. And mock-up evaluates insulation and waterproofing performance in the laboratory. As a result, Mock-up has insulation and waterproofing performance. This suggests an alternative to short -term temporary housing.

Current Status and Implication for the Planning of Emergency Shelter Considering Users' Habitability (사용자의 거주성을 고려한 이재민 임시주거시설 현황 분석과 계획적 시사점)

  • The study aims to identify the existing problems and suggests the implication for the planning of emergency shelter in terms of users' habitability. The results of the study show that the concept of shelters for disaster victims need to set up and be distinctively defined as emergency phase and temporary residency phase. In emergency phase, the various types of buildings and facilities should be considered as temporary shelters for disaster victims such as transitional shelters including the public facilities. Based on the results of the critical review, this research proposed an analytic framework emphasizing habitability for disaster victims including vulnerable people such as the disabled, the aged, women and children. The framework is composed of four dimensions: safety, health, convenience and comfortability. The manual guidelines for emergency shelters should reflect the barrier-free design or universal design for various types of disaster victims considering habitability to provide the positive opportunity and future hope for restoration after disaster. This research can be a basis for the planning and application of temporary shelters for disaster victims.

A Study on the Characteristics of Disaster Temporary Sheltering in Terms of Sustainable Design -Focused on the Case of the Wenchuan Earthquake in Sichuan Province- (지속가능성 측면에서 재난 임시대피소의 특성 연구 -쓰촨성(四川省) 원촨(汶川) 지진 사례를 중심으로-)

  • This study used three types of temporary shelters, tents, and prefabricated houses provided by the Chinese government for victims after the Wenchuan earthquake in 2008 as case study objects. Through literature review, 12 evaluation items were selected from the social, economic, and environmental elements of the sustainability of residential space design to analyze and evaluate three types of temporary shelters, and derive their respective characteristics and problems. The analysis results show that the temporary centralized settlements and tents had problems such as imperfect infrastructure, poor sanitation, narrow living space, no personal space, and inconvenience in life. Prefabricated houses had problems such as high construction costs, non-environmentally friendly building materials, occupation of arable land, low recycling rate of materials, and environmental pollution by waste. The common problem of the three types of shelters was that the government took the lead in the construction and distribution of shelters, and the disaster victims passively accept government support. Therefore, disaster victims were not actively involved in the construction and management of temporary communities. Secondly, the designs of all three types of temporary shelters did not fully consider the psychological needs of the victims, especially the need for safe and hygienic personal space. Finally, this research proposes improvement plans for the problems in the sustainable design of three temporary shelters and the construction and management of temporary communities.

A Study on the Development of Remodeling (plan) by Deriving Temporary House Improvements (임시주거용 조립주택 개선사항 도출을 통한 리모델링(안) 개발 연구)

  • Purpose and Method: In this study, a questionnaire interview survey was conducted for the victims living in the temporary house by the Pohang earthquake, and improvements were derived. Results: As a result, major improvements in terms of facilities are as follows. First, in order to expand the toilet and cooking space, the existing inner gate and the wall are removed and the width of the toilet is expanded. Minimize the inconvenience by adding a cooking table as wide as the extended toilet. Second, a separate sleep compartment is set up to secure storage space in a limited area. And the storage closet is installed below and used as a storage space. At this time, the size of the sleeping space is set to double bed size. Third, curtains and blinds are installed on both windows to secure privacy, thereby protecting privacy and psychological stability. Conclusion: If the remodeling of the temporary house proposed in this study is utilized and applied, it is possible to provide a better living environment. In addition, it is expected that it will be possible to improve the efficiency of space and overcome existing spatial limitations by minimizing inconveniences reflecting the needs of the victims.
