Methods of computing Toll Road Weights when Calibrating Road Networks in a Transportation Planning Model (교통계획 모형내 유료도로의 요금적용 방안에 관한 연구)

  • Calibrating toll roads of highway networks needs additional weights within volume delay functions not like other general highway lints. However, current methods assigning additional weights in the volume delay function of toll roads are not sufficiently enough to predict real toll road volumes measured, since it does not consider discounting rates and an extra charges. This study develops methods to improve relevant and reliable volume delay functions. Suggested ideas include a method of weighting volume delay functions considering a value of time of vehicle types, a method of weighting volume delay functions considering lane distributions of vehicles, and a method of weighting volume delay functions considering percentages of link lengths per a number of lanes of toll roads. It is found that the method of weighting volume delay functions considering lane distributions of vehicles show most reliable and appropriate results, while the first method shows overestimation and the third method does underestimation of highway link volumes. In terms of assignment methods, total OD equilibrium assignment shows better results than PCU based assignment.

  • This study examines the concept of public interests in pay TV industry and analyzed the regulatory framework of the industry. The concept of public interests such as diversity, localism and quality which are mainly discussed in the context of over the air broadcasting extends to universal access, fair competition and consumer protection as pay TV industry grows. However, there is a lack of concrete implementation of public interests in regulatory framework and coordination of public and industrial interests was not accomplished. Major policy that regulates the pay TV industry carries out without big picture. Policy implementation without long term plan results in hierarchical regulation model and it produced consistency problem. In the process of implementing policy in pay TV industry public interests and industrial interests discussion is mixed and sometimes it played exaggerated role.

Optimal Toll Estimate of a Toll Road Using Fuzzy Approximate Reasoning - Forced on the Geoga Bridge - (퍼지근사추론을 이용한 유료도로의 적정요금 산정 - 거가대교를 중심으로 -)

  • For a private toll road project, deciding optimal toll is an important element of economic analysis for the project and a challengeable work. In this study, the optimal toll of a private toll bridge, Geoga Bridge which connects Geoje Island of Gyeongnam Province and Gaduk Island of Busan was estimated using Stated Preference (SP) data. The SP data were collected by interviewing the passenger car drivers travelling on the National Road 14. They are latent users of the bridge. A fuzzy approximate reasoning model to estimate the optimal toll was built using the SP data. For the input variable of the model, the saved travel time and toll level were employed and the diversion rate to the bridge was employed for the output variable. The diversion rates for each toll level and saved travel time were estimated and the toll level which had maximized the toll revenue was decided as optimal toll. The optimal toll was tested by comparing with the average pay rate of passenger car drivers. Since the optimal toll for passenger cars at one hour saving, the 6,250 won is about 50 % of the average pay rate of passenger car divers, the toll was evaluated not to be high. The technique employed in this study may be used for the estimation of the optimal tolls for other kinds of vehicles.

  • This study suggests that prior to construction of the 2nd Changwon tunnel and implementation of the demanded free of charge on Changwon tunnel, it is recommended to improve the traffic facilities and management of the traffic condition in order to create an efficient road that will keep traffic flow to a minimum and maintain the facilities proper working order. It has been generally accepted that the 2nd Changwon tunnel is necessary to construct and open as soon as possible. This is due to the service level of current traffic volume in the Changwon tunnel pay toll road which have been so congested that the fees have increased causing a public complaint to be filed, demanding a early free of charge be implemented for the Changwon tunnel. Furthermore, the objective and impartial analysis of the traffic situation based on a simulation of the alternative and traffic congestion fees has been provided to make the early free of charge on toll road as soon as possible. Finally, careful attention should be paid to seek to make the early free of charge on toll road in order to minimize the damages both specified and unspecified that may arise the prompt settlement of construction repayments and security of minimum management fees should be given priority over other alternatives.

Effects of Online Engagement on Uses of Digital Paid Contents (온라인 관여가 디지털 유료 콘텐츠 이용에 미치는 영향)

  • This study aims to empirically investigate how users' online engagement behaviors predict their uses of paid contents. To this end, the data from the 2016 Korean Media Panel Survey, which has been conducted annually by the Korea Information Society Development Institute(KISDI), were analyzed. Major findings(N=8.313) were as follows. First, the active type of online engagement(e.g., posting, commenting), which contributes to direct creation of online contents, was the most powerful predictor to explain the DV. On the other hand, relatively passive actions of user engagement(e.g., sharing, endorsing, voting) turned out to have no significant effects on the uses of paid contents, just as personality traits and online privacy concerns did. Based on these results, it is recommended that online contents or platform service providers should try to establish clearly-targeted marketing strategies, after thoroughly collecting and analyzing the data of users' various online behaviors.

