우리 군은 창군이래 최대 규모의‘국방개혁추진위원희’를 편성·운영 중에 있다. 차제에 이 글은 군 개혁의 참고모델로서‘이스라엘의 군대’를 제시하여 군 개혁과업을 추진하는데 다소라도 기여하고자 한다. 이스라엘은 지난 50년간‘자주국방’의 정신으로 군사력을 꾸준히 발전시켜서 오늘날 전세계에서 작지만 가장 당찬 정예화군·기술군·과학군을 창조했다. 한국도 지난 50년간‘자구국방’을 위해 부단히 노력한 끝에 이제 외형적으로는 세계 10위권의 큰 군대가 되었다. 그러나, 양국이 지난 50년간 노력하여 만들어 낸 현재의 최종 산출물, 즉 전력수준과 군사태세는 양국의 지닌 저마다의 불가피한 특수한 사정이 있었지만 결과만을 놓고 볼 때는 이스라엘 군이 우리 군보다 우월한 것으로 보여진다. 우리는 우리보다 훨씬 작은 이스라엘이 우리보다 비교 우위의 군사력과 군사태세를 보유하고 있는 이유를 찾아내야 한다. 왜냐하면 그 이유가 곧 우리 군을 개혁해 나가는 데 있어서 참고해야 될 주요 지표가 될 수 있기 때문이다. 이와 같은 관점에서 이 글은 이스라엘의 특수한 안보환경과 건국과정을 살펴본 다음, 이스라엘 군의 특징 및 우수성을 분석하고, 우리 군이 개혁과업을 추진해 나갈 경우 참고될 수 있는 몇 가지 시사점을 개념적 차원에서 제시하였다.

Effects of insecticide carbofuran and Phenobarbital sodium(PB) or 3-methylcholanthrene(3-MC) on activities of several enzymes in israeli carps were investigated. Survival number of Israeli carp was the same as that of control when PB and 3-MC only was treated, individually and that was low compared to control when carbofuran only was treated. But survival rate of Israeli carp was high compared to individual treatment of carbofuran when combination treatment of carbofuran and PB or 3-MC was carried out. These results indicate that PB and 3-MC can intervene to detoxify carbofuran exposed to israeli carp. In in vivo test for the effect of this chemicals on activity of enzyme in israeli carp, activities of acetylcholinesterase(AChE) and glutathione S-transferase(GST) were inhibited in carbofuran treatment, but did not in combination treatment of carbofuran and P3 or 3-MC. Activities of UDP-glucuronosyltransfe-rase (UDPGT) and cytochrome P-450-dependent monooxygenase increased in individual or combined treatments of carbofuran and PB or 3-MC. These results suggest that a simultaneous application of carbofuran and PB or 3-MC is critical for the enhancement of activity of AChE, GST, UDPGT and monooxygenase and the protection of Israeli carp from carbofuran toxicity.

In May 2021, a major conflict broke out between Israel and Palestine. Fourteen days after the conflict began, a ceasefire between the two sides was signed with the victory of Defense Forces (IDF). One of the reasons why IDF was able to lead the dispute to victory with the minimum damage in the shortest period of time is that the female workforce in IDF turned on. also, there are currently 33% of the female workforce in IDF, and various tasks are carried out in the field by convergence with male workforce. So, in this study, the examples experienced by IDF will provide clues to overcoming the future challenge of Korea's lack of military service resources.

오늘의 세계에서 대미사일 방어시스템의 절박한 필요성의 한 예로 이스라엘을 지적하고 싶다. 이스라엘군의 용감성과 용기에도 불구하고, 만일 그들의 적이 이스라엘 영토내의 도시와 주요 시설들을 파괴할수 있는 미사일을 발사한다면, 전선에서의 성공도 위태롭게 될 것이다. 이와같은 일이 벌어진다면 이스라엘은 치명적인 타격을 입게될 것이다. 이 악몽은 적의 미사일이 이스랑엘 영토내에 도달하기전에 요격할수 있는 시스템의 개발을 서두른다면 피할수도 있을 것이다. 유럽도 이와 유사한 상황에 처해 있다. 우리가 재빨리 행동하지 않는다면 잠재적 침략자가 유리한 고지를 점령하는 것을 막지 못할 것이다.

소련이 운용하는 전차 모델은 아직까지 중동지역국가의 중요한 장비인 T-55 및 T-62와 반고정(Semi-fixed)탄을 사격하는 125미리 활강포를 장착한 T-64와 T-72, 그리고 새로운 T-80등 5가지이다. 전차전에서 이스라엘군의 경험이 인간공학적 측면등 소련 전차설계의 결점을 확인시켜 주었지만, 원칙적으로 소련 전차는 전투지향적이고 야전조건에 생존력이 있는 우수한 장비이다. 만약 고도로 훈련된 승무원에 의해서 운용된다면 가장 위험하고 치명적인 상대가 될수 있는 것이다

Israel craves peace and freedom. Israel has won many wars and conflicts militarily. They have developed strategic thinking based on the data, unique culture, and peacetime preparation system accumulated so far, and the strategic culture based on it contributes to fostering elite strong forces by presenting directions to security strategies.The strategic culture formed by Israeli beliefs, behavioral patterns, and identity influenced strategic thinking and the usefulness of security strategies. The purpose of this study is to redefine the concept of strategic culture by referring to the methodological discussion of strategic culture theory and to examine how useful strategic culture has provided strategic thinking and security strategies. In addition, based on the impact of Israel's strategic culture on security strategy, I would like to present implications for Korea's security strategy.

In order to study the effects of dietary E. compresa on the growth and blood properties in young Israeli strain of common carp (mean. 8 g BW.). Fish were fed the commercial diet (control) and three experimental diets, $1\%,\;5\%\;and\;10\%$ of E. compressa powder were added to the control diet. After four months of feeding trial fish were bled by cardiac puncture and some hematological parameters were analyzed as physiological indices. 1) Following supplementation, positive responses in plasma albumin and glucose levels, and decreased body weight gain, feed efficiency and hematocrit. 2) Condition factor (fatness) in creased up to $50\%$, but decreased with $10\%$ supplementation. 3) Hb, GOT and GPT did not show any remarkable difference among all diet groups.

Physiological activities of E. compressa were examined after oral and intraperitoneal(i.p.) adminstration in young(8g) Israeli and colored carp. Hematological parameters were evaluated to test physiological respose. Anti-bacterial activity was examined by counting the number of bacterial cells in the kidney, and also by measuring the change of agglutinin titers following A. sobriae infection. There was a tendency of increase in E. compressa-fed groups in total protein, albumin and glucose levels. The most marked increase was noted in the group fed with 5% E. compressa. GPT and GOT levels were reduced with the increase of E. compressa concentration. Feeding of E. compressa did not alter haematocrit(Ht) and hemoglobin (Hb) values. The number of A. sobriae was reduced in all groups intraperitoneally treated with variable concentration of E. compressa-extract. The lowest bacterial cells were found at the group intraperitoneally treated with $30{\mu}g$ of E. compressa-extract per g of colored carp($30{\mu}g/g$), indicating that the anti-bacterial activity is maximized at this concentration. The agglutinin titers were elevated in E. compressa extract-treated groups($30{\mu}g/g$) with the maximum value of $6.0{\pm}1.1$. These results indicate that E. compressa adminstration activated physiological response, and triggered a cascade for anti-bacterial reaction.
