  • Through this study, the following proposals were made to secure the operability of local governments' records management systems (RMSs). First, for the stable operation and maintenance of RMS, establishing a noninterruptible system with regular operation support is necessary. Second, improving the maintenance quality above a certain level by establishing an integrated RMS maintenance system is imperative. Third, systematically managing the RMS infrastructure compatibility list should be vital to provide clear standards for maintaining local governments' RMS structure.

  • As the coverage of Web services become wider and the number of implementation cases is growing, the importance of applying the Web services quality model to real world is increased. For maintaining the level of Web services qualify, it should be required to study on assurance method of Web services qualify level. Assurance for Web services, which is newly proposed by OASIS TC, means the totality of activities for managing the quality level of them. For managing Web service quality, Web service associates could usually use SLA(Service Level Agreement) method in which a service consumer contracts for some service level with a service provider and gives for penalty or pays incentives according to the result of evaluation of services. But, there are some difficulties in applying SLA to Web services, because Web services have publicity, multiple users, and 3rd party for management. So, we need a new assurance method for Web service by considering the characteristics of Web services. This paper provides the new concept of committed assurance level for Web services. This concept can be defined as the set of maximum level of quality expected by each user, which provide the consistent view of Web service quality. This paper presents the method for duality associates to preserve some quality level of Web service by using this concept.

A Study on Development of Level of Service (LoS) in Asset Management for Separated Sewer Pipe by Function Analysis Systems Technique (기능계통도를 활용한 분류식 하수관거의 자산관리 서비스수준의 성능측정방법 개선에 대한 연구)

  • Recent studies on development of level of service (LoS) for separated sewer pipe have simply shown high-level of LoS from the perspective of users and financial/social/economical factors, which results in poor connectivity to real maintenance work. The objective of this study is to develope the evaluation indicators of level of service in the manner of function by analyzing the separated sewer pipes with FAST, function analysis systems technique, used in value engineering. The evaluation indicators suggested in this study include all the functions of separated sewer pipes and show an advantage of focused function maintenance. Moreover, developed indicators help to manage archival history and to perform asset management effectively.

  • 대한민국 정부는 국민의 소중한 생명과 재산을 보호하기 위해 해양행정서비스의 일환으로 무형의 서비스인 선박교통관제업무를 시행하고 있다. 하지만 무형의 서비스는 서비스 제공자의 이질성(heterogeneity)이라는 어려움으로 서비스 제공자로부터 이용자(고객)가 충분히 만족할 만한 수준의 서비스를 지속적으로 제공받기에는 다소 미흡한 점이 있다는 것이다. 따라서 이를 극복하기 위해서는 반드시 서비스 제공자의 기준과 수준을 표준화하는 일련의 품질관리가 선행되어야하며 이는 곧 고객의 가치를 높이게 될 뿐만 아니라 이용자로부터 신뢰 수준이 높은 기관으로 평가 받아 VTS의 궁극적인 목표인 해상교통질서를 유지하는 데에도 크게 기여할 것으로 보고 있다. 따라서 본 연구에서는 이질성을 극복하고 표준화를 이루는데 무엇이 요구되는지를 검토해 보았으며, 선박교통관제업무 시행에 수반되는 관제사의 자격, 시설관리, 절차 등을 표준화하여 체계적으로 관리 이행할 수 있는 관련지침(훈령) 개발의 필요성에 주목하게 되었다.

  • 국민의식 수준이 높아지면서 도로교통 등 SOC 시설물 이용에 대한 서비스도 다양화 고도화되면서 사용자 가치를 반영한 서비스수준 요구가 커지고 있다. 본 연구는 국내외 선행 연구사례 고찰을 통해 정보시스템과 터널시설물의 서비스수준 등의 평가항목을 도출하고 AHP기법을 사용하여 평가항목들 간의 상대적 중요성을 계산하여 정보시스템과 터널시설물의 서비스수준간의 중요도 관계분석을 통한 연구사례가 많지 않은 국도상의 터널시설물을 대상으로 향후에 사용자중심의 시설물유지관리정보시스템 개발 방안을 마련하였다.

  • LOS(Level of Service) concept are popularly used in many countries as the MOEs to evaluate the road construction and operation plans. However, MOEs such as travel time and delay only measure quantitative factors describing traffic flow, although qualitative factors such as scenic, comfort and reliable factors are very important for roadway drivers to define the LOS. Therefore, this paper are focusing on verifying the difference between perceived LOS and LOS in KHCM, and proving qualitative factors affecting Drivers' Perceived LOS in Urban Arterial. As a result, following outputs are obtained; (1) verifying the difference between perceived LOS(PLOS) and LOS in KHCM (2) proving that qualitative factors such as scenic and driver behavior factors affects PLOS (3) suggesting that qualitative factors should be considered in MOEs of LOS

  • In this study We designed development and operation of computer maintenance & repair system which is efficient and systematic on the disorder of PC in the places with many computers such as company, public organization, school, etc. We designed so as to clearly measure and manage the service level by using SLA(Service Level Agreement) technique which is being used actively in network maintenance & repair contract And We designed system which can provide One Stop Service so that the whole process of service including service demand point, maintenance & repair activity, user's satisfaction.

해사안전시설 운영율 결정에 관한 연구 : 인천항 항로를 중심으로

  • 해사안전시설에서 운영율은 시설의 유지관리의 정도와 품질의 수준을 나타내는 척도로 사용되고 있고 IALA(국제항로표지협회)는 운영율에 관한 권고치를 제시하고 있다. 우리나라 각 지방해양항만청에서 유지관리하고 있는 해사안전시설의 운영율은 국제적인 평균 기준을 넘어 관리되고 있다. 본 연구에서는 해사안전시설의 운영율의 결정에 관하여 보다 세부적이고 면밀한 연구를 통하여 운영율의 결정을 위한 기초적인 파라메터를 제시하고 이를 인천항 항로에 적용하여 다. 본 연구의 결과는 각 지방해양항만청의 운영율의 조정을 통한 해사안전시설의 효율적인 유지관리에 기초자료로 활용될 것으로 기대한다.

  • Generally, asset management procedure consists of exact information collection, decision of service level, analysis of aspiration level, analysis of financial condition and available budget, preparation of asset management plan, and value of modified asset. In this study, for the risk-based asset management, condition assessment and performance measuring, assessment of failure modes and risks, evaluation/selection of treatment options, and implementation of optimum solution are additionally included. For this, bridge inventory and performance measure considering risks are classified and method of quantitative/qualitative performance measure is suggested. Also, evaluation method of risk analysis for bridge asset management is suggested and basic research is carried out for applicable method of risk-based asset management. Using suggested risk procedure and method of risk-based bridge service level evaluation, it is possible to perform resonable asset management. Moreover, it is concluded that the proposed applicable method of risk-based asset management will provide a solution to contribute the development of systematical asset management for optimal decision making and prototype asset management system.
