  • 2007년 12월 7일 발생한 태안유류오염사고를 계기로 국내유류오염사고 현황을 알아보고, 유류오염 발생시 해양생태계에 어떤 영향을 미치는지 살펴본다. 또한 유류오염을 제거하기 위하여 긴급방제작업에는 어떤 기술이 적용되고, 어떤 문제점이 있는지 알아보고 이와 같은 문제점을 해결하기 위하여 생물정화기술 적용을 제안하며 이에 대한 상세한 방법을 설명한다.

  • When large-scale oil spill happens, it will put the fatal impact on the ecosystem, ultimately harm human being seriously. Accordingly every coastal country invests to improve response technologies, of which oil removal by use of bioremediation agent is taken to be secondary or alternative cleanup method in a specific spilled area In this regards, the author attempts to find out the efficiency and effectiveness of bioremediation agent to oil slick by laboratory experiment as well as the possibility of bioremediation application to future spill accident and gets the some results. In this study, the effectiveness and efficiency of bioremediation agent to oil slick is examined by short-term laboratory test and it is found that bioremediation agent am degrade oils effectively. however, considering the environment c! spill site is quite different from that of lab, the author will carry on the on-scene test of bioremediation for longer period to look into the possibility of biorediation agent as one of oil spill response methods.

  • Our country has experienced some difficulties with clean up operation of massive marine oil pollution due to the lack of oil spill response equipments. And there was the case that a fishing vessel performed clean up operation had not received any proper payments because of its inefficient oil spill response operation. Thus, it is important to develop an efficient oil recovery equipment for small vessel and adopt it as a part of oil pollution prevention policy. These efforts could prepare oil spill response equipment in advance and use a fishing vessel registered in the affected area by massive marine oil pollution. Therefore, this study examines and adopts a suitable subject vessels as a first step for developing oil recovery system fitting with small vessels for national use.

A Study on Development of Oil Spill Response Training Courses in Korea (우리나라 유류오염 방제교육과정 개발에 관한 연구)

  • In this paper, the author carried out the study to develop oil spill response training courses for competent responders examining IMO guidelines and response training courses of developed maritime countries as well as Korea. According to a result of study, fundamental training courses are to be established on the basis of IMO guideline, and also to prepare pre-arranged brief course like Basics of Spill Response for beginner. The courses should be step-by-step related with mutual continuous contents, and more times are given to on-site training for basic course and to classroom lecture with desk-top exercise for advanced course. Besides, SCAT shall be added to shoreline cleanup course, finally it is advisable that total 9 types of courses are established with additional refresh course.

  • Due to the high demand on energy resources accompanied by continuing industrialization and urbanization, the world marine transportation of crude and product oils is being gradually increased. In Korea, we are exposed to the large-scale marine oil spill accidents because a very large oil tanker of 300,000 tonnage must enter Korean Ports every day to meet the domestic demand on oils. Although we are exerting our strength to reduce the probability of marine oil pollution accidents, a unrestorable oil spill is to occur owing to human errors, severe weather conditions, or combined causes. Thus, area contingency plan equipped with appropriate management system for response and restoration for the worst case discharge scenario must be entirely prepared to protect mine environments and coastal resources. In particular, we are focusing on the Environmental Sensitivity Index Map(ESI Map) to reduce the environmental consequences of both spills and clean-up efforts by specifying protection Priorities in advance and identifying in-situ response strategies. In this paper, Korean ESI Map is introduced with brief definition of sensitivity to oiling and main features of the software developed hitherto.

  • In the case of occurring marine oil pollution, it is the most effective way that to prepare all the necessary response resources in advance and to respond to incidents, but there are limits in reality. Therefore, may be an important alternative ways to use a fishing vessel registered in the affected area by massive marine oil pollution efficiently. In the United States and other developed countries, it is can be found that temporary response program by local fishing vessels(VOO program) has been developed and operated. This study was examined for sweeping arm system suitable for domestic small fishing vessels. The selected small vessel was as the model of Coastal gill-net and compound fishing vessel with classes of 2.5~3.5tons, length 8~9m, breath 2.5~2.8m, horsepower 200~250 HP and FRP materials. The developed equipment was designed that can be easily mounted on the model ship and portable structure. For increasing the field practicality, the weight of each part was composed less than 10kg for easy assembly and disassembly.

  • 해상에서 선박사고에 의한 기름 유출 시, 기름의 위치, 변화과정, 이동 특성을 신속하게 파악하고 예측하는 것은 방제전략에 있어 필수적 요소이다. 따라서 사고 이후의 유출의 현황 정보의 수집은, '유출유 대응 매뉴얼'(IMO, 1988; ITOPF, 2008) 에서 가장 우선시 되고 있다. 일반적으로 유출유 탐지는 선박, 항공기 및 인공위성을 이용한 방법이 사용되고 있으며, 최근 인공위성기술의 발전에 따라, 국제유조선선주오염방지연맹(ITOPF)에서는 인공위성 원격탐사 기술 적용을 통한 유류 모니터링 적용을 권장하고 있다 (ITOPF, 2008). 허베이스피리트호 원유유출 사고는 2007년 12월 7일 아침 7시 6분경 서해안 만리포 북서쪽 10km 해상에서 크레인을 적재한 1만1800t급 바지선이 정박 중인 홍콩 선적 유조선 허베이 스피리트호(14만6000t급)와 부딪치면서 발생했다. 국내에서는 원격탐사를 이용한 기술지원체계가 갖춰져 있지 않기 때문에, 이번 사고의 경우에도 실질적인 지원이 이루어지지 못했다. 본 연구에서는 원격탐사에 의한 유류오염 사고 시 유출유 탐지 및 추출 그리고 정보의 가시화 좌표화를 통해서 실질적인 방제지원시스템을 개발하기 위한 연구 개발의 중간보고를 하기 위한 것이다.

A Study on the Improvement of Marine Pollution Response Education Program of Korea Coast Guard Academy - Focusing on Comparison between Domestic and Foreign Curriculums - (해양경비안전교육원 해양오염방제교육 프로그램 개선에 관한 연구 - 유류오염 방제 교육과정에 대한 국내외 비교를 중심으로 -)

  • Approximately 250 marine pollution accidents involving oil and HNS spills are reported every year in the Republic of Korea. It is necessary that a strengthen of specialization of marine pollution response personnel on marine pollution response due to a diminution of damage when a major oil and HNS spill incident occurred, as in the case of the M/V Heibei Spirit and the M/V Maritime Maisie. In regard to this, the International Maritime Organization (IMO) has planned to revise the OPRC Model Training Course to strengthen expertise for oil spill incident responses. Through a comparison of curriculum with the Korea Coast Guard Academy (KCGA) program, a revised IMO Model Course and the OSRL training institute, this study recommends the following improvements for the education program of the KCGA in response to oil spills. This study suggests several options in line with this approach to revise the oil spill response education curriculum, exercise, discussions and making materials. Accreditation of the KCGA as an institute that provides an IMO Model training course developed according to the revised IMO Model Course material is proposed.
