This paper revealed the difference between journalists' intention and public's perception about news by analyzing the frequency and connectivity of news with framing and public's interest through semantic network analysis and explored the policy characteristics and innovation task. The result of analysis, news on lottery game mainly has been reported social issue related with win such as 'winning number', 'prize money', 'suspicion of manipulation' and etc. News on sports betting has been reported mandatory information related with business project and illegal site such as 'bidding', 'illegal site', 'sales target' and etc. News about horse racing has been reported the information about the business advertisement such as 'online race track' and 'promotion'. Lastly, casino related news has been reported 'major information' such as illegality', 'gambling place' and 'foreigner'. As a result of times series analysis, news about casino in the 1990s, news about lottery in the 2000s and news about horse racing in 2010s have been increased. Public's interest also has been moved to 'business scandal', 'winning game', 'citizens' campaign' and etc. Gambling related news has been classified by four types, 1. advertising publicity(horse racing), 2. mandatory information(sports betting), 3. social issue(public agenda, lottery), 4. major information(casino). This study is trying to suggest the continuity and changes that would be made in inter-Korean military negotiations in the future under the Kim Jeong-eun regime by analyzing the recent inter-Korean Working-Level Talks for Gaeseong Industrial Complex based on 'anti-Japanese guerilla style negotiation model, the military negotiation model under Kim Jeong-il era. Especially, through analysis of the inter-Korean Working-Level Talks for Gaeseong Industrial Complex, it is verified that behavior similar to that in the military talks in the past is found even in the economic negotiations. Such analysis leads to an assumption that negotiations under the Kim Jeong-eun regime would be made within the category of the military negotiations under the Kim Jeong-il era. Fundamentally North Korea will change but try to achieve its objectives in the military talks within the existing frame of strategic culture rather than changing it. Such phenomenon will continue for some time. In the future inter-Korean military talks, however, North Korea will try to change its behavior to cope with its financial difficulties. Accordingly, the South Korea's government will have to have paradigm shift toward inter-Korean military negotiations. Especially, Kim Jeong-eun's studying abroad in the past will make him change in the negotiations. At this moment, the South Korean government must make continuous efforts to induce dialogue and negotiation. In order to induce the North Korea to change, the development of economic norm logic with the united front applied in the strategic culture of military negotiation and the formation of a value system in the North Korea's military negotiation policy makers will lead to the creation of a new military negotiation framework.
The purpose of this study is to find out what the main agenda of social formation is and how it changes through the media by utilizing the news big data of COVID-19 which is spreading recently, and to suggest the direction of future reporting. In order to achieve the purpose of the research, 47,816 cases of news big data reported from December 31, 2019 to March 11, 2020 were divided into four periods based on the fourth stage of the crisis warning for infectious diseases, and a total of 20 topics were derived. Based on the results of the Topic Modeling analysis, this study proposed the following. First, it is necessary to refrain from provocative expressions such as "anxiety" and "fear" and use neutral and objective reporting terms. Second, more in-depth and contextual news production is required, breaking away from simple event news production. Third, it is necessary to prepare detailed crisis communication manuals for each situation related to infectious diseases. Fourth, we need reports that focus on citizens-led efforts to overcome the crisis. This research has the academic significance that it is the first paper to analyze news big data on COVID-19 using the Topic Modeling Analysis method, and the policy significance that can be used as the basis for developing national crisis communication policy.
With the development of social media services in the era of Web 2.0, the public opinion formation site has been partially shifted from the traditional mass media to social media. This phenomenon is continuing to expand, and public opinions on government polices created and shared on social media are attracting more attention. It is particularly important to grasp public opinions in policy formulation because setting up educational policies involves a variety of stakeholders and conflicts. The purpose of this study is to explore public opinions about education-related policies through an empirical analysis of social media documents on education policies using opinion mining techniques. For this purpose, we collected the education policy-related documents by keyword, which were produced by users through the social media service, tokenized and extracted sentimental qualities of the documents, and scored the qualities using sentiment dictionaries to find out public preferences for specific education policies. As a result, a lot of negative public opinions were found regarding the smart education policies that use the keywords of digital textbooks and e-learning; while the software education policies using coding education and computer thinking as the keywords had more positive opinions. In addition, the general policies having the keywords of free school terms and creative personality education showed more negative public opinions. As much as 20% of the documents were unable to extract sentiments from, signifying that there are still a certain share of blog posts or tweets that do not reflect the writers' opinions.
In September 2015, the United Nations (UN) has adopted the 2030 Agenda for Sustainable Development as a goal of the international community to push forward from the year 2016 to 2030. Accordingly, the United Nations Educational, Scientific and Cultural Organization(UNESCO) has established a new chapter on sustainable development and intangible heritage the through revision of the Operational Directives for the Implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage. Although Sustainable development is a fundamental principle of the Convention for the Safeguarding of the Intangible Cultural Heritage, it is believed that the Convention has not provided guidelines of safeguarding intangible cultural heritage for sustainable development. The Operational Directives provide States Parties with guidelines on the integration of sustainable development and safeguarding of the intangible cultural heritage. Intangible Cultural Property Institution of South Korea was designed to preserve the traditional culture in the economic development process of the industrialization since the 1960s. The institution played a role of cultural support on the development of the modern concepts. Now South Korea should implement intangible cultural heritage policy combined with sustainable development while succeeding the efforts from the former development. This study examines the meaning of sustainable development and how it should be implemented in the intangible cultural heritage policy in South Korea. And this study suggests that the South Korea's intangible cultural heritage policy should foster sustainable development particularly along with social development and human development.
