A Comparative Study on the Technical Capabilities of General Motors and Hyundai Motor's Joint Venture Research Institutes in China (GM과 현대자동차의 중국 내 합작 연구소의 기술적 능력에 관한 비교 연구)

  • This study examines the features of globalization process in GM and Hyundai Motors, especially in the expansion into China auto market, through a joint venture(hereafter JV) research center. Due to the large scale market in China and the 50:50 JV, the two companies had to respond in some way to the Chinese government's request for localization of research and development functions, and their response affected the role of the JV research center. Even though the improvement in technological capability expected from the JV by the Chinese side did not appear well in the early stage in both JV, but relatively the Shanghai GM JV research center had a technological progress compared to the Beijing Hyundai JV research center. This paper explains the differences in the technical capabilities of the two JV research center, despite the same type of JV, as the difference between the status of the Chinese partner and the global strategy of the parent company. SAIC, a Chinese partner in Shanghai GM as a top-tier company, not only has been strongly demanding technology transfer from GM since the beginning of the JV, but has also made efforts to improve its own technical capabilities. Meanwhile, BAIC, a Chines partner in Beijing Hyundai as a mid-tier company, has not been strongly demanding technology transfer and lacked its own research base. Regarding the parent company's global strategy, although both companies controlled the core areas of research and development by their parent companies, GM actively considered using the Chinese RV to develop Chinese and emerging country vehicles. On the other hand, Hyundai Motors responded to the localization demand of the Chinese government while paying more attention to preventing technology leakage through its independent research center in China. The above discussion shows that the process of globalization of a company is a political process in which the global strategy of the parent company and the demands of the stakeholders surrounding the subsidiary are collided and compromised, rather than a process in which the harmony and cooperation between the parent company and its subsidiaries are smoothly achieved as the parent company's policies are unilaterally implemented.

Effects of Semolina on Quality Characteristics of the Rice Noddles (세몰리나 첨가가 쌀국수의 품질특성에 미치는 영향)

  • Durum wheat semolina was added into wet-milled rice flour in order to improve chewy texture, firm bite ("al dente"), and resistance to overcooking of the ordinary rice noodles. Wet noodles were prepared by mixing 0 (control), 5, 10, 15, and 20% (w/w) of semolina per semolina and rice flour mixtures. Vital gluten (4%, w/w) and salt (2%, w/w) were added to form the pliable strands of wet noodles and final moisture contents of the raw mixtures were equalized at 45%. Pasting properties of the suspended flour mixtures as measured by the Rapid Visco Analyser (RVA) showed slight increases (up to $1.2^{\circ}C)$ in pasting temperatures along with the considerable decreases in peak viscosities as semolina increased at over 15%. Reduced shear thinning and retrogradation of the starch solution that leads to hardening of the cooked noodles were indicated by lowered breakdown viscosities and gaps between finaland setback viscosities from the RVA viscogram as semolina increased at over 10%. Reduced water uptake and turbidity increases of the cooking water as caused by the soluble starches from the noodle were also noted as the content of semolina increased. More or less significant (p<0.05) decreases in colorimetric L (lightness) value of the raw- and cooked noodles were observed as semolina increased while a- (redness) and b (yellowness) values were rather increased at the same moment. Textural properties of the cooked noodles such as hardness, springiness, cohesiveness, gumminess, and chewiness from TPA tests were significantly (p<0.05) influenced by added semolina, even at 5%-levels or more. It can be concluded that addition of semolina into rice flour could provide easy handling of the wet noodles without distortion during transportation, integrity and firm bite of the cooked noodles, and less loss of starch to the cooking water in comparison with the ordinary rice noodle. It was finally suggested that optimum level of the semolina in the product was approximately 10% for the quality wet rice noodle products.

New Government's Responsibility and Achievement in Records & Archives Management (공공기록물 관리에 있어 이명박정부의 책임과 '업적')

