Korean society suffers from severe divisions represented by bi-polarization and collapse of the middle class. Intensive demanding on expanding social welfare budget has emerged in accordance with such a dramatic shift. Social consensus moving toward well-financed welfare policy, however, happens to meet political opposition supported by the discourse of fiscal soundness. This paper thus pays particular attention to deciphering the discursive structure in way of understanding how discourses bring public policy into play. For this purpose, news articles about fiscal soundness collected from 8 national newspapers have been analyzed in terms of frame, attitude, perspective and world view. Research results show, first of all, that there exist persistent competition between two frames identified as 'reduced tax with fiscal discipline' and 'increased tax with welfare money.' While the 'reduced tax' frame favors in maintaining tax cut at the expense of welfare budjet, the frame of 'increased tax' supports such arguments as the flexible employment of fiscal soundness and prosperity of national community helped by widening tax revenues. Also did these frames include a number of sub-frames like welfare populism, partisan politics, trickle down effect, tax bonanza for the rich, universal welfare and market over-reactions in order to bolster its logical authority. Media's active taking a part in penetrating supportive frames in line with political stance was found as well. Taking into account both the discursive structure upheld by frames and politics materialized by the media, the authors argue that public policies should be considered more as discourse than fixed reality. Shedding additional light on understanding the interplay among public opinion, policies and media discourse is of another importance for further study.

공직 36년동안 오로지 국민의 행복을 위해 부의와 타협하지 않고 소신 있는 일처리로 정평이 났던 이정운(67) 전 농촌진흥청 연구관리국장. 고교시절부터 좌우명인 '일근천하무난사 백인당중유태화(一根天下無難事, 百忍堂中有泰和)'를 실천할 수 있었던 초석은 아마도 늘 '정직'을 강조하셨던 어머니의 가르침과 독실한 가톨릭 신자로서 가진 신앙의 힘이 아니었을까 싶다. 한결같이 부지런하면 천하에 어려운 일이 없고 백번 참으면 집안에 큰 평화가 있다는 의미의 좌우명이다. 가훈 또한 '하느님 은총아래 겸손하게 감사하며 사랑으로 살자'이며 애창곡 역시도 '사랑으로'일만큼 그 삶은 온통 감사와 사랑, 정직의 궤를 벗어난 예가 없다. 사랑을 실천하며 멘토의 역할을 마다 않는 이 국장을 용인시에 위치한 고풍스러운 한정식집에서 만나보았다.

The theory of creative city can be seen as one that reflects a relationship between recent change of economic environment and socio-spatial reconstruction in the so-called 'cultural turn' to deindustrialization. This paper considers approaching methods to knowledge-based economy or cultural economy as a context of development of theory of creative city, and suggests types of conceptualization of creative city. Then it reviews creative perspectives which can be found in recent domestic and oversea research trends on creative city, especially relating its nature with neoliberalism. Finally this paper discusses critically the concept of creative class as a social constitution of creativity or creative economy, and that of creative city as its spatial constitution. The concept of creative class can be criticized in terms of ambiguity of the concept of class, class-biased and economy-privileged idea, market valorization of culture, individualization against community, normalization of flexible labor market, and uncertainty of economic success of creative city. The concept of creative city can be criticized in terms of limitation of interests to city, ignorance of national and global dimensions, decontextual normative vision, legitimation of neoliberal city, lack of proof of causality between creative class and economic success, polarization of within and between cities.

In cognitive radio networks, secondary transmitters should cease its transmission immediately under the detection of primary transmission in the spectrum they are using. Then they need to exploit another idle spectrums and resynchronize to the newly found idle spectrums. Most of related work presume the existence of separate control channel used by secondary users commonly for exchanging the information of idle spectrums. However, this presumption is not feasible in real world cognitive radio scenario. Therefore we address a proactive spectrum synchronization scheme with no need of separate control channel. Our scheme lets secondary users exchange the spectrum information periodically during normal communication process and determine the next spectrum band in advance of detecting primary transmission. We evaluate our scheme in a real world cognitive radio environments set up with USRPs.

