A Study on the Characteristics of Planning Process for Public Regeneration of Under-used Space -Focusing on Public Competition Projects for Cultural Regeneration- (공공적 유휴공간 재생 계획과정의 특성에 관한 연구 -문화적 재생을 위한 공공 현상설계 프로젝트를 중심으로-)

  • In Korea, several design competition have been conducted to revitalize the cultural function of some areas using under-used space. However, though such sites include public and urban assets inherently, these projects defined their boundary as an isolated architectural or landscape design. Hence, this study will clarify the differentiated design content and process for public regeneration of under-used space through analysis of the case-study. For this purpose, firstly, the public and urban assets of under-used space will be analyzed to prove that it should be handled with wider boundaries and perspectives. And then, this study will reveal the limitation of design contents and process of Korean design competitions linking to the regeneration of under-used space after analyzing several case studies. Lastly, some differentiated design inducements conducted by the City of Oslo for the each regeneration plan of under-used space will be deducted, focusing on the fact that those projects have been implemented in more urban and connected ways. As a result, this study is strongly aiming to insist that the revitalization of under-used space should not be implemented by advertising a poetic symbolism. Instead, it must be an practical integrated plan emphasizing the connectivity with surrounding environment and diverse plan.

Utilization of Military Idle Land in the Border Region and Urban Regeneration: A Case Study of Cheorwon-gun, Gangwon-do (접경지역의 군 유휴지 활용과 도시재생: 강원도 철원군을 사례로)

  • This study identifies regional problems caused by the relocation and dismantlement of military units by the government's Defense Reform 2.0 and examines the current situation. This study provides policy implications for future regional development by discussing the use of military idle land in the border region and seeking how to revitalize the region through urban regeneration. In order to utilize and manage the military idle land, first, the mutually beneficial development of the military unit and the local community must be achieved through the establishment of governance between private, government, and military sectors. Second, review and improvement of laws and systems related to border regions and military idle lands should be accompanied. Third, the various ideas and policies that reflect the uniqueness of the border region must be established. Finally, this study provided implications for the efficient utilization and management of sustainable idle land by reflecting the specificity of the border region in the future.

Efficient On-Chip Idle Cache Utilization Technique in Chip Multi-Processor Architecture (칩 멀티 프로세서 구조에서 온칩 유휴 캐시의 효과적인 활용 방안)

  • Recently, although the number of cores on a chip multi-processor increases, multi-programming or multi-threaded programming techniques to utilize the whole cores are still insufficient. Therefore, there inevitably exist some idle cores which are not working. This results in a waste of the caches, so-called idle caches which are dedicated to those idle cores. In this research, we propose amethodology to exploit idle caches effectively as victimcaches of on-chip memory resource. In simulation results, we have achieved 19.4%and 10.2%IPC improvement in 4-core and 16-core respectively, compared to previous technique.

Methods for Regional Regeneration of Local Small City by Utilizing Idle Spaces: Focusing on the Case of Hongcheon-gun (유휴공간을 활용한 지방소도시 지역재생 방안: 홍천군 사례를 중심으로)

  • This study aims to provide methods and policy implications for vitalizing the regional regeneration of local small cities through utilizing idle spaces, with Hongcheon-gun as a case. Hongcheon-gun has been changed into cultural and art space since it was selected as the venue of Gangwon Triennales, and it is an example region that vitalized local areas by utilizing idle spaces on the basis of its placeness and characteristics. For the effective future utilization of idle spaces and regional regeneration, however, first, the survey of local resources is required for the systematic management and utilization of idle spaces. Second, foundations for the management and operation of idle spaces should be constructed. Third, methods for utilization should be sought in consideration of the characteristics of idle spaces and local conditions. Fourth, connected projects should be vitalized in consideration of possibilities for the regeneration and utilization of idle spaces.

Idle Channel Search Scheme for Cognitive Radio Systems Based on Probability Estimation of Channel Idleness (채널 유휴 확률 추정을 이용한 인지 라디오 시스템의 유휴채널 탐색 기법)

  • In this paper, idle channel search schemes based on spectrum sensing are proposed for cognitive radio systems with multiple channels. Specifically, we propose a scheme for determining the order of sensing for multiple channels, for which the probability of each channel being idle is estimated every search interval. By performing sensing in the descending order of the probabilities, the time required for searching idle channels is expected to decrease. In addition, we combine the proposed scheme with a user grouping scheme to further improve the sensing performance. Simulation results show that the user grouping reduces the search time, although it degrades the reliability of detection. The proposed search scheme based on probability estimation of channel idleness is found to reduce the search time significantly as compared to the conventional random search scheme. We apply both the proposed search scheme and user grouping scheme to a cognitive radio system to validate the overall performance.

  • 인천시 옹진군 영흥면 영흥화력발전소 유휴지에 지난 2011년 영흥풍력 1단지가 설립되었다. 1단지는 정부의 시책에 따라 신재생에너지설비 발전의 시작으로 시험적 성격이 강했다면, 그로부터 2년후 추가로 지어진 영흥풍력 2단지는 국산 풍력발전의 도입과 성장이 어느 정도 진행되었음을 알리는 신호라고 할 수 있다.

  • In this study, the applications of the architectural design elements in the cultural rehabilitation of idle industrial facilities are categorized to define typology of rehabilitation design method. The design strategies which embodies historicity, symbolism, and sustainability are analysed in terms of structural, material, and resource with preservation, restoration and conversion by precedents study of idle industrial facilities that have been implemented and operated by the government.