  • The purpose of this paper is reviewing the hot issue called 'draining away the presidential records' case occurred recently and finding the root cause why the state of affairs has been happened in Korea. Though the presidential records management law ensures the rights for the prior president to view his presidential records, the prior president has copied his presidential records produced while in office and moved to his private house at his retirement. He might have interpreted his right to his presidential records too broadly and done the 'draining away' them. There was a motive why the prior president did that at that time. The reason was because the National Archives didn't guarantee the services for right viewing the records to him who wanted to review his records from right after his retirement. The National Archives have judged the draining away the prior presidential records as illegal and accused a few public servants suspected to be responsible for the affairs. The formal accuser is the National Archives, but the actual accuser might be the current Presidential Secretariat. Whatever the results of juristic judgement are, the reason why the records management field should focus and treat this case importantly is that the collapse possibility of the protection wall needed essentially and critically to the Presidential records becomes very high. The root cause of this case might exist in the fact that the records and archives management organizations have not owned the political independence. But the National Archives has submitted the revised bill of the public records and archives management law which lower the position of the National Records Management Committee controlled under from the Prime Minister to the Ministry of Administration and Security. It might be hot concern that the records and archives management organizations have difficulty for keeping the political independence if the revision would be passed. Besides the political independence factor, the most important factor needed for the right records management is the establishing the professional specificity of records management. The specific action for the establishing professional specificity would be employing of specialists and introducing the open official appointment. But it was found from the reorganization after the governmental change that the professional specificity of the National Archives have been reduced. Although the policies introduced by the new government are worrying, it might be an inheritance from the prior government. If new government would build establish the institution for the political independence of the records and archives management organizations and expand the employment of the records management professions to the local government, these affairs can be not only the responsibilities but also the achievements of the new government.

Particulate Matter and CO2 Improvement Effects by Vegetation-based Bio-filters and the Indoor Comfort Index Analysis (식생기반 바이오필터의 미세먼지, 이산화탄소 개선효과와 실내쾌적지수 분석)

  • BACKGROUND: In the month of January 2018, fine dust alerts and warnings were issued 36 times for $PM_{10}$ and 81 times for PM2.5. Air quality is becoming a serious issue nation-wide. Although interest in air-purifying plants is growing due to the controversy over the risk of chemical substances of regular air-purifying solutions, industrial spread of the plants has been limited due to their efficiency in air-conditioning perspective. METHODS AND RESULTS: This study aims to propose a vegetation-based bio-filter system that can assure total indoor air volume for the efficient application of air-purifying plants. In order to evaluate the quantitative performance of the system, time-series analysis was conducted on air-conditioning performance, indoor air quality, and comfort index improvement effects in a lecture room-style laboratory with 16 persons present in the room. The system provided 4.24 ACH ventilation rate and reduced indoor temperature by $1.6^{\circ}C$ and black bulb temperature by $1.0^{\circ}C$. Relative humidity increased by 24.4% and deteriorated comfort index. However, this seemed to be offset by turbulent flow created from the operation of air blowers. While $PM_{10}$ was reduced by 39.5% to $22.11{\mu}g/m^3$, $CO_2$ increased up to 1,329ppm. It is interpreted that released $CO_2$ could not be processed because light compensation point was not reached. As for the indoor comfort index, PMV was reduced by 83.6 % and PPD was reduced by 47.0% on average, indicating that indoor space in a comfort range could be created by operating vegetation-based bio-filters. CONCLUSION: The study confirmed that the vegetation-based bio-filter system is effective in lowering indoor temperature and $PM_{10}$ and has positive effects on creating comfortable indoor space in terms of PMV and PPD.

Water shortage assessment by applying future climate change for boryeong dam using SWAT (SWAT을 이용한 기후변화에 따른 보령댐의 물부족 평가)

  • In the study, the water shortage of Boryeong Dam watershed ($163.6km^2$) was evaluated under future climate change scenario. The Soil and Water Assessment Tool (SWAT) was used considering future dam release derived from multiple linear regression (MLR) analysis. The SWAT was calibrated and verified by using daily observed dam inflow and storage for 12 years (2005 to 2016) with average Nash-Sutcliffe efficiency of 0.59 and 0.91 respectively. The monthly dam release by 12 years MLR showed coefficient of determination ($R^2$) of above 0.57. Among the 27 RCP 4.5 scenarios and 26 RCP 8.5 scenarios of GCM (General Circulation Model), the RCP 8.5 BCC-CSM1-1-M scenario was selected as future extreme drought scenario by analyzing SPI severity, duration, and the longest dry period. The scenario showed -23.6% change of yearly dam storage, and big changes of -34.0% and -24.1% for spring and winter dam storage during 2037~2047 period comparing with 2007~2016 period. Based on Runs theory of analyzing severity and magnitude, the future frequency of 5 to 10 years increased from 3 in 2007~2016 to 5 in 2037~2046 period. When considering the future shortened water shortage return period and the big decreases of winter and spring dam storage, a new dam operation rule from autumn is necessary for future possible water shortage condition.