  • Paid membership is a useful marketing method that can acquire long-term customers. This study benchmarked representative overseas memberships, Amazon Prime, Alibaba 88 Membership, and Rakuten Super Point, so that domestic shopping platform companies can refer to launch the paid membership. The membership services have in common: economic benefits, convenient experiences, and discriminatory treatment. Domestic companies should set the core customer value they want to deliver to consumers and organize the benefits so that paid membership can be operated from a long-term perspective. This study has a high practical contribution and it is necessary to conduct an empirical analysis of experts and a customer user survey in the future.

  • IPTV는 기술적으로 TV에 PC적 기능이 더해지고 인터넷 프로토콜(IP)을 통해 인터넷과 연결되는 서비스로, 국내 초고속인터넷의 속도가 VDSL, 광랜과 같은 서비스의 등장으로 최대 100Mbps에 이르러 동영상 콘텐츠의 실시간 스트리밍 서비스가 가능한 환경이 구현되었다. IPTV 도입을 통해 산사건 방송, VOD 등의 기본적인 서비스뿐만 아니라, 양방향 광고, IPTV 민원발급 및 IPTV 공공서비스 제공 등 다양한 응용서비스의 개발 및 활성화를 기대하였다. 또한 IPTV를 통해 유료방송의 경쟁을 촉진시키고 케이블TV의 디지털 전환을 촉진시킴으로써 시청자들의 복지를 향상시킨다는 취지도 함께 있었다. 정량적으로는 IPTV가입자가 2012년에 이르러 보수적으로 290만가구, 낙관적으로는 450만 가구에 이를 것으로 예상하였으며, 관련 시장규모도 동년도에 약 7,515억원에 이를 것으로 전망하였다. 하지만, 2011년 말이 이미 450만 가입자를 돌파하고 2012년 8월 500만 가입자를 유치하면서 IPTV 서비스는 본격적인 mass market을 형성해 나가고 있다. IPTV 시장이 확대해 나가면서 유료방송 가입가구 수도 증가하였는데, 도입당시인 2008년 말 1,740만 가구가 유료방송에 가입하여 104%의 보급률을 보였으나 2011년 6월말 현재 가구수 대비 유료방송 가입자구수는 127%로 증가하였다. 이렇게 IPTV서비스 시장이 확대되고는 있으나, 정부의 신규 서비스에 대한 과도한 요금규제, IPTV와 경쟁하는 케이블방송사(SO) 계열의 콘텐츠 사업자(CP)들의 방송채널 공급거절 및 지상파 방송사의 과도한 재전송 대가, 전국 권역사업자인 IPTV에 대한 권역별 가입자점유율 규제, IPTV의 차별성으로 내세웠던 T-Commerce 및 양방향 광고에 대한 규제는 앞으로 개선해 내가야할 과제이다. 이에 본고는 IPTV의 시장성과를 조망하고, 시장의 지속성장을 위해 필요한 제도개선 방향을 살펴보았다.

Study on the Relationship between the Pay TV Subscriber's Genre Preference and VOD Purchase : Focusing on the Movie VOD of IPTV Service (<유료 방송 가입자의 장르 선호도와 VOD 구매의 관계에 관한 연구:IPTV 영화 VOD 이용을 중심으로>)

  • This paper investigates the relationship between the Pay TV subscriber's genre preference and VOD purchase by analyzing actual purchase data of movie VOD of IPTV subscribers for 8 months. The result shows as follows. First, in case of purchasing movie contents below 4000 won, user's genre preference was higher than that of using contents over 4,000 won. This means the subscribers tend to follow their genre preference when the mass-typed recommendation is limited. Second, those who purchase foreign contents show higher genre preference than those who purchase domestic movies. Third, subscribers who purchase more frequently and much more tend to use more diverse genres. Heavy users or those who have higher willingness to pay would consume more diverse contents. It implies that VOD use would increase by supplying the personal recommendation service based on the subscriber's genre preference.

Impact of Pay TV Market Structure and Competition on Digital Switch Over of Cable TV (유료방송의 시장구조와 경쟁이 케이블 TV의 디지털 전환에 미치는 영향)

  • Cable TV with largest subscription base in pay TV market has difficulty in managing the task of digital switch over. This study analyzed the factors in delay of cable TV switch over and examined the impact of pay TV market structure and competition. The delaying factors turned out to be the lack of incentives and resources of cable TV operators, insufficient policy measures and acceptance tolerance issues of subscribers. Since cable TV operators with monopolistic status in pay TV market had continuous profit from analog service, they were not responsive to digital switch over which requires additional investment. Policy measures including support for the low income household and mandatory cut-off point for stopping analog broadcasting. Subscriber's willingness to accept digital broadcasting in terms of price sensitivity and preference for convenient operation also played a role. Introduction of IPTV in pay TV market influenced the speed of digital switch over of cable TV operators. MSOs with economies of scale showed higher digital switch over rate than independent SO.
