NFV는 다양한 종류의 전용 하드웨어 장비들로 구성된 현재의 네트워크 장비가 가지고 있는 한계인 기술의 발전과 새로운 응용 서비스 수용, 트래픽 변화 대응, 노후화 장비 교체 등에 대한 어려움을 해결하기 위하여 서버, 스토리지 및 스위치와 IT 가상화 기술을 이용하여 네트워크 기능을 구현하고자 하는 기술이다. 본고에서는 NFV 목적, SDN과의 관계, NFV 실현 시의 이점과 해결해야 할 사항들, 표준화 동향 그리고 유럽 CHANGE 프로젝트에서의 NFV 구현 사례 등에 대하여 알아본다.

무선 ATM의 MAC 프로토콜은 독립적으로 분산되어 있는 이동 단말기들을 대상으로 ATM이 추구하는 진정한 의미의 통계적 다중화 기능을 무선 매체를 통해 확장하는 역할을 한다. 이와 같은 매체 접근 제어 프로토콜을 통해서만 멀티미디어 서비스 특성에 따라 동적으로 변하는 대역 요구 사항과 지연 시간 및 셀 손실 등의 서비스 품질을 동시에 만족시킬 수 있으며, 이동 단말기들이 채널을 공평하면서도 효율적으로 사용할 수 있는 접속 환경을 제공할 수 있다. 따라서, 이와 관련한 유럽의 ACTS 프로젝트 및 제외국에서의 기술 개발 사례와 ATM Forum WATM-WG에서의 표준화 동향을 분석하여 향후 무선 ATM 구현에 필요한 요소 기술로서의 매체 접근 제어 방식의 설계 및 구현 방안에 대해서 고찰함으로써 향후 연구 방향을 제시하고자 한다.

A-SMGCS는 진화하는 개념으로 현재 공개된 기준이나 권고사항의 일반요건들이 모두 유효하지는 않지만, 기술요건을 도출하기 위한 방법론으로 ICAO, EUROCAE, 유럽항행안전기구 문서에서 정확한 운용, 기능, 성능상의 요건을 추출하여 이러한 요건을 아키텍처 구조에 반영하여야 한다. 타 프로젝트의 A-SMGCS 지상시스템 기술요구 문서의 성능요구사항 사례 연구를 통해 A-SMGCS 개발 시에 고려할 성능요구사항을 고찰하였다.

수소연료전지차(fuel cell electric vehicle)는 가솔린 내연기관 대신 수소와 공기 중의 산소 결합으로 전기를 자체 생산하는 연료전지를 동력원으로 하는 자동차이다. 엔진이 없기 때문에 배기가스 및 오염물질을 배출하지 않아 세계적으로 점점 강화되고 있는 환경규제에 대응하기 위한 친환경 자동차로 부각되고 있다. 미국, 유럽, 일본 등 주요 선진국들은 수소연료전지차 보급을 앞당기기 위해 기술 개발을 지원하고 있고 수소연료전지차 실증 사업 및 프로젝트를 추진하고 있으며, 수소충전소 인프라 확충 및 관련 제도의 정비에 박차를 가하고 있다.

공개키 기반구조를 이용한 정보보호 서비스 개발이 활발히 추진되고 있다. 우리나라에서도 1999년 7월 전자서명법이 발효된 이후 민간부분 공개키 기반 구조를 이용한 다양한 인증기관이 구축되고 있고, 이는 전자상거래 시스템의 안전성을 크게 향상시킬 수 있을 것이다. 그러나 현재 정부 공개키 기반 구조 구축은 완료되지 않고 있다. 본 논문에서는 미국, 호주, 유럽, 그리고 캐나다에서 수행해왔던 공개키 기반 구조와 관련된 과제의 내용을 파악하고, 각 나라에서 구성된 PKI의 특성을 분석하며, 이를 바탕으로 국내 공개키 기반 구조를 위한 기술 표준안을 제시한다.

현재 국제해사기구(IMO)를 중심으로 선박의 안전, 보안 및 해양환경 보호를 위해 선박 및 육상을 통합하는 전자항법 체계인 e-Navigation이 추진되고 있다. 특히 유럽의 여러 국가들이 IMO의 추진 진행 과정을 따라 실제로 e-Navigation을 해상에 구현하기 위한 여러 프로젝트들을 진행하고 있으며 그 결과들이 일부 보고되고 있다. 본 논문에서는 IMO에서 진행 중인 e-Navigation의 현황을 살펴보고 VTS 관점에서 향후 e-Navigation으로 인해 변화할 기능 또는 서비스들에 대해 검토하였다.

Plant construction industry is a high value-adding industry because it is complex industry comprising engineering, procurements of equipments and construction. So, Revenue increase in overseas plant projects would boost up not only domestic construction industry but also growth of national economy. Recently, overseas plant-construction market is expanding dramatically. For instant, Middle-east countries are constantly increasing their orders for the construction of petro-chemical plants stimulated by sky-rocketing oil prices. The purpose of this research is to develop management techniques for plant projects such as work break-down structure, knowledge management system, logistics & procurement system, and risk assessment tools. We believe our research would contribute to the competion of Korean engineeing companies and contractors in overseas plant-construction market.

The purpose of this study is to provide implications for the demonstration and the spread of smart cities. For this, the European Lighthouse project, a well-known smart city initiative, is analyzed. This article investigates agendas, applied solutions, stakeholders and cooperation, and expansion strategies in the 18 Lighthouse projects implemented by the EIP-SCC Smart City Demonstration Project. Four implications are discussed for Korean smart city projects. First, in promoting smart cities, clear philosophies and principles should be established in response to global issues such as climate change. Second, smart cities should be understood as the approaches for problem-solving rather than simply applying advanced technology. Third, a business system should be established in a way to meet the needs of the actors participating in the smart city demonstration project. Finally, an evaluation framework should be established to verify the performance of the project. High-performing best-practice projects should be supported by articulating their standards for their lessons to be spread into other cities. The implications presented here can contribute to developing smart city models along with follow-up studies.

This study purports to explain the difference between the welfare reform of Britain and that of either European countries or USA. For this purpose, Chapter two documents and reviews the inter-party debates around the Clause Four in the Labour Constitution, and duly ascertains the role of the reciprocity principle in the development of New Labour Project. Then, Chapter three argues that this reciprocity principle guides and controls the whole process of workfare reform of the Labour Government since 1997. Finally, Chapter four concludes that the salient features of the British workfare reform originated from recent changes of the British political climates, that is, the ideological change of the Labour Party.

Hamburg is going with the HafenCity Project to create new urban space for city's bustling central district. HafenCity will add an additional 155 hectares to Hamburg's central urban area, increasing its total area by some 40 percent. The new developments in HafenCity will be oriented towards the River Elbe and the great seaport. Its centre will have a close relation to water. They will be used for the construction of a fascinating mix of residential accommodation, offices, cultural and leisure amenities, retail facilities and restaurants set in a framework of an elaborate urban layout. This study is focusing on the purpose of the project goals, the task of the Hamburg authorities and GHS (Gesells chaft f$\ddot{u}$r Hafen und Standortentwicklung) and an urban planning ideas competition (draft masterplan). Regarding of the new trend of the reurbanisation in Europe, the aim of this study will be to find out, in which way Hafencity is trying to develope the new city district as a model for the European inner city of the 21st century.