Numerical Prediction for Fluidized Bed Chlorination Reaction of Ilmenite Ore (일메나이트광의 유동층 염화반응에 대한 수치적 예측)

  • Numerical model that considered the shrinking core model and elutriation and degradation of particles was developed to predict selective chlorination of ilmenite and carbo-chlorination of $TiO_2$ in a two stage fluidized bed chlorination furnace. It is possible to analyze the fluidized bed chlorination reaction to be able to reflect particle distribution for mass balances and the chlorination reaction. The numerical model showed an accuracy with error less than 6% compared with fluidized bed experiments. The chlorination degree with particle size change was greater with a smaller particle size, and there was a 100 min difference to obtain a chlorination degree of 1 between $75{\mu}m$ and $275{\mu}m$. This was not shown to such a great extent with variation of temperature ($800{\sim}1000^{\circ}C$), and there was only a 10 min difference to obtain a chlorination degree of 0.9. In the first selective chlorination process, the mass reduction rate approached to the theoretical value of 0.4735 after 180 min, and chlorination changed the Fe component into $FeCl_2$ or $FeCl_3$ and showed nearly 1. In the second carbo-chlorination process, the chlorination degree of $TiO_2$ approached 0.98 and the mass fraction reached 0.02 with conversion into $TiCl_4$. In the first selective chlorination process, 98% of $TiO_2$ was produced at 180 min, and this was changed into 99% of $TiCl_4$ after an additional 90 min. Also the mass reduction rate of $TiO_2$ was reduced to 99% in the second continuous carbo-chlorination process.

  • Big data refers to data that is difficult to store, manage, and analyze by existing software. As the lifestyle changes of consumers increase the size and types of needs that consumers desire, they are investing a lot of time and money to understand the needs of consumers. Companies in various industries utilize Big Data to improve their products and services to meet their needs, analyze unstructured data, and respond to real-time responses to products and services. The financial industry operates a decision support system that uses financial data to develop financial products and manage customer risks. The use of big data by financial institutions can effectively create added value of the value chain, and it is possible to develop a more advanced customer relationship management strategy. Financial institutions can utilize the purchase data and unstructured data generated by the credit card, and it becomes possible to confirm and satisfy the customer's desire. CRM has a granular process that can be measured in real time as it grows with information knowledge systems. With the development of information service and CRM, the platform has change and it has become possible to meet consumer needs in various environments. Recently, as the needs of consumers have diversified, more companies are providing systematic marketing services using data mining and advanced CRM (Customer Relationship Management) techniques. KB Kookmin Card, which started as a credit card business in 1980, introduced early stabilization of processes and computer systems, and actively participated in introducing new technologies and systems. In 2011, the bank and credit card companies separated, leading the 'Hye-dam Card' and 'One Card' markets, which were deviated from the existing concept. In 2017, the total use of domestic credit cards and check cards grew by 5.6% year-on-year to 886 trillion won. In 2018, we received a long-term rating of AA + as a result of our credit card evaluation. We confirmed that our credit rating was at the top of the list through effective marketing strategies and services. At present, Kookmin Card emphasizes strategies to meet the individual needs of customers and to maximize the lifetime value of consumers by utilizing payment data of customers. KB Kookmin Card combines internal and external big data and conducts marketing in real time or builds a system for monitoring. KB Kookmin Card has built a marketing system that detects realtime behavior using big data such as visiting the homepage and purchasing history by using the customer card information. It is designed to enable customers to capture action events in real time and execute marketing by utilizing the stores, locations, amounts, usage pattern, etc. of the card transactions. We have created more than 280 different scenarios based on the customer's life cycle and are conducting marketing plans to accommodate various customer groups in real time. We operate a smart offering system, which is a highly efficient marketing management system that detects customers' card usage, customer behavior, and location information in real time, and provides further refinement services by combining with various apps. This study aims to identify the traditional CRM to the current CRM strategy through the process of changing the CRM strategy. Finally, I will confirm the current CRM strategy through KB Kookmin card's big data utilization strategy and marketing activities and propose a marketing plan for KB Kookmin card's future CRM strategy. KB Kookmin Card should invest in securing ICT technology and human resources, which are becoming more sophisticated for the success and continuous growth of smart offering system. It is necessary to establish a strategy for securing profit from a long-term perspective and systematically proceed. Especially, in the current situation where privacy violation and personal information leakage issues are being addressed, efforts should be made to induce customers' recognition of marketing using customer information and to form corporate image emphasizing security.