Bitcoin, which appeared in 2008, was merely a conceptual virtual currency, but it now enjoys the status as actual money. Bitcoin is an electronic money system that can be traded directly without a central trust institution. Thanks to the popularization of Bitcoin, blockchain technology has become a widespread concern. That technology is expanding not only the currency mechanism, but also a variety of other services. The possibility of a blockchain in relation to actual currency is ongoing. This paper investigates the technological characteristics and social construction of the blockchain by comparing the cases of Bitcoin, Namecoin, and MediBloc among blockchain applications. Namecoin emerged in 2013 is an attempt to replace the centralized Internet Domain Name System(DNS). There has been controversy over that current system for a long time, but replacing the already established system is not easy. Nevertheless, Namecoin has potential as an alternative. Meanwhile, MediBloc is an application that involves distributed management of medical data in South Korea. MediBloc claims that the key producers of medical data are patients themselves. This is to challenge to the question who is a knowledge producer of medical data. Through these three cases, it has discussed that blockchain technology does supports to form more democratic decision-making or simply provide a technical solution as automation. As a citizen, we can intervene in the realization of blockchains by presenting social agenda. This will be a method of the social construction of technology.

The creation of open spaces has both direct and indirect impacts on the local economy, society, culture, and environment. Since the public usually finances these spaces, it is necessary to ensure procedural rationality by promoting consensus among residents and other stakeholders. This study examines the extent of public participation in the creation of open spaces and summarizes trends. By analyzing seven cases of open space development based on participation in South Korea, the study identifies the characteristics and progression of participation during four phases of the development process in the Gwanghwamun Plaza Restructuring Project (2016-2022). During the agenda-setting phase, the Gwanghwamun Forum was convened to establish agendas for the plaza's restructuring. The design and governance phase included a design competition to select a proposal for the plaza, alongside the establishment of the Gwanghwamun Citizens' Committee for governance. Despite proactive efforts in the conflict resolution phase to halt extensive restructuring and enhance communication, civic groups opposed the project by presenting five distinct agendas. In the implementation phase, multiple public participation programs were conducted before the plaza's reopening. The study found that public participation in the Gwanghwamun Plaza project faced challenges such as inadequate participation conditions, limited information sharing, and monotonous participation opportunities. Although the institutional environment for public participation is improving, practical limitations remain. Therefore, a comprehensive examination of open space creation through public participation is necessary.
The two school $M{\bar{a}}dhyamika$ and $Yog{\bar{a}}c{\bar{a}}ra$ act as a representative of $Mah{\bar{a}}y{\bar{a}}na$ Buddhism in India. But the two school disputed with each other insisting ${\acute{s}}{\bar{u}}nyat{\bar{a}}-v{\bar{a}}da$ and $vij{\tilde{n}}aptim{\bar{a}}trav{\bar{a}}da$ separately. To introduce the disputation shortly is as follow. $N{\bar{a}}g{\bar{a}}rjuna$ explained the world and truth by two truth theories(二諦說) which carry out truth of a word and the dimension(spiritual enlightenment) which is absolute(ultimate) to it being lokasaṁvṛtisatya(世俗諦) about the truth which can be expressed verbally, and which is phenomenon-like (everyday) at paramaarthasatya(勝義諦). By the way, lokasaṁvṛtisatya and paramaarthasatya are actually distinction of the recognition which is not an ontological distinction. That is, lokasaṁvṛti(世俗) is paramaartha(勝義) as it is the time of seeing by the eyes of those who have realized. The two truth theories of $N{\bar{a}}g{\bar{a}}rjuna$ was developed logical more precisely by his successors. With an everyday language, the position of Candrakīrti(月稱) that it cannot be expressed as the position of $Bh{\bar{a}}vaviveka$(淸辨) that paramaarthasatya can be expressed logically is opposed to each other, and dissociates by $Sv{\bar{a}}tantrika$(自立論證派) and $P{\bar{a}}rsagika$(歸謬論證派). Confrontation of $Sv{\bar{a}}tantrika$ and $P{\bar{a}}rsagika$ is the dispute about the ability of s which is the highest truth to be proved logically. The $P{\bar{a}}rsaga$ of Candrakirti thinks that people exist truly, and is because it claims not existing in the world where a favorite thing is actually actual. However, $Bh{\bar{a}}vaviveka$ proved Sunyata(空性)을 positively based on the reliance to language and logic. Also the mokṣa of $M{\bar{a}}dhyamika$ is not recovery of original condition of $vij{\tilde{n}}apti$ which is pure in itself as $Yog{\bar{a}}c{\bar{a}}ra$ saying, as well as obtaining a thing which is dravya-sat as $Sarv{\bar{a}}stiv{\bar{a}}din$ saying. The mokṣa of $M{\bar{a}}dhyamika$ means a condition of liberated from karma and pains through extinction of $prapa{\tilde{n}}ca$ and discrimination by realizing the real aspect of all dharma which is said by pratītyasamutpāda, $praj{\tilde{n}}apti$, niḥsvabhāva, ${\acute{s}}{\bar{u}}nya$, $madhyam{\bar{a}}pratipad$.