To analysis of virus free sweetpotato effect, 5 virus free sweetpotato and virus normal sweetpotato varieties were planted in 5 different regions at 2010 year. The average yields of virus free sweetpotato are showed different results according to regions. Sinjami which cultivated at Iksan were increased maximum 68% compare to normal. However, Sinjami which cultivated in Hamyang were decreased yield 11% compare to normal. Analysis of tuber formation ratio of Sinjami, Yenhwangmi, Singeonmi which cultivated in Nonsan were decreased tuber number compare to normal. However, 3 varieties were all increased on Average storage root weight and yield of marketable storage root. In the results of analysis of marketable storage root according to cultivated regions and varieties, all varieties except Sinjami which cultivated in Hamyang were increased yield. Also, quality of virus free sweetpotato were enhanced 7 to 9 compare to virus infected sweet potato which showing average 3. Contents of starch between virus free and virus infected sweetpotato were not affected by virus. Virus free sweetpotato were more increased starch products according to increased total production yield. Also, $Brix^{\circ}$(%) was not showing difference between virus free and virus infected sweetpotatoes. In this experiment, Virus free sweetpotato are enhanced production yields and quality. Therefore, we suggested that virus free sweetpotato is one of the methods to reduce damage by sweetpotato virus.

The government of the UK since the 1990, especially under the new Labour Party, has pursued sustainable development or carbon control as a core strategy for its national development. The seemingly prominent environmental policy for 'greening the government' of the UK as well as considerable achievements in energy and environment indices have attracted much attentions of policy makers and researchers for the 'low carbon green growth' in Korea. This paper tries to see the character of carbon control and environmental policy in the UK not merely as the integrating or mainstreaming policy but a new strategy for national development, that is, for the 'ecologically modernized' state, eco-state, or green state. It defines the environmental policy for carbon control in the UK as the strategy for the green state which has provided it as a principal guide for integrating national policies as a whole, and which has pursued it through market-dependent neoliberal measures. From this point of view, this paper introduces the development process of carbon control and environmental policy mainly under the new Labour Party government in the UK, and gives a reappraisal of both its policy and of energy-environment indices.

It can be suggested that social geography in the 2000s in Korea has achieved a considerable development, dealing with various theories and issues. This suggestion can be identified first of all with the publication of several texts of Social Geography in this period. For important theoretical discussions, the neoliberal glocalization process of capitalist economy has promoted geographical researches from the perspective of political economy, and the development of information and communication technology, increasing foreign immigrants, environmental problems such as the global warming, and social participation and empowerment of women in Korea have increased social geographical concerns with and theoretical discussions on informational society and city, multiculturalism and/or transnationalism, political ecology and environmental justice, and feminism. This paper provides a review on these major issues in recent theoretical discussions in social geography in Korea, and suggests a brief comment on its future development.

The present study explores how the quality management rhetoric commonly used by Korean CEOs tends to be composed and perceived by the public. To this end, articles of the remarks of Lee Kun-hee, the second founder of Samsung, are analyzed. The results show a rhetorical structure of quality management where the CEO offers a persuasive theme (quality management for a super-class enterprise) and practical measures (innovation and performance-based promotion) while coping with a rhetorical situation (an economic crisis). A multiple regression analysis of the response of 308 Korean college students who watched a video of Lee's remarks indicates that the more conservative the viewers are and the more they perceive the CEO's charm and expertise, the more likely they are to support the CEO's quality management rhetoric. The conservative viewers favorably responded to the entrepreneurship in the quality management rhetoric, while the progressives recognized the rhetoric as part of Korean-style neoliberalism that alienates ordinary workers.

아래의 사례들은 그 동안 가톨릭 계열 병원에서 당면했던 의학 윤리와 관계되는 일들입니다. 병원에서는 스스로 해결하지 못한 문제들을 때로는 윤리 전공하는 신부들에게 문의하기도 했고, 때로는 교회법을 전공하는 신부들 혹은 관구법원에 문의하기도 하였습니다. 그러나 어떤 때는 서로 상반되는 의견도 있어서 어려움을 겪기도 했습니다. 그래서 이번에 10명의 윤리신학 혹은 교회법을 전공한 신부들이 모여 교회 병원내에서 실제 있었던 10가지 사례들을 검토하였고, 이를 기회로 우리 교구에서 교회의 가르침과 신학적으로 통일된 견해르 ㄹ마련하여 교회 병원 실무자들과 신자들에게 널리 알리고자 하여 다음 문건을 마련하였으니 필요하신 대로 활용하시기 바랍니다.