The Current Status and Prospect of Presidential Records Management (대통령기록관리의 현황과 전망)

  • Legislation and enforcement of the Presidential Records Management Law was an important turning point in Korean archival management history. In the past, the notion of presidential records was vague. The law was a starting point of establishing presidential records management. The Presidential Records Management Law provides the definition of presidential records and its scope, and establishes the protection of presidential records through restricted access to the records. The key to the law is to enable a president freely to produce records and transfer them to the next administration without omission. In other words, it aims to stop the practice that presidential records are produced but never be left. But, 'disputes over the release of presidential records' and the disclosing of access-restricted presidential records presented a crisis to national records management as well as the prospect of presidential records management, even if they were 'legal procedures.' The instability of presidential records management could give a serious impact on the national records management and its operation. Amid this situation, it is required to review the presidential records management system and provide recommendations for improvement, even if the enforcement of law has just started. The most urgent things in improving presidential records management are to secure its independence, specialty, and to complement restricted access to presidential records. For securing independency, presidential records management should be done by a separate organization other than the National Archives of Korea while for promoting specialty, a newly established organization could serve as a professional archive. And for complementing restricted access to the presidential records, the access should be more limited. In other words, more discretion is needed in permitting access. And more specific regulations should be applied to the permitted records. However, these regulatory actions may not have effects unless independency is not secured. Thus, more fundamentally, independency of the National Archives of Korea should be first established.

A Study on Development of Education Program Using Presidential Archives for the Free Learning Semester (자유학기제에 적용가능한 대통령기록물 활용 교육프로그램 개발)

  • The presidential records reflect the era of the times, and it has valuable evidence to support the administrative transparency and accountability of government operations. People's interest in the presidential records increased in response to its recent leak. The presidential archives were moved to Sejong in line with its desire to provide public-friendly services. This study will help users access the archives and utilize archiving information. The Ministry of Education introduced the free learning semester, which all middle schools have began conducting since 2016. The free learning semester provides an environment where education can be provided by external organizations. As middle school students are still unfamiliar with archives, the free learning semester provides a good environment for accessing archives and records. Although it serves as an opportunity to publicize archives, existing related studies are insufficient. This study aims to develop the free learning semester program using the presidential archives and records for middle school students during the free learning semester based on the analysis of the domestic and foreign archives education program. This study shows a development of the education program using presidential archives and records through literature research, domestic and foreign case analysis, and expert interview. First, through literature research, this research understood the definition of the free learning semester as well as its types. In addition, this research identified the four types of the free learning semester education program that can be linked to the presidential archives. Second, through website analysis and the information disclosure system, this research investigated domestic and foreign cases of the education program. A total of 46 education programs of institutions were analyzed, focusing on student-led education programs in the foreign archives as well as the education programs of the free learning semester in domestic libraries and archives. Third, based on these results, This study proposed four types of free learning semester education programs using the presidential archives and records, and provided concrete examples.

A Study for establishment of soil moisture station in mountain terrain (1): the representative analysis of soil moisture for construction of Cosmic-ray verification system (산악 지형에서의 토양수분 관측소 구축을 위한 연구(1): Cosmic-ray 검증시스템 구축을 위한 토양수분량 대표성 분석 연구)

  • The major purpose of this study is to construct an in-situ soil moisture verification network employing Frequency Domain Reflectometry (FDR) sensors for Cosmic-ray soil moisture observation system operation as well as long-term field-scale soil moisture monitoring. The test bed of Cosmic-ray and FDR verification network system was established at the Sulma Catchment, in connection with the existing instrumentations for integrated data provision of various hydrologic variables. This test bed includes one Cosmic-ray Neutron Probe (CRNP) and ten FDR stations with four different measurement depths (10 cm, 20 cm, 30 cm, and 40 cm) at each station, and has been operating since July 2018. Furthermore, to assess the reliability of the in-situ verification network, the volumetric water content data measured by FDR sensors were compared to those calculated through the core sampling method. The evaluation results of FDR sensors- measured soil moisture against sampling method during the study period indicated a reasonable agreement, with average values of $bias=-0.03m^3/m^3$ and RMSE $0.03m^3/m^3$, revealing that this FDR network is adequate to provide long-term reliable field-scale soil moisture monitoring at Sulmacheon basin. In addition, soil moisture time series observed at all FDR stations during the study period generally respond well to the rainfall events; and at some locations, the characteristics of rainfall water intercepted by canopy were also identified. The Temporal Stability Analysis (TSA) was performed for all FDR stations located within the CRNP footprint at each measurement depth to determine the representative locations for field-average soil moisture at different soil profiles of the verification network. The TSA results showed that superior performances were obtained at FDR 5 for 10 cm depth, FDR 8 for 20 cm depth, FDR2 for 30 cm depth, and FDR1 for 40 cm depth, respectively; demonstrating that those aforementioned stations can be regarded as temporal stable locations to represent field mean soil moisture measurements at their corresponding measurement depths. Although the limit on study duration has been presented, the analysis results of this study can provide useful knowledge on soil moisture variability and stability at the test bed, as well as supporting the utilization of the Cosmic-ray observation system for long-term field-scale soil moisture monitoring.
